The Waste Isolation Pilot Plant (WIPP), the United States of America's first nuclear waste dumping site, has over the years generated a great deal of concern and controversy. The most sensitive aspect of this project is that it may impose serious health risks on future generations. The first leg of this project is about to be completed and at the time of writing the Department of Energy is planning to perform experiments with a small quantity of waste for operational demonstrations. If everything goes well, then towards the end of this decade large quantities of wastes will be transported to the site for disposal. This article reconsiders the health cost of this project from an economic perspective in light of recent developments in the field of social discounting. As in earlier studies, two cases of health risks are considered: total cancer and genetic deformity over a one million year cutoff period. The analysis shows that whereas ordinary discounting method wipes out the future health detriments, expressed in monetary terms, the modified discounting criterion retains a substantial proportion of such costs in economic analysis.  相似文献

The production, price and economic resources profiles of a number of mineral commodities are examined and consideration is given to the theory that such profiles can be related to one another within the framework of a life-cycle model of development. While the behaviour of some of the commodities examined appears to lend support to the theory, that of others reveals fundamental problems with its underlying assumptions. It is concluded that, while the demand for a mineral commodity in specific uses may indeed manifest cyclical tendencies, as a general behavioural theory and as a basis for resource estimation the life-cycle model applied to minerals is of little value.  相似文献

This paper develops a method for identifying and assessing long-term supply risks for mineral raw materials. The method is based on a combined evaluation of past and future supply and demand trends. By analysing raw material boom and bust cycles over the past 50 years, we have quantified indicators and defined benchmarks for identifying critical market situations. By applying the method, risks for supply shortage may be identified at an early stage. In addition, a numerical evaluation model has been developed for better comparison between various mineral raw materials. Compared to other assessment methods this method uses specific benchmarks for each raw material to better assess supply risks. The method is embedded within a systematic and comprehensive analytical approach.  相似文献

The concept of value is central to mineral economics as it is all branches of economics. In the minerals sphere particular problems are posed for a theory of value by, firstly, the non- renewability of mineral resources, secondly the substantial effort that must be made to convert a mineral into a useful product, and finally the perception of minerals, both economically and symbolically, as peculiarly national forms of wealth. Some thoughts are offered on different approaches to mineral resource valuation and on the frequently conflicting principles of exploitation to which these various approaches give rise.  相似文献

Aggregates represent one of the largest material flows in the UK economy; however, the importance of these minerals in underpinning economic activity is frequently not recognised. Features such as the spatial imbalance between resources and demand centres, exacerbated by changes in demographics and public perception, are placing increased pressure on the planning system to maintain supply. This paper sets out the direct and indirect economic contributions made by the indigenous aggregates industry to the English economy through Gross Value Added and employment sustained. It describes the key role of aggregates in construction activities, assesses the links between infrastructure development and economic growth. In 2005, aggregates extraction directly contributed £810 million of Gross Value Added to the English economy. Primary aggregates are, however, extracted at a cost to the environment and this cost, based on amenity value reduction, is estimated by updating previously published contingent valuation data. Estimates for the costs associated with carbon dioxide emissions are derived from values published by the European Union and, separately, by the UK Government. These two elements combined result in an environmental cost of indigenous extraction of £445 million in 2005. Additionally, an examination of the potential for a significant increase in the level of aggregate imports into England is made and the consequences assessed. This includes an evaluation of shipping costs and port capacity, and concludes that there are significant barriers to any substantial increase in the level of aggregate imports into England. As a consequence, indigenous supply is likely to predominate into the foreseeable future.  相似文献

We create a proxy for the cost of irrigation water in Georgia from a sample of Georgia irrigators by investigating the marginal cost of pumping groundwater. We then combine this proxy with agronomic and climatic variables to estimate the response of agricultural water use to differences in the marginal cost of irrigation. The results show that pumping costs are a significant determinant of water use, and imply that agricultural water use would be moderately affected by institutional changes that would explicitly price water.  相似文献

