在当前保障性住房供给与需求矛盾不断加深的背景下,研究保障对象对保障性住房的租赁或购买的需求特征及其关键影响因素,具有较强的必要性与现实意义。本文通过问卷调查方式获取城市中心城区受保障对象的需求特征数据,从保障对象住房需求的视角,分析影响保障性住房租赁或购买选择的相关因素。文中构建了Logit模型,并检验各因素对保障性住房租购选择的影响关系及强度。结果显示:(1)住区环境、个体特征、家庭特征、住房特征等四大类因素对保障性住房租购选择产生显著的影响;(2)住区环境中,教育资源、交通配套设施等是影响保障性住房租购选择的关键指标,这些关键指标的改善,将会使保障对象更倾向于购买保障房而不是租赁;(3)个体特征中,性别与年龄对保障性住房租购选择影响最大,相比男性、年轻人,女性、年长者更倾向于购买保障性住房而不是租赁;(4)家庭特征方面,人口数量多、经济收入高等特征的家庭更愿意选择购买保障房,但家庭人口数量的影响大于家庭经济收入;(5)住房特征中,居住稳定性对保障性住房租购选择影响最大,其次是保障性住房准入政策合理性、住房面积及户型,这些因素的改善,都将提高保障对象对保障性住房做出购买的决策。因此,提供多形式、多条件的保障性住房,才能满足不同保障对象的租赁或购买的需求。设置合理的保障性住房准入条件,构建科学合理规范的保障性住房供给标准和住房保障运行机制,才能使迫切需要租购保障房的家庭从中受益。  相似文献

以基于生态系统服务的生态足迹(ESEF)为基础的水生态承载力评估方法,综合考虑了水量支撑、水质限定和水生态稳定三方面特征,从而实现了足迹方法对水生态系统承载能力的有效表征。然而,如何界定水产品、水资源和水污染足迹以及承载力之间的关系,是目前研究的重点和难点。以太湖流域上游湖州市为例,探讨了在考虑或不考虑水质标准与环境功能分类的情况下,如何利用求并集法或求平均值法进行基于ESEF的水生态承载力评估。研究表明,两种方法均反映出湖州市人们对水生态系统服务的消费需求超出了当地水生态系统的供给能力,需求与供给之间的差距对当地水生态系统的可持续性造成影响。综合考虑水产品供给、水量支撑和水质保障三方面因素,湖州市水生态系统可承载的人口与经济规模为现状水平的95%;如果增加对水质标准和环境功能分类的考虑,则湖州市水生态系统的承载能力仅为现状水平的79%。虽然求并集法的计算结果更有说服力,但是求平均值法则提供了在更小尺度上研究的可能。  相似文献

Threats of climate change and future energy price uncertainty have led to a global debate on energy efficiency, particularly the energy efficiency of housing projects. This serious global problem calls for improvement in energy efficiency from all sectors, especially the building sector which is considered a major energy consumer. Adoption of energy efficiency design practices in the housing sector has been perceived to have a significant potential to contribute greatly to the sustainable building process. Additionally, most studies indicate that the understanding and integration of stakeholder requirements has an enormous potential towards increasing the sustainability perspectives that relate to social, environmental, economic and technical issues of buildings. However, there is enough evidence from several studies suggesting a lack of common perspective on stakeholder requirements towards building energy efficiency (BEE) in housing development. Hence it is argued that stakeholders’ alignment for energy efficiency improvement is crucial and a fundamental challenge that needs to be addressed if the goal of energy use reduction in buildings is to be achieved. The aim of this paper is to identify the important building energy requirements among stakeholders of mass housing projects and their impact on technical characteristics of mass housing projects. Through a survey of building industry stakeholders and using the House of Quality model for analysis of the data obtained, the study identified five (5) most rated BEE stakeholders’ requirements in respect of housing development. The study gives a new insight into the considerations of building stakeholders regarding energy efficiency. This insight is useful towards achieving sustainable building solutions that meet the sustainability features of housing development in Ghana and other countries with similar energy and housing challenges.  相似文献

