In Europe, the establishment of the Natura 2000 network is one of the main actions that has been undertaken to contribute to the maintenance of biodiversity. However, the management system of sites included in the network is under question. The aim of this study was to assess the natural resource management applied to the National Park of the wetlands Kotychi-Strofylia, southern Greece, an important site belonging to the European ecological network Natura 2000, and the Ramsar convention. The methodological approach applied follows the general framework of International Unit for Nature Conservation/World Committee for Protected Areas (IUCN/WCPA) for the evaluation of protected areas, and it was based on field monitoring data with a view of providing information in achieving the stated management objectives. Two levels of indicators were used: the first concerned the evaluation of the management process and the second the evaluation of the management outputs and outcomes. The assessment of the natural resources management in the National Park showed that the management of the area is oriented towards biodiversity conservation and lies within the scope of the habitat directive and the ecological network Natura 2000. The framework applied and the methodological approach followed in this study appear to provide a useful basis for designing and conducting management evaluation. The indicators used at local scale can be integrated at regional- and national-scale projects of management evaluation, and, at the same time, the evaluation results can help local managers to improve management by taking the appropriate management measures. The analytical hierarchical conceptual flow suggested seems to be considered as an essential tool for evaluating natural resource management.  相似文献

Species hybrids have long been undervalued in conservation and are often perceived as a threat to pure species. Recently, the conservation value of hybrids, especially those of natural origin, has gained recognition; however, hybrid conservation remains controversial. We reviewed hybrid management policies, including laws, regulations, and management protocols, from a variety of organizations, primarily in Canada and the United States. We found that many policies are based on limited ethical and ecological considerations and provide little opportunity for hybrid conservation. In most policies, hybrids are either unrepresented or considered a threat to conservation goals. This is problematic because our review of the hybrid conservation literature identified many ethical and ecological considerations relevant to determining the conservation value of a hybrid, all of which are management‐context specific. We also noted a lack of discussion of the ethical considerations regarding hybrid conservation. Based on these findings, we created a policy framework outlining situations in which hybrids could be eligible for conservation in Canada and the United States. The framework comprises a decision tree that helps users determine whether a hybrid should be eligible for conservation based on multiple ecological and ethical considerations. The framework may be applied to any hybrid and is flexible in that it accommodates context‐specific management by allowing different options if a hybrid is a threat to or could benefit conservation goals. The framework can inform policy makers and conservationists in decision‐making processes regarding hybrid conservation by providing a systematic set of decision criteria and guidance on additional criteria to be considered in cases of uncertainty, and it fills a policy gap that limits current hybrid management.  相似文献

Water reuse and wastewater minimization are becoming increasingly important strategies for industrial parks. However, integrated industrial water management systems at an industrial park level have not yet been adequately investigated to determine synergies. This paper employs a case study of the Tianjin Economic Development Area (TEDA) to examine the importance of developing an integrated water resources management framework at the industrial park level. The paper presents a framework for effective and efficient management of water resources within an industrial park by taking a systems approach to conventional water management practices, designed to minimize industrial water use and maximize wastewater reuse among different tenants of an industrial park. The framework is composed of four elements: a management information system, policies and regulations, economic instruments and capacity building. Abstract:  Conservation management is becoming increasingly resource intensive as threats to biodiversity grow through habitat destruction, habitat disturbance, and overexploitation. To achieve successful conservation and sustainable use of natural resources, we need to scientifically evaluate the effectiveness of conservation interventions and provide an efficient framework through which scientific evidence can be used to support decision making in policy and practice. We conducted the first formal assessment of the extent to which scientific evidence is used in conservation management through a questionnaire survey and follow-up interviews of compilers of protected-area management plans from major conservation organizations within the United Kingdom and Australia. Our survey results show that scientific information is not being used systematically to support decision making largely because it is not easily accessible to decision makers. This, in combination with limited monitoring and evaluation of effectiveness of management interventions, results in the majority of decisions being based on experience rather than on evidence. To address this problem we propose using an evidence-based framework adapted from that used in the health services and explain how we are currently putting an equivalent framework into practice by establishing review and dissemination units to serve the conservation sector.  相似文献

