Individuals’ food choices are intimately connected to their self-images and world views. Some dietary choices adopted by consumers pose restrictions on their use of genetically modified food (GMF). It is quite generally agreed that some kind of labeling is necessary for respecting consumers’ autonomy of choice regarding GMF. In this paper, we ask whether the current practice of mandatory labeling of GMF products in the European Union is a sufficient administrative procedure for respecting consumers’ autonomy. Three issues concerning this question are discussed. First, we argue that labeling needs to be accompanied by relevant and understandable information on genetic modification, genetically modified food, and the European practice of GMF labeling. Second, we claim that this type of informing makes it less likely that consumers start to avoid GMF products just because labels make them suspicious of the products. It is further noted that even though some consumers may react to labels this way, labels do not restrict their autonomy of choice. Third, a need for more precise labels indicating the source of the transferred gene is considered. It is found out that such labels are not morally necessary when also non-GMF products are available and no relevant differences (such as differences in price and healthiness) exist between them and GMF products. However, in some other cases more precise labels may be needed for respecting consumers’ autonomy of choice.  相似文献

The lack of consistency between people’s engagement in ethical issues and their food choices has received considerable attention. Consumption as “choice” dominates this discourse, understood as decision-making at the point of purchase. But ideas concentrating on individual choice are problematic when trying to understand how social and ethical issues emerge and are dealt with in the practices of buying and eating food. I argue in this paper that “consumer choice” is better understood as a political ideology addressing a particular way in which everyday practices can be directed so as to solve social problems. It is a way that makes questions of power particularly challenging. Some assume consumer sovereignty, emphasizing consumer choice as a reflection of neoliberal deregulation and commercialization. Others worry that ongoing changes increase consumers’ powerlessness. None of these seem to capture that there is active regulation, where public as well as commercial and civil actors are making strong efforts to make people do the right thing—voluntarily. Labeling is the key measure. In practice, the individualized and rationalized model of responsibility depends not only on market opportunities, but even political and social expectations and trust. People may lack concrete capabilities and power to follow up on moral calls, but they may also have a different understanding of who is responsible and what is a “good deed,” or their actions may, in a Foucauldian sense, represent resistance. The paper will, with examples from European empirical studies, discuss how mobilization as well as inertia and disinterest emerge within specific political constellations and practical contexts.  相似文献

Liberal societies are characterized by respect for a fundamental value pluralism; i.e., respect for individuals’ rights to live by their own conception of the good. Still, the state must make decisions that privilege some values at the cost of others. When public ethics committees give substantial ethical advice on policy related issues, it is therefore important that this advice is well justified. The use of explicit tools for ethical assessment can contribute to justifying advice. In this article, I will discuss one approach to ethical assessment, the ethical matrix method. This method is a variant of intuitionist balancing. Intuitionism is characterized by stressing the existence of several (at least two) fundamental prima facie moral principles, between which there is no given rank order. For some intuitionist approaches, coherentism has been proposed as a model of justification. This article will discuss justification of ethical advice and evaluate the appropriateness of coherentism as a justificatory approach to intuitionist tools.  相似文献

Ecoregion delineations have gained increased attention in Europe, especially following the Water Framework Directive 2000/60/EC (WFD), which provides the European Union’s first policy-relevant ecoregion map. However, the WFD’s ecoregions were created through a minor adaptation of Illies’ (Limnofauna Europaea. Gustav Fisher Verlag, Stuttgart, 1967/1978) freshwater zoogeographic regions, and the map’s specific boundaries have not been widely evaluated with respect to the WFD’s uses or their biogeographic accuracy. We examined the WFD ecoregion boundaries in Greece and its neighboring Balkan states by comparing them with the most prominent freshwater biogeographic boundaries as shown by riverine freshwater fish assemblages. Classification and ordination analyses of 23 river basin fish assemblages helped delineate natural faunal break boundaries in freshwater species assemblage distributions depicting major biogeographic barriers to aquatic biota dispersal. However, these biogeographic boundaries differ from those delineated in the WFD map, suggesting boundary errors and inconsistencies in the delineation method of the WFD ecoregions. We reviewed specific boundary disagreements and produced a map showing the region’s most prominent freshwater biogeographic boundaries by charting them on watershed borders among the four biotically dissimilar river basin groups in the southern Balkans. This regional evaluation reveals both a need to reconcile disparate approaches to ecoregion mapping and to promote the development of a new policy-relevant inland waters ecoregion framework that would support broad-scale water management and aquatic conservation.  相似文献

