Ecotourism development is closely associated with the sustainability of protected natural areas. When facilitated by appropriate management, ecotourism can contribute to conservation and development, as well as the well-being of local communities. As such, ecotourism has been proposed and practiced in different forms in many places, including China. This study assesses ecotourism development at Xingkai Lake National Nature Reserve in Heilongjiang Province, China. Key informant interviews were conducted with representatives from the provincial Forestry Department, the Nature Reserve, and the local community. Observation was undertaken on three site visits and secondary data were collected. The potential for providing quality natural experiences is high and tourism development is occurring rapidly. However, current relationships between people, resources, and tourism have yet to provide mutual benefits necessary for successful ecotourism. The multi-stakeholder management style and the ambiguity of landownership within the nature reserve constitute structural difficulties for ecotourism management and operation. Although participation in ecotourism could provide a livelihood opportunity and interests in involvement in tourism have been identified among the local fishing community, current involvement is limited mainly due to the lack of mechanisms for participation. Therefore, it is recommended that management programs and government policies should be established to provide a platform for community participation in ecotourism. Then, a positive synergistic relationship between tourism, environment, and community could be developed. Planning and policy requirements are discussed for ecotourism development in protected areas in China.  相似文献

National parks have complex relationships with local communities that impact both conservation success and community well-being. Integrated conservation and development projects have been a key approach to managing these relationships, although their effectiveness has been increasingly questioned. Park-people relationships of the Armando Bermudez National Park in the Dominican Republic were studied, focusing on forests, aquatic resources, community well-being and development, and ecotourism. The park, established in 1956, is well respected by the community, based on its long history and its role in protecting water resources that are critical to the community. However, management of riparian vegetation and local fisheries present challenges in terms of finding a balance between conservation and development. Hiking and trekking opportunities attract both national and international tourists to the park, and community members benefit from employment as tour guides and providing mule rentals. At the same time, tourism activities also present continuing challenges related to: (1) the distribution of tourism benefits between local people and outsiders, and within the local community, (2) maintaining the local economic benefits of tourism while protecting park resources, and (3) developing park- or conservation-related economic opportunities to complement tourism. The results highlight the need to develop site-specific strategies to manage park-people relationships through interdisciplinary analysis.  相似文献

Ecotourism can incentivize social and environmental benefits through marine conservation, in parallel with efforts to better manage fisheries, coastal development, and other human pressures. In Mexico's Gulf of California and Baja California Peninsula (GCBP), marine ecosystems support tourism activities in many communities, but to date there have been no region-wide studies to estimate their benefits or identify key species. Based on data collected in this study, each year nature-based marine tourism in the GCBP results in 896,000 visits, US$518 million in expenditures and at least 3,575 direct jobs from formal operations. In interviews with operators, over 40 species groups were named as important; sea lions, whale sharks, whales, and marlin were the highest ranked, highlighting the importance of ecosystem-wide health for nature-based tourism sustainability. Local employment and the ability to make economic and conservation goals compatible were noted by operators as significant opportunities provided by nature-based marine tourism; challenges included pollution and declines in ecosystem health, a lack of infrastructure, poor resource management policies, and high operating costs. As nature-based marine tourism expands, a wider transition to true ecotourism, a focus on equitable benefits and collaboration between stakeholders and a cross-scale and ecosystem approach to management will be vital for achieving potential sustainable social, ecological and economic benefits.  相似文献

Negative attitudes of resident communities towards conservation are associated with resource decline in developing countries. In Botswana, Community-Based Natural Resource Management (CBNRM) was adopted to address this challenge. CBNRM links rural development and conservation. However, the impact of CBNRM on changes of resident attitudes towards conservation and tourism is not adequately researched. This paper, therefore, assesses the impacts of CBNRM on resident attitudes towards tourism development and conservation in the Okavango Delta, Botswana. The study purposively sampled villages of Khwai, Mababe and Sankoyo. Household data using variables like: economic benefits from CBNRM; level of satisfaction with CBNRM; co-management of natural resources between resident communities and government agencies; and collective action was collected. This data was supplemented by secondary and ethnographic data. Using qualitative and quantitative analysis, results indicate changes in resident attitudes from being negative to positive towards tourism and conservation. These changes are triggered by economic benefits residents derived from CBNRM, co-management in resource management; and, collective action of communities in CBNRM development. Positive attitudes towards conservation and tourism are the first building blocks towards achieving conservation in nature-based tourism destinations. As a result, decision-makers should give priority to CBNRM and use it as a tool to achieve conservation and improved livelihoods in nature-based tourism destinations of developing countries.  相似文献