Abstract: The conservation of biodiversity poses an exceptionally difficult problem in that it needs to be effective in a context of double uncertainty: scientific (i.e., how to conserve biodiversity) and normative (i.e., which biodiversity to conserve and why). Although adaptive management offers a promising approach to overcome scientific uncertainty, normative uncertainty is seldom tackled by conservation science. We expanded on the approach proposed by adaptive‐management theorists by devising an integrative and iterative approach to conservation that encompasses both types of uncertainty. Inspired by environmental pragmatism, we suggest that moral values at stake in biodiversity conservation are plastic and that a plurality of individual normative positions can coexist and evolve. Moral values should thus be explored through an experimental process as additional parameters to be incorporated in the traditional adaptive‐management approach. As such, moral values should also be monitored by environmental ethicists working side by side with scientists and managers on conservation projects. Acknowledging the diversity of moral values and integrating them in a process of collective deliberation will help overcome the normative uncertainty. We used Dewey's distinction between adaptation and adjustment to offer a new paradigm built around what we call adjustive management, which reflects both the uncertainty and the likely evolution of the moral values humans attribute to biodiversity. We illustrate how this paradigm relates to practical conservation decisions by exploring the case of the Sacred Ibis (Threskiornis aethiopicus), an alien species in France that is the target of an eradication plan undertaken with little regard for moral issues. We propose that a more satisfying result of efforts to control Sacred Ibis could have been reached by rerouting the traditional feedback loop of adaptive management to include a normative inquiry. This adjustive management approach now needs to be tested in real‐case conservation programs.  相似文献

We used linear and multivariate models to examine the associations between geography, biodiversity, per capita economic output, national spending on conservation, governance, and cultural traits in 55 countries. Cultural traits and social metrics of modernization correlated positively with national spending on conservation. The global distribution of this spending culture was poorly aligned with the distribution of biodiversity. Specifically, biodiversity was greater in the tropics where cultures tended to spend relatively less on conservation and tended to have higher collectivism, formalized and hierarchical leadership, and weaker governance. Consequently, nations lacking social traits frequently associated with modernization, environmentalism, and conservation spending have the largest component of Earth's biodiversity. This has significant implications for setting policies and priorities for resource management given that biological diversity is rapidly disappearing and cultural traits change slowly. Therefore, we suggest natural resource management adapt to and use characteristics of existing social organization rather than wait for or promote social values associated with conservation spending. Supporting biocultural traditions, engaging leaders to increase conservation commitments, cross‐national efforts that complement attributes of cultures, and avoiding interference with nature may work best to conserve nature in collective and hierarchical societies. Spending in modernized nations may be a symbolic response to a symptom of economic development and environmental degradation, and here conservation actions need to ensure that biodiversity is not being lost.  相似文献

Abstract: The importance of biodiversity as natural capital for economic development and sustaining human welfare is well documented. Nevertheless, resource degradation rates and persistent deterioration of human welfare in developing countries is increasingly worrisome. Developing effective monitoring and evaluation schemes and measuring biodiversity loss continue to pose unique challenges, particularly when there is a paucity of historical data. Threat reduction assessment (TRA) has been proposed as a method to measure conservation success and as a proxy measurement of conservation impact, monitoring threats to resources rather than changes to biological parameters themselves. This tool is considered a quick, practical alternative to more cost‐ and time‐intensive approaches, but has inherent weaknesses. I conducted TRAs to evaluate the effectiveness of Kruger National Park (KNP) and Limpopo Province, South Africa, in mitigating threats to biodiversity from 1994 to 2004 in 4 geographical areas. I calculated TRA index values in these TRAs by using the original scoring developed by Margoluis and Salafsky (2001) and a modified scoring system that assigned negative mitigation values to incorporate new or worsening threats. Threats were standardized to allow comparisons across the sites. Modified TRA index values were significantly lower than values derived from the original scoring exercise. Five of the 11 standardized threats were present in all 4 assessment areas, 2 were restricted to KNP, 2 to Limpopo Province, and 2 only to Malamulele municipality. These results indicate, first, the need to integrate negative mitigation values into TRA scoring. By including negative values, investigators will be afforded a more accurate picture of biodiversity threats and of temporal and spatial trends across sites. Where the original TRA scoring was used to measure conservation success, reevaluation of these cases with the modified scoring is recommended. Second, practitioners must carefully consider the need and consequences of generalizing threats into generic categories for comparative assessments. Finally, continued refinement of the methodology and its extension to facilitate the transfer of successful conservation strategies is needed.  相似文献