Forest certification is a mechanism involving the regulation of trade of forest products in order to protect forest resources and improve forest management. Although China had a late start in adopting this process, the country has made good progress in recent years. As of July 31, 2009, 17 forest management enterprises and more than one million hectares of forests in China have been certified by the Forest Stewardship Council (FSC). Several major factors affect forest certification in China. The first set is institutional in nature. Forest management in China is based on centralized national plans and therefore lacks flexibility. A second factor is public awareness. The importance and value of forest certification are not widely understood and thus consumers do not make informed choices regarding certified forest products. The third major factor is the cost of certification. Together these factors have constrained the development of China’s forest certification efforts. However, the process does have great potential. According to preliminary calculations, if 50% of China’s commercial forests were certified, the economic cost of forest certification would range from US$0.66–86.63 million while the economic benefits for the forestry business sector could exceed US$0.66–86.63 million while the economic benefits for the forestry business sector could exceed US150 million. With continuing progress in forest management practices and the development of international trade in forest products, it becomes important to improve the forest certification process in China. This can be achieved by improving the forest management system, constructing and perfecting market access mechanisms for certificated forest products, and increasing public awareness of environmental protection, forest certification, and their interrelationship.  相似文献

Although public interest in sustainability increases and consumer attitudes are mainly positive, behavioral patterns are not univocally consistent with attitudes. This study investigates the presumed gap between favorable attitude towards sustainable behavior and behavioral intention to purchase sustainable food products. The impact of involvement, perceived availability, certainty, perceived consumer effectiveness (PCE), values, and social norms on consumers’ attitudes and intentions towards sustainable food products is analyzed. The empirical research builds on a survey with a sample of 456 young consumers, using a questionnaire and an experimental design with manipulation of key constructs through showing advertisements for sustainable dairy. Involvement with sustainability, certainty, and PCE have a significant positive impact on attitude towards buying sustainable dairy products, which in turn correlates strongly with intention to buy. Low perceived availability of sustainable products explains why intentions to buy remain low, although attitudes might be positive. On the reverse side, experiencing social pressure from peers (social norm) explains intentions to buy, despite rather negative personal attitudes. This study shows that more sustainable and ethical food consumption can be stimulated through raising involvement, PCE, certainty, social norms, and perceived availability.  相似文献

In most areas of our lives, legal protections are in place to ensure that we have autonomous control over what happens in and to our bodies. However, there are fewer protections in place for autonomous choice when it comes to the food we purchase and consume. In fact, the current trend in US legislation is pushing us away from autonomous food choice. In this paper, I discuss two examples of this trend: corporate resistance to GM labeling laws and farm protection laws (often called “ag-gag” laws). These examples are quite different from a legislative point of view. In one case, laws that would promote autonomous choice are actively resisted, whereas in the other case, laws that undermine autonomy are enacted. The common core of the two examples is the effect: in both cases, we are unable to determine whether the food we purchase and consume is consistent with our values. In both cases, then, autonomous choice about the food we purchase and put into our bodies is undermined.  相似文献

In her recent article, “Does autonomy count in favor of labeling genetically modified food?,” Kirsten Hansen argues that in Europe, voluntary negative labeling of non-GM foods respects consumer autonomy just as well as mandatory positive labeling of foods with GM content. She also argues that because negative labeling places labeling costs upon those consumers that want to know whether food is GM, negative labeling is better policy than positive labeling. In this paper, we argue that Hansen’s arguments are mistaken in several respects. Most importantly, she underestimates the demands of respecting autonomy and overestimates the cost of positive labeling. Moreover, she mistakenly implies that only a small minority of people desire information about GM content. We also explore the extent to which her arguments would apply to the US context, and argue that any discussion of the relationship between autonomy and labeling should include not just considerations of consumer autonomy but also considerations of what we call citizen autonomy.  相似文献

