随着城镇化进程的持续加快,全国各地生活垃圾产量持续走向新高,且依旧呈现上升的趋势,各地生活垃圾末端处理压力巨大。此外,随着生活水平的不断提高,市民普遍对周边生活环境的质量有了更高的需求,促使政府必须构建更加完善的城市生活垃圾治理系统。生活垃圾分类处理被视为解决生活垃圾污染环境、促进生活垃圾资源化利用的关键之举,在我国已有几十年的发展历程,但始终没有取得良好的效果,究其原因,政策工具的选择及其执行过程是关键因素。为此,以我国政策工具视角出发,对现行政策工具进行了梳理,系统分析了我国垃圾分类政策工具及政策执行过程中存在的问题,并提出针对性解决对策,对构建城市生活垃圾分类管理新模式,促进生活垃圾减量和资源回收是非常有必要的。 相似文献

This paper models the effects of three different options for domestic waste collection using data from three Hampshire authorities: (i) joint working between neighbouring waste collection authorities; (ii) basing vehicles at waste disposal sites; and (iii) alternate weekly collection of residual waste and dry recyclables. A vehicle mileage savings of 3% was modelled for joint working, where existing vehicle allocations to depots were maintained, which increased to 5.9% when vehicles were re-allocated to depots optimally. Vehicle mileage was reduced by 13.5% when the collection rounds were based out of the two waste disposal sites rather than out of the existing depots, suggesting that the former could be the most effective place to keep vehicles providing that travel arrangements for the crews could be made. Alternate weekly collection was modelled to reduce vehicle mileage by around 8% and time taken by 14%, when compared with a typical scenario of weekly collection of residual and fortnightly collection of recyclable waste. These results were based on an assumption that 20% of the residual waste would be directly diverted into the dry recyclables waste stream. 相似文献

We consider the problem of collecting waste from sensor equipped underground containers. These sensors enable the use of a dynamic collection policy. The problem, which is known as a reverse inventory routing problem, involves decisions regarding routing and container selection. In more dense networks, the latter becomes more important. To cope with uncertainty in deposit volumes and with fluctuations due to daily and seasonal effects, we need an anticipatory policy that balances the workload over time. We propose a relatively simple heuristic consisting of several tunable parameters depending on the day of the week. We tune the parameters of this policy using optimal learning techniques combined with simulation. We illustrate our approach using a real life problem instance of a waste collection company, located in The Netherlands, and perform experiments on several other instances. For our case study, we show that costs savings up to 40% are possible by optimizing the parameters. 相似文献

The concurrent effects of a fast national growth rate, of a large and dense residential area and a pressing demand for urban environmental protection create a challenging framework for waste management in Pudong New Area, Shanghai. The complexity of context and procedures is indeed a primary concern of local municipal authorities due to problems related to the collection, transportation and processing of residential solid waste. In order to design and implement a suitable urban solid waste system, the first task is to forecast the quantity and variance of solid waste as it relates to residential population, consumer index, season, etc. The system here discussed addresses exactly these issues, by means of an intelligent, sensorized container. This work analyses the separate collection systems used in Spanish towns with between 5000 and 50,000 inhabitants. The study looks at the systems and their efficiency by means of the indicators fractioning rate, quality in container rate and separation rate. The results obtained are compared with those from a similar study conducted earlier that was applied to towns and cities with populations over 50,000. It can be concluded that the most widely implemented system in Spain involves the collection of mixed waste from kerbside bins and picking up paper/cardboard, glass and lightweight packaging from drop-off points. Findings show that the best system is the one that collects mixed waste, organic material and multiproduct waste door-to-door, and glass from drop-off points. The indicator separation rate made it possible to establish beta regression models to analyse the influence of the following logistic variables: inhabitants per point (people/pt), time (years) and frequency of collection (freq). From these models it can be seen that people/pt has a negative effect on all the fractions, while freq and years have a positive effect in the case of paper. 相似文献

Composition and quantity per person of municipal solid waste (MSW) have been analyzed in six municipalities in southern Sweden with similar socio-economic conditions but with different collection systems. Samples of residual waste have been sorted, classified and weighed in 21 categories during 26 analyses that took place from 1998-2004. Collection data of the total waste flow, including source sorted recycling materials, in the same area have been compiled and compared. Multivariate data analyses have been applied. Weight-based billing reduced delivered amounts of residual household waste by 50%, but it is unknown to what extent improper material paths had developed. With curbside collection more metal, plastic and paper packaging was separated and left to recycling. When separate collection of biodegradables was included in the curbside system, the overall sorting of dry recyclables increased. The large uncertainty associated with waste composition analyses makes it difficult to draw strong conclusions regarding the effects on specific recyclables or the changes in the composition of the residual waste. 相似文献

The purpose of this study was to identify the different selective collection systems implemented in Spanish cities and to analyse the efficiency and extent to which the targets proposed by current law are met in each case.After defining the indicators to be used to quantify the efficiency of a selective collection system, a survey was designed to gather the information needed to calculate them. This survey was sent out to all Spanish cities with a population of over 50,000 inhabitants.Four different selective collection systems were also identified. For each of the four cases the indicators were calculated and analyzed to determine which one was the best system. The best values were obtained from the system with separation in five fractions: paper/cardboard, glass and lightweight packaging at drop-off points, organic waste and mixed waste in kerbside bins. Two regression models (linear and exponential) were developed in systems with enough data to explain and predict the variation in the amounts of materials that were separated correctly into containers, depending on the distance between containers and citizens. Nevertheless, the percentages of separation at source of paper/cardboard and lightweight packaging are still far from reaching the targets set by law. 相似文献

This research is an in-depth environmental analysis of potential alternative fuel technologies for waste collection vehicles. Life-cycle emissions, cost, fuel and energy consumption were evaluated for a wide range of fossil and bio-fuel technologies. Emission factors were calculated for a typical waste collection driving cycle as well as constant speed. In brief, natural gas waste collection vehicles (compressed and liquid) fueled with North-American natural gas had 6–10% higher well-to-wheel (WTW) greenhouse gas (GHG) emissions relative to diesel-fueled vehicles; however the pump-to-wheel (PTW) GHG emissions of natural gas waste collection vehicles averaged 6% less than diesel-fueled vehicles. Landfill gas had about 80% lower WTW GHG emissions relative to diesel. Biodiesel waste collection vehicles had between 12% and 75% lower WTW GHG emissions relative to diesel depending on the fuel source and the blend. In 2011, natural gas waste collection vehicles had the lowest fuel cost per collection vehicle kilometer travel. Finally, the actual driving cycle of waste collection vehicles consists of repetitive stops and starts during waste collection; this generates more emissions than constant speed driving. 相似文献
