Dam removal has emerged as a critical issue in environmental management. Agencies responsible for dams face a drastic increase in the number of potential dam removals in the near future. Given limited resources, these agencies need to develop ways to decide which dams should be removed and in what order. The underlying science of dam removal is relatively undeveloped and most agencies faced with dam removal lack a coherent purpose for removing dams. These shortcomings can be overcome by the implementation of two policies by agencies faced with dam removal: (1) the development and adoption of a prioritization scheme for what constitutes an important dam removal, and (2) the establishment of minimum levels of analysis prior to decision-making about a dam removal. Federal and state agencies and the scientific community must encourage an initial experimental phase of dam removal during which only a few dams are removed, and these are studied intensively. This will allow for the development of the fundamental scientific understanding needed to support effective decision-making in the future and minimize the risk of disasters arising from poorly thought out dam removal decisions.  相似文献

Dam removal continues to garner attention as a potential river restoration tool. The increasing possibility of dam removal through the FERC relicensing process, as well as through federal and state agency actions, makes a critical examination of the ecological benefits and costs essential. This paper reviews the possible ecological impacts of dam removal using various case studies. Restoration of an unregulated flow regime has resulted in increased biotic diversity through the enhancement of preferred spawning grounds or other habitat. By returning riverine conditions and sediment transport to formerly impounded areas, riffle/pool sequences, gravel, and cobble have reappeared, along with increases in biotic diversity. Fish passage has been another benefit of dam removal. However, the disappearance of the reservoir may also affect certain publicly desirable fisheries. Short-term ecological impacts of dam removal include an increased sediment load that may cause suffocation and abrasion to various biota and habitats. However, several recorded dam removals have suggested that the increased sediment load caused by removal should be a short-term effect. Preremoval studies for contaminated sediment may be effective at controlling toxic release problems. Although monitoring and dam removal studies are limited, a continued examination of the possible ecological impacts is important for quantifying the resistance and resilience of aquatic ecosystems. Dam removal, although controversial, is an important alternative for river restoration.  相似文献

Resource managers are increasingly being challenged by stakeholder groups to consider dam removal as a policy option and as a tool for watershed management. As more dam owners face high maintenance costs, and rivers as spawning grounds for anadromous fish become increasingly valuable, dam removal may provide the greatest net benefit to society. This article reviews the impact of Endangered Species Act listings for anadromous fish and recent shifts in the Federal Energy Regulatory Commission's hydropower benefit-costs analysis and discusses their implications for dam removal in California. We propose evaluative criteria for consideration of dam removal and apply them to two case studies: the Daguerre and Englebright Dams on the Yuba River and the Scott and Van Horne Dams on the South Eel River, California.  相似文献

The Oldman River Dam is a major water control structure built by the Government of Alberta to regulate the flow of the Oldman River. Completed in 1992, the dam was the subject of intensive media coverage in Alberta, Canada. Newspaper coverage of the dam story in two Alberta papers, the CalgaryHeraldand the EdmontonJournal, was analysed for the years between 1975 and 1992. This study links coverage with events that occurred in the case, and analyses the role of the media in the case. While the media played an important role in shaping public awareness of the dam project, their influence on Government policy was mixed. In the early years of the case (1975–1980), there is evidence that the provincial Government changed its plans in response to public protests documented in media such as theHeraldand theJournal. However, after 1987, the Government came to see the media as biased, and not representative of public opinion. Consequently, their influence on policy makers was negligible. Patterns in coverage of both papers, which included wild swings from year-to-year in the number, emphasis and tone of items, can be explained with reference to inherent characteristics of the media. These include: an inability on the part of the papers to consider positive and negative aspects of issues simultaneously for any length of time, and a consequent tendency to provideeithera positiveora negative stance; simplification of very complex issues in an attempt to create accessible, newsworthy stories; rapid shifts in the tone of coverage, as attention focused on different dimensions of the issue, rather than because of new information; a focus on conflict and other sensational aspects of stories; and a tendency towards a rapid loss of interest in a story once journalistic attention shifts elsewhere.  相似文献

