This paper critically analyses the significance of psycho-social intervention as a new form of international therapeutic governance based on social risk management. First, the paper examines the international psycho-social model and its origins in an Anglo-American therapeutic ethos. Second, the paper argues that psycho-social approaches jeopardise local coping strategies. Third, the paper highlights the potential political, social and psychological consequences of the pathologisation of war-affected societies. Finally the paper concludes that therapeutic governance represents the reduction of politics to administration.  相似文献

This study examined the prevalence of post-traumatic stress disorder (PTSD) and comorbid depression some three years after the August 1999 earthquake in Turkey among a sample of 769 survivors relocated to a permanent housing site built for homeless survivors in the epicentre region. Time since trauma was 3.1 years for 81 per cent of the participants and 3.9 years for the remainder. Survivors were assessed using the Screening Instrument for Traumatic Stress in Earthquake Survivors, an easily administered self-rating scale with demonstrated validity. The estimated rates of PTSD and comorbid depression were 40 per cent and 18 per cent, respectively. Linear regression analyses showed that PTSD strongly related to fear during the earthquake, while depression related to loss of family members. These results suggest that catastrophic earthquakes have long-term psychological consequences and highlight the need for a cost-effective mental health care model for earthquake survivors.  相似文献

The tsunami that struck South-east Asia on 26 December 2004 left more than 500,000 people in Aceh, Indonesia, homeless and displaced to temporary barracks and other communities. This study examines the associations between prolonged habitation in barracks and the nature of fears reported by school-age children and adolescents. In mid-2007, 30 months after the tsunami, the authors interviewed 155 child and parent dyads. Logistic regression analysis was used to compare the fears reported by children and adolescents living in barracks with those reported by their peers who were living in villages. After adjusting for demographic factors and tsunami exposure, the data reveals that children and adolescents living in barracks were three times more likely than those living in villages to report tsunami-related fears. The study demonstrates that continued residence in barracks 30 months after the tsunami is associated with higher rates of reporting tsunami-related fears, suggesting that barracks habitation has had a significant impact on the psychological experience of children and adolescents since the tsunami.  相似文献

One year after the 7 September 1999 earthquake in Athens, Greece, we investigated the psychological consequences among 305 individuals (71 per cent female) residing in the settlements of Ano Liosia Municipality. Adaptability was difficult (63 per cent) due to limited space (50 per cent). Insecurity feelings were predictive of difficult adaptability (chi2= 29.8, p<0.0001) and were common (63 per cent) among married subjects, independent of age (chi2= 5.0, odds ratio (OR): 0.49, 95 per cent confidence interval (CI): 0.26-0.90). Eighty per cent expressed stress feelings, mainly nervousness/tension (60 per cent). Adaptability (chi2= 5.3, OR: 0.5, 95 per cent CI: 0.27-0.9), age (chi2= 6.5, OR: 1.03, 95 per cent CI: 1.01-1.06), and female gender (chi2= 4.7, OR: 0.48, 95 per cent CI: 0.25-0.90) were independent predictors of stress feelings. The majority (55 percent) developed sleep disorders, chiefly insomnia (60 percent). Adaptability problems were the only predictor of sleep disorders (chi2= 6.4, OR: 0.5, 95 per cent CI: 0.33-0.87). Psychiatric medication use increased after the earthquake.  相似文献

In the past 20 years a variety of indices have been suggested for measuring the severity of trauma, however none of them meets the requirement of being a simple and objective instrument that can be utilized efficiently by lay persons and providers of health services without previous experience in triaging. A new system has been proposed which meets this requirement and which has been validated with 197 injured persons at the emergency ward of the Valle University Hospital in Call, Colombia. The instrument showed a high level of concordance with the conventional triaging method and classifies victims into four categories: critical with recovery unlikely, critical but recoverable, moderately serious, and ambulatory. There is discussion on the reliability of this instrument and it is recommended that it be validated with victims from larger disasters. Regardless, it has the advantage of being specific and free of the subjectivity that characterizes other indices.  相似文献

