The rationale for pesticide use in agriculture is that costs associated with pesticide pollution are to be justified by its benefits, but this is not so obvious. Valuing the benefits by simple economic analysis has increased pesticide use in agriculture and consequently produced pesticide-induced “public ills.” This paper attempts to explore the research gaps of the economic and social consequences of pesticide use in developing countries, particularly with an example of Nepal. We argue that although the negative sides of agricultural development, for example- soil, water, and air pollution; pest resistance and resurgence; bioaccumulation, bio-magnification; and loss of biodiversity and ecosystem resilience caused by the use of pesticides in agriculture, are “developmental problems” and are “unintentional,” the magnitude may be increased by undervaluing the problems in the analysis of its economic returns. Despite continuous effort for holistic system analyses for studying complex phenomena like pesticides impacts, the development within the academic science has proceeded in the opposite direction that might have accelerated marginalization of the third world subsistence agricultural communities. We hypothesize that, if these adversities are realized and accounted for, the benefits from the current use of pesticides could be outweighed by the costs of pollution and ill human health. This paper also illustrates different pathways and mechanisms for marginalization. In view of potential and overall negative impacts of pesticide use, we recommend alternative ways of controlling pests such as community integrated pest management (IPM) along with education and training activities. Such measures are likely to reduce the health and environmental costs of pesticide pollution, and also enhance the capabilities of third world agricultural communities in terms of knowledge, decision making, innovation, and policy change.  相似文献

A current concern in many European countries is the environmental impact of agricultural pesticide usage and appropriate policy development to reduce impact. Currently, relatively hazardous pesticides that might be targeted for replacement by other products or management practices are not positively identified, with consequently few incentives for farmers to choose the least environmentally-risky chemicals. There is a lacuna in terms of widely-agreed operational environmental indicators, and an urgent need for comparative environmental assessment tools for pesticides, for use by both agriculturists and policy-makers. Such a system could, for example, provide a basis on which to differentiate an eco-tax according to the environmental threats posed by each product, and thus improve policy effectiveness. The heterogeneity of pesticide chemicals should be taken into account more explicitly in policy design. Through a comparison of different approaches covered in the literature on pesticide environmental classifications, this paper assesses the feasibility of developing environmental banding to improve the effectiveness of pesticide policy. A more pragmatic approach lies in the development of pesticide groupings rather than a continuous scale of environmental burden, i.e. focusing on broad similarities and differences rather than precise individual ordering. In particular, hazard indicators should be considered further, as a first stage in progress towards comprehensive environmental impact measures.  相似文献

In most of sub‐Saharan Africa, where the agricultural sector experiences dismal performance and is characterized by a gloomy picture, the cotton sub‐sector in Côte d’Ivoire is often mentioned as a “success story” given the spectacular rise in the quantity of cotton production and the profile of the crop within the farming system. What are the historical and political antecedents of the development of cotton and the factors responsible for the feat accomplished in the midst of general failures in the same continent? To what extent can cotton be regarded as a “success story” and, what lessons can be drawn for agricultural development strategies based on the Ivorian case study? This paper traces the historical and socio‐political background of cotton development in Côte d’Ivoire and identifies key policy and institutional interventions that have influenced the rise of cotton production and its emergence as the dominant crop in the farming systems of the country. Four stages in Ivorian cotton development are identified: planning, take off, crisis and the renaissance phases. The study demonstrates how a combination of good planning, technological advancement and appropriate policy and institutional conditions have contributed significantly to the rise of cotton production and its influence on the agricultural economy of northern Côte d’Ivoire. The study also highlights how the sustainability of agricultural development has been impacted by domestic and international policies and political events over which smallholder farm families have little control, and can at best only respond to. Important questions about cotton development in Côte d'Ivoire are raised that need to be answered before the program can be categorized conclusively as a success story. The study shows that there are no quick fixes to agricultural development in the sub‐region. Rather, good planning and putting the necessary building blocks in place are important prerequisites. It is recommended that agricultural development efforts in the continent take cognizance of the complexity of the sector and address the inter‐relationships that exist among the technical, policy, market and institutional factors that combine individually and collectively to influence African agriculture.  相似文献

Pesticides, regardless of their known toxic impacts to human health and environment, are widely used in the rapid growing agricultural sectors of developing countries. As an agricultural country with small lands and enormous population to feed, a developing country like Bangladesh rely heavily on the uses of pesticides to increase crop yields. Nevertheless, during the past decades, Peoples’ Republic of Bangladesh has experienced 26.46% decrease in total pesticide consumption. However, the presence of unregistered pesticides in the environmental samples and agricultural products has pointed out the weakness in the existing legal regime of the pesticide governance. This, in turn, is threatening the livelihood and health of the farmers, food safety and consumer health. This paper reviews the antiquity of the status of pesticide consumption, evolution and drawbacks of pesticide in the context of existing socio-economic position of Bangladesh. A consolidated uniform system is lacking to project pesticide management in the country. Existing legal policy, rules and regulations in the context of international agreements regarding pesticide management have been reviewed and suggested for further amendment. Moreover, role of green microfinance in sustainable management of pesticides and food safety were recommended. A framework is proposed for pesticide governance with a stronger pesticide surveillance program and coordination of ministries interlinking environmental, occupational health and food safety.  相似文献

