This study was conducted to see whether fatalism is an important factor in explaining occupational accidents among medical waste operatives in Dhaka, Bangladesh. Data were collected using a variety of qualitative techniques and included observation, formal and informal dialogue. Sampling strategies included formal representative sampling, purposive and authoritative sampling. Employers did not supply PPE or offer training to their staff. Most workers (73%) did not wear PPE regularly, and a further 18% wore only insufficient PPE. Consequently, most waste workers (95%) reported that they had experienced occupational accidents, mostly (75%) from used needles and other sharps. These observations were associated with fatalistic beliefs among the participants, both managers and employees, who attributed these events to “fate” reflecting their perceived lack of control over such accidents. This study reveals many examples of a lack of organisational awareness that can occur within a culture of fatalism.  相似文献

为了确定危险品道路运输安全容量,保障危险品道路运输安全,基于风险理念,使用对比研究方法,提出危险品道路运输个人风险基准,建立改进的危险品道路运输定量风险评估模型。结合提出的风险基准,提出危险品运输安全容量确定方法,解决了单一类别和多种类别危险品运输安全容量确定问题。研究结果表明:在某城市化工集聚区的实例应用该方法,能够大幅度降低危险品道路运输潜在生命损失,有助于保障危险品道路运输安全。  相似文献

对安全评价方法在危险废物处置建设项目环境风险评价中的运用进行初步探索。主要用"工艺过程风险因素分析表"对工艺过程潜在风险性识别;用蒙德法进行源项分析;用池火灾模型、蒸气云爆炸伤害模型对易燃、易爆物质的火灾、爆炸等重大事故后果进行计算,得出人员的伤亡半径和财产损失半径等参数,以便于判断风险的可接受水平。分析结果表明:采用安全评价方法对危险废物处置建设项目进行环境风险评价是适用的、可行的。  相似文献

根据危险废物系统管理的原则,采用全过程管理理念,运用最优化理论和系统分析方法,充分考虑各种因素,建立了危险废物多目标规划模型,并提出模型的求解方法。考虑废物间的相容性和复合效用函数,将所建立的危险废物多目标规划模型应用于重庆市主城区危险废物系统管理规划。结果表明,在设计的案例和场景下,分别以环境影响、经济因素、综合考虑环境因素和经济因素为首要因素考虑时,得到不同的优化方案。该模型的应用为环境管理者对危险废物系统管理提供了决策支持。  相似文献

A historical survey was performed on 330 accidents involving domino effect, occurred in process/storage plants and in the transportation of hazardous materials; only accidents occurred after 1st-January-1961 have been considered. The main features – geographical location, type of accident, materials involved, origin and causes, consequences, domino sequences – were analyzed, with special consideration to the situation in the developing countries and compared to those from other previous surveys. Among the involved substances, LPG was the most frequent one, followed by liquid hydrocarbons. Process plants (38.5% of cases) and storage areas (33%) were the most common settings; 10.6% of past domino accidents occurred in transfer operations. The ratio between “two-step” and “three-step” domino accidents was found to be 6. A specific analysis of the accidents (84) occurred in the 21st century was performed, comparing them with the total set of accidents. Finally, a set of specific recommendations inferred from the results is provided.  相似文献

This paper is based on a review of 183 detailed, major accident investigation and analysis reports related to the handling, processing and storage of hydrocarbons and hazardous chemicals over a decade from 2000 to 2011. The reports cover technical, human and organizational factors. In this paper, the Work and Accident Process (WAP) classification scheme is applied to the accident reports with the intention of investigating to what extent maintenance has been a cause of major accidents and what maintenance-related causes have been the most frequent.The main objectives are: (1) to present more current overall statistics of maintenance-related major accidents, (2) to investigate the trend of maintenance-related major accidents over time, and (3) to investigate which maintenance-related major accident causes are the most frequent, requiring the most attention in the drive for improvement.The paper presents statistical analysis and interpretation of maintenance-related major accidents’ moving averages as well as data related to the types of facility, hazardous substances, major accidents and causes. This is based on a thorough review of accident investigation reports.It is found that out of 183 major accidents in the US and Europe, maintenance was linked to 80 (44%) and that the accident trend is decreasing. The results also show that “lack of barrier maintenance” (50%), “deficient design, organization and resource management” (85%) and “deficient planning/scheduling/fault diagnosis” (69%) are the most frequent causes in terms of the active accident process, the latent accident process and the work process respectively.  相似文献

