Abstract:  The Natura 2000 network is the most important conservation effort being implemented in Europe. Nevertheless, no comprehensive and systematic region—or nationwide evaluation of the effectiveness of the network has been conducted. We used habitat suitability models and extent of occurrence of 468 species of vertebrates to evaluate the contribution of the Natura 2000 network to biodiversity conservation in Italy. We also estimated the population size of 101 species inside the Natura 2000 network to assess its capacity to maintain or improve the population status of listed species. In general the Italian Natura 2000 did not seem to integrate existing protected areas well. The Natura 2000 network increased from 11% to 20% the area devoted to conservation in Italy and the coverage provided to areas with high biodiversity. Nevertheless, some areas with high numbers of species were devoid of conservation areas, and more than 50% of the highly irreplaceable areas were not considered in the system. Moreover, the Natura 2000 network cannot maintain 44–80% (depending on the taxa considered) of the species in a "favorable conservation status" under World Conservation Union Red List criteria. The Natura 2000 network is probably stronger than the results of our analyses suggest. The system is based on a site-specific expert-based strategy and is driven by direct and detailed knowledge of local diversity. Nevertheless, if Natura 2000 is taken to represent the final point of all the EU conservation policies, it will inevitably fail. Its role in conservation could be enhanced by integrating the Natura 2000 system into a more general strategy that considers natural processes and the ecological and evolutionary mechanisms underlying these processes.  相似文献

Every action in a conservation plan has a different level of effect and consequently contributes differentially to conservation. We examined how several community-based, marine, management actions differed in their contribution to national-level conservation goals in Fiji. We held a workshop with experts on local fauna and flora and local marine management actions to translate conservation goals developed by the national government into ecosystem-specific quantitative objectives and to estimate the relative effectiveness of Fiji's community-based management actions in achieving these objectives. The national conservation objectives were to effectively manage 30% of the nation's fringing reefs, nonfringing reefs, mangroves, and intertidal ecosystems (30% objective) and 10% of other benthic ecosystems (10% objective). The experts evaluated the contribution of the various management actions toward national objectives. Scores ranged from 0 (ineffective) to 1 (maximum effectiveness) and included the following management actions: permanent closures (i.e., all extractive use of resources prohibited indefinitely) (score of 1); conditional closures harvested once per year or less as dictated by a management plan (0.50-0.95); conditional closures harvested without predetermined frequency or duration (0.10-0.85); other management actions, such as regulations on gear and species harvested (0.15-0.50). Through 3 gap analyses, we assessed whether the conservation objectives in Fiji had been achieved. Each analysis was based on a different assumption: (1) all parts of locally managed marine areas (including closures and other management) conserve species and ecosystems effectively; (2) closures conserve species and ecosystems, whereas areas outside closures, open to varying levels of resource extraction, do not; and (3) actions that allow different levels of resource extraction vary in their ability to conserve species and ecosystems. Under assumption 1, Fiji's national conservation objectives were exceeded in all marine ecosystems; under assumption 2, none of Fiji's conservation objectives were met; and under assumption 3, on the basis of the scores assigned by experts, Fiji achieved the 10% but not the 30% objectives for ecosystems. Understanding the relative contribution of management actions to achieving conservation objectives is critical in the assessment of conservation achievements at the national level, where multiple management actions will be needed to achieve national conservation objectives.  相似文献

