A survey of land degradation was undertaken in New South Wales, Australia during 1987–1988. The aims of the survey were to assess the location, extent, and severity of ten forms of degradation and to present the data in map and statistical form. Sample points were located on a regular grid. The method was designed so that data could be acquired from aerial photographs, expert local knowledge, and limited field checking. Individual statewide maps were prepared for each form of degradation. Map data were shown in pixel form. Sheet and rill erosion and soil structure decline were confined mostly to lands used for cropping. Gully erosion was commonly found across the state, while mass movement was confined to steeper lands. There were three severe areas of dryland salinity; irrigation salinity was mapped in parts of the southern irrigation lands. Induced soil acidity was severe in some cropping and pasture lands. Absence of tree regrowth was a noticeable feature of lands used for cropping. The survey enabled community awareness of the problems of land degradation to be increased, in addition to assisting regional land managers in resource allocation. The survey also provided the basis for the future location of sites that could be used to monitor the trends in the status of land degradation.  相似文献

The theoretical framework of a risk assessment scheme is applied to air quality assessment in a developing region in Australia, the Hunter Valley in the state of New South Wales. It is found that the application of such a scheme high-lights a number of inadequacies in the air quality management. New modeling methodologies are found to be necessary to assess some air quality impacts, as existing knowledge is inadequate. Information about the net benefits of land degradation treatment is required at the relevant management level, such as regional, local or site-specific, to assist decision makers in the allocation of funds to soil conservation. In this paper, estimates of regional opportunity costs of erosion and costs of treatment are used to derive benefit-cost ratios to assess the profitability of gully erosion treatment for localities in the wheat-sheep zone of New South Wales. These results are then used to develop site-specific models which predict benefit-cost ratios of treatment from land attributes including gully length, slope, soil type and land use. These predictive models form the basis of a rapid appraisal method to aid soil conservation decisions.  相似文献

The Hunter Region in New South Wales, Australia, is undergoing rapid economic development based on its black coal resources. Cumulative impacts of new projects cannot be easily assessed with the traditional environmental impact statement. This article examines air quality impacts, and presents a systems analysis model to assist environmental management. The model consists of an input-output model of the regional economy and an air dispersion model. Results are obtained for sulfur oxides and fluorides.  相似文献

Key aspects of environmental management exist within a legislative framework. The Rivers and Foreshores Improvement Act 1948 (NSW) and several Regional Environmental Plans created under the Environmental Planning and Assessment Act 1979 (NSW) make reference to ‘the top of the bank’ for defining areas of protected land adjacent to rivers, within which development consent may be required. It is an arbitrary term and its use within the Rivers and Foreshores Improvement Act 1948 (NSW) leads to confusion. This paper examines the range of definitions of ‘the top of the bank’ in respect of natural watercourses and aims to provide a more lucid and effective definition that will clarify existing ambiguities in legal interpretation. The paper examines the historical origins of the phrase ‘top of the bank’, finding that stereotyped Eurocentric views of what a river ‘should look like’ have impaired the legal definition for Australian rivers, thereby influencing common law and the development of statutory definitions. Judicial applications of the phrase ‘top of the bank’ are examined from a geomorphological perspective, demonstrating the misconceptions of the term in a legal context. The paper identifies the existence of widespread support for the need to protect land adjacent to rivers in the interests of environmental, economic and social sustainability. It concludes by calling for legislative reform that is both tailored to the individual site and consistent with overarching goals at the catchment scale.  相似文献

Analysis of the character and condition of each river style in Bega catchment, and their downstream patterns, are used to provide a biophysical basis to prioritorize river management strategies. These reach-scale strategies are prioritorized within an integrative catchment framework. Conserving near-intact sections of the catchment is the first priority. Second, those parts of the catchment that have natural recovery potential are targeted. Finally, rehabilitation priorities are considered for highly degraded reaches. At these sites, erosion and sedimentation problems may reflect irreversible changes to river structure.  相似文献