This article revisits global projections made in 1981 of eight metallic and fertilizer minerals for the year 2000. The principal objectives of the present study are to quantify the differences between the projected and observed levels of consumption for the year 2000 for eight of the 26 non-fuel minerals covered in the earlier study, and, then, to attempt to attribute these (often) large differences to the major determinants of minerals demand: income, technological, regulatory and other public policy changes, and changes in the recycling rates of the metallic minerals. The eight minerals are: aluminum, copper, iron, mercury, nickel, phosphate rock, potash and tin.This follow-up study begins with a discussion of the need for long-term projections of minerals. This section also includes a summary of the major determinants of the long-term demand for, and supply of, minerals, and a review of some of the earlier assessments of mineral needs and availability.Section 3 of the article begins with a short summary of the World Input–Output Model, the main methodological tool used in the earlier study that was developed by Prof. Wassily Leontief, the 1973 Nobel laureate in economics, and the way in which non-fuel minerals were represented in that system. This section also provides a summary of other global modeling efforts of non-fuel minerals that were carried out at a similar point in time for a similar interval.Section 4 presents the actual population, GDP and per capita GDP changes over the 1970–2000 time interval compared with the projected rates for these important determinants of mineral use, along with the projected and observed growth rates of minerals consumption for the eight non-fuel minerals included in this study. When the projections are compared to the observed global consumption rates for the year 2000, the differences range from +43% for nickel to +229% for potash.Section 5 discusses the apparent reasons for the differences between the projected and observed global consumption rates of these non-fuel minerals that include differences in the growth of GDP and GDP per capita, changes in recycling rates (for the metallic minerals), technological change, and regulatory or other public policy changes that have affected mineral use over the 30-year-interval ending in 2000.In light of the data and analysis presented in Sections sec# and sec#, the article concludes with some remarks, made almost a quarter of a century ago, by Prof. Leontief on the need and justification for long-term projections.  相似文献

Batch experiments were performed to evaluate the combined effects of ionic activity, pH, and contact time on the cadmium sorption in three different minerals, vermiculite, zeolite, and pumice, commonly employed as substrata in nurseries and recently considered for their potential use in remediation methods. The extent of cadmium sorption was vermiculite>zeolite>pumice, as shown by the Langmuir and Freundlich parameters, and it was highly dependent on mineral characteristics. The percentage of cadmium sorption in zeolite and vermiculite did not depend on cadmium concentration, while in pumice this percentage was positively correlated to the initial cadmium concentration. At low cadmium concentrations (30-120 microM), the metal sorbed on zeolite was mainly present in the nonexchangeable form (70%) at levels much higher than those found for vermiculite and pumice. The primary variable responsible for determination of cadmium mobility in these minerals was confirmed to be pH. The ionic concentrations of Hoagland nutrient solution were significantly modified by both pH and mineral composition, while the presence of cadmium caused no changes. With vermiculite and zeolite, the time-course of cadmium sorption was related to mineral composition to a greater extent than to cadmium concentration. While with pumice, the percentage of cadmium sorbed after 6 weeks was lower than with the other two minerals, and it was inversely correlated to the initial cadmium concentration.  相似文献

This paper proposes a mixed performance measurement system using a combination of evolutionary game theory and the balanced scorecard (BSC) in environmental supply chain management (ESCM) that measures and evaluates business operations using the four different perspectives of finance, customer, internal business process, and learning and growth. ESCM plays an important role in the supply chain which leads to the reduction, reuse and recycling of resources involved in both upstream and downstream activities. This paper presents guidance for practical managers in evaluating and measuring ESCM by developing a knowledge-based BSC and evolutionary game theory. The primary purpose of this paper is to apply the proposed method in a case study to one of Iran's biggest auto industry supply chain SAIPA Company. The results of this study indicate that the adoption of ESCM, in the absence of regulatory pressures and cost-saving measures is triggered by public pressures and its implementation is limited by organizational factors and strategic myopia.  相似文献

