While debates about sustainable development tend to focus on national- and international-scale problems, sustainability programs and research generally focus on the regional, county, municipal, or even household level. Less research has focused on evaluating the benefits of pairing two cities (i.e., sister city partnerships) with different needs and capabilities to jointly enhance the potential for sustainable practices between the cities. Given shrinking state and federal budgets and the nascent national climate policy, how might US cities use existing resources to achieve greater levels of sustainability? This paper presents a new data-driven mathematical tool—the partnership assessment for intra-regional sustainability—that city planners can use to explore the prospects for improving sustainability practices by leveraging existing resources and establishing synergistic partnerships with neighboring cities. The efficacy of the tool is assessed through the presentation of a Southern California case study and the results of a psychological survey of Southern California residents. Results indicate that cities of different size and scale would benefit from synergistic sustainability programs that pool the resources and needs of both cities. The paper concludes with a discussion of potential societal implications, methodological issues, and barriers to implementation. 相似文献

This paper utilizes an inclusive community based sustainability framework with a focus on a resort destination in providing
a potential model for more inclusive long-range destination planning and implementation. Four diverse, but interrelated areas
of sustainable tourism were specified in this framework for a more comprehensive process including ecological, cultural, economic
and socio-community sustainability. In addition a strategic community driven structure, which provides direction, information
and practices, serves the purpose of integrating and implementing the framework. The unique tourism destination, Noosa in
Australia is used as an example of embracing sustainable tourism as a community and as part of a larger focus on the four
key components of sustainability. By viewing sustainable community attributes as assets, all of which are important to manage,
enhance and/or conserve, it is expected that the resort community will continue to attract visitors to feel connected and
committed to experiencing its lifestyle, sense-of-community and natural features while also contributing to community sustainable
stewardship and a strong tourism economy.

Using information and communication technologies (ICTs), e-participation is a tool that promotes the inclusion of the public in participative and deliberative decision-making processes, thus contributing to a transformation of the interaction between government and citizens in environmental governance and sustainable development. In a number of Chinese cities, citizens increasingly draw on ICTs to promote environmental sustainability and to encourage community-based actions aimed to address various environmental concerns. The potential success of e-participation and the role of ICTs in China has, however, not been well explored. The objective of this study is to understand the role that ICTs can play in promoting public participation about environmental sustainability issues in urban China. Based on an online survey with 630 respondents, the study aims to: (1) analyze what public motivations, perception/attitudes and actions drive environmental e-participation; (2) identify barriers to e-participation, and (3) assess the different applications and functions of ICT for citizen participation in environmental sustainability. The analysis illustrates how ICTs have helped the public to obtain sensitive information about sustainability issues, to mobilize people and to gain media coverage for their actions. The central finding is that new technologies have taken citizen engagement to new heights online. More specifically, the age of ICTs has unleashed a stronger public voice on environmental governance and sustainability issues in urban China, which does not go unnoticed by the Chinese state authorities. 相似文献

The development of a comprehensive sustainability analysis tool for evaluating regional urban systems would present researchers, planners, and policy makers with a powerful tool to study and manage systems, with the goal of encouraging optimum social and economic trends, while maintaining long-term environmental protection that leads to sustainability. This article intends to aid in this effort by presenting a versatile methodology for assessing sustainability as a function of dynamic changes in significant characteristics of urban systems. Using statistical methods, this work presents a strategy for comparatively assessing the impact of social and economic characteristics on system stability at geographic scales which are critical to policy and management. Specifically, it employs the Fisher Information index as a measure of sustainability, in order to distinguish periods of stability. As an application of the approach, six Metropolitan Statistical Areas (MSAs) in Ohio (Cincinnati, Dayton, Cleveland, Akron, Columbus, and Toledo) were evaluated for a regional sustainability assessment. Results from the multiyear analysis suggest two distinct periods in these MSAs: one characterized by 30 years of socio-economic growth (1970–1999) and another (2000–2009) denoting a change in the trajectory of each system found to be related to economic recession. Columbus was identified as the most stable and sustainable of the MSAs during the study period. In contrast, Toledo exhibited the largest changes in economic trends, as distinguished by excessive increases in the growth rate of vacant housing units, unemployed civilian labor force, and inhabitants below the poverty level (2000–2009). Since such conditions are not desirable for urban systems, they are indicative of movement towards an unsustainable future. 相似文献

