The Porter hypothesis claims that a strong environmental policy best serves the interests of a nation's export industry. While this hypothesis seems to be based on some form of bounded rationality, this paper argues that governments may have good reasons for setting an especially strong environmental policy even though firms are fully rational. If the available abatement technology turns the environment into an “inferior input”, competitiveness is spurred by a strong environmental policy. The government should take advantage of this, and set an especially strict emission quota or an especially high emission tax. The findings in the paper also has consequences for the desirability of international cooperation with respect to national environmental policy. If a strict environmental policy spurs competitiveness, the environment is better protected without cooperation. 相似文献

In recent years, public debate over the standard setting process related to fluoride in drinking water and the fiuoridation of water supplies has been steeped in much controversy. Discussion of such issues has been con strained by the limited consideration of options relevant to particular problems. To examine the responses to specific issues, we presented an analysis of the problem of excessive fluoride in drinking water to a group of 120 experts. Ninety-seven of the 120 responded to a detailed mail questionnaire distributed as part of a larger exploratory survey. Definite patterns in preferences were noted with certain aspects of the problem, although in some cases significant differences were found due to such factors as the institutional affiliation, residential status, and the length of professional experience of the participants. In general, our experts preferred immediate corrective action over extensive further research into the reduction of scientific uncertainties; were willing to take personal action to obtain fluoride-free water rather than wait for official action; preferred the supplier to fluoridate the supplies, if needed; and favoured a strong local control of such issues with consumers of public water systems and private well owners shouldering much of the financial responsibility. Preliminary results from such exploratory surveys can lead to insightful research hypotheses for further testing. Verification of such hypotheses by consumers, from areas with excessive fluoride in drinking water, is a valuable area for future research. 相似文献

This paper proposes a positive theory of environmental instrument choice. We study a democratic society that seeks to lower the level of pollution from industrial sources to a pre-specified target. The target can be implemented by one of three instruments: [S]: uniform emission standards; [P]: tradeable permits; and [T]: emission taxes. The conflict of interest between special-interests, representing polluters, and the electorate is resolved by an elected politician. We characterize when each of the three policy instruments is chosen in political equilibrium and show that the transition, observed in many countries, from [S] to either [P] or [T] can be understood as a natural consequence of increasingly ambitious environmental targets. 相似文献

Cost-effective environmental policy generally requires that all emission sources are faced with the same tax. In this paper I discuss how the existence of induced technological change may alter this result, if at least some of the effect is external to the firm. Focusing on Learning by doing (LBD) effects in abatement activities, it is shown that emission sources with external learning effects should be faced with a higher tax than emission sources with only autonomous technological change. By using simple numerical simulations, it is further investigated to what degree a cost-effective climate policy differs from a free quota market, under various assumptions about learning effects, diffusion of technology and environmental targets. The results indicate that optimal taxes may be significantly higher in the industrial world than in the developing world. Moreover, the industrial world's share of global abatement may be much higher in a cost-effective solution than in a free quota market. The global cost savings of a fully flexible implementation of the Kyoto Protocol are further questioned, as potential spillover effects of technological growth in the industrial world are not internalised in the market. 相似文献

This paper presents the results of a programming model which examines the relative performance of different regulatory regimes under uncertainty in controlling toxic wastes discharged by industry to a central treatment plant when the central is subject to threshold-type losses in treatment performance. Four regulatory regimes are examined: non-market quantity, price, marketable permit, and mixed price-quantity. The theoretical framework of the model is based on the analysis of prices vs quantities by Weitzman in 1974 and its extension to the case of a discontinuous threshold effect. The data used are based on the situation of Bridgeport, Connecticut, which has a number of metal finishing firms. 相似文献

Although optimal fishery policy has been derived from different kinds of economic and biological models, the interaction of fishing policy with artificial stocking policy has not been explicitly considered. We here determine optimal size limits, fishing effort, and stocking rate for three cases of interest: (1) recruitment-limited population, pre-recruitment stocking; (2) adult biomass-limited population, post-recruitment stocking; and (3) adult biomass-limited and recruitment-limited population, post-recruitment stocking. Results show that lower size limits should be set at the size at which the current market value exceeds the total future value of an individual, both to the fishery and to reproduction. Imposition of upper size limits is rarely optimal. Stocking is advisable when the hatchery cost times the relative contribution of stocking to recruitment is less than the contribution to the value of the catch. Optimal policy ranges from infinite effort at a specific size limit with maximum stocking when the cost of stocking is zero, to lower values of size limit and effort as stocking costs increase, the amount of stocking decreases, and more natural reproduction is optimal. Thus, as hatchery costs decline (or value of captured fish increases), optimal stocking/fishery policy varies from an unstocked fishery to a “put and take” fishery. The results are applied to the sturgeon fishery in the San Francisco Bay Estuary as an example. They imply that a reduced lower size limit and greater fishing mortality together with stocking would be optimal, but that current levels are conservative. The stocking decision depends critically on the values of parameters that are currently poorly known, such as: hatchery costs, survival to the fishery and the mechanisms controlling the sturgeon population. 相似文献

