Impact of payments for environmental services and protected areas on local livelihoods and forest conservation in northern Cambodia 总被引:1,自引:0,他引:1 下载免费PDF全文
The potential impacts of payments for environmental services (PES) and protected areas (PAs) on environmental outcomes and local livelihoods in developing countries are contentious and have been widely debated. The available evidence is sparse, with few rigorous evaluations of the environmental and social impacts of PAs and particularly of PES. We measured the impacts on forests and human well‐being of three different PES programs instituted within two PAs in northern Cambodia, using a panel of intervention villages and matched controls. Both PES and PAs delivered additional environmental outcomes relative to the counterfactual: reducing deforestation rates significantly relative to controls. PAs increased security of access to land and forest resources for local households, benefiting forest resource users but restricting households’ ability to expand and diversify their agriculture. The impacts of PES on household well‐being were related to the magnitude of the payments provided. The two higher paying market‐linked PES programs had significant positive impacts, whereas a lower paying program that targeted biodiversity protection had no detectable effect on livelihoods, despite its positive environmental outcomes. Households that signed up for the higher paying PES programs, however, typically needed more capital assets; hence, they were less poor and more food secure than other villagers. Therefore, whereas the impacts of PAs on household well‐being were limited overall and varied between livelihood strategies, the PES programs had significant positive impacts on livelihoods for those that could afford to participate. Our results are consistent with theories that PES, when designed appropriately, can be a powerful new tool for delivering conservation goals whilst benefiting local people. 相似文献

Through annual in-depth household questionnaire interviews of 60% of households in Daka and Baka villages from 1998 to 2004, we explored wealth-related differences and similarities in the sale of NTFPs of tropical rain forest fringe dwellers in Xishuangbanna, SW China. Contribution of different NTFPs to cash income and different seasonal access to NTFPs between Baka and Daka were analysed. There were significant differences in income and role of NTFPs per household between Baka and Daka related to different access to: NTFPs in forests, labour and market sales in different seasons. In Baka, the ranking of NTFP income was: fungi, wild vegetables, bamboo shoot in 2000 and 2001. Differences in gender and generational involvement in NTFP sales was also examined. For example, households without a son, as well as those with a female householder depended more on income from NTFPs and less on income from rubber than other households. Resource use patterns between relatively wealthy and poor households were also analysed. Wealthy households sold 2.50 ± 0.50 types while poor households sold 2.08 ± 0.26 NTFPs. The Gini coefficient of gross income per household for Baka in recent years was 0.393, increasing to 0.414 without NTFPs. The Gini coefficient of gross income for Daka in recent years was 0.291, increasing to 0.292 without NTFPs, showing the different role of NTFPs in mitigating wealth inequality in the two villages. 相似文献

Studying eco-sustainability of tourism areas is part of sustainable development research. In tourism areas, the ecosystem comprises both the environment and the human system. The environmental system is basically physical, whereas the human system, consisting of both tourists and residents, is the dominant factor driving ecosystem change. If the combined influence of tourists and residents exceeds the carrying capacity of the environment, which is the ecological threshold of eco-sustainability in the tourism area, then the structure, function and stability of the environment will degenerate. Hence, eco-sustainability assessment of tourism areas should be based on analyses of the relationship between the influence of tourists and residents on the environment and the environmental carrying capacity. Using ecological footprint and tourism ecological footprint models, we developed and applied a synthetic assessment index system for eco-sustainability of tourism areas in Lijiang County, Yunnan Province, China, to conduct a quantitative spatial assessment for 2001. The eco-sustainability of Lijiang was high, with a harmonious relationship between regional socioeconomic development and the ecological environment. There were significant spatial differences in eco-sustainability among 24 towns in the region because of spatial heterogeneity in socioeconomic status, tourism development and environmental elements. 相似文献