An assessment of human interference in Kedarnath Wildlife Sanctuary (KWLS) showed huge dependence of local communities on forest fringes. KWLS is under active consideration as a national park because of its unique flora and fauna. Studies have evidenced habitat destruction and successional changes in the area because of ongoing unsustainable harvesting and logging. The present study provides an integrated approach towards evaluating resource extraction and management of the sanctuary. The study was based on in-depth semi-structured interviews and group discussions with local inhabitants of six villages and with forest officials. In addition, regeneration patterns and vegetation analysis was conducted in three land tenurial systems: community forest (CF), reserve forest (RF) and protected forest (PF). Key issues identified were wildlife offences, encroachment, pressure from unsustainable harvesting of resources and lack of livelihood opportunities. Ecological studies showed continuous change in regeneration patterns in forest patches/stands. The local survey stressed managing sanctuary fringes considering the village economy, social issues and resource requirements, and enhancing on-farm resource production to reduce pressure on forests. Forest personnel demanded more training on encroachment and poaching, these being major threats to biodiversity and bio-resources. Supporting and providing better livelihood opportunities is a viable option for minimizing pressure and managing biodiversity of the area through active community participation. This study generated useful outcomes and strategies for advancing policies to reduce pressure and overcome management constraints in the sanctuary.  相似文献

Yunnan Province has many and unique natural resources and rich biodiversity. Natural reserves (NRs) play a significant role in maintaining and protecting the biodiversity and stability of ecosystems in this area. Yunnan is a typically eco-environmentally fragile area; thus positive effects of NRs are important in the construction of an ecological safety barrier for southwest China. Evaluation of the effectiveness of management of NRs has been implemented to improve management outcomes. This study provides indices to evaluate problems and management effectiveness for 60 NRs, covering national and provincial NRs of Yunnan Province. These indicate that management of NRs suffers from inadequate funding, poor infrastructure and equipment, low community participation, and a lack of government support. The indices had relatively low scores for infrastructure and equipment, ecotourism, monitoring, and evaluation, but high scores for planning and design and ownership. There were significant positive correlations between protection rank, size, age of NRs, and management effectiveness. International exchanges and collaboration would help to improve management of the NRs. NRs that straddle administrative boundaries had relatively higher scores than those within an administrative unit. Management success was not correlated with staff input, which might imply low efficiency of staff in this area. Some recommendations are offered to improve management of NRs based on analysis of management problems and identification of influencing factors.  相似文献

Abstract:  Planning of marine protected areas (MPAs) is highlighted in the conservation literature but is not explored in much detail. Many researchers acknowledge the importance of involving the public in MPA planning, but there is limited guidance on how to do this in an effective manner. I present a framework for involving the public in planning of U.S. MPAs. Derived from empirically and theoretically based research on public participation in U.S. natural resource management, this framework is composed of factors that influence the success of participatory processes: active participant involvement, complete information exchange, fair decision making, efficient administration, and positive participant interactions. Processes incorporating these factors will produce decisions that are more likely to be supported by stakeholders, meet management objectives, and fulfill conservation goals. This framework contributes to the MPA social science literature and responds to calls in the conservation literature to increase the use of social science research to inform conservation decision making.  相似文献

Abstract: The monitoring of trends in the status of species or habitats is routine in developed countries, where it is funded by the state or large nongovernmental organizations and often involves large numbers of skilled amateur volunteers. Far less monitoring of natural resources takes place in developing countries, where state agencies have small budgets, there are fewer skilled professionals or amateurs, and socioeconomic conditions prevent development of a culture of volunteerism. The resulting lack of knowledge about trends in species and habitats presents a serious challenge for detecting, understanding, and reversing declines in natural resource values. International environmental agreements require signatories undertake systematic monitoring of their natural resources, but no system exists to guide the development and expansion of monitoring schemes. To help develop such a protocol, we suggest a typology of monitoring categories, defined by their degree of local participation, ranging from no local involvement with monitoring undertaken by professional researchers to an entirely local effort with monitoring undertaken by local people. We assessed the strengths and weaknesses of each monitoring category and the potential of each to be sustainable in developed or developing countries. Locally based monitoring is particularly relevant in developing countries, where it can lead to rapid decisions to solve the key threats affecting natural resources, can empower local communities to better manage their resources, and can refine sustainable‐use strategies to improve local livelihoods. Nevertheless, we recognize that the accuracy and precision of the monitoring undertaken by local communities in different situations needs further study and field protocols need to be further developed to get the best from the unrealized potential of this approach. A challenge to conservation biologists is to identify and establish the monitoring system most relevant to a particular situation and to develop methods to integrate outputs from across the spectrum of monitoring schemes to produce wider indices of natural resources that capture the strengths of each.  相似文献

