The APCA Critical Review entitled "Incineration of Hazardous Waste" was presented by E. Timothy Oppelt, Chief, Thermal Destruction Branch, Alternative Technologies Division of U.S. EPA’s Hazardous Waste Engineering Research Laboratory (Cincinnati). Mr. Oppelt presented his review at the 80th APCA Annual Meeting & Exhibition, held in New York City in June 1987. The Critical Review paper, published in the May 1987 issue of JAPCA, examined the current state of knowledge regarding hazardous waste incineration in an effort to put the technical and environmental issues into perspective. Prepared discussions presented during the Critical Review session are published here, along with additional comments and closing remarks by Mr. Oppelt. Howard M. Ellis, Chairman of the Critical Review Subcommittee of the Publications Committee, served as moderator of the 1987 Critical Review session.  相似文献

Nohl Professor and Executive Officer for Chemical Engineering at the California Institute of Technology, Pasadena, California. Dr. Seinfeld presented his review at the 81st APCA Annual Meeting & Exhibition, held in Dallas, Texas in June 1988. The Critical Review paper, published in the May 1988 issue of JAPCA, highlighted recent advances and continuing problem areas in photochemical air quality modeling. Prepared discussions and floor comments presented during the Critical Review session in Dallas are published here, along with additional comments and closing remarks by Dr. Seinfeld. Howard M. The 1992 A&WMA Critical Review was authored by Harry Freeman and members of his staff at the Pollution Prevention Research Branch, Risk Reduction Engineering Laboratory, U.S. Environmental Protection Agency in Cincinnati, Ohio. The Critical Review Session on Atmospheric Dispersion Modeling was attended by nearly 400 people at the 72nd Annual Meeting of APCA at Cincinnati. D. Bruce Turner, whose paper appeared in the May 1979 Journal, summarized his findings. Prepared discussions which were presented by Dr. Egan, Dr. Spengler, and Mr. Mirabella are reproduced here with the floor discussion and a response by Mr. Turner. One of the important aspects of the Critical Review Program has always been the emphasis on this open discussion of the subject under review by peers of the author. Dr. Melvin W. This is the fourth in the series of Critical Reviews commissioned by the APCA Board of Directors. The first Critical Review "Regulations for the Control of Particulate and Sulfur Oxides Emissions" was published in 1974 and the topic is still timely. The second Critical Review "Regulations for the Control of Hydrocarbon Emissions (from Stationary Sources) and Odorous Pollutants" was published in 1975. In light of recent developments concerning hydrocarbon emissions from stationary sources, this Critical Review is again very timely. The third Critical Review "The Effect of Air Pollution Control Regulations on Land Use Planning" will soon be published in final form. Now we have the fourth in the series, "A Critical Review of Air Pollution Index Systems in the United States and Canada" and "Status Report on Federal Regulations for New Source Performance Standards".  相似文献

In today's world of misunderstanding, confusion, and conflict man is sadly in need of some force for pulling together and unifying his efforts for peace, progress, safety, and health upon his native Planet. During the latter days of the Conference, when delegates from large nations and small nations and rich nations and poor nations were working tirelessly to reach agreement on a Declaration on the Human Environment, and during the closing hours of the Conference when the Declaration was approved by unanimous vote, it appeared to many persons that the environment might well be such a unifying force for mankind. Throughout the early days of the Stockholm sessions, the conflict of ideologies and political Dr. Barthel is the Director of the Institute of Environmental Sciences, Miami University, Oxford, Ohio 45056. He attended the Stockholm Conference as an accredited representative of the International Union of Air Pollution Associations. principles and severe disagreement on specific issues relating to the environment were all too apparent, but through pertinacity and splendid Conference leadership, differences were resolved and wide-scale agreements reached.  相似文献