农户能源利用方式的选择与农村环境的变化:某贫困山村薪炭林利用案例研究 总被引:2,自引:2,他引:2
为了深入了解农户能源利用状况与农村环境的相互作用关系,对一个贫困山村进行了为期15天的实地考察。通过问卷调查,入户访谈等方式,收集了50余份问卷和大量原始数据、图片资料,发现当地农户在利用薪材能源作为燃料直接燃烧时并不会带来对当地森林资源的破坏,但能源利用效率不高;而在用薪材能源作为香菇培养基原料时显著地提高了能源利用效率,却也严重影响了当地森林资源的可持续利用。由此可见,能源利用方式的选择与农村环境的变化息息相关。为了保证农村能源的可持续利用,人们需要同时考虑农村环境的承载能力,这就决定了改善农户能源利用状况不能单纯以提高能源利用效率为目标。在结合当地客观条件,综合当地政府、当地农户的意见的基础上,提出了当地能源利用的最佳方向应该是:在不增加农民支出前提下,鼓励农民改善薪材能源的利用方式,力图达到提高能源利用效率和森林资源可持续利用的“双赢”目的。 相似文献

Erosion control is one of the most important functions of forest ecosystems, and its accurate assessment is useful to illuminate the importance of forest ecosystem services for humans so as to rationally conserve forest resources. This paper examines Zhangjiajie National Forest Park, the first national forest park in China, to seek practical methods for assessment of the forest erosion control function using a geographical information system (GIS). The results show that the potential and actual amounts of soil erosion are 2.92 million ton and 0.14 million ton per year, respectively, in Zhangjiajie National Forest Park. The total reduction in soil loss reaches 2.77 million ton per year with the existence of a forest ecosystem. The erosion control function of near mature, mature and over mature broadleaf forest is excellent, and natural forest conservation and natural restoration of the degraded forest ecosystem can provide the largest benefits in soil erosion control. Nearly all the near mature, mature and over-mature forest in the park is at the top and in steep mountain areas, and could be rationally cut and utilized by local communities, but extensive timber felling should be strictly prohibited. 相似文献

SUMMARY Rapid urbanisation and serious environmental problems have led people worldwide to realise the significance of urban planning and management towards a sustainable environment. Beijing was used as a case study to develop a framework and strategies for sustainable development using ecological principles. At the regional level, Beijing-Tianjin agglomeration and Hebei Province are considered together. At the Beijing administrative level, some important measures are put forward for revision of the Beijing Urban Master Plan. At the Beijing plain level, the future spatial structure of Beijing city and the relationship between settlements, green space and transportation are considered, and three basic development patterns are proposed. At the inner district level, the ecological corridor system is suggested, based on ecosystem services. At the selected area level, a comprehensive strategy and key measures for conservation and renewal of old Beijing city core are provided. Once strategies for Beijing urban development are implemented step-by-step, a vision for future development can be achieved. Effective public expenditure currently dominates the management focus of many protected areas. This calls for explicit modeling of constraints and motivations that, respectively, obstruct and stimulate visits to selected outdoor destinations. Choice set formation is the result of screening and/or inclusion of specific sites (alternatives) to form the set of sites considered in real choices. Evidence shows that the omission of a structural representation of choice set formation is harmful to econometric inference. Yet, the literature has largely ignored the underlying behavioral phenomenon. We show, using a discrete choice experiment involving selection among seven recreational sites in an Italian national park, that choice set formation is behaviorally relevant, even after controlling for preference discrimination. Motivations (why visit?) are important determinants of preliminary site screening for choice set inclusion, as well as site selection, justifying the additional value of such modeling extension. 相似文献

In this paper, we describe the development of a simulation framework for allocating water from different sources to meet the
environmental flows of an urban river. The model permits the development of a rational balance in the utilization of storm
water, reclaimed water from wastewater treatment plants, and freshwater from reservoirs with consideration of the limited
capacities of different water resources. It is designed to permit the full utilization of unconventional water sources for
the restoration of river water quality by increasing river flow and improving water quality. To demonstrate practical use
of the model, a case study is presented in which the model was used to simulate the environmental water allocation for the
Liming River in Daqing City, China, based on the three water sources mentioned above. The results demonstrate that the model
provides an effective approach for helping managers allocate water to satisfy the river’s environmental water requirements. 相似文献