/ There are tens of thousands of small dams in the United States; many of these aging structures are deteriorating. Governments and dam owners face decisions regarding repair or removal of these structures. Along with the many benefits society derives from dams and their impoundments, numerous recent ecological studies are revealing the extensive alteration and degradation of river ecosystems by dams. Dam removal-a principal restoration strategy-is an infrequent event. The major reasons for removal have been public safety and the high costs associated with repair; the goal of river ecosystem restoration now warrants greater attention. Substantial study is being given to the environmental aspects of dams and dam removals, but very little attention has been given to the socioeconomic and institutional dimensions associated with the removal of dams, although these factors play a significant role in the removal decision-making process. Based on a case study of dam removals in Wisconsin-where more than 30 of the state's 3600 small dams have been removed in the past few decades-legal, financial, and socioeconomic issues associated with dam removal are documented and assessed. Dam removal has been complex and contentious, with limited community-based support for removal and loss of the impounded waters. In cases examined here, the estimated costs of repairing a dam averaged more than three times the cost of removal. The availability of governmental financing has been a key determinant in removal decisions. Watershed-scale ecological considerations are not major factors for most local interests. As watershed management and restoration increasingly include dam removal options as part of an integrated strategy, more attention will need to be focused on socioeconomic factors and stakeholder perspectives-variables that strongly influence the viability of this management alternative.KEY WORDS: Dam removal; River restoration; Institutions; Stakeholders  相似文献

Abstract: Since the 1940s, snow water equivalent (SWE) has decreased throughout the Pacific Northwest, while water use has increased. Climate has been proposed as the primary cause of base‐flow decline in the Scott River, an important coho salmon rearing tributary in the Klamath Basin. We took a comparative‐basin approach to estimating the relative contributions of climatic and non‐climatic factors to this decline. We used permutation tests to compare discharge in 5 streams and 16 snow courses between “historic” (1942‐1976) and “modern” (1977‐2005) time periods, defined by cool and warm phases, respectively, of the Pacific Decadal Oscillation. April 1 SWE decreased significantly at most snow courses lower than 1,800 m in elevation and increased slightly at higher elevations. Correspondingly, base flow decreased significantly in the two streams with the lowest latitude‐adjusted elevation and increased slightly in two higher‐elevation streams. Base‐flow decline in the Scott River, the only study stream heavily utilized for irrigation, was larger than that in all other streams and larger than predicted by elevation. Based on comparison with a neighboring stream draining wilderness, we estimate that 39% of the observed 10 Mm3 decline in July 1‐October 22 discharge in the Scott River is explained by regional‐scale climatic factors. The remainder of the decline is attributable to local factors, which include an increase in irrigation withdrawal from 48 to 103 Mm3/year since the 1950s.  相似文献

The 4-year drawdown of Horsetooth Reservoir, Colorado, for dam maintenance, provides a case study analog of vegetation response on sediment that might be exposed from removal of a tall dam. Early vegetation recovery on the exposed reservoir bottom was a combination of (1) vegetation colonization on bare, moist substrates typical of riparian zones and reservoir sediment of shallow dams and (2) a shift in moisture status from mesic to the xeric conditions associated with the pre-impoundment upland position of most of the drawdown zone. Plant communities changed rapidly during the first four years of exposure, but were still substantially different from the background upland plant community. Predictions from the recruitment box model about the locations of Populus deltoides subsp. monilifera (plains cottonwood) seedlings relative to the water surface were qualitatively confirmed with respect to optimum locations. However, the extreme vertical range of water surface elevations produced cottonwood seed regeneration well outside the predicted limits of drawdown rate and height above late summer stage. The establishment and survival of cottonwood at high elevations and the differences between the upland plant community and the community that had developed after four years of exposure suggest that vegetation recovery following tall dam removal will follow a trajectory very different from a simple reversal of the response to dam construction, involving not only long time scales of establishment and growth of upland vegetation, but also possibly decades of persistence of legacy vegetation established during the reservoir to upland transition.  相似文献

