This study examines Jamaica's attempt to protect a tropical forest reserve. The biophysical setting, and the types and magnitude of forest development pressures are reviewed. Next, Jamaica's approach to developing new land-use strategies and compatible environmental protection and economic development programs are examined. Finally, the practical and theoretical implications by which institutions can be designed to encourage planning for sustainable development are reviewed. The implications suggest how to provide an appropriate mix of cooperation and market competition, by which people acting in their own interests accomplish socially equitable economic development, while protecting the environment for the benefit of future generations. The experience illustrates that effective long-term protection of natural areas requires the building of local relationships and support, the development of local economic activities supportive of conservation, the defining of clear boundaries, and significant monitoring and enforcement. Long-term protection of the Blue and John Crow mountains, and other important natural areas of Jamaica, will also require the development of a workable and enforceable system of land-use planning for the island, and adjustments to the economic incentive structure so that sustainable, nonextractive uses of natural capital are placed on equal footing with other economic uses (e.g., coffee production).  相似文献

ABSTRACT: In the near future, groundwater storage of imported water may become increasingly important as sites for surface storage are less available. This article explores the potential economic costs and benefits of groundwater storage. The costs include capital outlays, maintenance costs, land costs, legal costs, energy costs, and opportunity costs. The benefits include land cost savings, prevention of subsidence, aquifer protection, and higher economic use of surface lands that might be covered by a reservoir.  相似文献

Humans are rapidly depleting critical ecosystems and the life support functions they provide, increasing the urgency of developing effective conservation tools. Using a case study of the conversion of mangrove ecosystems to shrimp aquaculture, this article describes an effort to develop a transdisciplinary, transinstitutional approach to conservation that simultaneously trains future generations of environmental problem solvers. We worked in close collaboration with academics, non-government organizations, local government and local communities to organize a workshop in Puerto Princesa, Palawan, Philippines. The primary objectives of the workshop were to: (1) train participants in the basic principles of ecological economics and its goals of sustainable scale, just distribution and efficient allocation; (2) learn from local community stakeholders and participating scientists about the problems surrounding conversion of mangrove ecosystems to shrimp aquaculture; (3) draw on the skills and knowledge of all participants to develop potential solutions to the problem; and (4) communicate results to those with the power and authority to act on them. We found that the economic and ecological benefits of intact mangroves outweigh the returns to aquaculture. Perversely, however, private property rights to mangrove ecosystems favor inefficient, unjust and unsustainable allocation of the resource—a tragedy of the non-commons. We presented the workshop results to the press and local government, which shut down the aquaculture ponds to conserve the threatened ecosystem. Effective communication to appropriate audiences was essential for transforming research into action. Our approach is promising and can be readily applied to conservation research and advocacy projects worldwide, but should be improved through adaptive management—practitioners must continually build on those elements that work and discard or improve those that fail.  相似文献

ABSTRACT

Despite growing evidence pointing to the multiple benefits of home gardening, few studies have considered the health and well-being benefits perceived by gardeners who are principally motivated by biodiversity conservation (i.e. home gardening for biodiversity conservation). This study explores the environmental, social and economic co-benefits (and costs) of home gardening for biodiversity conservation in the City of Winnipeg, Canada. A total of 42 semi-structured interviews (30–60?min each) were conducted with 50 home gardeners who were formally certified or locally recognised for undertaking multiple gardening activities that promote biodiversity conservation. Thematic analysis revealed that study participants self-reported a range of environmental, psychological, physiological and social outcomes associated with their home gardening experiences. Despite home gardening often being a solitary activity, most gardeners valued the multiple forms of social interaction that occurred during important social events in their garden, or when connecting with passers-by. Home gardeners also cited benefits related to connection to nature and place attachment; attention restoration; reduced stress and anxiety; improved mood; satisfaction and pride; increased self-esteem and courage to do things differently in life; and, important education or learning opportunities. However, conflicts relating to the nexus between biodiversity and perceived tidiness of gardens emerged, which raise important ethical and social justice issues for sustainability planning. We compare key insights to the benefits (and costs) of community gardening and make some recommendations for future research, including how to engage more disadvantaged groups in gardening for conservation.  相似文献