Soil erosion is a serious problem in areas with expanding construction, agricultural production, and improper storm water management. It is important to understand the major processes affecting sediment delivery to surficial water bodies in order to tailor effective mitigation and outreach activities. This study analyzes how naturally occurring and anthropogenic influences, such as urbanization and soil disturbance on steep slopes, are reflected in the amount of soil erosion and sediment delivery within sub-watershed-sized areas. In this study, two sub-watersheds of the Rappahannock River, Horsepen Run and Little Falls Run, were analyzed using the Revised Universal Soil Loss Equation (RUSLE) and a sediment delivery ratio (SDR) to estimate annual sediment flux rates. The RUSLE/SDR analyses for Horsepen Run and Little Falls Run predicted 298 Mg/y and 234 Mg/y, respectively, but nearly identical per-unit-area sediment flux rates of 0.15 Mg/ha/y and 0.18 Mg/ha/y. Suspended sediment sampling indicated greater amounts of sediment in Little Falls Run, which is most likely due to anthropogenic influences. Field analyses also suggest that all-terrain vehicle crossings represent the majority of sediment flux derived from forested areas of Horsepen Run. The combined RUSLE/SDR and field sampling data indicate that small-scale anthropogenic disturbances (ATV trails and construction sites) play a major role in overall sediment flux rates for both basins and that these sites must be properly accounted for when evaluating sediment flux rates at a sub-watershed scale.  相似文献

Commercial forestry plantations as a postmining land use in the Upper Hunter Valley of New South Wales, Australia are restricted by both the poor nutrient availability of mining substrates and low regional rainfall. An experiment was conducted to investigate whether municipal waste products and saline groundwater from coal mining operations could improve early tree growth without impacting on the environment through salt accumulation and/or nutrient enrichment and changes in groundwater quality. Potential impacts were investigated by quantifying the nutrient cycling dynamics within the plantation using an input–output mass balance approach for exchangeable calcium (Ca2+), exchangeable magnesium (Mg2+), exchangeable potassium (K+), exchangeable sodium (Na+), nitrogen (N), and phosphorus (P). Measured inputs to and outputs from the available nutrient pool in the 0–30 cm of the overburden subsystem were used to estimate the net effect of unmeasured inputs and outputs (termed “residuals”). Residual values in the mass balance of the irrigated treatments demonstrated large leaching losses of exchangeable Ca, Mg, K, and Na. Between 96% and 103% of Na applied in saline mine-water irrigation was leached below the 0–30-cm soil profile zone. The fate of these salts beyond 30 cm is unknown, but results suggest that irrigation with saline mine water had minimal impact on the substrate to 30 cm over the first 2 years since plantation establishment. Accumulations of N and P were detected for the substrate amendments, suggesting that organic amendments (particularly compost) retained the applied nutrients with very little associated losses, particularly through leaching.  相似文献

In the semiarid Horqin sandy land of northern China, establishment of artificial sand-fixing shrubs on desertified sandy lands is an effective measure to control desertification and improve the regional environment. Caragana microphylla Lam. and Artemisia halodendron Turcz. ex Bess. are two of the dominant native shrub species, which are adapted well to windy and sandy environments, and thus, are widely used in revegetation programs to control desertification in Horqin region. To assess the effects of artificially planting these two shrub species on restoration of desertified sandy land, soil properties and plant colonization were measured 6 years after planting shrubs on shifting sand dunes. Soil samples were taken from two depths (0–5 cm and 5–20 cm) under the shrub canopy, in the mid-row location (alley) between shrub belts, and from nonvegetated shifting sand dune (as a control). Soil fine fractions, soil water holding capacity, soil organic C and total N have significantly increased, and pH and bulk density have declined at the 0–5-cm topsoil in both C. microphylla and A. halodendron. At the 5–20 cm subsurface soil, changes in soil properties are not significant, with exception of bulk density and organic C concentration under the canopy of A. halodendron and total N concentration under the canopy of C. microphylla. Soil amelioration processes are initiated under the shrub canopies, as higher C and N concentrations were found under the canopies compared with alleys. At the same time, the establishment of shrubs facilitates the colonization and development of herbaceous species. A. halodendron proved to have better effects in fixing the sand surface, improving soil properties, and restoring plant species in comparison to C. microphylla.  相似文献