Ecotourism is widely promoted as a conservation tool and actively practiced in protected areas worldwide. Theoretically, support for conservation from the various types of stakeholder inside and outside protected areas is maximized if stakeholders benefit proportionally to the opportunity costs they bear. The disproportional benefit distribution among stakeholders can erode their support for or lead to the failure of ecotourism and conservation. Using Wolong Nature Reserve for Giant Pandas (China) as an example, we demonstrate two types of uneven distribution of economic benefits among four major groups of stakeholders. First, a significant inequality exists between the local rural residents and the other types of stakeholder. The rural residents are the primary bearers of the cost of conservation, but the majority of economic benefits (investment, employment, and goods) in three key ecotourism sectors (infrastructural construction, hotels/restaurants, and souvenir sales) go to other stakeholders. Second, results show that the distribution of economic benefits is unequal among the rural residents inside the reserve. Most rural households that benefit from ecotourism are located near the main road and potentially have less impact on panda habitat than households far from the road and closer to panda habitats. This distribution gap is likely to discourage conservation support from the latter households, whose activities are the main forces degrading panda habitats. We suggest that the unequal distribution of the benefits from ecotourism can be lessened by enhancing local participation, increasing the use of local goods, and encouraging relocation of rural households closer to ecotourism facilities.  相似文献

/ It is legitimate to ask whether and in what form tourism might contribute to sustainable development. This is not the same as sustainable tourism which, as a single-sector approach to development, may overlook important linkages with other sectors. If tourism is to contribute to sustainable development, then it must be economically viable, ecologically sensitive and culturally appropriate. Ecotourism is often advocated as being a sustainable form of tourism but imprecision in terminology clouds basic issues and there are strong economic, ecological, and cultural reasons for believing that, even in its purest forms, ecotourism is likely to present substantial challenges to destination areas, particularly if it competes for scarce resources and displaces existing uses and users. Conservationists in the recent years view local peoples' support for protected areas management as an important element of biodiversity conservation. This is often linked to the direct benefits, which local communities get from the protected areas. These benefits could be in the form of biomass resources, park funds diverted to local villages by state agencies and revenue from wildlife tourism. There are a very few studies which have attempted to study the direct relationship between benefits from wildlife tourism and local support for conservation. In India, wildlife tourism is restricted, and mostly controlled by state and private agencies. Wildlife conservation policy does not view tourism in protected areas as a source of revenue for the local communities. The present study examines the local people's attitudes towards wildlife tourism and the impact of benefits from tourism on the local support for Sariska Tiger Reserve (STR), India. STR is a flagship for tourism where protected areas are increasingly being visited and where local support for wildlife tourism has not been studied adequately. Results indicate that two-thirds of the respondents were positive towards tourism and support for conservation. The respondents were aware that more tourism benefits are possible from a well-conserved protected area. There appears to be correlation between benefits obtained by local people from wildlife tourism and other sources, and support for protected area existence, suggesting that benefits impact people's attitudes towards conservation. Some of the main problems are the unequal distribution of tourism benefits, lack of locals' involvement in tourism and development. There is a need to clearly address these issues, so that protected areas may get the support of local people, which may lead to sustainable development.  相似文献

A relatively under-researched question is whether there is a possibility of influencing environmentally aware tourists regarding ecotourism at destinations that continue to develop under a pattern of mass 'seaside' tourism. Our objective was to assess the pro-environmental intentions of visitors at two small Greek islands, which are within a Natura 2000 site, specifically Paxoi and Antipaxoi. Intentions involved willingness to receive information about the protected area, willingness to accept pro-environmental limitations on recreational experience, and willingness-to-pay a conditional environmental conservation value added tax. In addition, we aimed to identify determinants of visitor pro-environmental intentions among visitor and visit characteristics, visitor satisfaction, and self-reported environmental knowledge, as well as anticipated outcomes of tourism development and suggestions for protected area management. We randomly collected 324 usable questionnaires during the summer season; 242 (74.69?%) by Greek visitors and 82 (25.31?%) by foreign visitors. Visitor satisfaction was quite high; however, visitors reported low levels of environmental knowledge. Our findings showed that the unique characteristics of the destination were not salient among visitors and that there is a lack of effective outreach campaigns, interpretation, and on-site environmental education programs. However, our study revealed high levels of visitor pro-environmental intentions that might support the promotion of ecotourism on the two islands. We provide recommendations based on determinants of visitor pro-environmental intentions, which might assist towards advancing visitor participation in environmental education projects, environmentally responsible behavior among visitors, and financial contribution to environmental conservation by visitors.  相似文献