Participatory approaches to environmental decision making and assessment continue to grow in academic and policy circles. Improving how we understand the structure of deliberative activities is especially important for addressing problems in natural resources, climate change, and food systems that have wicked dimensions, such as deep value disagreements, high degrees of uncertainty, catastrophic risks, and high costs associated with errors. Yet getting the structure right is not the only important task at hand. Indeed, participatory activities can break down and fail to achieve their specific goals when some of the deliberators lack what we will call participatory virtues. We will argue for the importance of future research on how environmental education can incorporate participatory virtues to equip future citizens with the virtues they will need to deliberate about wicked, environmental problems. What is the role of education for deliberative skills and virtues relative to other aspects of environmental education, such as facts and values education? How important is it relative to careful design of the deliberative process? What virtues really matter?  相似文献

Regional agricultural projects based on water resource development have many potential impacts on social and natural environments. In this research, potential long-term environmental problems of the Southeastern Anatolian Project (GAP) related to water resources, land use, land degradation, agricultural pollution and demography are analysed from a systems perspective. The analysis focuses on the totality of environmental, social and economic issues. For this purpose, a system dynamics simulation model (GAPSIM) has been developed as an experimental platform for policy analysis. GAPSIM was validated, first 'structurally', using the tests suggested by the literature and then the model 'behaviour' was tested and calibrated with respect to available data. The reference behaviour of GAPSIM reveals that, as the irrigated lands are developed, GAP faces significant water scarcity because of the increased intensity of cotton, the crop with the highest demands for water. Simulation results also indicate that two key environmental factors, pesticide and fertilizer consumption may reach undesirable levels. Alternative irrigation water release strategies, development rates of irrigated fields and farm rotation practices appear as important policy tools in achieving long-term environmental sustainability. GAPSIM promises to be not only a useful laboratory for policy makers of GAP, but also a useful generic structure applicable to other similar regional development projects.  相似文献

Goals and performance targets are commonly used as tools in the policy-implementation process. In Sweden, environmental policy is operationalized through a system of environmental quality objectives that were adopted by the Swedish Riksdag in the late 1990s. The objectives describe what level of environmental quality Sweden should aim for within a generation, and are designed to guide decision making in all sectors of society. However, to guide decision making toward improved environmental quality, these objectives should satisfy a set of rationality (functionality) criteria; they should be precise, evaluable, approachable, motivating and coherent. In this paper, five Swedish environmental quality objectives are investigated through an application of the suggested criteria: (1) a balanced marine environment, flourishing coastal areas and archipelagos; (2) a magnificent mountain landscape; (3) a non-toxic environment; (4) natural acidification only; and (5) a good built environment. The aim of the paper is to bring the rationality of the objectives up for discussion, and to illustrate the range of issues and difficulties that are involved in choosing and assessing environmental policy goals.  相似文献

Contamination of groundwater by agrochemicals is now widely recognized as an extremely important environmental problem. Modern agricultural practices involve the combined use of irrigation with the application of large amounts of agrochemicals to maximize crop yield. Due to flood irrigation and natural runoff, agricultural activities might generate soil, surface water and groundwater contamination problems and leaching of pesticides. Modeling of the transport and fate of pesticides, such as simazine, may help understand the long-term potential risk to the subsurface environment. This paper illustrates a comparative study via the use of three different pesticide transport simulation models and the applicability of those models in determining the groundwater vulnerability to pesticides contamination in a citrus orchard located at the Lower Rio Grande Valley (LRGV). The three models used in the study are the pesticide root zone model-3 (PRZM-3), the pesticide analytical model (PESTAN) and integrated pesticide transport modeling (IPTM). The concentration values obtained from all three models are in agreement, and they show a decreasing trend from the surface through the vadose zone. The problem is how to use this information and, specifically, how to combine the testimony of a number of experts into a single useful judgment. With the aid of the fuzzy multiattribute decision making method, PRZM-3 is deemed as the most promising one for such precision farming applications.  相似文献