The Yellow River Delta, one of China’s three major river deltas, is becoming a major region for the development of agriculture and fisheries. Protecting the delicate ecology of newly formed aquatic systems as well as the evolution of soils, natural vegetation, and fauna on older upland environments in the delta is a priority in planning for the wise use of the delta’s resources for future agricultural development. In this article, we use a Geographic Information System (GIS) to analyze relationships between land-use/land-cover characteristics in the Dongying municipality, one of the most intensely developed areas of the delta, and spatial variations in soil salinity and landforms. This analysis reveals that soil salt content decreases from regionally high values in isolated depressions to relatively moderate values in embanked former back swamps, with the lowest values occurring in abandoned river courses. Comparing the present land use on this soil salinity–landform pattern shows that it is basically at odds with general concepts of land suitability for agricultural utilization of saline soils. Crop-based agriculture in the region is probably overdeveloped, whereas more appropriate agricultural development, like cattle and forest production, is underrepresented. Future development should focus on converting farmland in embanked former back swamps and abandoned river courses into grasslands and forests. Crop-based agriculture (up to 151,000 ha) could be planned at the low-salinity terrace uplands and flood plains. The article provides guidelines for decision-makers regarding agricultural land use and wetland protection in the Yellow River Delta.  相似文献

Abstract: Soil moisture is an important hydrological variable in reforestation practices in a water‐limited region of the Loess Plateau of northwestern China. The objective of this study was to quantify the spatial dynamics of soil moisture on a complex terrain. During 2004‐2006, a total of 313 sample points in two kinds of grid (2 × 2 m and 20 × 20 m) were arranged for soil moisture measurements (two soil layers: 0‐30 and 30‐60 cm) with Time Domain Reflectometry. The geostatistical properties of soil moisture patterns, the variance and correlation structure of the soil moisture, and the effects of terrain factors on soil moisture were analyzed. The results suggested that our sampling grid captured the spatial variability of soil moisture distributions for this complex terrain. Principal Component Analysis and Cluster Analysis statistics showed that soil moisture decreased as slope gradient increased; that sunny aspects (112.5°‐292.5°) had relatively lower soil moisture than did shady aspects (292.5°‐112.5°); that soil moisture was lowest in the SWW direction and highest in the NWN direction; and that hillslope aspect was the main factor affecting soil moisture in the 0‐ to 30‐cm soil layer, whereas the main factor for the 30‐ to 60‐cm layer was slope gradient. It was found that the relative values of soil moisture for steep slopes (>36%) with shady aspect (292.5°‐112.5°), gentle slopes (<36%) with sunny aspect (112.5°‐292.5°), and steep slopes with sunny aspect were 99, 82, and 80, respectively – assuming a soil moisture value of 100 for gentle slopes with shady aspect. The results of this study are expected to be relevant to and useful for reforestation planning and design, parameterization of distributed hydrology models, and land productivity assessment in the study region.  相似文献

Building on the scientific literature, this article first summarises the socio-environmental impacts of land-use change expected to occur in high amenity Australian peri-urban areas, involving in particular, the effects of land development on agriculture, biodiversity, landscape character, bushfire risk and social factors. Second, the current spatial planning framework and its distribution in seven municipalities in Victoria, Australia, is critically analysed, and records of approved planning permits are related to this framework to assess the challenges posed by peri-urban growth. We argue that the current planning framework supports a static approach which does not address foreseen challenges and lacks strategic power. Both the strategic framework and the development approval process lead to unanticipated, cumulative impacts and contestation. A more coordinated, less urban-centric approach to planning and the introduction of rural land-use plans would substantially address some of the issues encountered.  相似文献
