The multi-scale approach to conserving forest biodiversity has been used in Sweden since the 1980s, a period defined by increased reserve area and conservation actions within production forests. However, two thousand forest-associated species remain on Sweden’s red-list, and Sweden’s 2020 goals for sustainable forests are not being met. We argue that ongoing changes in the production forest matrix require more consideration, and that multi-scale conservation must be adapted to, and integrated with, production forest development. To make this case, we summarize trends in habitat provision by Sweden’s protected and production forests, and the variety of ways silviculture can affect biodiversity. We discuss how different forestry trajectories affect the type and extent of conservation approaches needed to secure biodiversity, and suggest leverage points for aiding the adoption of diversified silviculture. Sweden’s long-term experience with multi-scale conservation and intensive forestry provides insights for other countries trying to conserve species within production landscapes.

Because of the limited spatial extent and comprehensiveness of protected areas, an increasing emphasis is being placed on conserving habitats which promote biodiversity within production forest. For this reason, alternative silvicultural programs need to be evaluated with respect to their implications for forest biodiversity, especially if these programs are likely to be adopted. Here we simulated the effect of varied rotation length and associated thinning regimes on habitat availability in Scots pine and Norway spruce production forests, with high and low productivity. Shorter rotation lengths reduced the contribution made by production trees (trees grown for industrial use) to the availability of key habitat features, while concurrently increasing the contribution from retention trees. The contribution of production trees to habitat features was larger for high productivity sites, than for low productivity sites. We conclude that shortened rotation lengths result in losses of the availability of habitat features that are key for biodiversity conservation and that increased retention practices may only partially compensate for this. Ensuring that conservation efforts better reflect the inherent variation in stand rotation lengths would help improve the maintenance of key forest habitats in production forests.  相似文献

China has among the highest biodiversities in the world, but faces extreme biodiversity losses due to the country’s huge population and its recent explosive socioeconomic development. Despite huge efforts and investments by the government and Chinese society to conserve biodiversity, especially in recent decades, biodiversity losses may not have been reversed, and may even have been exacerbated by unintended consequences resulting from these projects. China’s centralized approach to biodiversity conservation, with limited local participation, creates an inflexible and inefficient approach because of conflicts between local communities and national administrators over the benefits. Although community-based conservation may be an imperfect approach, it is an essential component of a successful future national conservation plan. Biodiversity conservation should be considered from the perspective of systems engineering and a governance structure that combines centralization with community-level conservation. In this paper, we describe China’s complex challenge: how to manage interactions between humans and nature to find win–win solutions that can ensure long-term biodiversity conservation without sacrificing human concerns.  相似文献

