ABSTRACT

This study investigated the chronic effects of emissions from three different waste incinerators on pulmonary function of both healthy and sensitive subjects with chronic respiratory symptoms. Participants were 8-80 years old, not currently smoking, and living in one of three communities each with an incinerator or one of three matched comparison communities. In total, 1018 subjects underwent a spirometric test once a year during 1992-1994. Exposure was assessed by three methods: living in an incinerator community; distance from the incinerator; and an incinerator exposure index, a function of the distance and direction of each subject's residence to the incinerator, days downwind, and average time spent outdoors. The results generally showed no statistically significant association between pulmonary function and these three incinerators, adjustment for gas oven/range use at home, length of residency, and smoking history in the mixed linear models. Two significant associations were that exposure to the hazardous waste incinerator in 1994 and to the municipal waste incinerator in 1993 were related to poor forced vital capacity. Sensitive subjects were not more adversely affected by incineration emissions than were hay fever or normal subjects. Possible explanations for the negative findings are low exposure levels and bias due to nondifferential misclassification of exposures.  相似文献

The APCA Critical Review entitled "Incineration of Hazardous Waste" was presented by E. Timothy Oppelt, Chief, Thermal Destruction Branch, Alternative Technologies Division of U.S. EPA’s Hazardous Waste Engineering Research Laboratory (Cincinnati). Mr. Oppelt presented his review at the 80th APCA Annual Meeting & Exhibition, held in New York City in June 1987. The Critical Review paper, published in the May 1987 issue of JAPCA, examined the current state of knowledge regarding hazardous waste incineration in an effort to put the technical and environmental issues into perspective. Prepared discussions presented during the Critical Review session are published here, along with additional comments and closing remarks by Mr. Oppelt. Howard M. Ellis, Chairman of the Critical Review Subcommittee of the Publications Committee, served as moderator of the 1987 Critical Review session.  相似文献

The California Air Resources Board (ARB) completed a series of source tests of eight operating biomedical waste incinerators (BMWI) under conditions of typical operation. The emissions of certain metals, and chlorinated dioxins and furans in the flue gases of BMWI are relatively high in comparison to emissions from other combustion sources, such as hazardous waste or municipal waste incinerators of modern design. This study reports on an analysis of the status of the existing regulatory framework and the California data base. Clarification of definitional issues at the federal level is needed to effectively treat BMWI management issues. Although few relationships among combustion parameters and emissions were uncovered, patterns of emissions were evident, suggesting commonality and relationships among the waste stream constituents and emissions. Potential implications for future research, operation of BMWI, controls and source reduction and waste segregation strategies are also discussed.  相似文献