Risk Assessment of Riparian Plant Invasions into Protected Areas   总被引:6,自引:0,他引:6  
Abstract:  Protected areas are becoming increasingly isolated. River corridors represent crucial links to the surrounding landscape but are also major conduits for invasion of alien species. We developed a framework to assess the risk that alien plants in watersheds adjacent to a protected area will invade the protected area along rivers. The framework combines species- and landscape-level approaches and has five key components: (1) definition of the geographical area of interest, (2) delineation of the domain into ecologically meaningful zones, (3) identification of the appropriate landscape units, (4) categorization of alien species and mapping of their distribution and abundance, and (5) definition of management options. The framework guides the determination of species distribution and abundance through successive, easily followed steps, providing the means for the assessment of areas of concern. We applied the framework to Kruger National Park (KNP) in South Africa. We recorded 231 invasive alien plant species (of which 79 were major invaders) in the domain. The KNP is facing increasing pressure from alien species in the upper regions of the drainage areas of neighboring watersheds. On the basis of the climatic modeling, we showed that most major riparian invaders have the ability to spread across the KNP should they be transported down the rivers. With this information, KNP managers can identify areas for proactive intervention, monitoring, and resource allocation. Even for a very large protected area such as the KNP, sustainable management of biodiversity will depend heavily on the response of land managers upstream managing alien plants. We suggest that this framework is applicable to plants and other passively dispersed species that invade protected areas situated at the end of a drainage basin.  相似文献

Solutions for conserving biodiversity lie in changing people's behavior. Ambitious international and national conservation policies frequently fail to effectively mitigate biodiversity loss because they rarely apply behavior-change theories. We conducted a gap analysis of conservation behavior-change interventions advocated in national conservation strategies with the Behavior Change Wheel (BCW), a comprehensive framework for systematically characterizing and designing behavior-change interventions. Using pollinator conservation as a case study, we classified the conservation actions listed in national pollinator initiatives in relation to intervention functions and policy categories of the BCW. We included all national-level policy documents from the European Union available in March 2019 that focused on conservation of pollinators (n = 8). A total of 610 pollinator conservation actions were coded using in-depth directed content analysis, resulting in the identification of 787 intervention function and 766 policy category codes. Overall, these initiatives did not employ the entire breadth of behavioral interventions. Intervention functions most frequently identified were education (23%) and environmental restructuring (19%). Least frequently identified intervention functions were incentivization (3%), and restriction (2%) and coercion were completely absent (0%). Importantly, 41% of all pollinator conservation actions failed to identify whose behavior was to be changed. Building on these analyses, we suggest that reasons for the serious implementation gap in national and international conservation policies is founded in insufficient understanding of which behavioral interventions to employ for most beneficial impacts on biodiversity and how to clearly specify the intervention targets. We recommend that policy advisors engage with behavior-change theory to design effective behavior-change interventions that underpin successful conservation policies.  相似文献

Globally, particularly in developing countries, hydroelectricity production and economic growth occur together with ecosystem/biodiversity conservation in watersheds. There is a relationship between hydroelectricity production and ecosystem/biodiversity conservation in watersheds, centering on the supply and demand for ecosystem services of river water flow regulation and sediment retention. Here we show that, in the upper reach of the Yangtze River, hydroelectricity production of Three Gorges Hydroelectric Power Plant can form a beneficial relationship with forest conservation through the paid use (compensating residents for their cooperation in the conservation) of ecosystem services launched by the National Natural Forest Protection Project. This interaction can provide additional incentives to encourage local communities' long-term cooperation in conserving and protecting the restored forest ecosystems. Hydroelectricity plants also obtain benefits from this interaction. The industrialization of ecosystem services supply provides an operational framework for this beneficial interaction. Sustainable forest ecosystem conservation will require developing new institutions and policies and must involve local communities in the conservation and protection of their local forests.  相似文献