One common method of criticizing genetically modified organisms (GMOs) is to label them as “magic bullets.” However, this criticism, like many in the debate over GMOs, is not very clear. What exactly is the “magic bullet criticism”? What are its origins? What flaw is it pointing out in GM crops and agricultural biotechnology? What is the scope of the criticism? Does it apply to all GMOs, or just some? Does it point to a fatal flaw, or something that can be fixed? The goal of this paper is to answer these questions and clarify the magic bullet criticism of agricultural biotechnology. It is hoped that the results of this exercise will be helpful in advancing deliberation over the role GMOs and agricultural biotechnology should play in 21st century agriculture.  相似文献

China is the largest rice producing and consuming country in the world, but rice production has given way to the production of vegetables during the past twenty years. The government has been trying to stop this land-use conversion and increase the area in rice-vegetable rotation. Important questions that must be answered to determine what strategy is best for society are, “What is the reason behind this conversion?”; “Which system is more productive and which is more sustainable?”; and “How can economic policy be used to adjust the pattern of farmland use to attain sustainable development?” To answer these questions, a combined evaluation of these agricultural production systems was done using emergy, energy and economic methods. An economic analysis clearly showed that the reason for this conversion was simply that the economic output/input ratio and the benefit density of the vegetable production system were greater than that of rice. However, both energy and emergy evaluations showed that long-term rice was the best choice for sustainable development, followed by rotation systems. The current price of rice is lower than the em-value of rice produced from the long-term rice system, but higher than that of rice produced from the rotation system. Scenario analysis showed that if the government increases the price of rice to the em-value of rice produced from the long-term rice system, US$0.4/kg, and takes the value of soil organic matter into account, the economic output/input ratios of both the rice and rotation systems will be higher than that of the vegetable system. The three methods, energy, emergy and economics, are different but complementary, each revealing a different aspect of the same system. Their combined use shows not only the reasons behind a system’s current state or condition, but also the way to adjust these systems to move toward more sustainable states.  相似文献

Many management processes and tools can provide companies with information to support their environmental decision making. Risk assessment, environmental auditing, life cycle assessment and environmental reporting are but a few examples. Each of these has typically evolved independently as the need for it has arisen. Today, however, this abundance of tools can lead to confusion: What is the exact objective of each tool? How do they differ? Are some ‘better’ than others? Should they be used in parallel, sequentially or in place of each other? More importantly, how do they fit together into a coherent environmental management framework that will ensure sound environmental and economic decision making in a company? This paper seeks to answer these questions. It describes the overall environmental framework that has been developed internally within Procter & Gamble and which allows the company to make coherent economically and environmentally sound decisions, in both the short- and long-term.  相似文献

Pesticide dependence is a major threat to food safety and local environment. Although numerous studies have explored different causes of pesticide dependence, few have examined how pesticides are locked into agricultural modernisation and rural transformation. Based on a case study of a Chinese village, this paper demonstrates how agricultural modernisation trajectory and rural changes have perpetuated the use of pesticides as necessities in agriculture as well as for farmers' livelihoods. Modern technologies, such as hybrid rice, conservation tillage, changes in crop structure, and reduction of intercropping all contribute highly towards pesticide dependence. The household responsibility system in China has provided the institutional foundation for increased pesticide use. Rural transformations driven by livelihoods diversification have created conducive social spaces for pesticide application. To step out of pesticide dependence, promotion of genetic diversity in agriculture, a reassessment of locational suitability of conservation tillage, institutional strengthening and the promotion of integrated pest management methods are suggested.  相似文献

Use of publicly-provided information to promote environmental quality has received somewhat less attention in the environmental management literature than use of other environmental policy tools based on economic incentives such as emissions taxes, subsidies and marketable permits. Yet publicly-provided information may have potential as an environmental policy tool, especially in managing problems of agricultural pollution, due in large part to the existing capability of public information agencies associated with the agricultural research community. Information provided by these agencies is known to be an important factor in decision making in agriculture and may have potential for influencing decisions that relate directly to preserving the integrity of environmental resources. Moreover, this potential may have particular relevance for protecting groundwater quality from agricultural production since the results of contamination are often at least partially internal to the farm decision maker. This paper develops an empirical model to formulate publicly-provided herbicide treatment recommendations designed to protect both the quality of groundwater and the income of farmers. An economic and statistical model of a crop-pest system is used in conjunction with a groundwater loading model to derive the trade-off relationship between producer income and movement of herbicide material through the root zone. The trade-off relationship can provide the basis for formulating herbicide treatment recommendations and can also shed light on appropriate groundwater quality goals.  相似文献

This paper examines the ‘range of choice’ concept in water management. Although many efforts have been made to design policies that broaden the consideration of water resources alternatives, the experiences gained from these policy experiments have not been adequately assessed. What insights might American policy approaches offer for developing countries? To address this question, four general policy types were identified and compared: (1) comprehensive single-objective policies; (2) comprehensive multiple-objective policies; (3) specific non-structural policies; and (4) specific technological policies. Case studies of each approach revealed that effective institutional development occurs when policies are: (1) stated in clear and specific language; (2) modified as experience is gained; (3) adequate in terms of statutory and administrative authority; and (4) subject to an orderly process of public and judicial review. The most successful policy efforts to date have involved specific alternatives, while multiple-objective policies have encountered the most difficulties. Common institutional problems are identified, and their potential relevance for developing countries is discussed.  相似文献