Summary This paper outlines the second phase of an ecotourism project undertaken in the Santa Elena community, in the Monteverde region of Costa Rica. The community originally established a rainforest reserve with the help of Youth Challenge International in an attempt to provide a wider economic base and employment for the area. The project has been successful in the first phase in that it is now drawing an annual income of US$40 000 and it employs guides and management from the local community. In terms of the underlying principles usually aligned with ecotourism it has been successful but it is now necessary to evaluate the impacts this project is having on the community. The second phase of the project was to assess the sociocultural impacts of ecotourism on that community and the paper outlines this phase.Stephen Wearing is a lecturer in the School of Leisure and Tourism Studies at the University of Technology, Sydney. He lectures and consults in the area of tourism and environmental planning, and parks and protected area management. His particular interest is in ecotourism projects with local communities and he has spent much of the last 4 years working on the Santa Elena Project. Summary This paper outlines an ecotourism project undertaken in the Santa Elena community in the Monteverde region of Costa Rica. The community is seeking to establish a rainforest reserve on a parcel of land that has been permanently leased to their high school by the Costa Rican Government. The Community and Youth Challenge International are developing an ecotourism project that will provide a wider economic basis for the area and employment for students graduating from the high school. This project seeks to achieve sustainable development and fulfil the development requirements of the population surrounding the project. Protected areas (PAs) are cornerstones of biodiversity conservation, but small parks alone cannot support wide-ranging species, such as the tiger. Hence, forest dynamics in the surrounding landscapes of PAs are also important to tiger conservation. Tiger landscapes often support considerable human population in proximity of the PA, sometimes within the core itself, and thus are subject to various land use activities (such as agricultural expansion and road development) driving habitat loss and fragmentation. We synthesize information from 27 journal articles in 24 tiger landscapes to assess forest-cover dynamics in tiger-range countries. Although 29% of the PAs considered in this study have negligible change in overall forest cover, approximately 71% are undergoing deforestation and fragmentation. Approximately 58% of the total case studies have human settlements within the core area. Most changes—including agricultural expansion, plantation, and farming (52%), fuelwood and fodder collection (43%), logging (38%), grazing (38%), and tourism and development (10%)—can be attributed to human impacts largely linked to the nature of the management regime. This study highlights the need for incorporating new perspectives, ideas, and lessons learned locally and across borders into management plans to ensure tiger conservation in landscapes dominated by human activities. Given the increasing isolation of most parks due to agricultural, infrastructural, and commercial developments at the periphery, it is imperative to conduct planning and evaluation at the landscape level, as well as incorporate multiple actors and institutions in planning, instead of focusing solely on conservation within the PAs as is currently the case in most tiger parks.  相似文献

Nepal has instituted progressive conservation programmes since the 1970s. This move was in reaction to very rapid rates of land clearance in the lowland areas of the country and an opening up to the world that led to nature-based tourism as a major economic enterprise. Formal conservation began with the passage of national legislation in 1973 offering strong protection for national parks and wildlife reserves, but denied usufruct rights to rural communities. From the late 1970s to the 1990s, the legislation was amended several times. Each case was, in several fundamental ways, a loosening of control by government authorities. Nepal now has buffer zone legislation and allows for the designation of conservation areas in addition to the more-strictly defined categories. Beginning in the 1990s, both government and foreign-backed projects have been implementing landscape level conservation approaches; a number of initiatives in trans-boundary protected area management with India and China have also begun and non-governmental organizations have taken an increasingly active role. This paper considers the expansion of the protected areas network in light of historical, cultural and economic factors and concludes that Nepal has been reactive in adopting conservation programmes. Both outside and inside influences have strongly affected the development of conservation programmes and there are several areas in which more work needs to be done. This includes the need for implementing both national and international conservation law and adopting social and biological monitoring programmes in and around protected areas. In addition, factors outside the control of conservation officials (i.e. a Maoist insurgency) have indirectly hindered conservation programmes in recent years and have greatly complicated prospects for further success.  相似文献

Protected areas are integral to the global effort to conserve biodiversity, and, over the past two decades, protected area managers have begun to recognize that conservation objectives are next to impossible to achieve without considering the needs and concerns of local communities. Incentive-based programs (IBPs) have become a favored approach to protected area management, geared at fostering local stewardship by delivering benefits tied to conservation to local people. Effective IBPs require benefits to accrue to and be recognized by those experiencing the greatest consequences as a result of the protected area, and those likely to continue extractive activities if their livelihood needs are compromised. This research examines dispersal of IBP benefits, as perceived by local residents in Nepal's Annapurna Conservation Area. Results reported here are based on questionnaire interviews with 188 households conducted between September and December 2004. Results indicate that local residents primarily identify benefits from social development activities, provisions for resource extraction, and economic opportunities. Overall, benefits have been dispersed equally to households in villages on and off the main tourist route, and regardless of a household's participation in tourism. However, benefits are not effectively targeted to poorer residents, those highly dependent on natural resources, and those experiencing the most crop damage and livestock loss from protected wildlife. This article provides several suggestions for improving the delivery of conservation incentives.  相似文献