This article uses sustainability as a lens through which to examine affordable housing policies in geographically-isolated island communities, with the intent of assessing the utility of using sustainable development as a guide to policy decision-making. Focusing on the case of Key West, Florida, the article points to the conflicts that must be reconciled to achieve true sustainability. The study applies criteria to identify policy solutions for the provision and retention of affordable housing in island communities, and at the same time provides an application of the sustainable development concept as a policy guide. Government intervention in green infant industries may be justified as a strategy to increase the provision of public goods. How should government policies be designed to promote such industries? One way to analyse this question is to compare government intervention in green infant industries in which it has been successful with green infant industries in which it has been less successful. The Danish government has intervened intensively in the wind turbine industry and organic farming sector mainly for environmental reasons since 1992 and 1987, respectively, but with very different impacts. While the electricity market share of wind energy reached 20% in 2007, organic food consumption lags behind with a food market share of approximately 8.5% in 2007. This paper compares the packages of policy instruments applied in the two industrial sectors and assesses whether differences in instrument choice may explain the significant differences in market shares. It is demonstrated that government intervention in the wind turbine industry has emphasized the use of policy instruments designed to increase demand for wind energy, whereas organic farming policy has put more emphasis on instruments motivating farmers to increase supply. This may be an important factor explaining variance in growth. Finally, the paper analyses whether the lessons from government policy aimed at promoting the wind turbine industry can be transferred to organic farming policy.  相似文献

近十多年来,中国房价快速上涨,人口半城镇化率也随之迅速上升。针对这一现象,本文首次将土地供给、房价与人口半城镇化置于同一框架下进行系统分析,采用两阶段最小二乘法,以土地出让面积作为房价的工具变量,有效克服模型的内生性,从理论和实证两个方面研究了房价上涨对人口半城镇化的影响。结果发现:土地供给减少导致房价上涨,进而推升了人口半城镇化率,抑制了农村转移人口市民化。房价每上涨一个百分点,人口半城镇化率大约上升0.189 4个百分点。在未考虑内生性的情况下,房价对人口半城镇化的影响严重被低估。而2003年后土地供给政策收紧且向中西部地区偏移是导致东部房价上涨进而推升人口半城镇化率的重要根源。另外,还发现对外开放程度提高以及人力资本积累均有利于降低人口半城镇化率,相反,财政负担能力和户籍制度改革则产生了不利影响。因此,为了降低人口半城镇化率,有序促进农村转移人口市民化,提出如下三点政策建议:(1)调整土地供给政策,并且健全住房供应体系,防止房价上涨过快。为此,需要增加东部地区以及大城市的土地供给,使土地供给与人口流动方向以及经济发展需求相匹配,同时增加廉租房和保障房的供应。(2)大力发展工业、服务业,并提高对外开放程度,以创造更多就业机会,增加居民收入,进而促进地区人口城镇化。(3)深化户籍制度,切实放宽农村转移人口的落户条件,同时还需要深化财政制度改革,增加地方公共服务并努力促进公共服务均等化。  相似文献

大力推进基本公共服务均等化是政府管理的重要课题之一,但对于环保公共服务均等化的概念、内涵和评价方法仍缺乏深入的分析。本文探讨了环保公共服务及其均等化的概念和内涵,从政策服务、监管服务、治理服务、应急服务、信息服务和教育服务的六个方面明确了环保公共服务的主要内容,对环保公共服务中权利机会均等、过程均等、结果均等的内涵进行了诠释。在此基础上,运用德尔斐调查法和专家评估法,构建了以投入、资源、服务和结果的四要素为维度的环保公共服务均等化评价指标体系和相应的评价方法。通过对2008年我国31个省级行政单位的实证分析,结果表明评价结果能够较准确地反映环保公共服务均等化的整体状况和问题所在,该评价指标体系和评价方法能够作为政府决策的量化工具,为我国公共服务均等化的推进提供参考和依据。  相似文献