This paper examines the economic value of selected ecosystem services of Corbett Tiger Reserve, India. The direct cost was derived from secondary sources, and indirect and opportunity costs through socioeconomic surveys. For recreational value the individual approach to travel cost method was used, and to assess carbon sequestration the replacement cost method was used. The maintenance cost of the reserve was estimated as US $2,153,174.3 year−1. The indirect costs in terms of crop and livestock depredation by wild animals ranged from US $2,153,174.3 year−1. The indirect costs in terms of crop and livestock depredation by wild animals ranged from US 2,408 to US $37,958 village−1 over a period of 5 years. The dependence of local communities was for fuel wood (US $37,958 village−1 over a period of 5 years. The dependence of local communities was for fuel wood (US 7,346 day−1), fodder (US $5,290 day−1), small timber, and other nontimber forest products. With the cost per visitor being US $2.5, the consumers’ surplus was large, showing the willingness of visitors to pay for wildlife recreation. Regulatory bodies tend to treat people’s emotional responses towards foods as a nuisance for rational opinion-formation and decision-making. This position is thought to be supported by such evidence as: (1) people showing negative emotional responses to the idea of eating meat products from vaccinated livestock; and (2) people showing positive emotional responses to Magnum’s “7 sins” marketing campaign. Such cases are thought to support the idea that regulatory communication about foods should abstract from people’s emotional perceptions and that corporate marketing of foods should show restraint in capitalizing upon these weaknesses of the heart. This paper, on the contrary, argues that people’s emotional perceptions of foods represent valuable sources of knowledge. This argument is developed by making the dominant reception of people’s emotions intelligible by tracing its roots through the history of the Platonic paradigm. Although this paradigm has dominated the philosophical and psychological debate about emotions, the idea that emotions are sources of knowledge has recently gained force. This paper also traces the historical roots of the alternative Aristotelian paradigm. The cases of meat products from vaccinated livestock and Magnum’s 7 sins serve to illustrate this controversy. The paper concludes by showing that a neo-Platonic emphasis on the irrationality of emotions does not contribute to a fruitful discussion about implications of people’s perceptions for agricultural and food politics, whereas a neo-Aristotelian account of rational emotions could enable regulatory bodies to engage people in a fruitful process of opinion-formation and decision-making about food production and consumption. An active ethically conscious consumer has been acclaimed as the new hero and hope for an ethically improved capitalism. Through consumers’ “voting” at the checkout, corporations are supposed to be held accountable for their conduct. In the literature on political consumerism, this has mainly been approached as political participation and governance. In this article, we do a critical review of this literature. We do so by questioning the existence of what we call a “generic active consumer model.” At the core of this position, there is a belief that the active consumer is a universal entity, available across nations and time. Instead we call for an approach that takes accord of the ways consumers and consumer roles are framed in interactive processes in markets, governance structures, and everyday life. Consumers in different countries assess their responsibilities and their powers as consumers differently due to different institutionalizations within distinctive contexts. We also must take into account how the inertia of ordinary consumption and the moral complexities of everyday life restrict the adoption of an active consumerist role. Hence, the debate on political consumerism should make for a more realistic notion of ethical consumer-sovereignty and its role in improving the workings of capitalism. In our view, these findings have severe implications for understanding both theories of political consumption and the dynamics of political consumption per se.  相似文献