Recognizing the limitations common to both centralized and privatized management regimes, institutionalized resource management is beginning to incorporate the knowledge and skills of local resource users, coupled with the enabling policies and legislation of state systems, to arrive at cooperative approaches to resource management. These varying and dynamic approaches to resource management have been compelled largely through the recognition of the limited capabilities of existing management systems to adapt effectively to ecosystem change and the evolving needs of resource users. These cooperative approaches to management should not, however, be considered an institutional end-point, but rather a phase in the perpetual transition of a social system; each unique in character and individually variable depending on the resource being managed, the political climate in which management occurs, as well as the differing strategies employed by resource users to enact institutional change. Drawing from the experiences of the Whitefish Lake First Nation of Alberta, Canada, this paper presents a brief overview of the evolution of resource management theory, grounded in the real-world formation of the Whitefish Lake First Nation — Province of Alberta Cooperative Management Agreement.  相似文献

A significant proportion of the fishing population comprises small-scale fishermen and many studies illustrate that these people are exploited by middlemen in the process of fish marketing combined with money lending. The negative dependency gives rise to poverty and triggers indiscriminate fish catch that threatens fishery resources depletion. This article explores the root causes of failures in resource-led development from the viewpoint of coastal resource conservation. The study presents a case study of Chilika lagoon, India and focuses on the interaction between small-scale fishermen and middlemen. The findings reveal that most of the small-scale fishermen have been exploited by specific middlemen and the underlying causes of the present fish marketing structure stem from (i) indebtedness and (ii) the unstable situation because of perpetual conflicts over fishery resources among the fishers across Chilika lagoon. Based on these observations, this article presents some recommendations on fishery resource conservation from the perspective of a fish marketing structure.

Abstract:  The presence of indigenous people in tropical parks has fueled a debate over whether people in parks are conservation allies or direct threats to biodiversity. A well-known example is the Matsigenka (or Machiguenga) population residing in Manu National Park in Peruvian Amazonia. Because the exploitation of wild meat (or bushmeat), especially large vertebrates, represents the most significant internal threat to biodiversity in Manu, we analyzed 1 year of participatory monitoring of game offtake in two Matsigenka native communities within Manu Park (102,397 consumer days and 2,089 prey items). We used the Robinson and Redford (1991) index to identify five prey species hunted at or above maximum sustainable yield within the ∼150-km2 core hunting zones of the two communities: woolly monkey (Lagothrix lagotricha), spider monkey (Ateles chamek), white-lipped peccary (Tayassu pecari), Razor-billed Currasow (Mitu tuberosa), and Spix's Guan (Penelope jacquacu). There was little or no evidence that any of these five species has become depleted, other than locally, despite a near doubling of the human population since 1988. Hunter–prey profiles have not changed since 1988, and there has been little change in per capita consumption rates or mean prey weights. The current offtake by the Matsigenka appears to be sustainable, apparently due to source–sink dynamics. Source–sink dynamics imply that even with continued human population growth within a settlement, offtake for each hunted species will eventually reach an asymptote. Thus, stabilizing the Matsigenka population around existing settlements should be a primary policy goal for Manu Park.  相似文献

