A stratified random sample of kilometre squares in Great Britain was visited and completely mapped using four areal themes (agriculture and semi-natural vegetation, forestry, physiography and buildings and communications). The maps were digitised and the attribute information recorded to produce an electronic database. Information was summarised by square and then bootstrap re-sampling techniques were used to produce national estimates with statistical confidence intervals. The results for 1998 showed the terrestrial Broad Habitats had a range in extent covering two orders of magnitude from Montane (49000ha) to Improved Grassland (5482000ha). Just under half of Britain is covered by agricultural Broad Habitats, about 12% by woodland and just under 10% by Urban Habitats. The remaining quarter of the land area is covered by semi-natural Broad Habitats. By revisiting the same sample of squares previously visited in 1990, changes in the quantity and quality of the Broad Habitats have been determined. Significant increases in area have occurred in the Broadleaved, Mixed and Yew Woodland and Built Up and Gardens. The largest areal reduction was in Acid Grassland although that was in part balanced by a gain in Fen, Marsh and Swamp. The most significant ecological loss was in the area of Calcareous Grassland. The consequences of having different sample sizes for the different years are discussed. 相似文献

Patterns of vegetation across Great Britain (GB) between 1990 and 1998 were quantified based on an analysis of plant species data from a total of 9596 fixed plots. Plots were established on a stratified random basis within 501 1 km sample squares located as part of the Countryside Survey of GB. Results are primarily conveyed in terms of a classification of national land-cover into 22 mutually exclusive Broad Habitat types. Each of the fixed vegetation plots could be assigned to the Broad Habitat in which they were located in either year. Two types of analysis are reported, both based on changes in plant species composition within monitoring plots. The first examined turnover and net change between Broad Habitat types. The second quantified more subtle changes that had occurred within each Broad Habitat using a series of condition measures that summarized multivariate plant species data as a single scalar value for each plot at each time. There are major difficulties in using uncontrolled, large-scale surveillance data to unravel causal linkages and no attempt was made to quantitatively partition variation among competing causes. However, it was clear that results were broadly consistent with environmental drivers known to have operated prior to and during the survey interval. Large-scale vegetation changes could be summarized in terms of shifts along gradients of substrate fertility and disturbance. Changes implied increased nutrient availability across upland and lowland ecosystems while, in lowland landscapes, linear features and small biotope fragments saw a marked shift to species compositions associated with greater shade and less disturbance. 相似文献

•The total amount of carbon held by vegetation in Great Britain is estimated to be 114 Mtonnes. •Woodlands and forests hold 80% of the G.B. total although they occupy only about 11% of the rural land area. Broadleaf species hold about 50% of the carbon in woodlands and forests. •A map of carbon in the vegetation of Great Britain at 1 km×1 km resolution based on land cover identified in the I.T.E. Land Cover Map is presented. The predominant location of vegetation carbon is the broadleaved woodlands of southern England. •The amount of carbon in the soils of Great Britain is estimated to be 9838 Mt (6948 Mt in Scotland and 2890 Mt in England and Wales). •In Scotland, most soil carbon is in blanket peats, whereas most soil carbon is in stagnogley soils in England and Wales. •The carbon content of the soils of Great Britain is mapped at 1 km×1 km resolution. Scottish peat soils have the greatest density of carbon and in total contain 4523 Mt of carbon, 46% of the G.B. total. 相似文献

Various biogeographical and bioclimatic classifications of a number of regions, countries and continents have been created to meet different objectives. A policy maker might ask the question 'why is there no single accepted classification and how do the different classifications compare with one another?' In order to answer these two questions three classifications created by different methods for Great Britain and two for Spain are compared using the Kappa statistic. All of the classifications were created from data on cellular grids with a set window size. Further non-statistical comparisons are made with other classifications. The biogeographic classifications studied in this paper produced three different types of zone: those that were always identified whatever the method; those that were broadly similar but where the boundaries differed; and those that were unique to a particular classification. These different types of zone are likely to exist for any comparison between classifications of a particular region. The extent of the geographic window from which data were obtained had a major effect on the classification of grid cells at the edges of the window. For example, the few grid cells in the south of England, with characteristics of continental Europe, are not detected if data from Great Britain alone are used for the classification. We conclude that the data window should always be larger than the area for which the classification is being made. The objective Kappa statistic, although useful, was not capable of discerning similarities and dissimilarities that appear obvious to the subjective human eye. Although the details of the classifications differed there were broad similarities between the classifications and these differences reflect important divisions along major environmental axes that have been inferred by earlier biogeographers. As the divisions are real there is a sound basis for their use in future land use or environmental policy. 相似文献

