There are always conflicts between the need for conservation and economic growth in the developing countries. Planning plays a primary role in balancing these conflicts. This is particularly obvious in Chinese cities since China adopted its open door policy in 1978. Foreign investment has been a major driving force for rapid growth of the Chinese economy. Planners in China have been facing the dilemma of protecting the natural environment on the one hand while, on the other hand, supporting the overall national goal of attracting foreign investment to maintain continuous economic growth. The planning system in China, which has been largely based on a planned economy, soon found itself handicapped in safeguarding the environment from rapid industrialization and urbanization fostered by market forces. This paper takes Guangzhou as an example to study challenges to the planning system in Chinese cities in the past two decades of rapid economic growth and urbanization. By means of a case study on an industrial development within a protected orchard area in Guangzhou, this study illustrates the conflict between the need for rural conservation and the pressure for economic development in the Chinese cities. In particular, it analyzes the pressures on the present urban planning system in China in terms of the following categories: the emergence of private investors in urban development; the goal of pursuing a high economic growth rate; the implications of a transitional economy for urban planning; and the weakness of the present urban planning system. It concludes that the role of urban planning in China should change from simply providing guidelines on board land-use strategy, to a combination of a strategic plan with specific development control laws at the operational level. Finally, some recommendations are suggested as to how to improve the planning system in China.  相似文献

Nepal formally embarked on decentralized participatory conservation programmes in 1990. To assess who participates in and benefits from such programmes, stratified random questionnaire surveys of 234 households and interviews with 29 user group chairs were conducted in the buffer zones of two protected areas of the Nepalese Terai: Bardia National Park and Suklaphanta Wildlife Reserve. The Poisson regression shows that gender, education, household affluence, and conservation attitudes were significant predictors of people's participation in decentralized conservation programmes, while family size, ethnicity and resource dependency were not. The benefits of participation outweighed the costs based on respondents' estimates. The performance of grassroots organizations and levels of participation were correlated. Nepal's decentralized participatory conservation has achieved efficiency, relative equity and effectiveness to some extent. Yet the central government should devolve more power to local communities to sustain the achievements as well as to provide more equitable benefits to residents to ensure the effectiveness and sustainability of conservation programmes.  相似文献

Throughout the world, there are imperatives and opportunities to develop sustainable enterprises based on plants and animals to alleviate poverty. This is true for indigenous people across northern Australia, although to date there has been very limited commercial use of wildlife within indigenous Australian communities. In this study, we examine factors affecting the establishment of enterprises utilising animal species in remote indigenous communities and suggest ways of improving uptake. We found four major areas affecting the progress of these enterprises: a lack of comprehensive market information and dissemination of that knowledge; a lack of basic infrastructure and training; a need for more appropriate and flexible government policy and regulation; and adverse public perceptions. Commercialisation of native species is at a relatively early stage compared to tropical Asia, Africa and South America, and development of these enterprises has the potential to benefit indigenous livelihoods in remote and marginal areas in Australia.  相似文献

Bamboo forests, due to their special characteristics and ecological functions, play an important role in sustainable forest management and rural development in China. Over the past two decades, China has successfully established millions of hectares of bamboo forest, which has restored fragile ecosystems, provided benefits to local communities, alleviated rural poverty and eased timber shortages. However, there is potential for further improvements to the bamboo forest estate. This paper analyses the current state of bamboo forest resources and management, and the roles of the bamboo forest industry in social development, economic growth and ecosystem protection in China. We examine the main issues related to governance systems, local economic development and traditional management practices. Finally, we suggest some directions for future development.  相似文献