Abstract: Researchers and conservation managers largely agree on the relevance of traditional ecological knowledge for natural resource management in indigenous communities, but its prevalence and role as societies modernize are contested. We analyzed the transmission of traditional knowledge among rural local people in communities linked to protected areas in Doñana, southwestern Spain. We studied changes in knowledge related to local practices in agriculture and livestock farming among 198 informants from three generations that cover the period in which the area transited from an economy strongly dependent on local ecosystem services to a market economy with intensified production systems. Our results suggest an abrupt loss of traditional agricultural knowledge related to rapid transformations and intensification of agricultural systems, but maintenance of knowledge of traditional livestock farming, an activity allowed in the protected areas that maintains strong links with local cultural identity. Our results demonstrate the potential of protected areas in protecting remaining bodies of traditional ecological knowledge in developed country settings. Nevertheless, we note that strict protection in cultural‐landscape‐dominated areas can disrupt transmission of traditional knowledge if local resource users and related practices are excluded from ecosystem management.  相似文献

Environmental management and planning is now considered as a new field of professional expertise. There are even professional associations for interested professionals. To date, urban environmental management has been regarded as a subdiscipline of environmental management, but since the Rio Conference in 1992, with the new focus of urban management on environmental problems, it can itself be considered as a professional field. This paper traces the emergence of the field and tries to identify the new skills required for it. The question of formal training, in higher education, for a new type of professional is raised and discussed. It refers at length to an initiative taken by the Asian Institute of Technology (Bangkok) to propose and offer a new graduate programme in this discipline, and draws on the author's experience of an Asian workshop (Bangkok, May 1993) aimed at defining the need for such a new profession in Asia.  相似文献

The rapid urbanization of China is causing a burden on their water resources and hindering their sustainable development. This paper analyzes effective methods to integrated river basin management (IRBM) using Longgang River basin of Shenzhen as an example, which is the city with the fastest rate of urbanization in China and even the whole world. Over the past 20 years, China has undergone a population boom due to the increase of immigrant workers and rapid development of laborintensive industries, which led to the sharp increase of water consumption and sewage discharge. However, the construction of the water infrastructure is still lagging far behind the environmental and social development, with only 32.7% of sewage in the district being treated. Currently, every water quality indicator of the Longgang River basin was unable to meet the required corresponding environmental standards, which further aggravated the water shortages of the region. Thus, an analytical framework is proposed to address the IRBM of the study area. The problems with the current management system include the lack of decentralization in decision-making, lack of enforcement with redundant plans, weak management capacity, financial inadequacy, and a poor system of stakeholder participation. In light of the principles of IRBM and the situation of the region, corresponding measures are put forward, including an increase of power given to sub-district offices, fewer but more feasible plans, capacity building among stakeholders, a combination of planning and marketing for overcoming financial inadequacy, and profound reform in the public participation system. The framework and institutional suggestions could inform similar processes in other representative river basins.  相似文献

以作物推荐施肥模型为智能决策支撑,建立了基于地块的县域土壤资源管理与施肥决策信息系统。该系统采用C/S和B/S混合结构,采用Delphi开发语言和GIS组件技术,对GIS、数据库和模型进行耦合与集成,实现了土壤资源和决策信息查询、更新;养分资源管理决策与咨询;耕地质量评价;耕地环境质量预警等四个主要功能。系统在北京市平谷区得到应用和验证,应用表明该系统对于区域土壤资源信息高效管理、决策和面向公众的土壤信息服务具有重要意义。  相似文献

Adaptive management of natural resources is an iterative process of decision making whereby management strategies are progressively changed or adjusted in response to new information. Despite an increasing focus on the need for adaptive conservation strategies, there remain few applied examples. We describe the 9‐year process of adaptive comanagement of a marine protected area network in Kubulau District, Fiji. In 2011, a review of protected area boundaries and management rules was motivated by the need to enhance management effectiveness and the desire to improve resilience to climate change. Through a series of consultations, with the Wildlife Conservation Society providing scientific input to community decision making, the network of marine protected areas was reconfigured so as to maximize resilience and compliance. Factors identified as contributing to this outcome include well‐defined resource‐access rights; community respect for a flexible system of customary governance; long‐term commitment and presence of comanagement partners; supportive policy environment for comanagement; synthesis of traditional management approaches with systematic monitoring; and district‐wide coordination, which provided a broader spatial context for adaptive‐management decision making.
