Few studies have comprehensively measured the effect on water quality of catchment rehabilitation measures in comparison with baseline conditions. Here we have analyzed water clarity and nutrient concentrations and loads for a 13-year period in a headwater catchment within the western Waikato region, New Zealand. For the first 6 years, the entire catchment was used for hill-country cattle and sheep grazing. An integrated catchment management plan was implemented whereby cattle were excluded from riparian areas, the most degraded land was planted in Pinus radiata, channel banks were planted with poplar trees and the beef cattle enterprise was modified. The removal of cattle from riparian areas without additional riparian planting had a positive and rapid effect on stream water clarity. In contrast, the water clarity decreased in those sub-catchments where livestock was excluded but riparian areas were planted with trees and shrubs. We attribute the decrease in water clarity to a reduction in groundcover vegetation that armors stream banks against preparatory erosion processes. Increases in concentrations of forms of P and N were recorded. These increases were attributed to: (i) the reduction of instream nutrient uptake by macrophytes and periphyton due to increased riparian shading; (ii) uncontrolled growth of a nitrogen fixing weed (gorse) in some parts of the catchment, and (iii) the reduction in the nutrient attenuation capacity of seepage wetlands due to the decrease in their areal coverage in response to afforestation. Our findings highlight the complex nature of the water quality response to catchment rehabilitation measures.  相似文献

Increased participation in resource management decisions by a wide range of stakeholders has been widely advocated, and has recently been formally incorporated into the European Water Framework Directive. However, achieving such participation has generally proved to be problematical. In response to locally perceived needs, a project was set up in the Ythan catchment in northeast Scotland, to undertake catchment management actions with increased public involvement. This paper outlines the methods used to increase public participation in such actions, and some preliminary assessments of the effectiveness of these. The experience of the project and the lessons learnt, including some of the difficulties of ensuring fully representative stakeholder involvement, are discussed in relation to published criteria for public participation in resource management.  相似文献

Summary Human concern for the quality and protection of the natural environment forms the basis of successful environmental conservation activities. The social sciences have considered this concern as an area of research activity. In the present paper environmental concern research is considered and emphasis is placed upon studies which have depicted it in multiple dimensions. The results are then presented from research which has attempted to ask What are the dimensions of this concern? These findings suggest that individuals perceive different environmental issues differentially using multiple concurrent dimensions of evaluation. In general, issues are ascribed to a series of different categories which embody evaluations of; type (or referent) of issue, issue scale, environmental importance and personal importance of the issue.Dr Paul Hackett was until recently a staff member in the Consumer Research Unit of the Department of commerce at the University of Birmingham Business School. Analysis of the character and condition of each river style in Bega catchment, and their downstream patterns, are used to provide a biophysical basis to prioritorize river management strategies. These reach-scale strategies are prioritorized within an integrative catchment framework. Conserving near-intact sections of the catchment is the first priority. Second, those parts of the catchment that have natural recovery potential are targeted. Finally, rehabilitation priorities are considered for highly degraded reaches. At these sites, erosion and sedimentation problems may reflect irreversible changes to river structure.  相似文献

Abstract

The focus of this article is the Swedish experience of local governance and climate change, including mitigation and adaptation. The municipal response to these two challenges is set within a broader policy context that acknowledges Sweden as a pioneer in environmental governance, including its comparatively high ambitions with regard to the reduction of greenhouse ga emissions. Central–local relations in climate policy are analysed, and climate change mitigation and adaptation are exemplified by some snapshots of municipal initiatives, including the popular habit of networking between municipalities within as well as across national borders. In conclusion we briefly evaluate the Swedish local governance experience of climate change mitigation and adaptation to date as characterized by radical rhetoric and ambitious goals combined with a lot of promising initiatives, although still with fairly modest results in terms of tangible outcomes. Finally, we reflect upon what we consider to be the most important questions for future research on local governance and climate change.  相似文献