The Jain tradition of ecological awareness and sustainability has been well documented over the last 25 years, although its roots lie deep in Indian history, specifically in texts such as the Tattvārtha Sūtra and ācārā?ga Sūtra. This traditional body of knowledge includes a long-standing theory and practice of personal, social and environmental sustainability, addressing such views as the interconnectedness of humans and the laws of nature, the interdependence of everything in the universe, the responsibility of humans to conserve and preserve natural resources, the avoidance of wanton and unnecessary waste generation, and a general aversion to mistreating or abusing the environment. These views encapsulate the lifestyles of some ten million people, including both mendicants and laity. Similarly, Maharishi Vedic Science, the systematic exploration and practical application of the Veda and Vedic Literature as taught by Maharishi Mahesh Yogi, makes a compelling case for establishing the unity of human life with nature and for promoting actions which guarantee both the protection of nature and protection by it. The purpose of this paper is to examine the relationship between the principles of sustainability in Jainism and the corresponding viewpoint of Maharishi Vedic Science, including supporting scientific evidence of its application, and to posit their contribution to a sustainable world future. 相似文献

This paper analyses shrimp caught from the wild and farmed shrimp in Brazil, focusing on production, amounts exported and earnings, with comparisons drawn to all of South America and the world in general. We show that wild caught shrimp still comprises the majority of what is produced and exported in Brazil, although aquaculture has been taking a relevant role in the internal and external scenario, reaching similar levels of extraction in recent years. Despite some fluctuations in the amount of extracted shrimp, Brazil increased its production from 15,000 tons in 1950 to 80,000 in 2004. The money earned with shrimp product exportation, which includes farmed shrimp as well, followed a similar tendency. Shrimp aquaculture began late in Brazil, in 1974, and grew slowly until 1995, initiating an accelerated growing process; current estimates assume 50,000 people are employed in this activity, producing about 76,000 tons of shrimp every year. Although still incipient in relation to the world shrimp farmed production, Brazil has been assuming a relevant role in South America, yielding 44% of its total production, in 2004. Despite the importance of shrimp to the country, no studies have been conducted to explore the interrelations between the environmental and social consequences of such unplanned aquaculture growth or uncontrolled wild shrimp fishing. Based on previous observations, conflicts exist between different fishing scales. However, the consequences of shrimp farming on society (displacement from their lands, changes in the life quality, etc.) have not yet been explored. Both activities, shrimp exploitation and aquaculture, deserve better control and structure toward sustainable shrimp fishing and farming. The recent development of infrastructure all around the world has resulted in an increasing trend of online examination in universities. The paper is an approach in theory and practical aimed at analyzing the feasibility of sustainable examination in four universities and its environmental impact reducing the paper use terming it as green examination. The paper studied the integration of sustainability through the use of computers and technology in the examination of the universities viz. King Khalid University (KKU), Saudi Arabia, Integral University (IU), India, Aligarh Muslim University (AMU), India, and The Hague University (HU), The Netherlands. The study has analyzed the trend of paper requirement, paper utilized and paper wasted in all the four universities. The environmental impact resulting from reduced paper use has been also analyzed. The feasibility of e-examination, its implementation and the implications has been undertaken in the study. The emerging academic field focused on sustainability has been engaged in a rich and converging debate to define what key
competencies are considered critical for graduating students to possess. For more than a decade, sustainability courses have
been developed and taught in higher education, yet comprehensive academic programs in sustainability, on the undergraduate
and graduate level, have emerged only over the last few years. Considering this recent institutional momentum, the time is
seemingly right to synthesize the discussion about key competencies in sustainability in order to support these relatively
young academic programs in shaping their profiles and achieving their ambitious missions. This article presents the results
of a broad literature review. The review identifies the relevant literature on key competencies in sustainability; synthesizes
the substantive contributions in a coherent framework of sustainability research and problem-solving competence; and addresses
critical gaps in the conceptualization of key competencies in sustainability. Insights from this study lay the groundwork
for institutional advancements in designing and revising academic programs; teaching and learning evaluations; as well as