Abstract: The accuracy of streamflow forecasts depends on the uncertainty associated with future weather and the accuracy of the hydrologic model that is used to produce the forecasts. We present a method for streamflow forecasting where hydrologic model parameters are selected based on the climate state. Parameter sets for a hydrologic model are conditioned on an atmospheric pressure index defined using mean November through February (NDJF) 700‐hectoPascal geopotential heights over northwestern North America [Pressure Index from Geopotential heights (PIG)]. The hydrologic model is applied in the Sprague River basin (SRB), a snowmelt‐dominated basin located in the Upper Klamath basin in Oregon. In the SRB, the majority of streamflow occurs during March through May (MAM). Water years (WYs) 1980‐2004 were divided into three groups based on their respective PIG values (high, medium, and low PIG). Low (high) PIG years tend to have higher (lower) than average MAM streamflow. Four parameter sets were calibrated for the SRB, each using a different set of WYs. The initial set used WYs 1995‐2004 and the remaining three used WYs defined as high‐, medium‐, and low‐PIG years. Two sets of March, April, and May streamflow volume forecasts were made using Ensemble Streamflow Prediction (ESP). The first set of ESP simulations used the initial parameter set. Because the PIG is defined using NDJF pressure heights, forecasts starting in March can be made using the PIG parameter set that corresponds with the year being forecasted. The second set of ESP simulations used the parameter set associated with the given PIG year. Comparison of the ESP sets indicates that more accuracy and less variability in volume forecasts may be possible when the ESP is conditioned using the PIG. This is especially true during the high‐PIG years (low‐flow years).  相似文献

根据2006年4月、8月和12月月初的采样调查,对剑潭大坝蓄水前后浮游植物种类、组成在时间和空间上的变化进行研究,并探讨富营养化要素对浮游植物结构和数量的影响。结果表明,剑潭大坝下闸蓄水后:(1)浮游植物的数量和结构发生了一定的变化。3年期间,总物种数呈现下降趋势;剑潭大坝处采样点浮游植物群落结构变化明显;(2)季节性变化明显,丰水期以蓝藻为优势,枯水期以蓝藻绿藻共同占据优势;(3)在剑潭大坝正常运行一年后,剑潭大坝处叶绿素a显著增加,浮游植物现存量出现一个峰值,这反应了偏高的营养盐含量为浮游植物的生长创造了有利条件。最后作者针对剑潭大坝蓄水后的负面影响,提出了有关防治措施与建议。  相似文献

Managers make decisions regarding if and how to remove dams in spite of uncertainty surrounding physical and ecological responses, and stakeholders often raise concerns about certain negative effects, regardless of whether these concerns are warranted at a particular site. We used a dam‐removal science database supplemented with other information sources to explore seven frequently raised concerns, herein Common Management Concerns (CMCs). We investigate the occurrence of these concerns and the contributing biophysical controls. The CMCs addressed are the following: degree and rate of reservoir sediment erosion, excessive channel incision upstream of reservoirs, downstream sediment aggradation, elevated downstream turbidity, drawdown impacts on local water infrastructure, colonization of reservoir sediments by nonnative plants, and expansion of invasive fish. Biophysical controls emerged for some of the concerns, providing managers with information to assess whether a given concern is likely to occur at a site. To fully assess CMC risk, managers should concurrently evaluate site conditions and identify the ecosystem or human uses that will be negatively affected if the biophysical phenomenon producing the CMC occurs. We show how many CMCs have one or more controls in common, facilitating the identification of multiple risks at a site, and demonstrate why CMC risks should be considered in the context of other factors such as natural watershed variability and disturbance history.  相似文献