The concept of ecosystem services is increasingly being used by scientists and policy makers. However, most studies in this area have focussed on factors that regulate ecosystem functions (i.e. the potential to deliver ecosystem services) or the supply of ecosystem services. In contrast, demand for ecosystem services (i.e. the needs of beneficiaries) or understanding of the concept and the relative ranking of different ecosystem services by beneficiaries has received limited attention. The aim of this study was to identify in three European mountain regions the ecosystem services of grassland that different stakeholders identify (which ecosystem services for whom), the relative rankings of these ecosystem services, and how stakeholders perceive the provision of these ecosystem services to be related to agricultural activities. We found differences: (1) between farmers?? perceptions of ecosystem services across regions and (2) within regions, between knowledge of ecosystem services gained by regional experts through education and farmers?? local field-based knowledge. Nevertheless, we identified a common set of ecosystem services that were considered important by stakeholders across the three regions, including soil stability, water quantity and quality, forage quality, conservation of botanical diversity, aesthetics and recreation (for regional experts), and forage quantity and aesthetic (for local farmers). We observed two contrasting stakeholder representations of the effects of agricultural management on ecosystem services delivery, one negative and the other positive (considering low to medium management intensity). These representations were determined by stakeholders?? perceptions of the relationships between soil fertility and biodiversity. Overall, differences in perceptions highlighted in this study show that practitioners, policy makers and researchers should be more explicit in their uses of the ecosystem services concept in order to be correctly understood and to foster improved communication among stakeholders.  相似文献

IntroductionThe United Kingdom (UK) has one of the highest prevalence of asthma in the world, which represents a significant economic and societal burden. Reduced ventilation resulting from increased energy efficiency measures acts as a modifier for mould contamination and risk of allergic diseases. To our knowledge no previous study has combined detailed asset management property and health data together to assess the impact of household energy efficiency (using the UK Government's Standard Assessment Procedure) on asthma outcomes in an adult population residing in social housing.MethodsPostal questionnaires were sent to 3867 social housing properties to collect demographic, health and environmental information on all occupants. Detailed property data, residency periods, indices of multiple deprivation (IMD) and household energy efficiency ratings were also investigated. Logistic regression was used to calculate odds ratios and confidence intervals while allowing for clustering of individuals coming from the same location.ResultsEighteen percent of our target social housing population were recruited into our study. Adults had a mean age of 59 (SD ± 17.3) years and there was a higher percentage of female (59%) and single occupancy (58%) respondents. Housing demographic characteristics were representative of the target homes. A unit increase in household Standard Assessment Procedure (SAP) rating was associated with a 2% increased risk of current asthma, with the greatest risk in homes with SAP > 71. We assessed exposure to mould and found that the presence of a mouldy/musty odour was associated with a two-fold increased risk of asthma (OR 2.2 95%; CI 1.3–3.8). A unit increase in SAP led to a 4–5% reduction in the risk of visible mould growth and a mouldy/musty odour.DiscussionIn contrast to previous research, we report that residing in energy efficient homes may increase the risk of adult asthma. We report that mould contamination increased the risk of asthma, which is in agreement with existing knowledge. Exposure to mould contamination could not fully explain the association between increased energy efficiency and asthma. Our findings may be explained by increased energy efficiency combined with the provision of inadequate heating, ventilation, and increased concentrations of other biological, chemical and physical contaminants. This is likely to be modified by a complex interaction between occupant behaviours and changes to the built environment. Our findings may also be confounded by our response rate, demographic and behavioural differences between those residing in low versus high energy efficient homes, and use of self-reported exposures and outcomes.ConclusionEnergy efficiency may increase the risk of current adult asthma in a population residing in social housing. This association was not significantly modified by the presence of visible mould growth, although further research is needed to investigate the interaction between other demographic and housing characteristic risk factors, especially the impact of fuel poverty on indoor exposures and health outcomes.Study implicationsA multidisciplinary approach is required to assess the interaction between energy efficiency measures and fuel poverty behaviours on health outcomes prior to the delivery of physical interventions aimed at improving the built environment. Policy incentives are required to address fuel poverty issues alongside measures to achieve SAP ratings of 71 or greater, which must be delivered with the provision of adequate heating and ventilation strategies to minimise indoor dampness. Changes in the built environment without changes in behaviour of domicile residents may lead to negative health outcomes.  相似文献