The natural range of variation of ecosystems provides reference conditions for sustainable management and biodiversity conservation. We review how the understanding of natural reference conditions of boreal forests in northern Europe has changed from earlier perceptions of even-aged dynamics driven by stand-replacing disturbances towards current understanding highlighting the role of non-stand-replacing disturbances and the resultant complex forest dynamics and structures. We show how earlier views and conceptual models of forest disturbance dynamics, including the influential ASIO model, provide estimates of reference conditions that are outside the natural range of variation. Based on a research synthesis, we present a revised forest reference model incorporating the observed complexity of ecosystem dynamics and the prevalence of old forests. Finally, we outline a management model and demonstrate its use in forest ecosystem management and show how regional conservation area needs can be estimated. Many threats to biodiversity can be predicted and are well mapped but others are uncertain in their extent, impact on biodiversity, and ability for conservation efforts to address, making them more difficult to account for in spatial conservation planning efforts, and as a result, they are often ignored. Here, we use a spatial prioritisation analysis to evaluate the consequences of considering only relatively well-mapped threats to biodiversity and compare this with planning scenarios that also account for more uncertain threats (in this case mining and armed conflict) under different management strategies. We evaluate three management strategies to address these more uncertain threats: 1. to ignore them; 2. avoid them; or 3. specifically target actions towards them, first individually and then simultaneously to assess the impact of their inclusion in spatial prioritisations. We apply our approach to the eastern Democratic Republic of the Congo (DRC) and identify priority areas for conserving biodiversity and carbon sequestration services. We found that a strategy that avoids addressing threats of mining and armed conflict more often misses important opportunities for biodiversity conservation, compared to a strategy that targets action towards areas under threat (assuming a biodiversity benefit is possible). We found that considering mining and armed conflict threats to biodiversity independently rather than simultaneously results in 13 800–14 800 km2 and 15 700–25 100 km2 of potential missed conservation opportunities when undertaking threat-avoiding and threat-targeting management strategies, respectively. Climate change is challenging conservation strategies for protected areas. To summarise current guidance, we systematically compiled recommendations from reviews of scientific literature (74 reviews fitting inclusion criteria) about how to adapt conservation strategies in the face of climate change. We focussed on strategies for designation and management of protected areas in terrestrial landscapes, in boreal and temperate regions. Most recommendations belonged to one of five dominating categories: (i) Ensure sufficient connectivity; (ii) Protect climate refugia; (iii) Protect a few large rather than many small areas; (iv) Protect areas predicted to become important for biodiversity in the future; and (v) Complement permanently protected areas with temporary protection. The uncertainties and risks caused by climate change imply that additional conservation efforts are necessary to reach conservation goals. Exploitation of natural forests forms expanding frontiers. Simultaneously, protected area frontiers aim at maintaining functional habitat networks. To assess net effects of these frontiers, we examined 16 case study areas on five continents. We (1) mapped protected area instruments, (2) assessed their effectiveness, (3) mapped policy implementation tools, and (4) effects on protected areas originating from their surroundings. Results are given as follows: (1) conservation instruments covered 3–77%, (2) effectiveness of habitat networks depended on representativeness, habitat quality, functional connectivity, resource extraction in protected areas, time for landscape restoration, “paper parks”, “fortress conservation”, and data access, (3) regulatory policy instruments dominated over economic and informational, (4) negative matrix effects dominated over positive ones (protective forests, buffer zones, inaccessibility), which were restricted to former USSR and Costa Rica. With 20% of the world’s forests, Russia has global potential in bioeconomy development, biodiversity conservation and climate change mitigation. However, unsustainable forest management based on ‘wood mining’ reduces this potential. Based on document analysis, participant observations and interviews, this article shows how non-state actors—environmental NGOs and forest companies—address forest resource depletion and primary forest loss in Russia. We analyse two key interrelated forest discourses driven by non-state actors in Russia: (1) intensive forest management in secondary forests as a pathway towards sustained yield and primary forest conservation; (2) intact forest landscapes as a priority in primary forest conservation. We illustrate how these discourses have been integrated into policy debates, institutions and practices and discuss their relation to relevant global discourses. Decaying root systems of harvested trees can be a significant component of belowground carbon storage, especially in intensively managed forests where harvest occurs repeatedly in relatively short rotations. Based on destructive sampling of root systems of harvested loblolly pine trees, we estimated that root systems contained about 32% (17.2 Mg ha−1) at the time of harvest, and about 13% (6.1 Mg ha−1) of the soil organic carbon 10 years later. Based on the published roundwood output data, we estimated belowground biomass at the time of harvest for loblolly-shortleaf pine forests harvested between 1995 and 2005 in South Carolina. We then calculated C that remained in the decomposing root systems in 2005 using the decay function developed for loblolly pine. Our calculations indicate that the amount of C stored in decaying roots of loblolly-shortleaf pine forests harvested between 1995 and 2005 in South Carolina was 7.1 Tg. Using a simple extrapolation method, we estimated 331.8 Tg C stored in the decomposing roots due to timber harvest from 1995 to 2005 in the conterminous USA. To fully account for the C stored in the decomposing roots of the US forests, future studies need (1) to quantify decay rates of coarse roots for major tree species in different regions, and (2) to develop a methodology that can determine C stock in decomposing roots resulting from natural mortality.  相似文献