As the decommissioning of small dams becomes increasingly commonplace in the future, it is essential that decisions regarding how and when to remove these structures are informed by appropriate conceptual ideas outlining potential outcomes. To refine predictions, it is necessary to utilize information from ongoing dam removal monitoring to evolve predictive tools, including conceptual models. Following removal of the Brownsville Dam from the Calapooia River, Oregon, aquatic habitats directly below the dam became more heterogeneous over the short term, whereas changes further downstream were virtually undetectable. One year after dam removal, substrates of bars and riffles within 400 m downstream of the dam coarsened and a dominance of gravel and cobble sediments replaced previously hardpan substrate. New bars formed and existing bars grew such that bar area and volume increased substantially, and a pool‐riffle structure formed where plane‐bed glide formations had previously dominated. As the Brownsville Dam stored coarse rather than fine sediments, outcomes following removal differ from results of many prior dam removal studies. Therefore, we propose a refined conceptual model describing downstream geomorphic processes following small dam removal when upstream fill is dominated by coarse sediments.  相似文献

This is a study of the scientific component of an effort to restore an urban river by removing a low-head dam. The Secor Dam is owned by a local government entity near Toledo, Ohio. The proposed removal of the last structure impeding flow on the Ottawa River has broad appeal, but the owner is concerned about liability issues, particularly potential changes to the flood regime, the presence of contaminated sediments behind the dam, and possible downstream transport of reservoir sediments. Assessing sediment contamination involved sediment sampling and analysis of trace metals and organic contaminants. Forecasting sediment transport involved field methods to determine the volume and textural properties of reservoir and upstream sediment and calculations to determine the fate of reservoir sediments. Forecasting changes in the flood regime involved HEC-RAS hydrological models to determine before and after dam removal flood scenarios using LiDAR data imported into an ArcGIS database. The resulting assessment found potential sediment contamination to be minor, and modeling showed that the removal of the dam would have minimal impacts on sediment transport and flood hazards. Based on the assessment, the removal of the dam has been approved by its owners.  相似文献

A Water Quality Index (WQI) is a numeric expression used to evaluate the quality of a given water body and to be easily understood by managers. In this study, a modified nine-parameter Scottish WQI was used to assess the monthly water quality of the Douro River during a 10-year period (1992–2001), scaled from zero (lowest) to 100% (highest). The 98,000 km2 of the Douro River international watershed is the largest in the Iberian Peninsula, split between upstream Spain (80%) and downstream Portugal (20%). Three locations were surveyed: at the Portuguese–Spanish border, 350 km from the river mouth; 180 km from the mouth, where the river becomes exclusively Portuguese; and 21 km from the mouth. The water received by Portugal from Spain showed the poorest quality (WQI 47.3 ± 0.7%); quality increased steadily downstream, up to 61.7 ± 0.7%. In general, the water quality at all three sites was medium to poor. Seasonally, water quality decreased from winter to summer, but no statistical relationship between quality and discharge rate could be established. Depending on the location, different parameters were responsible for the episodic decline of quality: high conductivity and low oxygen content in the uppermost reservoir, and fecal coliform contamination downstream. This study shows the need to enforce the existing international bilateral agreements and to implement the European Water Quality Directive in order to improve the water quantity and quality received by the downstream country of a shared watershed, especially because two million inhabitants use the water from the last river location as their only source of drinking water.  相似文献

The Brahmaputra changes its course and pattern along with its current flow very frequently especially in its upper stretches and this has a strong bearing on its hydrobiology. The hydro-geological pattern of the Brahmaputra has resulted in a possible zonation of the river into five major types of fish habitat. Altogether 167 fish species have been recorded from the upper Brahmaputra of which about 30 percent may be considered as ornamental varieties. Again, according to their seasonal availability, the fish fauna has been grouped into four principal categories. Among all the hydrological factors, flood impulse is probably the strongest factor that regulates other limnological conditions and faunal distribution. Usually, there are three or four high floods between May and October and fish migration is intimately related to this flood regime. During the dry season fishing is mostly restricted to near the confluents of tributaries or channels and also at river meanders. However, large-scale felling of trees in the catchment areas and construction of embankments along the river banks have altered the riverine ecosystem drastically, as a result of which, the river has become heavily silted and the connecting channels of the floodplain lakes are also dammed. Consequently, fishes and other megafauna are deprived of adequate water cover, food supply and breeding grounds. An ecohydrological approach has been advocated for habitat restoration.  相似文献