SUMMARY

The contention is examined that forests can contribute to biodiversity conservation either as protected areas or as production forests, especially where the latter are managed for timber extraction. This notion is explored for the Peninsular Malaysian forests, and it is shown that biodiversity conservation would be optimized if the system of protected areas is located within a broader matrix of carefully managed production forests. A model is developed to illustrate how the biodiversity value of protected areas would be enhanced through interaction with production forests. In no way is the suggestion being made here that production forests could serve as critical centres for the conservation of biotic diversity, but then neither should they be dismissed as areas completely devoid of any contribution to the biodiversity cause. These findings are especially significant in Peninsular Malaysia where two-thirds of the forests legally set aside as Permanent Forest Estate is to be managed as production forests. If the incremental biodiversity value of these forests can be captured through improved management practices, then the overall biodiversity status of the country, and the globe, could be greatly increased. The extent to which any country is willing to set aside forests as protected areas, strictly for biodiversity conservation, is limited, hence the integrated approach to the management of protected and production forests advocated here could prove an attractive and feasible strategy. Where funding is limited, as in the case of the Global Environment Facility, it may be worthwhile to provide incentives for improved management of production forests as a means of conserving biodiversity.  相似文献

Substantial declines in farmland biodiversity have been reported in Europe for several decades. Agricultural changes have been identified as a main driver of these declines. Although different agrienvironmental schemes have been implemented, their positive effect on biodiversity is relatively unknown. This raises the question as to how to reconcile farming production and biodiversity conservation to operationalize a sustainable and multifunctional agriculture. We devised a bioeconomic model and conducted an analysis based on coviability of farmland biodiversity and agriculture. The coviability approach extended population viability analyses by including bioeconomic risk. Our model coupled stochastic dynamics of both biodiversity and farming land‐uses selected at the microlevel with public policies at the macrolevel on the basis of financial incentives (taxes or subsidies) for land uses. The coviability approach made it possible for us to evaluate bioeconomic risks of these public incentives through the probability of satisfying a mix of biodiversity and economic constraints over time. We calibrated the model and applied it to a community of 34 common birds in metropolitan France at the small agricultural regions scale. We identified different public policies and scenarios with tolerable (0–0%) agroecological risk and modeled their outcomes up to 2050. Budgetary, economic, and ecological (based on Farmland Bird Index) constraints were essential to understanding the set of viable public policies. Our results suggest that some combinations of taxes on cereals and subsidies on grasslands could be relevant to develop a multifunctional agriculture. Moreover, the flexibility and multicriteria viewpoint underlying the coviability approach may help in the implementation of adaptive management. Abstract:  Over the last decade, 2 major U.S. commissions on ocean policy and a wide range of independent sources have argued that ocean ecosystems are in a period of crisis and that current policies are inadequate to prevent further ecological damage. These sources have advocated ecosystem-based management as an approach to address conservation issues in the oceans, but managers remain uncertain as to how to implement ecosystem-based approaches in the real world. We argue that the philosophies of Edward F. Ricketts, a mid-20th-century marine ecologist, offer a framework and clear guidance for taking an ecosystem approach to marine conservation. Ricketts' philosophies, which were grounded in basic observations of natural history, espoused building a holistic picture of the natural world, including the influence of humans, through repeated observation. This approach, when applied to conservation, grounds management in what is observable in nature, encourages early action in the face of uncertainty, and supports an adaptive approach to management as new information becomes available. Ricketts' philosophy of "breaking through," which focuses on getting beyond crisis and conflict through honest debate of different parties' needs (rather than forcing compromise of differing positions), emphasizes the social dimension of natural resource management. New observational technologies, long-term ecological data sets, and especially advances in the social sciences made available since Ricketts' time greatly enhance the utility of Ricketts' philosophy of marine conservation.  相似文献