Landscape planning and restoration in mine closure areas is not only an inevitable choice to sustain mining areas but also an important path to maximize landscape resources and to improve ecological function in mine closure areas. The analysis of the present mine development shows that many mines are unavoidably facing closures in China. This paper analyzes the periodic impact of mining activities on landscapes and then proposes planning concepts and principles. According to the landscape characteristics in mine closure areas, this paper classifies available landscape resources in mine closure areas into the landscape for restoration, for limited restoration and for protection, and then summarizes directions for their uses. This paper establishes the framework of spatial control planning and design of landscape elements from “macro control, medium allocation and micro optimization” for the purpose of managing and using this kind of special landscape resources. Finally, this paper applies the theories and methods to a case study in Wu’an from two aspects: the construction of a sustainable land-use pattern on a large scale and the optimized allocation of typical mine landscape resources on a small scale.  相似文献

At its beginning, the European Union’s Common Agricultural Policy (CAP) did not include measures to guide farmers in preserving ecosystems. At the same time, the social context on the 1960s and 1970s did not encourage environmental care to become a priority. Since the 1980s, new social concern expressed alarm over ecology, recognizing that agriculture can pollute. These social changes moved the CAP to add measures that linked agriculture and environment. In order to study if the EU decision-makers have designed a CAP which responds to a new ethic that incorporates environmental care and social demands, two questions rise: whether the social image of agriculture as a polluting activity has changed; and whether farming performs the environmental functions demanded by society. To answer the previous questions, we have reviewed the environmental aspects added to the CAP, then a poll has been conducted and cluster method and classification tree models have been used to group respondents according to their opinions. The results show that the society ascribes great relevance to the environment for the future sustainability of the region, but they are not satisfied with the role of agriculture in producing environmental outputs.  相似文献

Thus far, the moral debateconcerning genetically modified foods (GMF) hasfocused on extrinsic consequentialist questionsabout the health effects, environmental impacts,and economic benefits of such foods. Thisextrinsic approach to the morality of GMF isdependent on unsubstantiated empirical claimsand fails to account for the intrinsic moralvalue of food and food choice and theirconnection to the agent's concept of the goodlife. I develop a set of objections to GMFgrounded in the concept of integrity andmaintain that food and food choice can beintimately connected to the agent's personalintegrity. I argue that due to the constitutionof GMF and the manner in which they areproduced, such foods are incompatible with thefundamental values and integrity of certainindividual moral agents or groups. I identifythree types of integrity that are threatened byGMF: religious, consumer, and integrity basedon certain other moral or metaphysical grounds.I maintain that these types of integrity aresufficiently important to provide justificationfor political and societal actions to protectthe interests of those affected. I conclude byproposing specific steps for handling GMFconsistent with the moral principles ofinformed consent, non-maleficence, and respectfor the integrity of all members of society.They include mandatory labeling of GMF, theimplementation of a system for control andregulations concerning such foods, andguaranteed provision of conventional foods.  相似文献

In this essay I argue that the evolutionary and comparative study of nonhuman animal (hereafter animal) cognition in a wide range of taxa by cognitive ethologists can readily inform discussions about animal protection and animal rights. However, while it is clear that there is a link between animal cognitive abilities and animal pain and suffering, I agree with Jeremy Bentham who claimed long ago the real question does not deal with whether individuals can think or reason but rather with whether or not individuals can suffer. One of my major goals will be to make the case that the time has come to expand. The Great Ape Project (GAP) to The Great Ape/Animal Project (GA/AP) and to take seriously the moral status and rights of all animals by presupposing that all individuals should be admitted into the Community of Equals. I also argue that individuals count and that it is essential to avoid being speciesist cognitivists; it really doesn't matter whether ‘dogs ape’ or whether ‘apes dog’ when taking into account the worlds of different individual animals. Narrow-minded primatocentrism and speciesism must be resisted in our studies of animal cognition and animal protection and rights. Line-drawing into ‘lower’ and ‘higher’ species is a misleading speciesist practice that should be vigorously resisted because not only is line-drawing bad biology but also because it can have disastrous consequences for how animals are viewed and treated. In this paper, I develop an optimization model for integrated urban planning for land use at the municipality level, in which decisions arise from an area-based weighted-GDP maximisation algorithm whose weights represent the sustainability and implementability of the land uses. The model favours the involvement of stakeholders in urban governance, but does not use complicated assessment procedures for non-economic indicators or relative weights to combine economic, social and environmental indicators; instead, the integration between economic activities and environmental status is represented objectively and non-linearly by referring to initial and sustainability conditions. The model accounts for both human and environmental dynamics by adopting a spatial structure that permits compromises between economic information (available at a macro level) and ecological information (available at a micro level). A single value is attached to each urban governance, with an elicitation of future decisions (including acceptance of the status quo) and the ability to provide an evaluation of past decisions: some environmental policies are considered. The model’s predictions are based on reasonably reliable knowledge that can be easily collected, with reliability determined by calculating the confidence level. The resulting urban governance can then be presented and further analysed within a geographical information system. A case study of the model’s application to Algeria’s Regha?a and Heraoua municipalities provides insights into optimal urban governance, with and without water quantity or quality policies, in terms of resource sustainability, sectoral development, and pollution sustainability. I also assess the previous master plan in terms of the land uses suggested by the model.  相似文献