Most of the reliability analyses performed today assume that the system being considered is either in the operating state or in the failed state. However, there are systems in use which are considered to be operational even when they are in certain degraded states. An example is art electrostatic precipitator. This paper will take advantage of the special physical structure of a precipitator to obtain a mathematical model for its reliability. BACKGROUND, AIMS AND SCOPE: In the first part of this paper the main principles which control the dehalogenation of polychlorinated aromatic compounds on municipal waste incineration fly ash (MWI-FA) have been discussed and the model fly ash of similar dehalogenation activity has been proposed. Even if both systems show comparable dehalogenation properties, the main question concerning the postulated identical reaction mechanism in both cases is left unanswered. The other very important point is to what extent is this dechlorination mechanism thermodynamically controlled. The same problem is often discussed in the literature also for the de novo synthetic reactions. From the data it is clear that metallic copper plays a decisive role in the mechanism of the dehalogenation reaction. Although the results reported in the first part strongly support the idea that copper acts in this dechlorination as the reaction component, in contrast to its generally accepted catalytic behaviour, we believed that additional support for this conclusion can be obtained with the help of a thermodynamic interpretation of the mechanism of the reaction. RESULTS AND DISCUSSION: The pathways of hexachlorobenzene dechlorination on MWI-FA and model fly ash were studied in a closed system at 260-300 degrees C under nitrogen atmosphere. These pathways were the same for both systems, with the following prevailing sequences: hexachlorobenzene --> pentachlorobenzene --> 1,2,3,5-tetrachlorobenzene --> 1,3,5-trichlorobenzene --> 1,3-dichlorobenzene. Thermodynamic calculations were carried out by using the method of minimization total Gibbs energy of the whole system. In the calculations, the following reaction components were taken into account: all gaseous chlorinated benzenes, benzene, hydrogen chloride, a gaseous trimer Cu3Cl3, and also Cu2O and CuCl2 as solid components. The effect of the reaction temperature and the amount of copper and water vapour were considered as well. The effect of reaction temperature was determined from the data calculated for the 500 to 750 K temperature region. The effect of the initial composition was determined for the molar amounts of copper = 0.01-3 moles and water vapour = 0.2 to 3 moles per mole of chlorobenzene isomer CONCLUSIONS: The results of hexachlorobenzene dechlorination by MWI-FA and model fly ash under comparable reaction conditions allow us to conclude that both dechlorinations proceed via the same dechlorination pathways, which can be taken as an evidence of the identical dehalogenation mechanism for both systems. The relative percentual distribution of the dehalogenated products depends on the temperature, but not on the initial amount of water vapour or copper metal. On the other hand, the initial amount of copper substantially affects the conversion of the dehalogenation as well as the molar ratio of Cu3Cl3 to HCl in the equilibrium mixture. Comparison of the experimental with thermodynamic results supports the idea that dehalogenation reactions are thermodynamically controlled. RECOMMENDATIONS AND OUTLOOK: Thermodynamic analysis of the dehalogenation reactions may prove useful for a wide range of pollutants. The calculations concerning polychlorinated biphenyls and phenols are under study.  相似文献

Since 1981, hospitals in Illinois have been prohibited from depositing hazardous infectious waste in landfills without first rendering the waste innocuous. The Illinois Pollution Control Board has adopted regulations indicating that incineration is an acceptable method for disposal of this waste. Emissions from incineration of the plastic-rich hospital waste are not well documented. Stack emissions of particles, hydrochloric acid, carbon monoxide, ethane, ethylene, propane and propylene were measured from a hospital incinerator where all of the hospital's waste (including hazardous infectious waste) was burned. Emission factors developed for each emission component were: particles 1.0–1.6 g/kg waste; hydrochloric acid 3.3–5.3 g/kg; carbon monoxide 1.4–1.8g/kg; ethane <0.002g/kg; ethylene <0.010g/kg; propane <0.012 g/kg; and propylene <0.011 g/kg  相似文献

Dry scrubbing of the flue gas from chemical waste incineration is becoming an increasingly viable alternative to wet scrubbing. This paper discusses the relative advantages and disadvantages of wet and dry scrubbing systems and compares the relative capital and operating costs. The design parameters of the dry scrubbing process are discussed, including reagent atomization, gas dispersion, gas temperatures, and particulate removal. The history of dry scrubbing process applications is discussed, including the successful European hazardous waste systems. Finally, a comparison is made among three very different hazardous waste incinerators in the U.S. that will utilize dry scrubbing systems.  相似文献

Abstract

In this analysis, human health risk due to exposure to municipal waste incinerator emissions is assessed as an example of the application of probabilistic techniques (e.g., Monte Carlo or Latin Hypercube simulations). Incinerator risk assessments are characterized by the dominance of indirect exposure, thus this analysis focuses on exposure via the ingestion of locally grown foods. In addition, since exposure to 2, 3, 7, 8-TCDD drives most incinerator risk assessments, this compound is the subject of the illustrative calculations. An important part of probabilistic risk assessment is determining the relative influence of the input parameters on the magnitude of the variance in the output distribution. This constitutes an important step toward prioritizing data needs for additional research. However, under various possible model forms reflecting incompletely understood aspects of contaminant transport, differences may be observed in estimates of risk, variance in risk, and the relative contributions of individual uncertain and variable inputs to the variance. In this analysis, a sequential structural decomposition of the relationships between the input variables is used to partition the variance in the output (i.e., risk) to identify the most influential contributors to overall variance among them. For comparison, the partitioning of variance is repeated, using techniques of multivariate regression. In summary, this study considers the degree to which results of a probabilistic assessment are contingent on critical model assumptions about the representation of deposition velocity. Specifically, this analysis assesses the impact on the results of uncertainty about the best model of the vapor/particle partitioning behavior of semi-volatile airborne pollutants.  相似文献

The emission of polycyclic aromatic hydrocarbons (PAH) caused by municipal waste incineration varies according to waste composition and operating parameters such as furnace temperature and excess air. However, to obtain a sample sufficient to measure the emission of PAH at trace levels, it is necessary to operate the incinerator for many hours. Since during these lengthy periods it has not always been possible to maintain stable conditions, it is very difficult to determine the relationship between the emission and waste composition.