Ecotourism in protected areas plays an important role in establishing mutually beneficial relationships among local people, the protected area, and tourism that are essential in protected area management. However, to properly manage protected areas, local people should be major stakeholders in order to maximize local economic benefits and obtain support for conservation efforts. This study assesses the current status of local people's economic participation in tourism in the Wolong Nature Reserve using a questionnaire survey. Through evaluation of geographic origin, income, and occupational distribution of operators engaged in tourism-related business, we identified and discussed constraints and opportunities for economic participation of local people. Economic inequity was found among local people, as well as between locals and non-locals, due to limited startup capital and operational skills. At present, only a small percentage of local people receive revenue directly from tourism. In addition, economic leakage and local dependence on natural resources still exist in the study area. To promote ecotourism and sustainable development, the relationships among tourism, local people, and biodiversity conservation in the study area must be strengthened. According to the findings, some suggestions are offered to protected area managers to foster better relationships.  相似文献

The objective of this study was to elicit community perceptions on the effectiveness of the CAMPFIRE programme, a community initiative, designed to benefit rural communities in Gonono ward in the Zambezi valley. Five villages and 76 respondents were selected from the ward using simple random sampling. Data collection included a structured questionnaire administered to households, semi-structured interviews with key informants, such as chiefs, headmen and local council staff, transect walks and participant observations. The results of the study revealed that, although the CAMPFIRE concept has been instrumental in creation of employment and infrastructure, the local community considers that no significant changes have occurred to their livelihoods. The findings suggest that the current model of wildlife conservation in Zimbabwe is not promoting total community participation. Future models need to focus on total involvement and independence from government structures. However, this can only happen when there is sufficient capacity building in communities on a wide number of issues, including general management, to ensure long-term sustainability.  相似文献

Policy tools that allow for the coordination of various authorities at different levels of government are important for coastal protected areas. Frequently, multiple authorities manage these areas with varied and sometimes conflicting goals. This study examines a regulatory model implemented on the Cape Cod National Seashore in the US that uses federally-approved zoning to regulate private uses for protection of natural coastal resources. Local authorities implement the zoning which is designed to support national resource protection goals making this a prime model of cross-level governance for conservation. I use case study analysis to evaluate the program’s effectiveness by focusing on implementation and compliance in the context of multi-jurisdictional (i.e., national to local) relations. The analysis and subsequent discussion highlight the difficulties associated with implementation of intergovernmental mandates. Also, theoretical perspectives on compliance give insights about the implementation challenges of this model. The model’s limitations have implications for policymakers considering similar schemes implemented by split and hierarchical authorities with different, and possibly conflicting, coastal management goals.

SUMMARY

With the aim of evaluating the biotic pressure on a protected area, Kuldiha Sanctuary in Orissa, India was taken as a case study. In the 19 villages lying within a 1 km radius of the Sanctuary, there are 9814 people with 19% literacy. Tribals constitute 73.3% of the population. Some 7507 head loaders collect firewood from the Sanctuary every day. In addition, 37 297 cattle enter the forest for grazing. Consequently alienating the people depending on the Sanctuary in the management and conservation of wild flora and fauna is not only futile but also detrimental to the socio-cultural-economic fabric of the ecosystem of the people. In this study, involvement of the local community in the protection and management of the Sanctuary and National Park is proposed and methods of implementation, funding and a legal framework are discussed.  相似文献

The Clean Development Mechanism (CDM) allows industrialized countries to comply with the Kyoto Protocol by using carbon offsets from developing countries. There are two puzzles within this carbon market: additionality (the proposed activity would not have occurred in its absence) and co-benefits (the project has other environmental benefits besides climate mitigation). This paper proposes an econometric approach to evaluate the CDM effect on sulfur dioxide emission reductions and assess its additionality indirectly. Our empirical model is applied to China's emissions at the prefecture level. We found that the CDM does not have a statistically significant effect in lowering sulfur dioxide emissions. This result casts doubt on additionality of these CDM activities, that is, they would have happened anyway.  相似文献

Diametrically opposed views of the effectiveness of the United States Endangered Species Act (ESA) co-exist more than 30 years after the Act's creation. The evidence marshaled to date for and against the ESA suffers from a problem common in analyses of biodiversity protection measures: the absence of a well-chosen control group. We demonstrate how matching methods can be used to select such a control group and thereby estimate how species listed under the ESA would have fared had they not been listed. Our results show that listing a species under the ESA is, on average, detrimental to species recovery if not combined with substantial government funds. In contrast, listed species with such funding tend to improve. Our analysis offers not only new insights into a controversial debate, but also a methodology to guide conservation scientists in evaluating the effectiveness of society's responses to biodiversity loss.  相似文献