Elizabeth Anderson’s “pluralist–expressivist” value theory, an alternative to the understanding of value and rationality underlying the “rational actor” model of human behavior, provides rich resources for addressing questions of environmental and animal ethics. It is particularly well-suited to help us think about the ethics of commodification, as I demonstrate in this critique of the pet trade. I argue that Anderson’s approach identifies the proper grounds for criticizing the commodification of animals, and directs our attention to the importance of maintaining social practices and institutions that respect the social meanings of animals. Her theory alone, however, does not adequately address the role of the state in this project. Drawing on social contract theory to fill this gap, I conclude that the state’s role in regulating the pet trade should be limited to ensuring the welfare of animals in the stream of commerce, not prohibiting their mass marketing altogether.  相似文献

The critical loads approach is emerging as an attractive means for evaluating the effects of atmospheric deposition on sensitive terrestrial and aquatic ecosystems. Various approaches are available for modeling ecosystem responses to deposition and for estimating critical load values. These approaches include empirical and statistical relationships, steady-state and simple process models, and integrated-effects models. For any given ecosystem, the most technically sophisticated approach will not necessarily be the most appropriate for all applications; identification of the most useful approach depends upon the degree of accuracy needed and upon data and computational requirements, biogeochemical processes being modeled, approaches used for representing model results on regional bases, and desired degree of spatial and temporal resolution. Different approaches are characterized by different levels of uncertainty. If the limitations of individual approaches are known, the user can determine whether an approach provides a reasonable basis for decision making. Several options, including point maps, grid maps, and ecoregional maps, are available for presenting model results in a regional context. These are discussed using hypothetical examples for choosing populations and damage limits. The research described in this article has been funded by the US Environmental Protection Agency. China’s new Classification-Based Forest Management (CFM) is a two-class system, including Commodity Forest (CoF) and Ecological Welfare Forest (EWF) lands, so named according to differences in their distinct functions and services. The purposes of CFM are to improve forestry economic systems, strengthen resource management in a market economy, ease the conflicts between wood demands and public welfare, and meet the diversified needs for forest services in China. The formative process of China’s CFM has involved a series of trials and revisions. China’s central government accelerated the reform of CFM in the year 2000 and completed the final version in 2003. CFM was implemented at the provincial level with the aid of subsidies from the central government. About a quarter of the forestland in China was approved as National EWF lands by the State Forestry Administration in 2006 and 2007. Logging is prohibited on National EWF lands, and their landowners or managers receive subsidies of about 70 RMB (US$10) per hectare from the central government. CFM represents a new forestry strategy in China and its implementation inevitably faces challenges in promoting the understanding of forest ecological services, generalizing nationwide criteria for identifying EWF and CoF lands, setting up forest-specific compensation mechanisms for ecological benefits, enhancing the knowledge of administrators and the general public about CFM, and sustaining EWF lands under China’s current forestland tenure system. CFM does, however, offer a viable pathway toward sustainable forest management in China.  相似文献