Soil is a complex natural resource that is considered non-renewable in policy frameworks, and it plays a key role in maintaining a variety of ecosystem services (ES) and life-sustaining material cycles within the Earth's Critical Zone (CZ). However, currently, the ability of soil to deliver these services is being drastically reduced in many locations, and global loss of soil ecosystem services is estimated to increase each year as a result of many different threats, such as erosion and soil carbon loss. The European Union Thematic Strategy for Soil Protection alerts policy makers of the need to protect soil and proposes measures to mitigate soil degradation. In this context, the European Commission-funded research project on Soil Transformations in European Catchments (SoilTrEC) aims to quantify the processes that deliver soil ecosystem services in the Earth's Critical Zone and to quantify the impacts of environmental change on key soil functions. This is achieved by integrating the research results into decision-support tools and applying methods of economic valuation to soil ecosystem services. In this paper, we provide an overview of the SoilTrEC project, its organization, partnerships and implementation.  相似文献

A joint conference cosponsored for the sixth year by the Atmospheric Research and Exposure Assessment Laboratory (AREAL) of the U.S. Environmental Protection Agency and the Air & Waste Management Association was held in Durham, North Carolina, May 6–10, 1991. The technical program consisted of 220 presentations, held in 25 technical sessions, on recent advances in ambient and source atmospheres. Covering a wide range of measurement topics and supported by 78 exhibitors of instrumentation and consulting services, the symposium was attended by almost a thousand professionals from the United States and other countries. Abstract

The field of ozone air quality modeling, or as it is commonly referred to, photochemical air quality modeling, has undergone rapid change in recent years. Improvements in model components, as well as in methods of interpreting model performance, have contributed to this change. Attendant with this rapid change has been a growing need for those developing and using air quality models and policy makers to have a common understanding of the use and role of models in the decision making process. This Critical Review highlights recent advances and continuing problem areas in photochemical air quality modeling. Emphasis is placed on the components and input data for such models, model performance evaluation, and the implications for their use in regulatory decisions.  相似文献

Performance test results and operating characteristics of the Wedding & Associates' (W&A) PM10 Beta Gauge Automated Particle Sampler (Sampler), a U.S. EPA Designated Equivalent Method (Designation No. EQPM-0391-081), are reported. The custom, computer-controlled Sampler utilizes BETASOFT?, a multitasking operating system running the high level language application program. The Sampler employs the Wedding PM10 Inlet (Inlet) and Critical Flow Device (CFD). Analysis, calculations and mechanical control are achieved by use of analog sensing and digital logic. The development and testing program included wind tunnel and field tests to verify experimentally its conformity with theoretical calculations of the relationship of collected mass to 3- particle penetration. Use of a 14C source and a fast-response detector leads to high sensitivity and precision. The instrument has been tested against the Wedding Reference Method Sampler (Reference Method). The 24-hour means of mass concentration values determined by the Sampler, regressed against 24-hour samples collected with the Reference Method, yielded slopes within 1.2 percent of unity, with intercepts less than 1.5 μg/m3 and coefficients of determination (R2) of 0.99 or higher. Resolution is less than 3 μg/m3.  相似文献

Ozone concentrations in Alberta cities typically exhibit a maximum in May (up to 35 ppb) and a minimum in November (as low as 4 ppb). This behaviour is similar to that of rural Alberta O3 concentrations. Annual O3 concentrations at six urban monitoring stations vary from 11 ppb to 22 ppb and are about one-half the values at rural stations. In winter, urban O3 concentrations are always smaller than rural concentrations and the cities act as sinks for O3. Although urban stations do not exceed Canada's maximum acceptable levels of daily (25 ppb) and annual (15 ppb) O3 concentrations as often as rural stations, the frequency is still quite large. Canada's hourly maximum desirable level (50 ppb) is exceeded 11 times more often at the remote (rural) station than at the downtown (urban) stations.  相似文献

While snowflakes fell and Christmas carols heralded the imminent holiday, over 3000 delegates to the Third National Conference on Air Pollution were told to “Control Now for Clean Air.”

They were told this in many ways by many people—by the Vice President of the United States; by the Secretary of the Department of Health, Education, and Welfare who summoned the Conference; and by senators, congressmen, governors, and mayors.

Then eight panel sessions convened to discuss and to determine how to control now for clean air. Speakers from every section of American life addressed themselves to this subject; when they were finished, the eight session chairmen summarized what had been said, what had been, learned.