Historically, all capture fisheries have proven hard to manage; internationally shared stocks face an additional impediment to effective management. Previous fisheries studies estimate gains from cooperation for particular species or locations, but evidence is lacking on the wider effect that international sharing has in relation to other variables that affect stock status. This paper is an attempt to shed a broader light on the effect of sharing by identifying whether shared fish stocks are systematically more exploited. I compile exploitation status, biological and economic data into a unique two-period panel of more than 200 fish stocks from around the globe with which I test the theoretical implications of sharing. The empirical results from ordered category estimation suggest that shared stocks are indeed more prone to overexploitation.  相似文献

The participatory approach in management of forests is now well established in forest policies of many developing countries. Incentives for different groups to participate have been argued by many to be desirable characteristics to promote participation. A key challenge for government and donor agencies is to develop better understanding of the incentives for different groups to be able to achieve and sustain their participation. Based on a case study of a joint forest management (JFM) programme in the northern state of Haryana in India, this paper highlights the relevance of understanding people's perception of the incentives. It specifically examines three hypotheses related to perceptions of villagers about incentives offered under the JFM programme and relates them to their participation in joint management. It concludes that a better understanding is likely to help in improving project implementation at the local level and the design of participatory forest management programmes more generally.  相似文献

SUMMARY

Biodiversity of a protected area of West Himalaya (Askot Wildlife Sanctuary) was studied and analysed for landscape, faunal and floral diversity. The forest and pasture land, ideal habitats for the flora and fauna, covered nearly 52% and 12%, respectively, of total reported area. Among the fauna Himalayan musk deer (Moschus chrysogaster), thar (Himitragus jemlahicus), snow leopard (Panthera uncia), koklas (Pucrassia macrolophas), monal (Lophophorus impejanus) and snow cock (Tetragalus tibetanus) are threatened species. Plant diversity is represented by 1262 species of vascular plants (Angiosperm 1112, Gymnosperm 7, Pteridophytes 143 taxa). Diversity of the species within families, genera, habitats, communities and along vertical gradient zone was analysed. Maximum diversity existed in the family Orchidaceae (120 taxa), genera Polystichum (13 taxa), altitude zone (1001–2000 m; 860 taxa), habitat (forest; 623 taxa) and community (Banj oak: 92 taxa). Seventy-one families were found to be monotypic. Species were further analysed for ethnobotanical use (medicine: 70, edible: 55, fodder: 115, fuel: 31, house building: 13 etc.), domesticated diversity (crops: 19, vegetables: 26, fruits: 16), agroforestry or marginal, threatened and endemic diversity. Similarity in species composition within the habitats indicated maximum similarity in areas of shrubberies and alpine meadows/ slopes (71.65%) and exposed open/grassy slopes and shady moist places (47.32%). 432 (34.2%) taxa are native to Indian Himalaya of which 24 are endemic and 235 are near endemics. 65.8% of taxa are represented in the neighbouring areas and other regions of the globe. Ten taxa occurring in the Sanctuary have been already recorded in the Red Data Book of Indian Plants. Conservation and management of species is focused.  相似文献

This paper contributes to the induced innovation literature by extending the analysis of supply and demand determinants of innovation in energy technologies to account for international knowledge flows and spillovers. We select a sample of 38 innovating countries and study how knowledge related to energy-efficient and environmentally friendly technologies flows across geographical and technological space. We demonstrate that higher geographical and technological distances are associated with lower probabilities of knowledge flow. Next, we use previous estimates to construct internal and external knowledge stocks for a panel of 17 countries. We then present an econometric analysis of the supply and demand determinants of innovation accounting for international knowledge spillovers. Our results confirm the role of demand-pull effects, proxied by energy prices, and of technological opportunity, proxied by the knowledge stocks. Our results show that spillovers between countries have a significant positive impact on further innovation in energy-efficient and environmentally friendly technologies.  相似文献