Universal two-child policy has been implemented since the end of 2015 in China. This policy is anticipated to bring a significant increase in the total population, with profound influences on the resources and environment in the future. This paper analyzes the changing dynamics of urban and rural population, and forecasts urban and rural population from 2016 to 2030 at national and provincial scale using a double log linear regression model. Drawing upon the results of these two predictions, the impact of the population policy change on Chinese resources consumption and environmental pollution are predicted quantitatively. Given the future total population maintains current levels on resources consumption and environmental emission, the additional demand of resources and environment demand for the new population is forecasted and compared against the capacity on supply side. The findings are as follows: after implementing the universal two-child policy, China’s grain, energy consumption, domestic water demand, and pollutant emissions are projected to increase at different rates across provinces. To meet the needs arising from future population growth, food and energy self-sufficiency rate will be significantly reduced in the future, while relying more on imports. Stability of the water supply needs to be improved, especially in Beijing, Henan, Jiangsu, Qinghai, and Sichuan where the gap in future domestic water demand is comparatively larger. Environmental protection and associated governing capability are in urgent need of upgrade not least due to the increasing pressure of pollution.  相似文献

With the fast development of Qingdao’s economy, the energy consumption is increasing significantly. In this paper, based on the energy statistic data in Qingdao area from 2010 to 2015, energy consumption structure was analyzed, indicating the existence of single energy structure; that is, coal, petroleum, and natural gas are dominant in the area. Thus, some issues between energy supply and demand have been brought. To solve present problem, we put forward to formulate the development strategy of energy, including energy savings, the exploitation of petroleum and natural gas resources, the development and utilization of renewable energy sources, and energy policy. It is worthy of mentioning that, according to the geological investigation, the shale gas may be abundant in Qingdao area and the gas resource amount estimated is huge. This is our first finding, important for developing unconventional energy and adjusting the energy structure in Qingdao in the future. Therefore, we suggest that Qingdao government should take action to develop local new energy resources for satisfying the energy demand.  相似文献

2015年底,我国全面放开了二孩政策,势必对我国的人口总量和增长态势产生深刻影响,进而影响我国的资源需求和环境压力。在采用队列元素法预测全面放开二孩后我国总人口及各省(市、自治区)人口的基础上,运用城乡人口比增长法预测未来城镇化水平,本文依据这两种预测结果系统探讨人口政策变动对我国资源消费、环境污染的定量预测和具体影响。假定未来的人均资源环境消耗量保持现状不变,按照预测的未来人口总量和增量,得出人口增长对我国资源环境的需求变动。通过计算新增的资源环境需求量,对比需求总量与我国的资源环境供给能力,进一步分析人口增长对资源环境各方面的压力大小。研究发现:全面放开二孩政策后,我国的粮食、生活用能源、生活用水、城乡建设用地的需求量和生活污染物排放量均逐年递增,但变化速率有所差异。为满足未来人口增长所产生的需求,粮食和能源的自给率明显降低,未来将需要更多地依赖进口。全国的供水能力和保障水平急需提高,其中北京、河南、江苏、青海、四川的现状供水能力与未来生活用水需求差距较大。各省建设用地需求差异明显,吉林、湖北、山东、四川、江苏、湖南、新疆、广东、黑龙江、贵州等省市的城市建设用地新增需求量将快速释放,但已有的建设用地储备无法满足预测需求。生活污染物的治理压力加大,环境保护与治理能力应该继续加强。  相似文献