Public participation in planning is frequently linked to ideas of environmental justice and sustainability; yet, despite the voluminous literature on the topic, the reaction of frontline planning professionals to the broadly pro-participation agendas of central and devolved government in Great Britain has not been sufficiently examined. This is important because of their role in implementing such agendas, and the space for frontline professionals to shape the contours of reform. Drawing on extensive empirical material, I explore the reaction of local authority planners to participation policies, finding divided opinion as to whether more participation is needed to improve planning, but a strong framing of participation as something requiring careful management. I conclude that planners are broadly supportive of participation so long as they are in control, which can be understood through an institutionalist perspective that suggests there will be a similar reaction to further, ongoing, efforts to make planning more participatory. 相似文献

AbstractA secondary analysis of the British National Travel Survey for the years 2002–2010 shows that the composition of the group of carless households is a good indicator of the level of car dependence in a local area: indeed, while non-car ownership in peripheral and rural areas very often correspond to a marginal socio-demographic situation, this is less and less true as one moves towards larger urban areas. Similarly, while in sparse areas most households without cars are either virtually immobile or reliant on car lifts, in large urban areas the ‘mobility gap’ between car-owning and carless households is considerably smaller, as the latter are able to use modal alternatives to the car. These findings are interpreted with reference to an integrated theoretical framework, showing how changes in land use and the environmental and social impacts of increasing motorization are intimately linked. Notably, the consequences of the self-reinforcing cycle of car dependence on two forms of car-related transport disadvantage (car deprivation and forced car ownership) are highlighted. Overall, the article highlights how the socio-demographic composition and the travel behaviour of carless households vary systematically across different types of area: this has interesting implications for sustainable transport policy and research. 相似文献

An assessment of the biodiversity of soils was a component of the Countryside Survey 2000 (CS2000). This was the first integrated survey of soil biota and chemical properties at a national scale. A total of 1052 soil samples were collected across Great Britain during CS2000 and analysed for a range of soil microbial and invertebrate characteristics resulting in the production of a series of robust datasets. A principal objective was to use these datasets to investigate relationships between soil biota and environmental factors such as geographical location, vegetation, land use, land cover, soil type and pollutant levels as first stages in characterising the inherent biodiversity of British soils and investigating the potential of soil biodiversity as indicators of soil health at a regional or national scale. Preliminary results for culturable heterotrophic, invertebrate taxa, Acari, Collembola and Oribatid mites are presented here to illustrate the nature of the data collected and the patterns of soil biodiversity in relation to large-scale regional, vegetation and soil characteristics across the British countryside. 相似文献

Countryside Survey 2000 (CS2000) is the latest in a series of surveys designed to measure and evaluate stock and change of land cover, landscape features, freshwaters, habitats and the vegetation of Great Britain. The ideas behind CS2000 developed during the 1960s and 1970s and culminated in the first survey of vegetation and land cover in 1978. One kilometer sample squares were selected at random using an environmental stratification. Subsequent surveys took place in 1984, 1990 and 1998, revisiting the original sample locations, whilst progressively expanding in scope and sample size; CS2000 included soils, breeding birds, remotely sensed imagery, freshwater biota and hydromorphology. Countryside Survey data may be interpreted using the pressure-state-response model, by selecting indicators of process and quality, and by identifying models of expected responses to different pressures. Thus, results showing losses of hedgerows between 1984 and 1990 stimulated new protection for these features. Ideally, CS2000 data should be used to stimulate experiments to distinguish between different pressures, in order to ensure that policy and management responses are both appropriate and achievable.The experience from CS2000 may prove helpful for the design and management of other large scale monitoring programmes of ecosystems. In particular, the scope of the survey, and the use to which the data are applied, have evolved through time, and yet continuity was essential for change to be detected efficiently. These objectives were reconciled by collecting the data in a disaggregated form, allowing a high degree of flexibility in both analysis and reporting. 相似文献