Primary surveys were conducted in 20 villages and an equal number of community managed forests (CMFs) of two districts, Adilabad and Chittoor in the state of Andhra Pradesh in southern India. The interviews conducted with 216 respondents listed a total of 22 and 23 non-timber forest products (NTFP) from Adilabad and Chittoor districts, respectively, of which 15 species were common to both study districts. Eight of these NTFPs, including, Sterculia urens, Thysanolena maxima, Sapindus emerginatus, Dendrocalamus strictus, Pongamia pinnata, Schleichera oleosa, Azadirachta indica and Diospyros melenoxylon were collected for commercial purposes. The vegetation survey was conducted in a total of 240 sample plots in 20 CMFs, and found 15 NTFP species from Adilabad and 18 NTFP species from Chittoor. The density of NTFP trees in Adilabad was 52 trees/ha, as against an overall tree density of 278 trees/ha, while in Chittoor it was only 28 trees/ha as against an overall density of 110 trees/ha. The regeneration density of NTFP species was, however, higher in Chittoor. Some of the NTFP species, prioritized for conservation, included Sterculia urens, Tamarindus indica, Phyllanthus emblica, Strychnos nuxvomica, S. potatorum and Anogeissus latifolia.  相似文献

In the process of rapid urbanisation in China, environmental problems have increased, from sewage discharge to climate change. Marine protected areas (MPAs) are widely advocated as a means to comprehensively manage human activities and resources in ocean and coastal areas. However, MPAs only safeguard populations or assemblages within their boundaries and fail to offer any protection from many major threats to marine environments. An increase in environmental threats implies an increase in environmental management and assessment. We propose a methodological framework for integrated ecological assessment using the Xiamen marine protected area as a case study. The integrated ecological assessment framework can be generalised from the dimensions of environment, economy, society and institution. Surveys were undertaken to assess the state of the Xiamen coastal environment, the resources of the reserve, and issues associated with human activities. Stakeholders were interviewed about their attitudes towards issues regarding the management of the reserve. The constraints of the reserve management were identified. The methodological framework is presented as a tool to help identify relative ecological security in order to prioritise actions and assess the ecological implications of management and policy decisions.  相似文献

Every action in a conservation plan has a different level of effect and consequently contributes differentially to conservation. We examined how several community-based, marine, management actions differed in their contribution to national-level conservation goals in Fiji. We held a workshop with experts on local fauna and flora and local marine management actions to translate conservation goals developed by the national government into ecosystem-specific quantitative objectives and to estimate the relative effectiveness of Fiji's community-based management actions in achieving these objectives. The national conservation objectives were to effectively manage 30% of the nation's fringing reefs, nonfringing reefs, mangroves, and intertidal ecosystems (30% objective) and 10% of other benthic ecosystems (10% objective). The experts evaluated the contribution of the various management actions toward national objectives. Scores ranged from 0 (ineffective) to 1 (maximum effectiveness) and included the following management actions: permanent closures (i.e., all extractive use of resources prohibited indefinitely) (score of 1); conditional closures harvested once per year or less as dictated by a management plan (0.50-0.95); conditional closures harvested without predetermined frequency or duration (0.10-0.85); other management actions, such as regulations on gear and species harvested (0.15-0.50). Through 3 gap analyses, we assessed whether the conservation objectives in Fiji had been achieved. Each analysis was based on a different assumption: (1) all parts of locally managed marine areas (including closures and other management) conserve species and ecosystems effectively; (2) closures conserve species and ecosystems, whereas areas outside closures, open to varying levels of resource extraction, do not; and (3) actions that allow different levels of resource extraction vary in their ability to conserve species and ecosystems. Under assumption 1, Fiji's national conservation objectives were exceeded in all marine ecosystems; under assumption 2, none of Fiji's conservation objectives were met; and under assumption 3, on the basis of the scores assigned by experts, Fiji achieved the 10% but not the 30% objectives for ecosystems. Understanding the relative contribution of management actions to achieving conservation objectives is critical in the assessment of conservation achievements at the national level, where multiple management actions will be needed to achieve national conservation objectives.  相似文献