Conservationists speculated on potential benefits to wildlife of lockdown restrictions because of the COVID-19 pandemic but voiced concern that restrictions impeded nature conservation. We assessed the effects of lockdown restrictions on biodiversity conservation in South Africa, a biodiverse country with economic inequality and reliance on wildlife resources. We solicited expert opinion using the IUCN’s Threats Classification Scheme to structure a questionnaire and illustrated responses with individual case studies from government parastatal and non-governmental conservation organisations. The most highly reported threats were biological resource use, residential/commercial developments, invasive species, and human intrusions. The trends reported by 90 survey respondents were supported by case studies using environmental compliance data from parastatal conservation organisations. Lack of tourism revenue and funding were cited as hindrances to conservation. The objectives of conservation have been focused ever more intensively for two decades on the preservation of "biodiversity." Emphasis has been on the losses of species through extinction. The cure has been the establishment of parks and reserves to protect "hot spots," especially in the tropics, where the diversity of species is high. The efforts in preservation have often extended to the development of connecting links among reserves to allow movements among them. The approach has been codified in law in the form of the Endangered Species Act in the United States and the Biodiversity Treaty, both of which address the issue species by species and each of which has obvious weaknesses. Such efforts may be appropriate but they are totally inadequate as the sum of activities in conservation in a world of 6 billion people with exploding technologies for exploiting virtually all of the earth for immediate human benefit. The biosphere is decaying rapidly as a habitat for all life, including people, not because of the extinction of species, but because of the progressive impoverishment of natural communities through human-induced chronic disruption that is now global and ubiquitous. The improverishment leads to progressive environmental dysfunction that is cumulative, but only in its later stages leads to extinction of species. Long before extinction becomes important, genetically distinct, local ecotypes are lost and the natural communities in which they were developed become improverished and dysfunctional. The most conspicuous disruption is that of climate, a global change in the environment of every ecosystem. The most elaborate and carefully interlinked array of natural reserves will succumb as climate is moved out from under them... and biodiversity will suffer the very extinctions the parks were established to avoid. But long before that, the human environment will suffer conspicuous and progressive impoverishment. The objective of conservation is the preservation of the integrity of function of landscapes (and waterbodies). Emphasis falls on forests in the normally naturally forested parts of the earth because forests are so large in area globally and have such a large influence on virtually every aspect of environment. Functional integrity requires structural integrity over 85% or more of the naturally forested zone in most areas. It also requires objective measurement and definition by the scientific community. Suddenly, conservation has become, not the preservation of biodiversity, honorable as that may be, but the preservation of the functional integrity of the human environment. That purpose is the central purpose that we assign to the governments that we establish in democracies to define and defend the public interest. It is past time for the scientific and conservation communities to recognize the urgency of this transition, join in defining competent new objectives for conservation, and to convey to the public the urgency of the need for governmental responsibility in protecting the public interest in a habitable biosphere.  相似文献

The jaguar Panthera onca requires large areas of relatively intact habitats containing adequate amounts of prey to survive. Since a substantial portion of jaguar range occurs outside of strict protected areas, there is a need for economic incentives for habitat conservation, which carefully managed selective logging can provide. Forest Stewardship Council and Pan European Forest Council certifications intended to regulate wood extraction to maintain the ecological functions of forests require evidence of biodiversity and ecosystem conservation. We draw on twelve surveys across four countries and a range of biomes to present evidence that adequate logging management can maintain jaguar populations, but that they are at risk without efficient control of secondary impacts of access and hunting. Where resident, the presence of jaguars can serve as an indication that the ecological requirements of certified timber extraction are being met. We present a gradient of rigor for monitoring, recommending cost-effective options.  相似文献

High levels of species richness and endemism make Myanmar a regional priority for conservation. However, decades of economic and political sanctions have resulted in low conservation investment to effectively tackle threats to biodiversity. Recent sweeping political reforms have placed Myanmar on the fast track to economic development—the expectation is increased economic investments focused on the exploitation of the country’s rich, and relatively intact, natural resources. Within a context of weak regulatory capacity and inadequate environmental safeguards, rapid economic development is likely to have far-reaching negative implications for already threatened biodiversity and natural-resource-dependent human communities. Climate change will further exacerbate prevailing threats given Myanmar’s high exposure and vulnerability. The aim of this review is to examine the implications of increased economic growth and a changing climate within the larger context of biodiversity conservation in Myanmar. We summarize conservation challenges, assess direct climatological impacts on biodiversity and conclude with recommendations for long-term adaptation approaches for biodiversity conservation.  相似文献

In the dry forest of southern Madagascar, a region of global conservation priority, formally protected areas are nearly totally absent. We illustrate how the continued existence of unique forest habitats in the Androy region is directly dependent on informal institutions, taboos, regulating human behavior. Qualitative interviews to map and analyze the social mechanisms underlying forest protection have been combined with vegetation analyses of species diversity and composition. Of 188 forest patches, 93% were classified as protected, and in Southern Androy all remaining forest patches larger than 5 ha were protected. Eight different types of forests, with a gradient of social fencing from open access to almost complete entry prohibitions, were identified. Transgressions were well enforced with strong sanctions of significant economic as well as religious importance. Analyses of species diversity between protected and unprotected forests were complicated because of size differences and access restrictions. However, since, for example, in southern Androy >90% of the total remaining forest cover is protected through taboos, these informal institutions represent an important, and presently the only, mechanism for conservation of the highly endemic forest species. We conclude that social aspects, such as local beliefs and legitimate sanctioning systems, need to be analyzed and incorporated along with biodiversity studies for successful conservation.  相似文献