One uncertainty associated with large dam removal is the level of downstream sediment deposition and associated short‐term biological effects, particularly on salmonid spawning habitat. Recent studies report downstream sediment deposition following dam removal is influenced by proximity to the source and river transport capacity. The impacts of dam removal sediment releases are difficult to generalize due to the relatively small number of dam removals completed, the variation in release strategies, and the physical nature of systems. Changes to sediment deposition and associated streambed composition in the Elwha River, Washington State, were monitored prior to (2010‐2011) and during (2012‐2014) the simultaneous removal of two large dams (32 and 64 m). Changes in the surface layer substrate composition during dam removal varied by year and channel type. Riffles in floodplain channels downstream of the dams fined and remained sand dominated throughout the study period, and exceeded levels known to be detrimental to incubating salmonids. Mainstem riffles tended to fine to gravel, but appear to be trending toward cobble after the majority of the sediment was released and transported through system. Thus, salmonid spawning habitats in the mainstem appear to have been minimally impacted while those in floodplain channels appear to have been severely impacted during dam removal.  相似文献

Irreversible environmental changes are occurring along the Colorado River in the Grand Canyon as a result of regulation of the river flow by the Glen Canyon Dam. The questions of primary importance in managing this great natural resource are 1) in what manner and how rapidly are the physical and ecological adjustments taking place, and 2) is the increased use of the river for recreational boating contributing to the degradation? Human use along the Colorado River is limited, for the most part, to the relic, pre-dam fluvial deposits colloquially called “beaches.” With the new river regime these deposits are positioned well above the present high-water stage, 27,000 cubic feet/second (cfs), or 765 cubic meters/second (cms), so they are not replenished periodically as they were prior to construction of the dam in 1963. The dominant natural processes now are aeolian sand transport and mass wasting. The float-trip passengers use the river beaches for hiking, camping, and. lunch stops. At the most desirable sites thirty to forty people camp on the beaches each night over a four to five month season. Human impact includes incorporation of campsite litter, burial of chemically treated waste, and the direct stress associated with people walking on the vegetation and unstable sedimentary deposits. Results of our investigations indicate that the rate of degradation at the most heavily used sites exceeds the capacity of aeolian processes to reestablish natural landscapes. Therefore, careful management of float trjps is needed if these environments are to be maintained in a natural state rather than a “sand-box” state.  相似文献

为弄清大渡河流域电站建设对虎嘉鱼等5种保护鱼类的影响情况,探索适宜的保护措施,在流域枯水和丰水期分别选择了电站建设上下游6个有代表性的断面采集水样,采用电感耦合等离子发射光谱法等方法测定了重金属元素等16个指标,用单因子和综合指数评价法对电站上下游水质进行了对比评价;采用实地调查的方法调查了5种保护鱼类在近10年间种群数量的变化趋势。结果表明:电站建设对水质综合影响指数在1.64—1.82之间,影响严重;5种保护鱼类种群数量近10年间急剧下降,目前已为未见或罕见。  相似文献

The Shechter-Lucas wilderness use simulation model (WUSM) has been modified to quantify the effects of fluctuating Glen Canyon Dam releases on Grand Canyon river trips. The model now simulates changes in flow as predicted by the Streamflow Synthesis and Reservoir Regulation computer model for the Colorado River. This revised WUSM provides data on several flow-related effects, including delays at rapids, encounters with other parties, and the time available for visiting attraction sites. Nine flow alternatives are evaluated and compared. Analysis of these outputs provides useful information to the Bureau of Reclamation on how the operation of Glen Canyon Dam effects river trips through Grand Canyon National Park.  相似文献