What makes a food good, for you? With respect to food, the expression “good for you” usually refers to the effect of the food on the nutritional health of the eater, but it can also pertain more broadly. The expression is often used by a person who is concerned with another person’s well-being, as part of an exhortation. But when framed as a question and addressed to you, as an individual, the question can require a response, calling for accountability beyond the realm of nutrition or other material qualities of the food. Economic value may be considered as a ratio: goodness/price. In this paper, we examine the numerator, exploring a broad range of values domains related to food, attempting to obtain a more comprehensive understanding of the meaning of goodness of food. We present a typology of values domains with respect to food, divided into three main categories: (1) material considerations, (2) psychological, psychosocial, and spiritual health, and (3) the well-being of society. This understanding that results from comprehensive consideration of these values domains has important implications for an individual for use in considering the question “what food is good for you?” in order to guide his or her future actions, helping to distinguish between what Dewey termed immediate good and reasonable good. A pragmatic approach to a fuller consideration of food-related values domains by individuals also has broad social, political, and economic implications. If, according to the FAO, food security involves both needs and preferences, consideration of what preferences are appropriate is fundamental to achieving food security. The questions about what is considered to be good food are central to questions about the sorts of food and agricultural systems human societies will seek to sustain. The approach to resolving this important aspect of sustainability might help inform a more general question as to appropriate limitations on preferences, a question fundamental to achieving sustainability in general.  相似文献

Policy-makers are increasingly recognising that the promotion of more sustainable consumption patterns is an indispensable prerequisite for achieving sustainable development in the long term. Policy documents and action plans have been published, and a wide array of policy instruments has been implemented with the aim of reducing the environmental and social burdens of consuming goods and services. But what are the latest trends and innovative approaches in sustainable consumption (SC) policies? What could be learnt for future policy-making? Based on an overview of European policy instruments and several case studies, the paper discusses instructive examples of SC policy instruments, in particular the Danish information campaign "One Tonne Less", the Dutch tax incentive scheme "Green Funds", the British "Red/Green calculator", and the pan-European internet platform "TopTen". Important features of novel policies — such as adaptability and collective action — are identified, and recommendations for future policies are presented. The recommendations refer to the foundation of SC policies, to the specific approach taken, to the applied instruments, and to the proper documentation of the implemented policies.  相似文献

/ It has been suggested that the general public should be moreinvolved in environmental policy and decision making. It is important forthem to realize that they will have to live with the consequences ofenvironmental policies and decisions. Consequently, policy makers shouldconsider the concerns and opinions of the general public before makingdecisions on environmental issues. This raises questions such as: How can weintegrate the perceptions and reactions of the general population inenvironmental decisions? What kind of public participation should weconsider? In the present study, using a new regional ecosystem model, weattempted to integrate these aspects in its decision making model byincluding the formation of an advisory committee to resolve problems relatedto waste management. The advisory committee requested the activeparticipation of representatives from all levels of the community: economic,municipal, and governmental intervenors; environmental groups; and citizens.Their mandates were to examine different management strategies available inthe region, considering all the interdisciplinary aspects of each strategy,elaborate recommendations concerning the management strategies that are mostsuitable for all, and collaborate in communication of the information to thegeneral population. The results showed that at least in small municipalitiessuch an advisory committee can be a powerful tool in environmental decisionmaking. The impacts of agricultural land use are far-reaching and extend to areas outside production. This paper provides an overview of the ecological status of agricultural systems across the European Union in the light of recent policy changes. It builds on the previous review of 2001 devoted to the impacts of agricultural intensification in Western Europe. The focus countries are the UK, The Netherlands, Boreal and Baltic countries, Portugal, Hungary and Romania, representing a geographical spread across Europe, but additional reference is made to other countries. Despite many adjustments to agricultural policy, intensification of production in some regions and concurrent abandonment in others remain the major threat to the ecology of agro-ecosystems impairing the state of soil, water and air and reducing biological diversity in agricultural landscapes. The impacts also extend to surrounding terrestrial and aquatic systems through water and aerial contamination and development of agricultural infrastructures (e.g. dams and irrigation channels). Improvements are also documented regionally, such as successful support of farmland species, and improved condition of watercourses and landscapes. This was attributed to agricultural policy targeted at the environment, improved environmental legislation, and new market opportunities. Research into ecosystem services associated with agriculture may provide further pressure to develop policy that is targeted at their continuous provisioning, fostering motivation of land managers to continue to protect and enhance them.  相似文献
