The Acid Rain Provisions (Title IV) of the Clean Air Act Amendments of 1990 call for about a 10 million ton reduction in annual SO2 emissions in the United States. Although the provisions apply nationwide, most of the reduction will occur in the eastern half of the country, where use of high-sulfur coal for electricity generation is most common. One potentially large benefit of Title IV is the expected improvement in visibility conditions in the eastern United States due to the reductions in secondary sul-fate aerosols. This paper combines available economic estimates of willingness to pay for improvements in visibility with current estimates of the difference between expected visibility conditions in the eastern United States with and without Title I V, to estimate the expected visibility benefits of Title IV. The results suggest an annual value of $2.3 billion (in 1994 dollars) in the year 2010, as a result of visibility improvements due to Title IV in residential areas of the eastern United States. The results also suggest a possible additional annual value for eastern U.S. residents of as much as $1-2 billion for visibility improvements at national parks in the Southeast.  相似文献

Air pollution regulation in the United States has come under repeated attack over the years for a number of reasons. Early in the past decade, prevention of significant deterioration (PSD) legislation, which protects currently clean areas, came into conflict with domestic energy production goals. This paper presents an applied analysis of present and alternative regulations for achievement of PSD air quality goals. A model of the Four Corners region of the Southwest is developed, and several policy alternatives tested in terms of economic efficiency and ability to achieve air quality goals. Alternatives examined include emission fees, marketable emission permits, and technological standards.  相似文献

Federal new source performance standards to control air emissions of sulfur dioxide from new industrial boilers were proposed by EPA on June 19, 1986. These standards would require boiler owners to reduce SO2 emissions by 90 percent and meet an emission limit of 1.2 lb/MM Btu of heat input for coal-fired boilers and 0.8 lb/MM Btu for oil-fired boilers. In developing these standards, several regulatory options were considered, from standards that could be met by firing low sulfur fuels to standards that would necessitate flue gas treatment. The environmental, economic, and cost impacts of each option were analyzed. National impacts were estimated by a computer model that projects the population of new boilers over the 5-year period following proposal, predicts the compliance strategy that will be used to comply with the particular option (always assuming that the lowest cost method of compliance will be selected), and estimates the resulting emission reductions and costs. Impacts on specific industries and on model boilers were also analyzed. This paper focuses on these analyses and their results. The Agency's conclusions from these analyses, which led to the decision to establish percent reduction standards, are provided, and the proposed SO2 standards are summarized. The proposed standards also include an emission limit for particulate matter from oil-fired boilers (0.1 lb/MM Btu). However, this article focuses only on the SO2 standards.  相似文献

A steady state mesoscale model developed to predict primary SO2 concentrations from a single point source is presented. The model was validated with data from the Midwest Interstate Sulfur Transport and Transformation (MISTT) project, with root mean square errors of 9.69 μg m?3 and 0.42 μg m?3 for SO2 and SO4 respectively. Wet deposition (washout and rainout), eddy dispersivity, dry deposition of SO2 and mean wind speed were found to be the most important factors controlling sulfur dioxide and sulfate concentrations. Estimation of precipitation acidity was then carried out using scavenging theory. The greatest potential acidification occurred approximately 200 km from the source along plume centerllne, which indicates a rather local effect as opposed to a long distance effect. The cross-plume influence was up to 60 km in width at a distance of 400 km from the source.  相似文献

The Clean Air Act Amendments of 1990 establish new criminal and civil liability provisions that can potentially impose substantial fines and penalties. This article reviews the Act's new enforcement and liability provisions. The authors recommend that because of the new enforcement tools available to the federal government, the regulated community should implement effective self-auditing and compliance programs at facilities to help reduce the risk of criminal liability.  相似文献

These amendments potentially will have a major impact on virtually every industrial and many commercial facilities throughout the country. The regulations developed to implement this legislation will encompass new approaches to nonattainment, air toxics, accidental releases, acid rain, permits and enforcement. Because of the impact of this legislation the regulations will be implemented over a ten-year period. Carbon dioxide emissions, on an equivalent energy basis, were calculated for 504 North American coals to explore the effects of coal rank and sulfur content on CO2 emissions. The data set included coals ranging in rank from lignite through low-volatile bituminous from 15 U.S. states and Alberta, Canada. Carbon dioxide emissions were calculated from the carbon content and gross calorific value of each coal. The lowest CO2 emissions are calculated for the high-volatile bituminous coals (198 to 211 lbs CO2/MMBtu) and the highest for lignites and subbituminous coals (209 to 224 lbs CO2/MMBtu). The lower CO2 emissions from the high-volatile bituminous coals result in part from their generally higher sulfur content. However, even at equivalent sulfur contents the high-volatile bituminous coals give lower CO2 emissions than the lower-rank coals. On average, the lowerrank coals produce 5 percent more CO2 upon combustion than the highvolatile bituminous coals, on the basis of gross calorific value. This difference increases to 9 percent on the basis of estimated net calorific value. The net calorific value is better indicator of power plant energy production than the gross calorific value. The difference in CO2 emissions resulting from the use of high-volatile bituminous coals and lower-rank coals is of the same order of magnitude as reductions expected from near-term combustion efficiency improvements. These results are useful to those interested in current and future CO2 emissions resulting from coal combustion.  相似文献