Although relations between direct investors and host countries must steadily evolve to meet continually changing circumstances, this should be within a broadly stable framework. The basic technical and economic characteristics of mining should dictate the nature of that framework. In contemplating their experiences during the past decade many international mining companies might ruefully agree with Benjamin Franklin that: ‘in this world nothing can be said to be certain except death and taxes’. The aim of this paper is to highlight some of the important factors that must be taken into account by governments, international agencies and private investors contemplating large-scale mining projects. The Clean Development Mechanism (CDM) under the Kyoto Protocol to the United Nations Framework Convention on Climate Change is considered a key instrument to encourage developing countries' participation in the mitigation of global climate change. Reduction of greenhouse gas (GHG) emissions through the energy supply and demand side activities are the main options to be implemented under the CDM. This paper analyses the general equilibrium effects of a supply side GHG mitigation option-the substitution of thermal power with hydropower--in Thailand under the CDM. A static multi-sector general equilibrium model has been developed for the purpose of this study. The key finding of the study is that the substitution of electricity generation from thermal power plants with that from hydropower plants would increase economic welfare in Thailand. The supply side option would, however, adversely affect the gross domestic product (GDP) and the trade balance. The percentage changes in economic welfare, GDP and trade balance increase with the level of substitution and the price of certified emission reduction (CER) units.  相似文献

Summary The linkage between ecology and economics can be made by describing our physical surroundings as possessing environmental functions. As soon as the uses of these functions compete with each other, the environment has an economic aspect. The main conflict boils down to using environmental functions, such as the functions of mangroves, in an unsustainable way by maximising production in the short run, on the one hand, and using functions sustainably in order to benefit from them in the long run, on the other.The intensity of preferences for the future availability of functions cannot be established. From this it follows that the level of the discount rate, when calculating long-term environmental effects, can also not be set. Using the market interest as the discount rate for calculating the present value of long-term environmental costs and benefits means that the preferences for sustainable use of the environment amount to zero, for in that case the present value of a dollar earned 100 years from now is practically nil. This is a strong supposition, the correctness of which cannot be proven. Increased market internationalization with more and stricter environmental regulations in different countries has caused manufacturers to extend their environmental management practices to cover their supply chain partners. Thus, environmental supply chain management (ESCM) has become an important competitive and environmental strategy for manufacturers to pursue. China, as a global manufacturer, is also facing this balance of economic development with environmental protection. The literature remains unclear on whether internationalization is beneficial or costly when it comes to environmental management practices such as ESCM within China. Further insight into this issue will be useful for organizations in developing and emergent economies to more effectively prepare for internationalizing their operations and markets. Using internationalization drivers that propel the implementation of environmental management practices in the Chinese manufacturing industry, we applied cluster analysis to group a sample of 377 Chinese manufacturers surveyed in 2007 into three clusters: mature internationalization, emergent internationalization, and domestic-focused. Institutional theory within an internationalization context sets the theoretical foundation for evidence that the international environmentally oriented institutional drivers encountered are positively associated with the adoption of ESCM practices by Chinese manufacturers. We also find significant differences in the environmental, economic and operational performance outcomes across the three manufacturer clusters. We conclude that manufacturing organizations experiencing internationalization with a greater extent of adopting ESCM practices tend to perform better.  相似文献