This paper develops a comprehensive and objective picture of bird distributions relative to habitats across Britain. Bird species presence/absence data from an extensive field survey and habitat data from the remotely sensed UK Land Cover Map 2000 were analysed in 36,920 tetrads (2 kmx2 km) across Britain (a 65% sample of Britain's c. 240,000 km2). Cluster analysis linked birds to generalised landscapes based on distinctive habitat assemblages. Maps of the clusters showed strong regional patterns associated with the habitat assemblages. Cluster centroid coordinates for each bird species and each habitat were combined across clusters to derive individualised bird-habitat preference indices and examine the importance of individual habitats for each bird species. Even rare species and scarce habitats showed successful linkages. Results were assessed against published accounts of bird-habitat relations. Objective corroboration strongly supported the associations. Relatively scarce coastal and wetland habitats proved particularly important for many birds. However, extensive arable farmland and woodland habitats were also favoured by many species, despite reported declines in bird numbers in these habitats. The fact that habitat-specialists do not or cannot move habitat is perhaps a reason for declining numbers where habitats have become unsuitable. This study showed that there are unifying principles determining bird-habitat relations which apply and can be quantified at the national scale, and which corroborate and complement the cumulative knowledge of many and varied surveys and ecological studies. This 'generality' suggests that we may be able, reliably and objectively, to integrate and scale up such disparate studies to the national scale, using this generalised framework. It also suggests the potential for a landscape ecology approach to bird-habitat analyses. Such developments will be important steps in building models to develop and test the sustainable management of landscapes for birds. 相似文献

Bovine tuberculosis (bovine TB) is the most economically important animal health policy issue in Britain. The problem of what to do about badgers has plagued successive governments since a dead badger was discovered with bovine TB in 1971. Successive Labour governments (1997–2010) oversaw the Randomised Badger Culling Trial (RBCT) from 1998 to 2006. Despite the RBCT recommendation against culling, the 2010–2015 Coalition government implemented pilot badger culls. This paper provides an account of the evolution of bovine TB and badger control policy, focusing on the 1997–2010 Labour, the 2010–2015 Coalition and the 2015-present Conservative governments. Interviews with bovine TB policy stakeholders supplement discussion of the development of bovine TB policy. The paper discusses the science and politics of bovine TB policy, in which there are different badger control policies in Westminster, Welsh and Scottish governments. Badger control is a highly polarised issue, and the Coalition and Conservative governments have been heavily criticised for a culling policy opposed by the independent scientific community. Recent governments have defended badger culling on the basis of veterinary advice and experience in countries such as New Zealand. The paper concludes with two key recommendations to inform controversial animal health and welfare policy issues such as bovine TB. First, mandatory Animal Welfare Impact Assessment provides objective data on the impacts of policy options on cows and badgers. Second, robust ethical analysis, conducted by independent experts using established moral frameworks, should be applied to animal health and welfare issues for the benefit of decision makers. 相似文献

This paper develops an approach to modelling land use change that links model selection and multi-model inference with empirical models and GIS. Land use change is frequently studied, and understanding gained, through a process of modelling that is an empirical analysis of documented changes in land cover or land use patterns. The approach here is based on analysis and comparison of multiple models of land use patterns using model selection and multi-model inference. The approach is illustrated with a case study of rural housing as it has developed for part of Gallatin County, Montana, USA. A GIS contains the location of rural housing on a yearly basis from 1860 to 2000. The database also documents a variety of environmental and socio-economic conditions. A general model of settlement development describes the evolution of drivers of land use change and their impacts in the region. This model is used to develop a series of different models reflecting drivers of change at different periods in the history of the study area. These period specific models represent a series of multiple working hypotheses describing (a) the effects of spatial variables as a representation of social, economic and environmental drivers of land use change, and (b) temporal changes in the effects of the spatial variables as the drivers of change evolve over time. Logistic regression is used to calibrate and interpret these models and the models are then compared and evaluated with model selection techniques. Results show that different models are 'best' for the different periods. The different models for different periods demonstrate that models are not invariant over time which presents challenges for validation and testing of empirical models. The research demonstrates (i) model selection as a mechanism for rating among many plausible models that describe land cover or land use patterns, (ii) inference from a set of models rather than from a single model, (iii) that models can be developed based on hypothesised relationships based on consideration of underlying and proximate causes of change, and (iv) that models are not invariant over time. 相似文献

ABSTRACTRecent debates about the concept of planetary boundaries recall longstanding concerns about whether ecological limits are compatible with ecological democracy. The planetary boundaries framework (originally set out in Rockström et al., 2009a, 2009b) defines values for key Earth-system processes such as climate change and biodiversity that aim to maintain a ‘safe’ distance from thresholds or levels that could endanger human wellbeing. Despite having a significant impact in policy debates, the framework has been criticised as implying an expert-driven approach to governing global environmental risks that lacks democratic legitimacy. Drawing on research on deliberative democracy and the role of science in democratic societies, we argue that planetary boundaries can be interpreted in ways that remain consistent with democratic decision-making. We show how an iterative, dialogical process to formulate planetary boundaries and negotiate ‘planetary targets’ could form the basis for a democratically legitimate division of labour among experts, citizens and policy-makers in evaluating and responding to Earth-system risks. Crucial to this division of evaluative labour is opening up space for deliberative contestation about the value judgments inherent in collective responses to Earth-system risks, while also safeguarding the ability of experts to issue warnings about what they consider to be unacceptable risks. 相似文献

