For wildlife conservation to succeed in developing countries, people who live in or near protected areas must receive benefits that offset the costs of their reduced access to natural resources. International trophy hunting is currently generating significant economic benefits for residents of game management areas in Zambia. This has been made possible through a revolving fund and an administrative program that direct revenues from trophy hunting to local wildlife management and community development projects. Benefits might be enhanced by better biological information for management, greater local participation in the allocation and operation of hunting concessions, and the promotion of ecological and ethical standards for trophy hunting. An international system of certification for trophy hunting operations could foster these improvements.  相似文献

One important debate regarding Reducing Emissions from Deforestation and Forest Degradation (REDD+) in developing countries concerns the manner in which its implementation might affect local and indigenous communities. New ways to implement this mechanism without harming the interests of local communities are emerging. To inform this debate, we conducted a qualitative research synthesis to identify best practices (BPs) from people‐centered approaches to conservation and rural development, developed indicators of BPs, and invited development practitioners and researchers in the field to assess how the identified BPs are being adopted by community‐level REDD+ projects in Latin America. BPs included: local participation in all phases of the project; project supported by a decentralized forest governance framework; project objectives matching community livelihood priorities; project addressing community development needs and expectations; project enhancing stakeholder collaboration and consensus building; project applying an adaptive management approach; and project developing national and local capacities. Most of the BPs were part of the evaluated projects. However, limitations of some of the projects related to decentralized forest governance, matching project objectives with community livelihood priorities, and addressing community development needs. Adaptive management and free and prior informed consent have been largely overlooked. These limitations could be addressed by integrating conservation outcomes and alternative livelihoods into longer‐term community development goals, testing nested forest governance approaches in which national policies support local institutions for forest management, gaining a better understanding of the factors that will make REDD+ more acceptable to local communities, and applying an adaptive management approach that allows for social learning and capacity building of relevant stakeholders. Our study provides a framework of BPs and indicators that could be used by stakeholders to improve REDD+ project design, monitoring, and evaluation, which may help reconcile national initiatives and local interests without reinventing the wheel. SUMMARY

The search for innovative methods for improving relations between parks and people has led to various conservation and development projects around the world. Nepal's almost three decades of experience in park management in a variety of institutional settings offers valuable lessons in the challenges and opportunities for enlisting local support for conservation. Citing several macro and micro-level case studies from around the country, this paper provides a comparative perspective on the significance of tourism-focused conservation and community development activities in resolving conflicts between parks and local people.  相似文献

Ecotourism in protected areas plays an important role in establishing mutually beneficial relationships among local people, the protected area, and tourism that are essential in protected area management. However, to properly manage protected areas, local people should be major stakeholders in order to maximize local economic benefits and obtain support for conservation efforts. This study assesses the current status of local people's economic participation in tourism in the Wolong Nature Reserve using a questionnaire survey. Through evaluation of geographic origin, income, and occupational distribution of operators engaged in tourism-related business, we identified and discussed constraints and opportunities for economic participation of local people. Economic inequity was found among local people, as well as between locals and non-locals, due to limited startup capital and operational skills. At present, only a small percentage of local people receive revenue directly from tourism. In addition, economic leakage and local dependence on natural resources still exist in the study area. To promote ecotourism and sustainable development, the relationships among tourism, local people, and biodiversity conservation in the study area must be strengthened. According to the findings, some suggestions are offered to protected area managers to foster better relationships.  相似文献

Protected areas (PAs) are a key strategy for protecting biological resources, but they vary considerably in their effectiveness and are frequently reported as having negative impacts on local people. This has contributed to a divisive and unresolved debate concerning the compatibility of environmental and socioeconomic development goals. Elucidating the relationship between positive and negative social impacts and conservation outcomes of PAs is key for the development of more effective and socially just conservation. We conducted a global meta‐analysis on 165 PAs using data from 171 published studies. We assessed how PAs affect the well‐being of local people, the factors associated with these impacts, and crucially the relationship between PAs’ conservation and socioeconomic outcomes. Protected areas associated with positive socioeconomic outcomes were more likely to report positive conservation outcomes. Positive conservation and socioeconomic outcomes were more likely to occur when PAs adopted comanagement regimes, empowered local people, reduced economic inequalities, and maintained cultural and livelihood benefits. Whereas the strictest regimes of PA management attempted to exclude anthropogenic influences to achieve biological conservation objectives, PAs that explicitly integrated local people as stakeholders tended to be more effective at achieving joint biological conservation and socioeconomic development outcomes. Strict protection may be needed in some circumstances, yet our results demonstrate that conservation and development objectives can be synergistic and highlight management strategies that increase the probability of maximizing both conservation performance and development outcomes of PAs.  相似文献