In our basic research, therefore, we used municipal waste with an artificially regulated composition for our combustion experiments, and by using an experimental Incinerator we examined the emission behavior of PAH with respect to changes in waste composition and combustion conditions. The following facts were revealed by the results: ? The PAH found in the flue gas were predominantly the more volatile compounds.

? When municipal waste was incinerated at over 850 °C, the concentration of PAH in the flue gas increased rapidly as the proportion of plastics in the waste increased from 0 to 24 percent.

? The elimination of plastics from municipal waste by separate collection and the improvement of combustion conditions can effectively diminish the emission of PAH.

Abstract

A stabilization method for air pollution control (APC) residues from municipal solid waste incineration (MSWI) involving mixing of the residue with water and FeSO4 has been demonstrated on a semi-industrial scale on three types of APC residues: a semidry (SD) APC residue, a fly ash (FA), and an FA mixed with sludge (FAS) from a wet flue gas cleaning system. The process was performed in batches of 165-175 kg residue. It generates a wastewater that is highly saline but has a low content of heavy metals such as Cd, Cr, and Pb. The stabilized and raw residues have been subject to a range of leaching tests: the batch leaching test, the pH-static leaching test, the availability test, and the column test. These tests showed that the stabilized residues have remarkably improved leaching properties, especially with respect to Pb but also with respect to Cd, Cu, and Zn. The release of Pb was reduced by a factor of 250-36,000.  相似文献

Regulation to control air emissions of toxic organic compounds require the collection and analysis of effluent gas from low level sources such as hazardous waste incinerators. The standard SW- 846 Method specifies the use of Tenax and Tenax/charcoal adsorbent traps for collection of volatile organics from incinerators. This study evaluates passivated stainless steel canisters as an alternative to adsorbent traps to eliminate some of the problems associated with adsorbent sampling. Initially the stability of 18 nonpolar, volatile organic compounds was determined in Summa-treated stainless steel canisters with greater than 100 ppmv HCI and saturated with water vapor. All 18 components were stable for a twoweek period; however, an Interference caused a 10-fold increase In the FID response of trlchloroethylene, toluene, and chlorobenzene. No Interference of the ECD response was found for any of the 11 compounds detected with the ECD including trlchloroethylene. A pilot scale incinerator was sampled using canisters, and the destruction efficiency of 1,1,1-trichloroethane was determined at a concentration of less than 0.5 ppbv while determining 1,1-dichloroethylene, the major product of Incomplete combustion, at a concentration of 8000 ppbv from the same sample.  相似文献

Abstract

Municipal Solid Waste incinerator residues produced in two types of facilities were exhaustively characterized: granulometry, mineralogy, chemical composition, leaching behavior, and elemental distribution as a function of particle size. Air Pollution Control (APC) residues coming from a semi-dry scrubber have shown higher solubility than fly ashes originating in an Electrostatic Precipitator (ESP), as well as higher contents in volatile metals (Cd, Hg). Different metal speciation and distribution as a function of particle size have been found in fly ashes (ESP residues) and APC residues. In APC residues, heavy metals (with the exception of Hg) show a parabolic distribution with maxima in the smallest and largest particles, following the same profile as soluble salts. Metal distribution for APC residues exhibits that metals generally are not associated with silicate aluminate matrix. Results show the effect of adding lime to APC residues in metal speciation and distribution.  相似文献