针对危险化学品装卸环节与运输环节安全事故频发,涉及监管部门较多,及危险化学品流转过程中多物态、跨地域、跨时空的特征通过调研和分析,得出运输介质不符、疲劳驾驶、超载、企业超资质营业、装卸操作不规范等是影响危险化学品装卸、运输环节的主要安全风险因素;另外,装卸、运输环节安全风险影响因素之间存在紧密的耦合关系。为更有效落实企业安全生产主体责任和政府监管职责,严格依据相关法律法规和标准,并融合互联网、物联网、人工智能、地理信息等新一代信息化技术和理念,设计并研究集危险化学品装卸与运输一体化的安全风险预警平台。目前该平台已在山东淄博上线试运行,取得了良好的运行效果,提高了该市危险化学品装卸运输过程本质安全水平,增强了政府危险化学品监管能力。  相似文献

在常态化疫情防控背景下,为避免本土病例造成区域不同需求主体防护物资短缺问题,构建最小化医院物资集散点需求未满足率加权和、最大化物资购买集中点分配公平性的储备库选址-分配模型,并基于某市相关数据,利用改进的非支配排序遗传算法(NSGA-Ⅱ)进行仿真研究。结果表明:某市应选择储备库数目为5,在物资分配时考虑物资防护等级要求,可减少医院物资集散点物资浪费,增加物资购买集中点获得量。  相似文献

Primary lithium batteries contain hazardous materials such as lithium metal and flammable solvents, which can lead to exothermic activity and runaway reactions above a defined temperature. Lithium-ion batteries operating outside the safe envelope can also lead to formation of lithium metal and thermal runaway. Despite protection by battery safety mechanisms, fires originating from primary lithium and lithium-ion batteries are a relatively frequent occurrence.This paper reviews the hazards associated with primary lithium and lithium-ion cells, with an emphasis on the role played by chemistry at individual cell level. Safety mechanisms to prevent the occurrence and limit the consequences of incidents are reviewed, together with safety tests to monitor compliance with battery safety regulations and standards. Incident information from news accounts and open literature sources are reviewed to extract causal information.It is concluded that the potential severity of incidents during storage, transport and recycling of waste batteries can be significantly higher than in end-use applications. Safe storage, packaging and labelling practices, as well as communication among the parties involved, are essential to ensure safety across the battery lifecycle. It is recommended that a database of lithium battery incidents would be valuable to improve the evidence base for informing accident prevention measures.  相似文献

研究危险废弃物物流网络构建的各个不确定因素,构建基于成本和风险最优的危险废弃物物流网络多目标多周期优化模型,然后设计了相应的遗传算法,并通过算例验证了模型及算法的有效性。从不同置信水平导致的优化结果不同可知,由于不确定性因素的存在,导致所设计的物流网络留有一定的容错空间,对设施、设备和人力资源造成浪费。故进行多周期规划,降低网络中各个因素的不确定性,可有效降低成本,减少风险。  相似文献

Three accidents occurred in east China's Jiangsu Province in March and April 2019. These accidents sounded the safety alarm for the management of industrial hazardous waste in the “heavy industry” era. This paper explored the internal causes of these accidents through the current situation of the generation, disposal and comprehensive utilization of industrial hazardous waste in China. The results of the analysis showed that the enterprises management systems of hazardous waste had serious problems at the current stage, leading to many potential risks. The chief problem resided in the fact that these systems failed to take full account of safety and environmental protection. Finally, suggestions for improvement were proposed concerning the above problems.  相似文献