Using a national survey and a discrete choice experiment format, we estimate demand for environmental polices to improve health. We use a richly detailed community-level approach that describes illnesses avoided, premature deaths avoided, policy duration, and the affected population size. We allow preferences for policy attributes to vary systematically with the scenario design, with the source of risk and type of health threat, and with respondent characteristics. Using a willingness to pay (WTP) framework similar to that used for studies of individual risk, we find that omission of illness information leads to an upward bias in estimates of the value of avoided premature deaths and that individuals view avoided deaths and avoided illnesses as substitutes. We also find evidence of strongly diminishing marginal utility in policy scope. Differences in marginal WTP from different sources of risk or types of illness appear very small relative to differences associated with respondent characteristics and/or perceptions. In determining public policy measures, the value of information about the functional relationships between targets and instruments can hardly be understated. In the present paper these macrorelations are obtained for a competitive industry by way of aggregation over many individual firms following simple behavioristic patterns. With the exact knowledge of the macrorelations, obtaining the numerical values of the instruments becomes a simple mathematical programming problem. These principles are applied in examination of the water pollution problems generated by the dairy industry in the Santa Ana River Basin where local governments face the problem of controlling environmental quality with minimum opportunity costs in terms of output. 相似文献

This paper describes a process to develop and establish an environmental policy and its associated environmental targets, objectives, and management programmes. The environmental policy is defined in a statement which addresses the company expectations for programmes that are important to assure adequate environmental protection and define its future commitment towards preventing pollution and continuously improving the effectiveness of its environmental protection programmes. A set of environmental objectives, derived from the policy, define the overall goals which will ensure that the company's environmental performance will remain consistent with the commitment identified in its policy when its environmental management system (EMS) is implemented, Environmental targets reflect the requirements and standards that the company must strive to achieve each objective and minimize any harmful environmental impacts from its production and manufacturing processes or other activities. In addition to defining specific targets, environmental management programmes are also used to guide EMS implementation. These programmes, however, must provide the company with the necessary flexibility to select the most appropriate technologies to enhance its own processes and prudently allocate its available financial resources in areas that return the greatest overall environmental benefit.Though they are expected to allow some discretion in the allocation of resources targeted towards environmental protection, EMS programmes must also provide assurance that the corporation environmental policy, objectives, targets, and management programmes do not result in a facility failure to adhere to all of its certification requirements. This study explores the linkages between trade policy, corruption, and environmental policy. We begin by presenting a theoretical model that produces several testable predictions, including: (i) the effect of trade liberalization on the stringency of environmental policy depends on the level of corruption; and (ii) corruption reduces environmental policy stringency. Using panel data from a mix of developed and developing countries from 1982 to 1992, we find evidence that supports these conjectures. We view these results as representing an attempt at understanding the myriad of complex relationships that exist in an open economy. 相似文献

A method of predicting and comparing the immediate impact of different environmental policies and of selecting the optimal policy is suggested in this paper. The degradation of water quality by a polluting industry is used to demonstrate this approach. Aggregation over this industry consists of firms with “putty clay” properties in production, and credit constraints in the capital market generate the macrorelations. The macrorelations which depend on the level of the policy variables are expressed in terms of probabilities and moments of the distribution of the microrelations and are used for different planning purposes. 相似文献

A survey was conducted on 15th November, 1970, in mangrove forests and backwater regions of a section of the Vellar-Coleroon estuarine complex; a total of 19 stations were occupied. Detailed investigations on nutrients, pigments, and plankton were carried out. The following ranges in values were recorded: salinity, 10.40 to 30.50; pH, 7.50 to 8.30; temperature, 29.50° to 30.50°C; total phosphorus, 0.72 to 3.34 g at/l; inorganic phosphate, 0.19 to 1.59 g at/l; ammonia, 0.34 to 0.36 g at/l; nitrite, 0.11 to 0.25 g at/l; nitrate, 2.85 to 6.94 g at/l; silicate, 18.49 to 134.92 g at/l. Dissolved oxygen content ranged from a minimum of 3.69 ml to a maximum of 5.44 ml/l. Chlorophyll a ranged from an undetectable amount to 1.01 mg/m3, chlorophyll b from 0.02 to 0.85 mg/m3, chlorophyll c from 0 to 0.41 mg/m3 and carotenoids from 0 to 0.74 MSPU/m3. The plankton displacement volume ranged from a negligible amount to 3.60 cm3/m3; seston varied between 0.29 and 0.91 g/l. Phytoplankton was abundant at 3 stations; at other stations zooplankton was abundant. Coscinodiscus, Asterionella and Ditylum were the dominant forms among the phytoplankton; Oithona, Acrocaanus, Euterpina, Centropages, Corycaeus, Lucifer and Oikocreura were dominant among the zooplankton. Phytoplankton and zooplankton populations, as percentage of the total plankton, varied between 3.70 and 89.00% and between 11 and 96.30%, respectively. Average gross production values in the mangrove and back-water stations were 7.56 and 3.33 g C/m3/day, and the net production values 6.29 and 2.67 g C/m3/day, respectively. 相似文献