An assessment of human interference in Kedarnath Wildlife Sanctuary (KWLS) showed huge dependence of local communities on forest fringes. KWLS is under active consideration as a national park because of its unique flora and fauna. Studies have evidenced habitat destruction and successional changes in the area because of ongoing unsustainable harvesting and logging. The present study provides an integrated approach towards evaluating resource extraction and management of the sanctuary. The study was based on in-depth semi-structured interviews and group discussions with local inhabitants of six villages and with forest officials. In addition, regeneration patterns and vegetation analysis was conducted in three land tenurial systems: community forest (CF), reserve forest (RF) and protected forest (PF). Key issues identified were wildlife offences, encroachment, pressure from unsustainable harvesting of resources and lack of livelihood opportunities. Ecological studies showed continuous change in regeneration patterns in forest patches/stands. The local survey stressed managing sanctuary fringes considering the village economy, social issues and resource requirements, and enhancing on-farm resource production to reduce pressure on forests. Forest personnel demanded more training on encroachment and poaching, these being major threats to biodiversity and bio-resources. Supporting and providing better livelihood opportunities is a viable option for minimizing pressure and managing biodiversity of the area through active community participation. This study generated useful outcomes and strategies for advancing policies to reduce pressure and overcome management constraints in the sanctuary.  相似文献

Scholars across all disciplines have long been interested in how knowledge moves within and beyond their community of peers. Rapid environmental changes and calls for sustainable management practices mean the best knowledge possible is needed to inform decisions, policies, and practices to protect biodiversity and sustainably manage vulnerable natural resources. Although the conservation literature on knowledge exchange (KE) and knowledge mobilization (KM) has grown in recent years, much of it is based on context‐specific case studies. This presents a challenge for learning cumulative lessons from KE and KM research and thus effectively using knowledge in conservation and natural resources management. Although continued research on the gap between knowledge and action is valuable, overarching conceptual frameworks are now needed to enable summaries and comparisons across diverse KE‐KM research. We propose a knowledge‐action framework that provides a conceptual roadmap for future research and practice in KE/KM with the aim of synthesizing lessons learned from contextual case studies and guiding the development and testing of hypotheses in this domain. Our knowledge‐action framework has 3 elements that occur at multiple levels and scales: knowledge production (e.g., academia and government), knowledge mediation (e.g., knowledge networks, actors, relational dimension, and contextual dimension), and knowledge‐based action (e.g., instrumental, symbolic, and conceptual). The framework integrates concepts from the sociology of science in particular, and serves as a guide to further comprehensive understanding of knowledge exchange and mobilization in conservation and sustainable natural resource management.  相似文献

Abstract:  The ability to predict which areas of conservation importance are most vulnerable to transformation and to rank the relative damage that transforming land uses could cause to biodiversity are important components of an effective and realistic conservation planning process. We used the South African grassland biome as a case study to illustrate the assessment of vulnerability to land-use transformation through the construction of a "threat map." We identified the dominant transforming land uses and created suitability models based on area appropriateness for each. Land uses were scored according to their expected relative impacts on biodiversity, with a framework that included compositional, structural, and functional components. This information, once combined, resulted in a map that highlighted the areas most vulnerable to transformation in terms of the likelihood of their transformation and the impact on their biodiversity. We propose that such an analysis of the threat of transformation, in combination with species-representation approaches, will aid the integration of conservation planning theory and decision making. This approach can be applied at any scale and in any region with a robustness and accuracy dependent on data quality, resultant suitability models, and comprehension of how land uses affect an area's biodiversity.  相似文献