Summary This overview paper examines past Australian conservation controversies and experiences to identify prospective means of ameliorating environmental conflict in the future. Since all community disputes should be resolved by means of political and administrative actions, emphasis is placed on federalism and intergovernmental relations, and measures are suggested which might improve environmental policy and practices in the future.Dr Bruce W. Across the globe, continued policy debates regarding the management of old-growth forests center around the difficult task of balancing economic and ecological considerations. Though the forests of the Pacific Northwest United States are among the most studied old-growth ecosystems, ecological and economic analyses have yielded public land management directives that remain controversial. Specifically, the recently adopted Northwest Forest Plan lacks explicit goals for maintaining intergenerational equity for the use of forest resources and the diversity of old-growth ecosystems. Unlike previous studies which rely on monetary quantification of costs and benefits, this study develops and applies a conceptual framework for evaluating socially optimal Pacific Northwest old-growth forest utilization strategies. Conditions for the optimal management of old-growth forests are derived using dynamic programming. The objective function synthesizes relevant biological and economic attributes of the old-growth allocation problem. Results in the form of extraction paths are compared given social pressure for consumptive and non-consumptive benefits, as well as different planning horizons, rates of social time preference, and environmental variance. Lengthening the planning horizon results in a vast divergence of optimal policies in the absence of discounting. Extraction rates appear to approach zero as the planning horizon approaches infinity. While higher rates of social time preference increase the rate of extraction, forest stocks remaining at the terminal time period equal levels remaining with a lower discount rate. Increasing environmental variance results in a higher level of stock remaining at the terminal time period. This analysis, while specific to the old-growth controversy of the Pacific Northwest, does provide general guidelines for addressing similar problems of multiple uses of natural areas, particularly where such uses are mutually incompatible, or where one use may be irreversibly destructive to another.  相似文献

This study describes and demonstrates two alternate methods for evaluating the relative costs and benefits of artificial groundwater recharge using percolation ponds. The first analysis considers the benefits to be the reduction of pumping lifts and land subsidence; the second considers benefits as the alternative costs of a comparable surface delivery system. Example computations are carried out for an existing artificial recharge program in Santa Clara Valley in California. A computer groundwater model is used to estimate both the average long term and the drought period effects of artificial recharge in the study area. For the example problem, the benefits of reduced average annual pumping lifts and reduced incremental subsidence are greater than the total costs of continuing the existing artificial recharge program. Benefits for reduced subsidence are strongly dependent on initial aquifer conditions. The second analysis compares the costs of continuing the artificial recharge program with the costs of a surface system which would achieve the same hydraulic effects. Results indicate that the costs of artificial recharge are considerably smaller than the alternative costs of an equivalent surface system. In evaluating a particular program, consideration should also be given to uncertainties in future supplies and demands for water as well as to the probability of extreme events such as droughts.  相似文献

ABSTRACT: Watersheds above the Miyun reservoir, a principal source of surface water for Beijing, are designated to be managed for water production, but under the principle of multiple use. Because of the scarcity of arable land, these watersheds cannot be managed only for drinking water. Efforts are under way to reduce sediment delivery, improve the quality of water entering Miyun reservoir, and improve the welfare of watershed inhabitants. An economic appraisal of a watershed management project for the 3,298‐ha Shixia watershed above the Miyun reservoir, indicates a 24 percent economic rate of return on the investment made in the project. The net present value (NPV) of the project, calculated at a discount rate of 10 percent, is approximately US$3.49 million. Sensitivity analyses indicate that a doubling of labor costs lowers the NPV to US$2.07 million and a 10 percent decrease in benefits lowered the NPV to US$2.87. It is concluded that the implementation of conservation practices on the Shixia Demonstration Watershed represent an economically efficient use of resources.  相似文献

Arrangements within the UK to enhance recreation opportunities in the countryside are currently implemented in a somewhat ad hoc manner. This paper analyses the economic effectiveness of such provision in Grampian Region, Scotland. This is achieved by quantifying, using the contingent valuation method, the economic benefits accruing from recreation enhancements and comparing these benefits with the level of expenditure currently being undertaken on these improvements. The subsequent analysis provides a strategic framework for the assessment of recreation needs in the region, thus enabling future priorities for provision to be identified. It is argued that the quantification of public preferences for recreation enhancements provides a powerful tool to aid strategic planning of recreation provision. The issue of using public funds to finance recreation facilities in the countryside is also discussed.  相似文献

Economic theory asserts that to achieve maximum conservation benefits land acquisition needs to be cost effective. Yet the most common planning technique used by land conservation organizations is ‘benefit-targeting’ that focuses only on acquiring parcels with the highest benefits and ignores costs. Unlike most of the literature which focuses on covering problems, this research applies optimization techniques to achieve maximum aggregate conservation benefits for an ongoing land acquisition effort in the Catoctin Mountain Region in central Maryland. For this case study, optimization yields additional conservation benefits worth an estimated $3.1–$3.9 million or achieves the same level of conservation benefits but at a cost savings ranging from $0.9 to $3.5 million, depending on the initial budget size. Finally, the highest efficiencies are achieved in low budget scenarios, like those most prevalent in conservation efforts.  相似文献