运用卫星遥感(RS)技术、地理信息系统(GIS)和全球定位系统(GPS),按国家、省、市、县4级模式,建立突发性危险废物污染事故预警系统.国家级预警系统主要对跨省界及跨国突发性污染事故进行应急处置,对省级应急事故处置进行指导;省级预警系统主要对跨市界突发性污染事故进行应急处置,并指导市级污染事故应急处置;市级预警系统主要负责跨县界突发性污染事故的应急处置并指导县级污染事故应急处置;县级预警系统主要负责本行政区内的突发性污染事故的应急处置.建立4级预警系统的主要目的是使各级政府突出重点,集中解决本行政区域内突发性环境污染事故的应急处置,从管理层面上在全国建立一个能对突发性污染事故实施统一指挥协调、现场快速监测和应急处理,又能对污染隐患进行监控和警告的应急响应系统.以辽宁省辽河为案例,通过3S技术的综合运用,构建省级流域突发性危险废物污染事故预警系统方案,为政府应急决策提供快速服务.  相似文献

Hazardous extent predictions that ensure process safety while avoiding overestimation have been a challenge for hazardous area classification. Specific leak scenarios can be addressed to build rapid empirical models to accurately determine hazardous extent considering several factors that are not included in general approaches. In view of that, this work aims to propose a novel CFD-based empirical model for gas emissions in open and unobstructed areas. It considers a wide range of variables such as storage temperature and pressure, orifice diameter, molecular weight, gas concentration, and wind velocity. A sensitivity analysis was performed to evaluate each variable's contribution to the gas cloud extent. The linear regression model resulting from the combination of all variables contribution was coupled with Ewan and Moddie's model to minimize the prediction errors due to the non-monotonic wind effects. The suggested algorithm accurately calculates the hazardous extent with a coefficient of determination equals to 0.9842 and a RMSE of 0.0151 for a dataset of 600 cases of generic gases release. The proposed model was also validated for 60 cases of hydrogen releases under different storage conditions, giving a coefficient of determination equal to 0.9829 and a RMSE of 0.0680, indicating a good agreement with the data.  相似文献

危险废物管理系统的规划和设计包括处理和处置设施的选择、危险废物的分配、废物残渣从产生地运往处理处置点运输路线的选择等。在考虑了不同危险废物的不同特征、不同废物间的相容性、废物与处理技术的相容性、废物处置设施产生的废物残渣和选址问题等,基于多目标整数规划方法,提出了危险废物管理系统的优化模型。其中,经济目标包括运输费用、处理与处置成本、处理废物经济效益,环境目标包括处理设施总的环境影响、运输过程的环境影响,并从经济和环境影响方面,提出了一个综合考虑了费用和环境影响相关目标的复合效用函数。所提出的危险废物管理系统优化模型对我国区域性危险废物管理提供理论参考。  相似文献

黄岛石化区是一个集油品储运、原油炼制、芳烃加工为一体的大型石油化工基地。目前,区域内拥有原油炼制能力达到1000多万吨,危险化学品存储能力接近1000万吨,危化品码头吞吐能力接近6000万吨,并且危化品项目的规模还在不断扩大中。鉴于危化品项目的危险性较高,石化区域的消防安全就成了企业生产安全的重要保障,而消防安全是否有保证则与区域内企业的生产存储装置的危险程度、安全设施配置、消防设施的配置以及消防队伍和车辆的配置等有直接的关系。笔者通过对区域内上述各方面信息的详细了解,并在参阅了大量技术文献资料的基础上,分别以生产装置火灾和存储装置火灾为对象进行了消防安全的初步评估,同时对区域内消防方面存在的问题提出改进建议。  相似文献

为更好地指导危废焚烧工程的消防设计,分析了《危险废物集中焚烧处置工程建设技术规范》(HJ/T 176—2005)、《建筑设计防火规范(2018年版)》(GB 50016—2014)、《石油化工企业设计防火标准(2018年版)》(GB 50160—2008)、《火力发电厂与变电站设计防火标准》(GB 50229—2019)、《钢铁冶金企业设计防火标准》(GB 50414—2018)和《火灾自动报警系统设计规范》(GB 50116—2013)的相关条文,明确了危废焚烧工程重点区域的火灾危险性,对各种火灾报警及灭火系统的适用性进行了对比,并对消防系统的选择提出了建议。  相似文献