Among the most typical consequences of disasters is the near or complete collapse of terrestrial telecommunications infrastructures (especially the distribution network–the 'last mile') and their concomitant unavailability to the rescuers and the higher echelons of mitigation teams. Even when such damage does not take place, the communications overload/congestion resulting from significantly elevated traffic generated by affected residents can be highly disturbing. The paper proposes innovative remedies to the telecommunications difficulties in disaster struck regions. The offered solutions are network-centric operations-cap able, and can be employed in management of disasters of any magnitude (local to national or international). Their implementation provide ground rescue teams (such as law enforcement, firemen, healthcare personnel, civilian authorities) with tactical connectivity among themselves, and, through the Next Generation Network backbone, ensure the essential bidirectional free flow of information and distribution of Actionable Knowledge among ground units, command/control centres, and civilian and military agencies participating in the rescue effort.  相似文献

The ever-increasing complexity of disasters demands utilisation of knowledge that exists outside domains traditionally drawn upon in disaster management. To be operationally useful, such knowledge must he extracted, combined with information generated by the disaster itself, and transformed into actionable knowledge. The process, though, is hampered by existing, business-oriented approaches to knowledge management, by technical issues related to access to relevant, multi-domain information/knowledge, and by executive decision-making processes based predominantly on historical knowledge. Consequently, as shown by many recent incidents, the management of large-scale (mega) disasters is often inefficient and exceedingly costly. This paper demonstrates that the integration of modified information and knowledge management into the concepts of network-centric operations and network-enabled capabilities, and the employment of Boyd's OODA (Observe, Orient, Decide, and Act) Loop-based decision-making in unpredictable and dynamically changing environments, may address some of these problems.  相似文献

This study presents information on the design and creation of a standard operation procedure (SOP) for psychiatric service after an earthquake. The strategies employed focused on the detection of survivors who developed persistent psychiatric illness, particularly post-traumatic stress and major depressive disorders. In addition, the study attempted to detect the risk factors for psychiatric illness. A Disaster-Related Psychological Screening Test (DRPST) was designed by five psychiatrists and two public health professionals for rapidly and simply interviewing 4,223 respondents within six months of the September 1999 Chi-Chi earthquake. A SOP was established through a systemic literature review, action research, and two years of data collection. Despite the limited time and resources inherent to a disaster situation, it is necessary to develop an SOP for psychiatric service after an earthquake in order to assist the high number of survivors suffering from subsequent psychiatric impairment.  相似文献

ABSTRACT

Natural disasters have serious negative consequences for China and it is necessary to build an effective and efficient disaster relief system. This paper aims to provide suggestions for how to restructure and optimise China’s disaster relief system. This paper first discusses the four main channels through which relief funds are currently distributed in China while also examining the relative share of relief funds directed through each channel. Then, the advantages and disadvantages of these relief channels are compared. Finally, suggestions for how China can reduce the negative economic and social impacts of natural disasters by restructuring and optimising its current disaster relief system are provided. The paper presents several main findings. Currently, government-channelled funds are the most important source of disaster relief in China. However, the actual ratio of relief funds from the government to the total amount of losses and the ratio of relief funds from the four channels added together are both very low. This paper argues that the role of commercial insurance in disaster relief is far from sufficient. Importantly, suggestions are also provided on how to restructure the system and on the relative role that each of these channels should play in China’s disaster relief system.  相似文献

Abstract

With over six million buildings located within the boundaries of the 100-yr floodplain, flood losses across the United States are widespread (88% of US counties experienced at least one flood disaster during the second half of the twentieth century). To deal with this problem, the federal government provides flood insurance through the National Flood Insurance Program, which was initiated by Congress in 1968 and amended significantly in 1969, 1973, and 1994. This article describes the US approach to flood insurance and notes a number of problems that have limited its effectiveness. Flood hazard identification is incomplete, and methods used are flawed. Mitigation has failed to contain increasing exposure to property damage in floods and coastal storms, and it has failed to markedly reduce exposure to loss of older buildings located in flood hazard areas. Market penetration of flood insurance is low, in spite of mandatory purchase requirements for new construction and the availability of subsidized insurance rates for older buildings located in flood-hazard areas. These problems, although serious, can be remedied through a variety of actions taken by governments at the federal, state, and local level.  相似文献

The International Decade for Natural Disaster Reduction, which began in January 1990, will embrace efforts to reduce death, injury and property losses stemming from rapid-onset natural disasters. Our expanding science and technology base makes possible this concerted cooperative international effort, and communications is a central part of that effort — for public education, early warning, evacuation and coordination of post-disaster relief. Mass communication is inextricably entwined with disasters and hazard mitigation. Reflecting the public's great interest and concern, the electronic and print media extensively cover natural disasters and significantly affect how and what the public learns about and how it perceives natural hazards. Improving the linkages between the media and disaster-mitigation researchers and practitioners could prepare the public to act promptly on warnings, helping to mitigate disasters. This could also accelerate the shift of the societal emphasis from post-disaster relief toward pre-disaster initiatives.  相似文献