Although the benefits of dam construction are numerous, particularly in the context of climate change and growing global demand for electricity, recent experience has shown that many dams have serious negative environmental, human, and political consequences. Despite an extensive literature documenting the benefits and costs of dams from a single disciplinary perspective, few studies have simultaneously evaluated the distribution of biophysical, socio-economic, and geopolitical implications of dams. To meet the simultaneous demands for water, energy, and environmental protection well into the future, a broader view of dams is needed. We thus propose a new tool for evaluating the relative costs and benefits of dam construction based on multi-objective planning techniques. The Integrative Dam Assessment Modeling (IDAM) tool is designed to integrate biophysical, socio-economic, and geopolitical perspectives into a single cost/benefit analysis of dam construction. Each of 27 different impacts of dam construction is evaluated both objectively (e.g., flood protection, as measured by RYI years) and subjectively (i.e., the valuation of said flood protection) by a team of decision-makers. By providing a visual representation of the various costs and benefits associated with two or more dams, the IDAM tool allows decision-makers to evaluate alternatives and to articulate priorities associated with a dam project, making the decision process about dams more informed and more transparent. For all of these reasons, we believe that the IDAM tool represents an important evolutionary step in dam evaluation.  相似文献

Habitat loss is major factor in the endangerment and extinction of species around the world. One promising strategy to balance continued habitat loss and biodiversity conservation is that of biodiversity offsets. However, a major concern with offset programs is their consistency with landscape-level conservation goals. While merging offset polices and landscape-level conservation planning is thought to provide advantages over a traditional disconnected approach, few such landscape-level conservation-offset plans have been designed and implemented, so the effectiveness of such a strategy remains uncertain. In this study, we quantitatively assess the conservation impact of combining landscape-level conservation planning and biodiversity offset programs by comparing regions of San Diego County, USA with the combined approach to regions with only an offset program. This comparison is generally very difficult due to a variety of complicating factors. We overcome these complications and quantify the benefits to rare and threatened species of implementing a combined approach by assessing the amount of each species’ predicted distribution, and the number of documented locations, conserved in comparison to the same metric for areas with an offset policy alone. We found that adoption of the combined approach has increased conservation for many rare species, often 5–10 times more than in the comparison area, and that conservation has been focused in the areas most important for these species. The level of conservation achieved reduces uncertainty that these species will persist in the region into the future. This San Diego County example demonstrates the potential benefits of combining landscape-level conservation planning and biodiversity offset programs.  相似文献

This paper describes the experiences and lessons learned in applying a multi-agent systems (MAS) model to study the dynamics and complex interactions among stakeholders in the management of community-based forests. The MAS model is developed using the companion modelling (ComMod) approach, which allows for a collaborative development of the model between the stakeholders and researchers. This approach involves the development and application of role-playing games (RPGs) and computer simulation as learning tools and to validate the model. Inferences are drawn from the learning and negotiation processes that the stakeholders and researchers underwent in the collaborative development of the MAS model. These processes ultimately led to the development of a collaborative resource management plan. The approach and the MAS model were applied to a case study involving a community-based forest managed by three villages in the island of Palawan, Philippines.  相似文献

DOI: 10.1111/j.1752‐1688.2011.00601.x Abstract: Market‐based approaches to address water quality problems have resulted in only limited success, especially in trading programs involving both point and nonpoint sources. We analyze one of the largest point‐nonpoint trading programs – the Great Miami Trading Program in Ohio, administered by the Miami Conservancy District (MCD). Our evaluation focuses on the economic and institutional aspects of the program, including cost effectiveness, efficiency of bidding, transaction costs, trading ratios, and innovation. We use a unique dataset consisting of all bids from agricultural nonpoint sources and interviews of soil and water conservation district (SWCD) agents in the watershed. We find that the MCD’s reliance on county‐level SWCD offices to recruit and advise farmers has been essential to achieve relatively high rates of farmer participation. Additionally, the MCD is able to partly free ride on the administrative costs that SWCD offices receive to assist federal conservation programs, which is helpful to lower costs for a fledgling trading program. However, the involvement of SWCD offices reduced the potential cost savings from the reverse auction structure because some agents were able to learn about the threshold price over the six rounds of bidding and help farmers bid strategically. Overall, the program structure serves as an effective model for future trading programs in other regions that seek to involve agricultural nonpoint sources.  相似文献