Infrastructures are critical for human society, but vulnerable to climate change. The current body of research on infrastructure adaptation does not adequately account for the interconnectedness of infrastructures, both internally and with one another. We take a step toward addressing this gap through the introduction of a framework for infrastructure adaptation that conceptualizes infrastructures as complex socio-technical “systems of systems” embedded in a changing natural environment. We demonstrate the use of this framework by structuring potential climate change impacts and identifying adaptation options for a preliminary set of cases—road, electricity and drinking water infrastructures. By helping to clarify the relationships between impacts at different levels, we find that the framework facilitates the identification of key nodes in the web of possible impacts and helps in the identification of particularly nocuous weather conditions. We also explore how the framework may be applied more comprehensively to facilitate adaptation governance. We suggest that it may help to ensure that the mental models of stakeholders and the quantitative models of researchers incorporate the essential aspects of interacting climate and infrastructure systems. Further research is necessary to test the framework in these contexts and to determine when and where its application may be most beneficial. 相似文献

The issues of sustainability, efficiency, and profitability in private forestry dominated debate on Finnish and Swedish forest policy throughout the 20th century. The management and utilization of private forests have been significant for these countries since more than half of productive forest land has been owned by families. Forests have also played an important role in Finland’s and Sweden’s national economies. There was however no consensus among forest owners and forestry experts—forest scientists and forestry authorities—about the methods of achieving forestry sustainability and profitability, particularly in the early 1900s. This article focuses on the types of argument on which perceptions of good forest management were based, and the reasons for their use. The article also explores how disagreements and occasional open conflicts between private forest owners and forest authorities were solved, and what kind of regulative means were developed to avoid such differences. There are three main reasons for making a case study of Finland and Sweden: Firstly, the forest sector has played an important role in their national economies, secondly, the objectives and content of their forestry laws are quite similar, and thirdly, the tradition of family forest ownership has remained strong. The debate on good forest management in this period revolves around the two silvicultural paradigms: even-aged and uneven-aged systems. Measuring performance and setting targets and benchmarks for the future entail the adoption of metrics or indicators. Sustainability is a multi-pronged objective encompassing social, economic, health, cultural, governance and environmental aspects. Indicators can be grouped under these categories. The selection of environmental sustainability indicators for a water and wastewater utility in a city needs to be based on concerns specific to the utility in question. The authors, in this paper, have recommended the classification of cities into city types based on specific attributes and identification of relevant environmental sustainability indicators, from a pool of 13 indicators, for these different city types. Having selected the relevant indicators, utilities can use them as tools to improve their environmental performance. The purpose is to not facilitate inter-utility comparisons within or across city types. Every utility would compare its environmental performance at a given point in time with what it was in the past. Towards the end, the paper also applies the methodology to nine cities across four continents—Europe (Oslo, Trondheim and Turin), Asia (the National Capital Territory of Delhi, Beijing, Tel Aviv and Male), North America (Sacramento) and South America (São Paulo). In all, 13 environmental sustainability indicators have been identified. Two cities—Oslo and Trondheim (both from Norway) belong to the same city type, while the other seven are different from each other in this regard. The number of relevant indicators ranged from 4 for Trondheim to 11 for Tel Aviv. The methodology is not restricted to urban water supply and sewage handling systems. As in many other developing countries, cities in Bangladesh have witnessed rapid urbanization, resulting in increasing amounts of land being taken over and therefore land cover changing at a faster rate. Until now, however, few efforts have been made to document the impact of land use and land cover changes on the climate, environment, and ecosystem of the country because of a lack of geospatial data and time-series information. By using open source Landsat data integrated with GIS technologies and other ancillary data, this study attempts to classify land use and create land cover maps, enabling post-classification change detection analysis. By this method, we document the spatial and temporal trajectory of urban expansion in Chittagong, the second largest city in Bangladesh, over a 36-year period. The findings suggest that, over the study period, 56 % of the land cover has undergone change, mainly because of the expansion of built-up areas and other human activities. During the 36-year period, the built-up area around Chittagong city has expanded by 618 %, with an average annual rate of increase of 17.5 %. As a result of rapid urbanization, the vegetated hills near urban development areas face serious threats of further encroachment and degradation, given that 2178 ha of hills have already been intruded over the study period. Because urbanization processes in Bangladesh have traditionally been viewed as the result of population growth and economic development, very little work has been done to track the potential growth trajectory in a physical or spatial context. This study, therefore, will contribute to the current understanding of urban development in Bangladesh from a temporal and spatial point of view. Findings will be able to assist planners, stakeholders, and policy makers in appreciating the dynamism of urban growth and therefore will facilitate better planning for the future to minimize environmental impacts. 相似文献