Conservation policies are increasing in response to human-induced ecosystem degradation, but little is known about their interplay with natural disasters. Through an analysis of satellite imagery and field data we evaluated the impacts of a devastating earthquake on forest recovery and avoided forest loss estimated to have been obtained by two of the largest conservation programs in the world. Results show that more than 10% of the forests in Wenchuan County, Sichuan province, China were immediately affected by the 2008 earthquake, offsetting some gains in forest cover observed since the enactment of the conservation programs. But without the enactment of these conservation programs, the combined effects of human disturbance and earthquake-induced landslides could have severely reduced the region’s forest cover. The continuation—and enhancement—of incentives for participation in conservation programs will be important for reducing the environmental impacts of the combined effects of human disturbance and natural hazards not only in the study area but also in many disaster-prone regions around the world.  相似文献

More than 30 years after it was first proposed as a biodiversity conservation strategy, rewilding remains a controversial concept. There is currently little agreement about what the goals of rewilding are, and how these are best achieved, limiting the utility of rewilding in mainstream conservation. Achieving consensus about rewilding requires agreeing about what “wild” means, but many different definitions exist, reflecting the diversity of values in conservation. There are three key debates that must be addressed to find a consensual definition of “wild”: (1) to which extent can people and “wild” nature co-exist?; (2) how much space does “wild” nature need? and (3) what kinds of “wild” nature do we value? Islands harbor a disproportionate amount of the earth's biodiversity, but a significant portion has been lost due in large part to the impacts of invasive mammals. Fortunately, invasive mammals can be routinely removed from islands, providing a powerful tool to prevent extinctions and restore ecosystems. Given that invasive mammals are still present on more than 80% of the world's major islands groups and remain a premier threat to the earth's biodiversity, it is important to disseminate replicable, scaleable models to eradicate invasive mammals from islands. We report on a successful model from western México during the past decade. A collaborative effort between nongovernmental organizations, academic biologists, Mexican government agencies, and local individuals has resulted in major restoration efforts in three island archipelagos. Forty-two populations of invasive mammals have been eradicated from 26 islands. For a cost of USD 21,615 per colony and USD 49,370 per taxon, 201 seabird colonies and 88 endemic terrestrial taxa have been protected, respectively. These conservation successes are a result of an operational model with three main components: i) a tri-national collaboration that integrates research, prioritization, financing, public education, policy work, capacity building, conservation action, monitoring, and evaluation; ii) proactive and dedicated natural resource management agencies; and iii) effective partnerships with academic researchers in Mexico and the United States. What is now needed is a detailed plan to eradicate invasive mammals from the remaining islands in the region that integrates the needed additional financing, capacity, technical advances, and policy issues. Island conservation in western Mexico provides an effective approach that can be readily applied to other archipelagos where conservation efforts have been limited.  相似文献

Global trends of increasing rural–urban migration and population urbanization could provide opportunities for nature conservation, particularly in regions where deforestation is driven by subsistence agriculture. We analyzed the role of rural population as a driver of deforestation and its contribution to urban population growth from 1970 to the present in the Atlantic Forest of Argentina, a global conservation priority. We created future land-use-cover scenarios based on human demographic parameters and the relationship between rural population and land-cover change between 1970 and 2006. In 2006, native forest covered 50% of the province, but by 2030 all scenarios predicted a decrease that ranged from 18 to 39% forest cover. Between 1970 and 2001, rural migrants represented 20% of urban population growth and are expected to represent less than 10% by 2030. This modeling approach shows how rural–urban migration and land-use planning can favor nature conservation with little impact on urban areas.  相似文献

The COVID-19 pandemic has brought profound social, political, economic, and environmental challenges to the world. The virus may have emerged from wildlife reservoirs linked to environmental disruption, was transmitted to humans via the wildlife trade, and its spread was facilitated by economic globalization. The pandemic arrived at a time when wildfires, high temperatures, floods, and storms amplified human suffering. These challenges call for a powerful response to COVID-19 that addresses social and economic development, climate change, and biodiversity together, offering an opportunity to bring transformational change to the structure and functioning of the global economy. This biodefense can include a “One Health” approach in all relevant sectors; a greener approach to agriculture that minimizes greenhouse gas emissions and leads to healthier diets; sustainable forms of energy; more effective international environmental agreements; post-COVID development that is equitable and sustainable; and nature-compatible international trade. Restoring and enhancing protected areas as part of devoting 50% of the planet’s land to environmentally sound management that conserves biodiversity would also support adaptation to climate change and limit human contact with zoonotic pathogens. The essential links between human health and well-being, biodiversity, and climate change could inspire a new generation of innovators to provide green solutions to enable humans to live in a healthy balance with nature leading to a long-term resilient future.  相似文献