随着社会的进步和经济的发展,随之带来的城市污染也日益严重,进行城市流域科学、合理的规划和综合整治,具有十分重要的意义。本文以重庆市清水溪流域为例,在分析流域现状的基础上,结合重庆市总体规划,提出了城市流域综合整治的措施:沿岸两例污水管网建设、两岸垃圾整治、河道清淤及防洪、两岸绿化带及景点建设、水土保持、水源地涵养区规划与建设等。并从生态、社会和经济方面进行分析,对产生的环境效益进行评价:整治工程建成后清水溪流域接纳的污染物CODcr将削减857lt/a、总磷削减160t/a、SS削减6156t/a;流域生态环境大大改善;同时将带来巨大的直接经济效益;整治工程是为民造福的民心工程。  相似文献

Intergenerational impartiality requires putting the welfare of future generations at par with that of our own. However, rational choice requires weighting all welfare values by the respective probabilities of realization. As the risk of non-survival of mankind is strictly positive for all time periods and as the probability of non-survival is cumulative, the probability weights operate like discount factors, though justified on a morally justifiable and completely different ground. Impartial intertemporal welfare maximization is acceptable, though the welfare of people in the very far future has lower effects as the probabilities of their existence are also lower. However, the effective discount rate on future welfare values (distinct from monetary values) justified on this ground is likely to be less than 0.1 per annum. Such discounting does not compromise environmental protection and sustainability unduly. The finiteness of our universe implies that the sum of our expected welfare to infinity remains finite, solving the paradox of having to compare different infinite values in optimal growth/conservation theories.  相似文献

ABSTRACT: In addition to offsetting water supply shortages, water conservation is recognized as serving many purposes, ranging from reduced energy consumption to lower capital costs. Since the discussion of these benefits has been a recent development and has generally excluded local water supply managers, a question arises as to whether supply managers are implementing conservation programs to exploit these benefits. A survey of the managers at 35 Maryland water utilities provides insight into the prevailing attitude toward conservation in a water rich eastern state. The results indicate that most managers continue to view conservation only as a short term response to temporary supply shortages. Only 12 Maryland utilities have undertaken any form of water conservation activity and just two systems have ongoing, comprehensive conservation programs. Institutional, perceptual, economic, political, and time constraints all contribute to the managers’attitudes and general inaction. If water conservation is to be widely practiced, these issues must be addressed and the benefits attributed to conservation must be better documented and articulated to supply managers.  相似文献

Economic costs, water quantity/quality benefits, and cost effectiveness of agricultural best management practices (BMPs) at a watershed scale are increasingly examined using integrated economic‐hydrologic models. However, these models are typically complex and not user‐friendly for examining the effects of various BMP scenarios. In this study, an open source geographic information system (GIS)‐based decision support system (DSS), named the watershed evaluation of BMPs (WEBs), was developed for creating BMP scenarios and simulating economic costs and water quantity/quality benefits at farm field, subbasin, and watershed scales. This DSS or WEBs interface integrated a farm economic model, the Soil and Water Assessment Tool (SWAT), and an optimization model within Whitebox Geospatial Analysis Tools (GAT), an open source GIS software. The DSS was applied to the 14.3‐km2 Gully Creek watershed, a coastal watershed in southern Ontario, Canada that drains directly into Lake Huron. BMPs that were evaluated included conservation tillage, nutrient management, cover crop, and water and sediment control basins. In addition to assessing economic costs, water quantity/quality benefits, and cost effectiveness of BMPs, the DSS can be also used to examine prioritized BMP types/locations and corresponding economic and water quantity/quality tradeoffs in the study watershed based on environmental targets or budget constraints. Further developments of the DSS including interface transfer to other watersheds are also discussed. This article analyzes the official and non-official responses of Filipinos to the depletion of some renewable natural resources (particularly water quality). Contrary to popular assumption, and contrary to official statements of the Philippine government at international conferences, it appears that environmental depletion is a political issue in the Philippines. The reasons for the salience of resource and environmental issues are discussed. The dilemma of the Philippine government is that it is committed to economic progress, but the resources which make that progress possible are in short supply. Timber, soil and clean water are endangered by deforestation, erosion and pollution. However, conservation and environmental protection are expensive in the short run. The Philippines faces a problem common to developing tropical countries.  相似文献