Protected areas are considered vital for the conservation of biodiversity. Given their central role in many conservation strategies, it is important to know whether they adequately protect biodiversity within their boundaries; whether they are becoming more isolated from other natural areas over time; and whether they play a role in facilitating or reducing land‐cover change in their surroundings. We used matching methods and national and local analyses of land‐cover change to evaluate the combined effectiveness (i.e., avoided natural‐cover loss), isolation (i.e., changes in adjacent areas), and spillover effects (i.e., impacts on adjacent areas) of 19 national parks in South Africa from 2000 to 2009. All parks had either similar or lower rates of natural‐cover loss than matched control samples. On a national level, mean net loss of natural cover and mean net gain of cultivation cover decreased with distance from park boundary, but there was considerable variation in trends around individual parks, providing evidence for both increased isolation and buffering of protected areas. Fourteen parks had significant positive spillover and reduced natural‐cover loss in their surroundings, whereas five parks experienced elevated levels of natural‐cover loss. Conclusions about social‐ecological spillover effects from protected areas depended heavily on the measures of land‐cover change used and the scale at which the results were aggregated. Our findings emphasize the need for high‐resolution data when assessing spatially explicit phenomena such as land‐cover change and challenge the usefulness of large‐scale (coarse grain, broad extent) studies for understanding social‐ecological dynamics around protected areas.  相似文献

As environmental problems and pressures on natural resources escalate, awareness building and efforts to protect natural areas have also became a major goal to ensure sustainability. Ecotourism is one of the major activities to protect natural and cultural resources, while also providing economic benefits to both local people and government. Successful ecotourism planning is a function of establishing sound goals and criteria. In this paper, we have presented the example of Igneada, Turkey, as a case to elaborate this point. Igneada a coastal town, located on the north-west Black Sea region of Turkey, was declared a national park in 2007. The park is well known for its longos forests (flooded), lagoons, endemic and endangered species, and wildlife. However, currently, unsustainable economic activities, overgrazing, and urbanization cause threats to its sensitive ecosystems. Promoting ecotourism is a sustainable approach to balance economic, social, and environmental aspects in the development of Igneada.

The aim of this study is to define a set of ecotourism criteria and propose an ecotourism vision for Igneada. The methodology in this research involves field observations and a strengths, weaknesses, opportunities and threats analysis with an Analytical Hierarchy Process. A survey study is conducted with both local people and experts to define a framework to generate a priority ranking for ecotourism-planning decision. The research generated 5 main criteria and 14 subcriteria, among which ‘Proposal of Igneada in Turkey’s 2023 Tourism Strategy Plan’ was the highest ranked opportunity for ecotourism planning and development in the town.  相似文献

• Punishments increase the participation probability of collectors and recyclers. • Policy-sponsored incentives make collectors and recyclers to participate earlier. • Recyclers are more sensitive to government punishments than collectors. Because governments have introduced policies involving incentives and penalties to promote the recycling of plastic waste, it is important to understand the impact of such incentives and penalties on the willingness of stakeholders to participate. In this study, government is included as a player, alongside waste collectors and recyclers, in a tripartite evolutionary game model of plastic waste recycling. The study explores the evolutionary equilibrium and performs a simulation analysis to elucidate the effect of government incentives and penalties on the willingness of other players to participate in recycling. Three conclusions are drawn from this research. First, an increase in incentives or in penalties increases the probability that collectors and recyclers will participate in the recycling process. Second, policy support incentives encourage collectors and recyclers to participate in plastic waste recycling earlier than subsidy incentives do. Finally, recyclers are more sensitive than collectors to government-imposed penalties.  相似文献