The formulation and scale-up of batch processes is one of the major challenges in the development of pharmaceutical dosage forms and at the same time a significant resource demanding process which is generally overlooked in environmental sustainability assessments. First, this paper proposes general trends in the experience curve of cumulative resource consumption of pharmaceutical tablet manufacturing of PREZISTA® 800 mg through wet granulation (WG) at four consecutive scales in both R&D and manufacturing environments (resp. WG1 = 1 kg/h, WG5 = 5 kg/h, WG30 = 30 kg/h and WG240 = 240 kg/h). Second, the authors aim at evaluating the environmental impact from a life cycle perspective of a daily consumption of PREZISTA® 2× 400 mg tablets versus the bioequivalent PREZISTA® 800 mg tablet which was launched to enhance patient compliance. Environmental sustainability assessment was conducted at three different system boundaries, which enables identification, localization and eventually reduction of burdens, in this case natural resource extraction. Exergy Analysis (EA) was used at process level (α) and plant level (β) while a cradle-to-gate Exergetic Life Cycle Assessment (ELCA) was conducted at the overall industrial level (γ) by means of the CEENE method (Cumulative Exergy Extraction from the Natural Environment). Life cycle stages taken into account are Active Pharmaceutical Ingredient (API) production, Drug Product (DP) production and Packaging. At process level (α), the total resource extraction for the manufacturing of one daily dose of PREZISTA® (800 mg tablet) amounted up to 0.44 MJex at the smallest scale (WG1) while this amount proved to be reduced by 58%, 79% and 83% at WG5, WG30 and WG240 respectively. Expanding the boundaries to the overall industrial level (γ) reveals that the main resource demand is at the production of the Active Pharmaceutical Ingredient (API), excipients, packaging materials and cleaning media used in DP production. At the largest scale (WG240) the use of cleaning media during DP production contributes considerably less to the total resource extraction. Overall, the effect of scale-up and learning on resource consumption during DP production showed to possess a power-law experience curve y = 2.40 * x−0.57 when shifting from WG1 (smallest lab scale) to WG240 (industrial manufacturing). Tablet dosage (2× 400 mg versus 1× 800 mg) did not significantly affect the absolute environmental burden. However, the relative contribution of resource categories did change due to the different production technology. It could be concluded that in meeting social and economic demands by launching the PREZISTA® 800 mg tablet, no trade-off in environmental burden occurred. On the long term, future research should strive to take into account R&D processes and all services related to pipeline activities taking place prior to market launch and eventually to allocate impacts to the final product.  相似文献

The contemporary food system provides consumers with convenience, extensive choice, and the year-round availability of fresh produce. In this paper these achievements are recognized within the context of the associated environmental impacts. While many analyses have considered the energy and material efficiency of various options for food production and packaging, very few studies have investigated the environmental impacts of the transport components of food supply chains. This is surprising, given that the global sourcing of food produce, centralized distribution systems, and shopping by car have become prevalent in recent decades and have contributed to an increase in the distance between producer and consumer or “food miles.” In a case study the transport energy consumption is calculated for all possible ways in which dessert apples can be supplied to the UK consumer. The aim is to assess the environmental performance of the predominant fresh produce supply chains and to investigate claims that localized systems are more environmentally efficient. The main criteria used to compare the environmental efficiency in alternative food supply chains are the transport-related fossil-fuel energy consumption and associated carbon dioxide emissions. Analysis of the empirical data shows that transportation is now responsible for a considerable fraction of the total energy consumption in the life cycle of fresh apples, and in most cases exceeds the energy consumed in commercial apple cultivation. By developing local production and marketing systems for fresh products, transport demand can be reduced and many of the environmental impacts associated with existing supply chains can be avoided. The results of the study are then discussed in relation to the wider issues of transport policy, international trade, food security, and product-related environmental information for consumers.  相似文献

In this case study of a degraded tropical landscape, we examine how the protected area system in Hong Kong, China, should be modified to improve its efficiency in protecting the surprisingly rich biota. The challenge lies in the fine scale of site selection, and the absence of a core area with high species richness and rarity. Site selection was first conducted in 1 km grid units by selecting hotspots and irreplaceable sites using field records for eight groups of species (amphibians, reptiles, mammals, breeding birds, ants, butterflies, dragonflies and rare vascular plants). The habitats of conservation value within the selected grid units were then delineated on the basis of expert knowledge. Recommendations for increasing the total existing protected area by 6% (i.e. an additional 2% of Hong Kong's total land area) were submitted to the Government in August 2000. To test the robustness of the results, site selection was repeated in 2001 using updated data and different selection methods. The numbers of squares selected by complementarity-based algorithms were similar to those by the hotspots and irreplaceable site method. Sites selected for rare species were very sensitive to data completeness, implying that the application of complementarity-based algorithms at fine scales might be limited.  相似文献

A major flood control initiative has been launched in Bangladesh under the coordination of the World Bank. The bank's five-year Action Plan is intended to initiate a long-term investment program, the specifics of which remain to be determined. Long-term proposals under consideration include the construction of massive embankments along the great rivers of the Bangladesh delta. The wisdom of such a “structural solution” to Bangladesh's flood problems can be questioned on economic, environmental, and technical grounds. Regrettably, the decision-making process has not encouraged wide debate on these questions.  相似文献