Measuring progress toward international biodiversity targets requires robust information on the conservation status of species, which the International Union for Conservation of Nature (IUCN) Red List of Threatened Species provides. However, data and capacity are lacking for most hyperdiverse groups, such as invertebrates, plants, and fungi, particularly in megadiverse or high-endemism regions. Conservation policies and biodiversity strategies aimed at halting biodiversity loss by 2020 need to be adapted to tackle these information shortfalls after 2020. We devised an 8-point strategy to close existing data gaps by reviving explorative field research on the distribution, abundance, and ecology of species; linking taxonomic research more closely with conservation; improving global biodiversity databases by making the submission of spatially explicit data mandatory for scientific publications; developing a global spatial database on threats to biodiversity to facilitate IUCN Red List assessments; automating preassessments by integrating distribution data and spatial threat data; building capacity in taxonomy, ecology, and biodiversity monitoring in countries with high species richness or endemism; creating species monitoring programs for lesser-known taxa; and developing sufficient funding mechanisms to reduce reliance on voluntary efforts. Implementing these strategies in the post-2020 biodiversity framework will help to overcome the lack of capacity and data regarding the conservation status of biodiversity. This will require a collaborative effort among scientists, policy makers, and conservation practitioners.  相似文献

Abstract: The new approaches advocated by the conservation community to integrate conservation and livelihood development now explicitly address landscape mosaics composed of agricultural and forested land rather than only protected areas and largely intact forests. We refer specifically to a call by Harvey et al. (2008) to develop a new approach based on six strategies to integrate biodiversity conservation with sustainable livelihoods in Mesoamerican landscape mosaics. We examined the applicability of this proposal to the coffee agroforests of the Western Ghats, India. Of the six strategies, only one directly addresses livelihood conditions. Their approach has a clear emphasis on conservation and, as currently formulated risks repeating the failures of past integrated conservation and development projects. It fails to place the aspirations of farmers at the core of the agenda. Thus, although we acknowledge and share the broad vision and many of the ideas proposed by this approach, we urge more balanced priority setting by emphasizing people as much as biodiversity through a careful consideration of local livelihood needs and aspirations.  相似文献

We aimed to identify priority research questions in the field of biodiversity, ecosystem services and sustainability (BESS), based on a workshop held during the NRG BESS Conference for Early Career Researchers on BESS, and to compare these to existing horizon scanning exercises. This work highlights the need for improved data availability through collaboration and knowledge exchange, which, in turn, can support the integrated valuation and sustainable management of ecosystems in response to global change. In addition, clear connectivity among different research themes in this field further emphasizes the need to consider a wider range of topics simultaneously to ensure the sustainable management of ecosystems for human wellbeing. In contrast to other horizon scanning exercises, our focus was more interdisciplinary and more concerned with the limits of sustainability and dynamic relationships between social and ecological systems. The identified questions could provide a framework for researchers, policy makers, funding agencies and the private sector to advance knowledge in biodiversity and ES research and to develop and implement policies to enable sustainable future development.  相似文献

During 2021, Parties to the Convention on Biological Diversity (CBD) are expected to meet in Kunming, China, to agree on a new global biodiversity framework aimed at halting and reversing biodiversity loss, encouraging the sustainable use of biodiversity, and ensuring the equitable sharing of its benefits. As the post-2020 global biodiversity framework evolves, parties to the convention are being exposed to a range of perspectives on the conservation and sustainable use of biodiversity, relating to the future framework as a whole or to aspects of it. Area-based conservation measures are one such aspect, and there are diverse perspectives on how new targets might be framed in relation to these measures. These perspectives represent different outlooks on the relationship between human and nonhuman life on Earth. However, in most cases there is a lack of clarity on how they would be implemented in practice, the implications this would have for biodiversity and human well-being, and how they would contribute to achieving the 2050 Vision for Biodiversity of “living in harmony with nature.” We sought to clarify these issues by summarizing some of these perspectives in relation to the future of area-based biodiversity conservation. We identified these perspectives through a review of the literature and expert consultation workshops and compiled them into 4 main groups: Aichi+, ambitious area-based conservation perspectives, new conservation, and whole-earth conservation. We found that although the perspectives Aichi+ and whole earth are in some cases at odds with one another, they also have commonalities, and all perspectives have elements that can contribute to developing and implementing the post-2020 global biodiversity framework and achieving the longer term CBD 2050 Vision.  相似文献