Agricultural wastes (AW) are often characterized by varying pH and substantial contamination potential, which are mainly related to their high organic load, thus affecting—when improperly disposed of—soils, living organisms, and water bodies. Composting of AW is the most commonly used management option and results in the production of soil improver that enhances crop growth and contributes to agricultural sustainability. This study aims to present the framework for assessing human and ecosystem risk when compost produced from AW is applied on soil. In order to develop this framework, issues such as origin, composition and pre-treatment of AW, application rates on soils, bioavailability and mobility of contaminants present in compost, exposure routes and rates as well as determination of the fate of contaminants in soil, air, and water, should be taken into consideration.  相似文献

Abstract

An assessment of the short- and long-term hazards from municipal solid waste incinerator (MSWI) ash is made through the elemental analysis of 40 to 50 elements in the ash and leachates produced by several leaching procedures. The ash was analyzed using neutron activation analysis (NAA) and x-ray fluorescence (XRF). The leachates were analyzed using NAA and inductively-coupled plasma atomic emission spectroscopy (ICP). The leaching dynamics of an ash monofill were modelled with a series of extractions using simulated acid rain. An initial spike of the metals Ag, Ba, Be, Cr, Cu, Mo, Pb, Sr, and Zn in the leachates appears to be the greatest hazard posed by MSWI ash monofills. The elements As, Cd, Cu, Hg, Pb, S, and Zn were identified as potential long term hazards utilizing a sequential extraction procedure which approximates the total amount of the elements available over the lifetime of the monofill.

The pH of the resulting leachate is the single greatest factor governing the concentration of metals in solution, more important than the concentration of the element in the ash. These results are applied to an assessment of the suitability of the Toxicity Characteristic Leaching Procedure (TCLP) in measuring leaching potential of an MSWI ash monofill.  相似文献

The U.S. Congress and the U.S. Environmental Protection Agency believe that treatment and recovery techniques should be given maximum priority when considering methods for managing the nation's generated hazardous waste. A prohibition for the disposal of certain categories of hazardous wastes either directly onto or into the land without being treated to an accepted degree prior to such disposal practice has been promulgated.1 Wastes containing toxic metals and cyanide complexes have been selected as a group to be restricted. Due to the high generation rate associated with this category, a large capacity of waste treatment processing will be required. Existing and emerging treatment alternatives which are or have the potential to be employed for waste treatment of metal bearing wastes are presented in this paper.  相似文献

Abstract

This paper summarizes the Air & Waste Management Association’s International Specialty Conference, "Regional Photochemical Measurement and Modeling Studies," held in San Diego, California, on November 8-12,1993. The purpose of the conference was to facilitate exchange of information and to initiate better communication and interaction among scientists, air quality managers, regulators, and others involved in or applying tools (models and measurements to support the modeling efforts) that can be used to develop equitable and effective emissions management practices for attainment of ozone standards. Attendees heard more than 350 presentations from authors representing nearly 30 air quality and meteorological measurement and modeling studies from 18 countries. While the primary emphasis of the conference was technical, two policy sessions were included (Plenary and Concluding Sessions) to place the technical results in perspective with the policy issues. The technical agenda was divided into three subjects: Analysis of Field Measurements (results and interpretation), Modeling (status and results), and Other Topics. Papers presented at the conference are being published in a variety of journals or books to meet the needs of the scientific and policy communities. A complete bibliographical listing of the papers presented at the conference is included with this paper.

An unexpected outcome of the conference has been the development of an initiative for continuing the intercomparison of goals and scientific findings from regional air quality studies in Europe and North America, entitled “Regional Oxidants Programs Intercomparison” (ROxPIn). This paper will also discuss the goals and objectives of ROxPIn.  相似文献

The Waste Analysis Plan Review Advisor (WAPRA) system assists in the review of the Waste Analysis Plan Section of RCRA Part B facility permit applications. Specifically, this program automates two functions of the waste analysis plan review. First, the system checks all wastes which will be processed in the same treatment or disposal unit to identify possible chemical interactions which might pose a health threat to unit operators or degrade the performance of the waste processing unit. Second, sampling methods are analyzed and judged for appropriateness based on guidelines in EPA Reference SW-846. WAPRA is best classified as an intelligent database. It contains the expertise of a chemist in a menu-driven user-friendly interface.  相似文献
