Resource purchasing funds have become a major tool for environmental protection and resource conservation. These funds use various strategies to target resources for conservation, the choice of which may lead to striking differences in environmental performance. This paper develops an analytical framework to analyze the impact of alternative targeting strategies on different interest groups, including consumers, producers, labor, and environmentalists. We show that ignoring the output price effect of purchasing funds reduces environmental gain and in some cases may make a purchasing fund counterproductive, and we argue that the optimal design of targeting criteria must consider the price feedback effect. 相似文献

Apparent competition is an indirect interaction between 2 or more prey species through a shared predator, and it is increasingly recognized as a mechanism of the decline and extinction of many species. Through case studies, we evaluated the effectiveness of 4 management strategies for species affected by apparent competition: predator control, reduction in the abundances of alternate prey, simultaneous control of predators and alternate prey, and no active management of predators or alternate prey. Solely reducing predator abundances rapidly increased abundances of alternate and rare prey, but observed increases are likely short‐lived due to fast increases in predator abundance following the cessation of control efforts. Substantial reductions of an abundant alternate prey resulted in increased predation on endangered huemul (Hippocamelus bisulcus) deer in Chilean Patagonia, which highlights potential risks associated with solely reducing alternate prey species. Simultaneous removal of predators and alternate prey increased survival of island foxes (Urocyon littoralis) in California (U.S.A.) above a threshold required for population recovery. In the absence of active management, populations of rare woodland caribou (Rangifer tarandus caribou) continued to decline in British Columbia, Canada. On the basis of the cases we examined, we suggest the simultaneous control of predators and alternate prey is the management strategy most likely to increase abundances and probabilities of persistence of rare prey over the long term. Knowing the mechanisms driving changes in species’ abundances before implementing any management intervention is critical. We suggest scientists can best contribute to the conservation of species affected by apparent competition by clearly communicating the biological and demographic forces at play to policy makers responsible for the implementation of proposed management actions. Abstract: Evaluations of the success of different conservation strategies are still in their infancy. We used four different measures of project outcomes—ecological, economic, attitudinal, and behavioral—to test hypotheses derived from the assumptions that underlie contemporary conservation solutions. Our hypotheses concerned the effects of natural resource utilization, market integration, decentralization, and community homogeneity on project success. We reviewed the conservation and development literature and used a specific protocol to extract and code the information in a sample of papers. Although our results are by no means conclusive and suffer from the paucity of high-quality data and independent monitoring (80% of the original sample of 124 projects provided inadequate information for use in this study), they show that permitted use of natural resources, market access, and greater community involvement in the conservation project are all important factors for a successful outcome. Without better monitoring schemes in place, it is still impossible to provide a systematic evaluation of how different strategies are best suited to different conservation challenges. 相似文献

Abstract: As the process of marine-protected-area design and implementation evolves, the incorporation of new tools will advance our ability to create and maintain effective protected areas. We reviewed characteristics and approaches that contribute to successful global marine conservation efforts. One successful characteristic emphasized in most case studies is the importance of incorporating stakeholders at all phases of the process. Clearly defined goals and objectives at all stages of the design process are important for improved communication and standardized expectations of stakeholder groups. The inclusion of available science to guide the size and design of marine protected areas and to guide clear monitoring strategies that assess success at scientific, social, and economic levels is also an important tool in the process. Common shortcomings in marine conservation planning strategies include government instability and resultant limitations to monitoring and enforcement, particularly in developing nations. Transferring knowledge to local community members has also presented challenges in areas where in situ training, local capacity, and existing infrastructure are sparse. Inaccessible, unavailable, or outdated science is often a limitation to conservation projects in developed and developing nations. To develop and maintain successful marine protected areas, it is necessary to acknowledge that each case is unique, to apply tools and lessons learned from other marine protected areas, and to maintain flexibility to adjust to the individual circumstances of the case at hand. 相似文献