Climate change, although a natural phenomenon, is accelerated by human activities. Disaster policy response to climate change is dependent on a number of factors, such as readiness to accept the reality of climate change, institutions and capacity, as well as willingness to embed climate change risk assessment and management in development strategies. These conditions do not yet exist universally. A focus that neglects to enhance capacity-building and resilience as a prerequisite for managing climate change risks will, in all likelihood, do little to reduce vulnerability to those risks. Reducing vulnerability is a key aspect of reducing climate change risk. To do so requires a new approach to climate change risk and a change in institutional structures and relationships. A focus on development that neglects to enhance governance and resilience as a prerequisite for managing climate change risks will, in all likelihood, do little to reduce vulnerability to those risks.  相似文献

Humanitarian organisations operate in increasingly hostile environments. Although authoritative statistics are scarce, anecdotal evidence suggests that aid workers face life-threatening risks that are exacerbated by the growing number of humanitarian organisations operating in the field, the diversity of their mandates, the lack of common professional security standards, and limited success in inter-agency security coordination. Despite broad acceptance of the need for better security management and coordination, many humanitarian organisations remain ambivalent about devoting increased resources to security management and security coordination. A critical lack of basic empirical knowledge of the field security environment hampers efforts to enhance security management practices. The absence of a systematic means of sharing incident data undermines the capacity of the humanitarian community to address proactively security threats. In discussions about humanitarian staff safety and security, the least common denominator remains cumulative anecdotal evidence provided by the many security personnel working for humanitarian organisations in the feld.  相似文献

收集整理了中国大陆107次M≥5.0地震的震型、发震断层性质等资料,分不同发震断层性质和不同震型两种情况,比较了不同地震视应力的大小关系。结果显示,地震视应力的高低和发震断层性质有关,也和地震类型有关。走滑型地震的视应力高于非走滑型地震的视应力,走滑断层中孤立型地震视应力低于多震型地震视应力。非走滑型地震情况则复杂得多,既有视应力很高的孤立型地震,也有视应力很低的多震型地震。为了进一步探索利用强震本身的信息快速判定震型的方法,还通过视应力计算了18例强震的静态应力降与动态应力降之比值Y,得到当Y>0.2时,强震可能为孤立型或近孤立型的主震—余震型地震,当Y<0.2时,强震可能为多震型或强余震丰富的主震—余震型地震的认识。  相似文献

简述了我国外来有害生物入侵的现状、趋势与危害,介绍了与生物入侵有关的几个基本原理,着重探讨了我国外来入侵物种安全管理上存在的主要问题及其对策思路。研究认为,加入WTO意味着境外危险性有害生物传入我国的风险有所加大,但我们仍然存在着认识有待提高,法律法规有待完善,以及管理体制不健全、基础研究有待加强、对外合作与内部教育有待改进等亟待解决的问题。建议以“预防为主,及早发现、消灭和控制”为指导,建立健全我国的生物入侵预警、检验监测及快速反应机制,和重大外来有害生物应急预案,以及政策和经济激励与制约机制等,使外来入侵物种造成的危害最小化。  相似文献

This study examines stress and mood outcomes in community volunteers who undertook one week's worth of post‐disaster relief work in L'Aquila, Italy, which had been hit by an earthquake four months earlier. The study team obtained pre‐ and post‐relief work data from 130 volunteers involved in activities such as preparing food for the displaced, cleaning the camps and distributing clean linen. The Perceived Stress Scale, the State‐Trait Anxiety Inventory and the Profile of Mood States were administered at the start and at the end of the aid activities. Psychopathological symptoms and empathy were assessed in the beginning, using the Symptom Checklist 90 Revised and the Interpersonal Reactivity Index, respectively. The results show that, following the assistance work, volunteers displayed decreases in perceived stress, general distress, anxiety and anger, as well as increases in positive emotions. The empathy facets empathic concern and personal distress showed different patterns in modulating the post‐disaster relief work adaptation for some of the mood outcomes.  相似文献