Many authors have suggested that Indigenous communities are especially vulnerable to the direct and indirect impacts of climate change, yet there remains a paucity of fine-grained geographic data on the particular impacts of climate change on specific places and on local communities, especially Australian Indigenous communities. While there are some recent studies being undertaken with Australia's Torres Strait Island people, our research takes up the issues of vulnerability and resilience with two Indigenous communities from different environments on the mainland in North Queensland. They are the Aboriginal peoples of the rainforest and reef environments of the Wet Tropics and the Aboriginal people of the discontiguous rainforest, grasslands, dry forests and marine environments of Cape York. The results demonstrate variability in their understandings of climate change and in their capacities to anticipate and manage its impacts, while at the same time illustrating some common held themes about environmental and cultural values, observed environmental change, attributions of cause and effect, and of climate in general. 相似文献

Recent landscape changes in a farmed landscape are analysed and related to farm and farmer characteristics. It is assumed that farm and farmer characteristics serve as mediators of large scale or macro driving forces of change-in the present case, a changing farming context including demands for a more environmentally friendly farming practise and a reduced output. The results are based on multivariate analyses of data collected from structured interviews of 160 farmers in a case study area, in central Jutland, measuring 5000 ha. The analysis shows that farmers are highly involved in landscape changes. The investigated landscape changes include creation and removal of landscape elements as well as certain management changes. The most common activity was creation of elements: hedgerows, small woodlands and conversion of rotational arable land to permanent grassland, whereas removal of elements, mainly hedgerows and semi-natural grasslands, were seen less frequently. Management changes like abandonment of permanent grassland were widespread. The results indicate a general extensification of the land use and the authors interpret the results partly as an indication of a change from productivism to a more multifunctional agricultural regime. The observed landscape changes at the farm level show a low, but structured relationship with the current farm and farmer characteristics, meaning that landscape changes were undertaken by various farmers and on various farms. On a general level, however, the age of the farmer and the duration of farm ownership seem to have a major influence on the landscape changes. 相似文献

Key aspects of environmental management exist within a legislative framework. The Rivers and Foreshores Improvement Act 1948 (NSW) and several Regional Environmental Plans created under the Environmental Planning and Assessment Act 1979 (NSW) make reference to ‘the top of the bank’ for defining areas of protected land adjacent to rivers, within which development
consent may be required. It is an arbitrary term and its use within the Rivers and Foreshores Improvement Act 1948 (NSW) leads to confusion. This paper examines the range of definitions of ‘the top of the bank’ in respect of natural watercourses
and aims to provide a more lucid and effective definition that will clarify existing ambiguities in legal interpretation.
The paper examines the historical origins of the phrase ‘top of the bank’, finding that stereotyped Eurocentric views of what
a river ‘should look like’ have impaired the legal definition for Australian rivers, thereby influencing common law and the
development of statutory definitions. Judicial applications of the phrase ‘top of the bank’ are examined from a geomorphological
perspective, demonstrating the misconceptions of the term in a legal context. The paper identifies the existence of widespread
support for the need to protect land adjacent to rivers in the interests of environmental, economic and social sustainability.
It concludes by calling for legislative reform that is both tailored to the individual site and consistent with overarching

In the latter half of the 20th century, native pine woodlands in Scotland were restricted to small remnant areas within which there was little regeneration. These woodlands are important from a conservation perspective and are habitat for numerous species of conservation concern. Recent developments have seen a large increase in interest in woodland restoration and a dramatic increase in regeneration and woodland spread. The proximate factor enabling this regeneration is a reduction in grazing pressure from sheep and, particularly, deer. However, this has only been possible as a result of a complex interplay between ecological, political and socio-economic factors. We are currently seeing the decline of land management practices instituted 150-200 years ago, changes in land ownership patterns, cultural revival, and changes in societal perceptions of the Scottish landscape. These all feed into the current move to return large areas of the Scottish Highlands to tree cover. I emphasize the need to consider restoration in a multidisciplinary framework which accounts not just for the ecology involved but also the historical and cultural context. 相似文献