Seventeen days of detailed measurements of NO, NO2, O3, HNO3 and the frequency of NO2 photolysis—j(NO2)—were carried out in Claremont, CA, in September 1980. Under conditions when the rate of change of NO concentration is small, there must be a balance between formation and loss processes. In the classical photostationary state this balance is between NO2 photolysis: NO2 + hv → NO + O and reaction with ozone: NO + O3 → NO2 + O2. The results show that the latter reaction with ozone is inadequate to balance the formation step; a significant contribution is required from another NO oxidation process, possibly peroxy radical oxidation. If so, the inferred concentration of peroxy radicals shows a diurnal variation, peaking around solar noon.  相似文献

Since the 1960s, much effort has been devoted to collecting and formatting air quality data. This paper discusses 1) the availability of air quality data for assessing potential biological impacts associated with ozone and sulfur dioxide ambient exposures, 2) examples of how air quality data can be characterized for assessing vegetation effects, and 3) the limitations associated with some exposure parameters used for developing relevant vegetation doseresponse yield reduction models. Data are presented showing that some ozone monitoring sites not continuously affected by local urban sources experience consecutive hourly ozone exposures ≥0.10 ppm in the late evening and early morning hours. These sites experience their maximum ozone concentrations either in the spring or summer months. Sites influenced by local rural sources experience their maximum ozone concentrations during the summer months. It is suggested that further research be performed to identify whether the sensitivity of a target organism at the time of exposure, as well as the pollutant concentration and chemical form that enters into the target organism, is as important in defining effects as air pollutant exposure alone.  相似文献

The Clean Air Act, Public Law 88-206, was signed into law on December 17, 1963. Among the new provisions was the authorization given to the Secretary of the Department of Health, Education, and Welfare to award grants for the support of State and local air pollution control programs. The Chief, Division of Air Pollution, then requested the Surgeon General’s Air Pollution Training Committee to make recommendations for the most effective way to train the required numbers of people. The Committee called a special three-day meeting at Airlie House with about 30 consultants. Recommendations for training stemming from the meeting included: (1) University-based programs combined with practical experience in control program. (2) Criteria for the selection of trainees. (3) The outline of a model program. These recommendations were submitted to the Chief, Division of Air Pollution and are currently reflected in the activation of one program and a request to the Congress for funds to initiate two more such programs during Fiscal Year 1966.  相似文献

Abstract

This paper is particularly related to elemental mercury (Hg0) oxidation and divalent mercury (Hg2+) reduction under simulated flue gas conditions in the presence of nitric oxide (NO) and sulfur dioxide (SO2). As a powerful oxidant and chlorinating reagent, Cl2 has the potential for Hg oxidation. However, the detailed mechanism for the interactions, especially among chlorine (Cl)-containing species, SO2, NO, as well as H2O, remains ambiguous. Research described in this paper therefore focused on the impacts of SO2 and NO on Hg0 oxidation and Hg2+ reduction with the intent of unraveling unrecognized interactions among Cl species, SO2, and NO most importantly in the presence of H2O. The experimental results demonstrated that SO2 and NO had pronounced inhibitory effects on Hg0 oxidation at high temperatures when H2O was also present in the gas blend. Such a demonstration was further confirmed by the reduction of Hg2+ back into its elemental form. Data revealed that SO2 and NO were capable of promoting homogeneous reduction of Hg2+ to Hg0 with H2O being present. However, the above inhibition or promotion disappeared under homogeneous conditions when H2O was removed from the gas blend.  相似文献

ABSTRACT

Project MOHAVE was initiated in 1992 to examine the role of emissions from the 1580 MW coal-fired MOHAVE Power Project (MPP) on haze at the Grand Canyon National Park (GCNP), located about 130 km north-northeast of the power plant. Statistical relationships were analyzed between summertime ambient concentrations of a gaseous perfluorocarbon tracer released from MPP and ambient SO2, particulate sulfur, and light scattering to evaluate whether MPP's emissions could be transported to the GCNP and then impact haze levels there. Spatial analyses indicated that particulate sulfur levels were strongly correlated across the monitoring network, regardless of whether the monitoring stations were upwind or downwind of MPP. This indicates that particulate sulfur levels in this region were influenced by distant regional emission sources. A significant particulate sulfur contribution from a point source such as MPP would result in a non-uniform pattern downwind. There was no suggestion of this in the data.

Furthermore, correlations between the MPP tracer and ambient particulate sulfur and light scattering at locations in the park were virtually zero for averaging times ranging from 24 hr to 1 hr. Hour-by-hour MPP tracer levels and light scattering were individually examined, and still no positive correlations were detected. Finally, agreement between tracer and particulate sulfur did not improve as a function of meteorological regime, implying that, even during cloudy monsoon days when more rapid conversion of SO2 to par-ticulate sulfur would be expected, there was no evidence for downwind particulate sulfur impacts. Despite the fact that MPP was a large source of SO2 and tracer, neither time series nor correlation analyses were able to detect any meaningful relationship between MPP's SO2 and tracer emission “signals” to particulate sulfur or light scattering.  相似文献