In developing countries, there is controversy over the correct perception regarding environmental and developmental issues. Few studies have examined the perception of low-income nationals in regards to social and environmental issues. This paper looks at the relationship between socio-demographic factors and the groups’ perceived priority regarding environmental and social issues in Wujin County. The results indicated that most residents, specifically the young, government employed and the urban community consider environmental issues to be serious, especially in relation to air pollution and water pollution. Furthermore, many residents feel it is important to rank environmental problems that are related to other social and economic issues, and that environmental protection must be set as a priority in Wujin County. Compared to social issues, environmental concern was greater among the young, government employed, and the urban community, because of their higher education and affluence. In addition, 66.2% of residents consider environmental protection to be more important than economic development. Thus, environmental protection must be set as a high priority in Wujin County, in order to face the many social and environmental challenges inherent in development. 相似文献

This paper investigates privately and socially optimal patterns of economic development in a two-sector endogenous growth model with clean and dirty goods. We consider a second-best fiscal policy framework in which distortionary taxes jointly influence economic growth and environmental quality. In this policy setting, three conditions produce an Environmental Kuznets Curve (EKC): (i) dirty output is bounded; (ii) clean output grows endogenously; and (iii) growth in the dirty sector reduces growth in the clean sector. These conditions do not arise with a consumption externality, but can emerge with a production externality. Endogenous labor supply implications are also investigated. Although not necessary for producing an EKC, endogenous labor supply provides additional linkages that produce an EKC under circumstances in which it would otherwise not appear. 相似文献

Depth distribution, zonation pattern and growth morphology of 17 hermatypic and 4 ahermatypic coral species were investigated at eight different locations along the Bermuda platform with the research submersible GEO and by SCUBA diving in August–September 1983. Hermatypic coral growth occurs to a depth of 50 to 70 m, with a single Montastrea cavernosa growing at 78 m. Dominant forms in shallow-water coral communities are Diploria sp. and Porites astreoides, while M. cavernosa, Agaricia fragilis and Scolymia cubensis occur in deep-water associations below 60 m. Vertical visibilities (up to 178 m) and distribution of the photosynthetically active radiation revealed good light penetration values (1% level at about 100 m depth), which should favour hermatypic coral growth to a much greater depth than it actually occurs. Nor should the prevailing temperatures limit the depth of coral growth. Most deep-water hermatypes observed grow on remnants of Pleistocene reefs down to about 60 m. The vast areas of large massed rhodolith nodules below 50 to 60 m are unsuitable bottom for coral colonisation. Macroalgae growth seems to be the strongest factor controlling coral growth in deep water. Bermuda stony corals have a low growth form diversity. Various intraspecific morphs may occur at the same as well as at different depths, with a general trend towards flatter shapes with depth. Comparison with a similar study on Red Sea corals suggests that annual distribution of radiant energy on the most northern Atlantic reefs of Bermuda may be responsible for the occurrence of flat and cuplike growth forms in relatively shallow water, and for the shallower depth limits of hermatypic growth. 相似文献

The large investments needed if loss of biological diversity is to be stemmed will likely lead to increased public and political scrutiny of conservation strategies and the science underlying them. It is therefore crucial to understand the degree of consensus or divergence among scientists on core scientific perceptions and strategies most likely to achieve given objectives. I developed an internet survey designed to elucidate the opinions of conservation scientists. Conservation scientists (n =583) were unanimous (99.5%) in their view that a serious loss of biological diversity is likely, very likely, or virtually certain. Scientists' agreement that serious loss is very likely or virtually certain ranged from 72.8% for Western Europe to 90.9% for Southeast Asia. Tropical coral ecosystems were perceived as the most seriously affected by loss of biological diversity; 88.0% of respondents familiar with that ecosystem type agreed that a serious loss is very likely or virtually certain. With regard to conservation strategies, scientists most often viewed understanding how people and nature interact in certain contexts and the role of biological diversity in maintaining ecosystem function as their priorities. Protection of biological diversity for its cultural and spiritual values and because of its usefulness to humans were low priorities, which suggests that many scientists do not fully support the utilitarian concept of ecosystem services. Many scientists expressed a willingness to consider conservation triage, engage in active conservation interventions, and consider reframing conservation goals and measures of success for conservation of biological diversity in an era of climate change. Although some heterogeneity of opinion is evident, results of the survey show a clear consensus within the scientific community on core issues of the extent and geographic scope of loss of biological diversity and on elements that may contribute to successful conservation strategies in the future. 相似文献