This paper investigates household preferences regarding an improved supply of electricity in rural Bangladesh, where the expansion of stable electricity is an urgent policy issue. The paper examines household preferences regarding reductions in the frequency and duration of power outages. It also examines prior notification mechanisms that do not necessarily provide an increased supply of electricity but that allow households to prepare for potential power failures. A questionnaire survey designed as a choice experiment was applied to households to elicit preferences. The econometric analysis reveals that villagers prefer a reduction in both the frequency and duration of power outages and a 1-day prior notification of power outages. There are slight disparities in preferences according to the season and the timing of improvements (e.g., summer or winter and all day or peak hours). Thus, the present study may be beneficial for policymakers when considering the provision of electricity supply improvements in rural areas in exchange for slight increases in electricity tariffs.  相似文献

基于Agent的建模方法(ABSS)通过自下而上的方式,考察系统中主体的不同状态和行为特征、主体与环境的作用、主体之间的作用,来表征系统的宏观特征,是进行复杂社会环境系统分析和政策研究的重要手段,在水资源、水环境管理系统中得到了有效的应用。本文在大量文献调研的基础上,讨论了ABSS建模方法的基本原理、主要特征、系统构成、分类方法和开发工具等特征,总结了其供水系统发展、水资源分配和流域水资源管理、农业土地和水资源利用、居民用水行为、农业污染控制及人类活动的水环境影响等方面的应用,分析了其在研究内容、研究方法、研究结果等方面的发展趋势,讨论了利用该方法研究我国水资源管理和水污染控制政策的必要性和重要性。  相似文献

The paper presents a method and results for the generation of future residential land use scenarios for the Elbe River Basin. The challenge of this study is to develop scenarios that consider two processes, accelerated urban sprawl in growth centres while peripheral regions are depopulating. The question is whether the demand for built-up areas can be reduced to achieve the objective of the German sustainability strategy. Current socioeconomic developments of the study area are described, and approaches to calculate residential land use demand are reviewed. Regionalised socioeconomic scenarios of the IPCC-SRES as well as households and housing forecasts are applied to calculate residential land demand for regions. The Land Use Scanner, a spatially explicit land use change model, is then used to allocate the demand on grid-cells within the spatial planning units. The results show a shift of residential developments from urban areas in general to agglomerations leading to a polarisation of developments. Residential land consumption can only be minimised to achieve the sustainable development goals if a strict land use policy with the implementation of higher building densities, activation of inner city quarters and application of effective planning instruments is followed.  相似文献

Most agricultural assessments of global environmental change made to date have not focused explicitly on sustainability issues, and have neglected the considerable impacts of shifting agricultural zones, alterations in commercial fertiliser and pesticide use, and changes in the demand for water resources. The current crisis in agriculture, with its economic, political, social and ecological dimensions, has arisen because of the pursuit of a productivity technology/policy model. 工业化与能源需求的均衡关系及解决工业化进程中能源供需失衡的战略途径是中国工业化进程中需要探讨的重大问题.文章运用协整技术,就1990-2008年间中国工业化进程与能源需求协整关系的检验,认为中国工业化与能源需求增长具有长期稳定的均衡关系,能源需求将继续保持增长,能源利用效率也将持续提高.然而工业化进程中重工业化高能耗结构特征与能源低效利用并存的困境以及能源供需矛盾不利于能源供需平衡的平稳发展.我国应适应工业化进程的基本规律,转变能源消费方式;走新型工业化道路,适当限制低附加值产业发展,鼓励产业向离附加值、低能耗、高技术产业转移;在实现能源开发利用技术进步和创新的同时.有效利用国内外能源资源;建立能源应急机制等战略途径来实现工业化进程中能源供需平衡发展.  相似文献