One of the most important and yet difficult challenges that modern societies face is how to mobilize science and technology
(S&T) to minimize the impact of human activities on the Earth’s life support systems. As the establishment of inter-disciplinary
education programs is necessary to design a unified vision towards understanding the complexity of human nature, the Research
Institute for Sustainability Science (RISS) launched a new program on sustainability science in April 2008. The program expects
to address the issue of how to use knowledge more effectively to understand the dynamic interactions between nature and human
society. This paper first offers an overview of international and Japanese initiatives on sustainability education in which
we highlight the uniqueness of the attempt by the Integrated Research System for Sustainability Science (IR3S). The paper
then introduces the RISS program for sustainability science, addressing the principles and curriculum design of the program.
The paper discusses the main problems and constraints faced when developing the program, such as institutional barriers in
building a curriculum and obtaining cooperation from faculty. To challenge these barriers and limitations, the RISS uses the
program as a platform to disseminate the idea of sustainability science across the university. This attempt helps us to obtain
the continuing cooperation necessary to improve and maintain the program.

Rethinking assessment of drought impacts: a systemic approach towards sustainability 总被引:2,自引:0,他引:2
Although impacting primarily economic sectors, droughts may also initiate dynamic mechanisms that have socio-environmental consequences on sustainability of the impacted areas. To date, most research has dealt with the economic impacts of droughts, with minimal attention being paid to the dynamics of damaging mechanisms associated with socio-environmental impacts. Using a systemic approach, this paper develops a method of identifying the dynamic structures responsible for the consequences of drought. Considering the impacts of recent droughts in Iran, the paper presents a conceptual model, underpinned by a Limits to Growth archetype to explain how different drought impacts are triggered. Moreover, adopting the Viability Loops concept, a range of strategies and indices are suggested as monitoring tools to sustain socio-economic life in a drought-impacted area. The provinces of Hamadan (with water abundance), and Yazd and Isfahan (with water scarcity) in Iran have been selected to illustrate the proposed methodology. Results show a higher vulnerability to droughts in the water-rich region due to dependence on water abundance as opposed to the water-poor regions, which are well adapted to water scarcity conditions. 相似文献

State-led agrarian reform (SLAR) settlements established in the Amazon in the 1970s led to environmental degradation and mixed
socioeconomic outcomes. More recently, direct-action land reform (DALR) settlements have proliferated, which are leading to
new forest clearing in the name of agrarian reform. The emergence of DALR begs questions about social and environmental outcomes
in recent Amazon settlements. This paper compares DALR settlements in two different regions of the eastern Amazon: the South
of Pará and the Transamazon. Analysis of household survey data shows that DALR settlements in the two study areas differ substantially
in terms of their histories of formation and regional contexts. However, social and environmental outcomes do not always differ