Polycyclic aromatic hydrocarbons (PAHs) are a large group of organic compounds with two or more fused aromatic rings. They
have a relatively low solubility in water, but are highly lipophilic. Most of the PAHs with low vapour pressure in the air
are adsorbed on particles. When dissolved in water or adsorbed on particulate matter, PAHs can undergo photodecomposition
when exposed to ultraviolet light from solar radiation. In the atmosphere, PAHs can react with pollutants such as ozone, nitrogen
oxides and sulfur dioxide, yielding diones, nitro- and dinitro-PAHs, and sulfonic acids, respectively. PAHs may also be degraded
by some microorganisms in the soil. PAHs are widespread environmental contaminants resulting from incomplete combustion of
organic materials. The occurrence is largely a result of anthropogenic emissions such as fossil fuel-burning, motor vehicle,
waste incinerator, oil refining, coke and asphalt production, and aluminum production, etc. PAHs have received increased attention
in recent years in air pollution studies because some of these compounds are highly carcinogenic or mutagenic. Eight PAHs
(Car-PAHs) typically considered as possible carcinogens are: benzo(a)anthracene, chrysene, benzo(b)fluoranthene, benzo(k)fluoranthene,
benzo(a)pyrene (B(a)P), dibenzo(a,h)anthracene, indeno(1,2,3-cd)pyrene and benzo(g,h,i)perylene. In particular, benzo(a)pyrene
has been identified as being highly carcinogenic. The US Environmental Protection Agency (EPA) has promulgated 16 unsubstituted
PAHs (EPA-PAH) as priority pollutants. Thus, exposure assessments of PAHs in the developing world are important. The scope
of this review will be to give an overview of PAH concentrations in various environmental samples and to discuss the advantages
and limitations of applying these parameters in the assessment of environmental risks in ecosystems and human health. As it
well known, there is an increasing trend to use the behavior of pollutants (i.e. bioaccumulation) as well as pollution-induced
biological and biochemical effects on human organisms to evaluate or predict the impact of chemicals on ecosystems. Emphasis
in this review will, therefore, be placed on the use of bioaccumulation and biomarker responses in air, soil, water and food,
as monitoring tools for the assessment of the risks and hazards of PAH concentrations for the ecosystem, as well as on its

Government agencies faced with politically controversial decisions often discount or ignore scientific information, whether from agency staff or nongovernmental scientists. Recent developments in scientific integrity (the ability to perform, use, communicate, and publish science free from censorship or political interference) in Canada, Australia, and the United States demonstrate a similar trajectory. A perceived increase in scientific‐integrity abuses provokes concerted pressure by the scientific community, leading to efforts to improve scientific‐integrity protections under a new administration. However, protections are often inconsistently applied and are at risk of reversal under administrations publicly hostile to evidence‐based policy. We compared recent challenges to scientific integrity to determine what aspects of scientific input into conservation policy are most at risk of political distortion and what can be done to strengthen safeguards against such abuses. To ensure the integrity of outbound communications from government scientists to the public, we suggest governments strengthen scientific integrity policies, include scientists’ right to speak freely in collective‐bargaining agreements, guarantee public access to scientific information, and strengthen agency culture supporting scientific integrity. To ensure the transparency and integrity with which information from nongovernmental scientists (e.g., submitted comments or formal policy reviews) informs the policy process, we suggest governments broaden the scope of independent reviews, ensure greater diversity of expert input and transparency regarding conflicts of interest, require a substantive response to input from agencies, and engage proactively with scientific societies. For their part, scientists and scientific societies have a responsibility to engage with the public to affirm that science is a crucial resource for developing evidence‐based policy and regulations in the public interest. 相似文献

This paper assesses whether individuals change their transportation choices in response to ‘Spare the Air’ (STA) advisories, a public voluntary information program in the San Francisco Bay Area that elicits reductions in ozone-producing activities. Since STAs are issued when ozone levels are predicted to exceed a particular threshold, we use a regression discontinuity design to identify the effect of STAs. We also use traffic conditions in Southern California, an area without STAs, to estimate difference-in-differences models. The results suggest that STAs reduce traffic volume and slightly increase the use of public transit, supporting a potential role for voluntary information programs that directly target individuals as a means for improving local air quality. 相似文献