SUMMARY

This paper explores the roles GIS technology can play in support of land management, focusing in particular on its application in protected environments such as Biosphere Reserves. These ecologically significant areas present complex planning situations since, unlike areas set aside solely for conservation, they must continue to support human populations that depend on natural resources for their economic and social well being. In situations such as marginal tropical locations, land managers often face major economic and political disincentives to the conservation of precious natural resources. The necessity for community participation and local expertise in the planning process becomes increasingly critical as GIS evolves from a basic presentation aid for spatial data to a synthesizing problem-solving tool. Coupled with enhanced community participation is the opportunity for greater education of stakeholders; the potential for GIS to serve as a medium for information gathering and dissemination is discussed. A case study in the Sierra de Manantlán Biosphere Reserve (SMBR), México, is presented.  相似文献

Participatory approaches to conservation are viewed as a plausible alternative to the old ‘fortress conservation’ approach. The design and implementation of these approaches in developing countries have tended to embrace community participation through decentralized governance mechanisms in the past three decades. However, sustainable conservation approaches that maintain community livelihoods while conserving biodiversity are challenged with meeting both objectives. In addressing this challenge, little attention has been given to an empirical analysis of community’s satisfaction levels on how they participated in the design and implementation of this approach. In this article, we use a mixed method approach using both quantitative and qualitative data to examine levels of satisfaction and participation of local communities in the Idodi-Pawaga Wildlife Management Area (WMA), south-western Tanzania. We find that social economic factors (e.g. age, household size, gender, number of years living in the same location and participation/non-participation) influence, in different ways, the satisfaction levels of community’s participation towards the WMA creation. Due to inadequate participation, we find that the WMA design and implementation process failed from the beginning to actively involve the local communities and this has resulted in the near absence of the promised economic benefits from wildlife conservation. We suggest that participation should go beyond the simple information sharing to actively engage the local communities in key planning activities from the beginning of any WMA programme. It is also important to take into consideration their levels of satisfaction with the process of decision-making if meaningful decentralized governance is to be achieved.  相似文献

Abstract: Scientific understanding of the role of development in conservation has been hindered by the quality of evaluations of integrated conservation and development projects. We used a quasi‐experimental design to quantitatively assess a conservation and development project involving commercial butterfly farming in the East Usambara Mountains of Tanzania. Using a survey of conservation attitudes, beliefs, knowledge, and behavior, we compared 150 butterfly farmers with a control group of 170 fellow community members. Due to the nonrandom assignment of individuals to the two groups, we used propensity‐score matching and weighting in our analyses to control for observed bias. Eighty percent of the farmers believed butterfly farming would be impossible if local forests were cleared, and butterfly farmers reported significantly more participation in forest conservation behaviors and were more likely to believe that conservation behaviors were effective. The two groups did not differ in terms of their general conservation attitudes, attitudes toward conservation officials, or knowledge of conservation‐friendly building techniques. The relationship between butterfly farming and conservation behavior was mediated by dependency on butterfly farming income. Assuming unobserved bias played a limited role, our findings suggest that participation in butterfly farming increased participation in conservation behaviors among project participants because farmers perceive a link between earnings from butterfly farming and forest conservation.  相似文献

The objective of this study was to elicit community perceptions on the effectiveness of the CAMPFIRE programme, a community initiative, designed to benefit rural communities in Gonono ward in the Zambezi valley. Five villages and 76 respondents were selected from the ward using simple random sampling. Data collection included a structured questionnaire administered to households, semi-structured interviews with key informants, such as chiefs, headmen and local council staff, transect walks and participant observations. The results of the study revealed that, although the CAMPFIRE concept has been instrumental in creation of employment and infrastructure, the local community considers that no significant changes have occurred to their livelihoods. The findings suggest that the current model of wildlife conservation in Zimbabwe is not promoting total community participation. Future models need to focus on total involvement and independence from government structures. However, this can only happen when there is sufficient capacity building in communities on a wide number of issues, including general management, to ensure long-term sustainability.  相似文献
