/ During the last decade, a major initiative for community involvement in the management of state forest lands was started in India in the form of Joint Forest Management (JFM) programs. Despite the progress and positive impacts, the JFM program is still in the experimental phase. Latent conflicts related to caste, class, and gender issues are threatening JFM institutions at the village level. The Forest Department is also facing a number of internal conflicts as it tries to adjust to its new role under JFM. Some thoughtful and creative attempts have been made to resolve these conflicts. However, a much more concerted effort is required along with creation of suitable mechanisms at local, state, and national levels to discuss and resolve present and future conflicts.  相似文献

The concept of substituting bio‐diesel produced from plantations on eroded soils for conventional diesel fuel has gained wide‐spread attention in India. In recent months, the Indian central Government as well as some state governments have expressed their support for bringing marginal lands, which cannot be used for food production, under cultivation for this purpose. Jatropha curcas is a well established plant in India. It produces oil‐rich seeds, is known to thrive on eroded lands, and to require only limited amounts of water, nutrients and capital inputs. This plant offers the option both to cultivate wastelands and to produce vegetable oil suitable for conversion to bio‐diesel. More versatile than hydrogen and new propulsion systems such as fuel cell technology, bio‐diesel can be used in today's vehicle fleets worldwide and may also offer a viable path to sustainable transportation, i.e., lower greenhouse gas emissions and enhanced mobility, even in remote areas. Mitigation of global warming and the creation of new regional employment opportunities can be important cornerstones of any forward looking transportation system for emerging economies.  相似文献

India's coastal resource complexes were traditionally characterized by a continuum of 'common property resources' or 'commons' that stretched from the shores to the seas. The continuum aided the existence of sustainable livelihood systems for local communities. Today, fragmented policy approaches and economic welfare schemes have caused the disintegration of community control over the continuum. As a consequence, livelihood systems of local communities have declined. The introduction of coastal management guidelines in the 1990s has exacerbated the situation. With reference to a coastal village located in the State of Kerala in South West India, the paper describes the trajectory of unsustainable change that has taken place in the coastal area resource complexes of the country. The paper argues for restoring the continuum of commons in the study area through community driven systems of natural resource management that are based on networks of nested institutions.  相似文献

Afforestation of agricultural lands has been one of the major land use changes in China in recent decades. To better understand the effect of such land use change on soil quality, we investigated selected soil physical, chemical and microbial properties (0–15 cm depth) in marginal agricultural land and a chronosequence of poplar (Populus euramericana cv. ‘N3016’) plantations (5-, 10-, 15- and 20-years old) in a semi-arid area of Northeast China. Soil bulk density significantly declined after conversion of agricultural lands to poplar plantations. Soil total organic carbon (TOC) and nitrogen (TN) concentrations, microbial biomass C (MBC) and potential N mineralization rate (PNM) decreased initially following afforestation of agricultural lands, and then increased with stand development. However, soil metabolic quotient (qCO2) exhibited a reverse trend. In addition, soil particulate organic matter C (POM-C) and N (POM-N) concentrations showed no significant changes in the first 10 years following afforestation, and then increased with stand age. These findings demonstrated that soil quality declined initially following afforestation of agricultural lands in semi-arid regions, and then recovered with stand development. Following 15 years of afforestation, many soil quality parameters recovered to the values found in agricultural land. We propose that change in soil quality with stand age should be considered in determining optimum rotation length of plantations and best management practices for afforestation programs.  相似文献

ABSTRACT

In recent work on commons and commoning, scholars have argued that we might delink the practice of commoning from property ownership, while paying attention to modes of governance that enable long-term commons to emerge and be sustained. Yet commoning can also occur as a temporary practice, in between and around other forms of use. In this article we reflect on the transitional commoning practices and projects enabled by the Christchurch post-earthquake organisation Life in Vacant Spaces, which emerged to connect and mediate between landowners of vacant inner city demolition sites and temporary creative or entrepreneurial users. While these commons are often framed as transitional or temporary, we argue they have ongoing reverberations changing how people and local government in Christchurch approach common use. Using the cases of the physical space of the Victoria Street site “The Commons” and the virtual space of the Life in Vacant Spaces website, we show how temporary commoning projects can create and sustain the conditions of possibility required for nurturing commoner subjectivities. Thus despite their impermanence, temporary commoning projects provide a useful counter to more dominant forms of urban development and planning premised on property ownership and “permanent” timeframes, in that just as the physical space of the city being opened to commoning possibilities, so too are the expectations and dispositions of the city’s inhabitants, planners, and developers.  相似文献

This paper analyses the fuelwood consumption pattern by different tribal and non-tribal communities ofMeghalaya in north-east India. The total fuelwood consumption including all activities such as cooking, rice beer preparation, room and water heating and festival celebration, ranged from 4.7 kg/capita/day for the Garos to 2.1 kg/capita/day for the Nepalese. The total energy expended for fuelwood collection was highest for the Nepalese (0.23 MJ/capital day) and least for the Garos (0.12 MJ/capital day). The present information on fuelwood consumption patterns by different tribal and non-tribal communities could form the basis for designing appropriate technologies for energy plantations in the region. Besides this, some other technologies such as the introduction of fuel efficient devices at the village level and recycling of resources through biogas could be appropriate.  相似文献

Management of forests, rangelands, and wetlands on public lands, including the restoration of degraded lands, has the potential to increase carbon sequestration or reduce greenhouse gas (GHG) emissions beyond what is occurring today. In this paper we discuss several policy options for increasing GHG mitigation on public lands. These range from an extension of current policy by generating supplemental mitigation on public lands in an effort to meet national emissions reduction goals, to full participation in an offsets market by allowing GHG mitigation on public lands to be sold as offsets either by the overseeing agency or by private contractors. To help place these policy options in context, we briefly review the literature on GHG mitigation and public lands to examine the potential for enhanced mitigation on federal and state public lands in the United States. This potential will be tempered by consideration of the tradeoffs with other uses of public lands, the needs for climate change adaptation, and the effects on other ecosystem services.  相似文献

This paper examines the effects of wildlife tourism‐based payments for ecosystem services (PES) on poverty, wealth inequality and the livelihoods of herders in the Maasai Mara Ecosystem in south‐western Kenya. It uses the case of Olare Orok Conservancy PES programme in which pastoral landowners have agreed to voluntary resettlement and exclusion of livestock grazing from their sub‐divided lands. These lands are set aside for wildlife tourism, in return for direct monetary payments by a coalition of five commercial tourism operators. Results show that, on the positive side, PES is the most equitable income source that promotes income diversification and buffers households from the livestock income declines during periods of severe drought, such as in 2008‐2009. Without accounting for the opportunity costs, the magnitude of the PES cash transfer to households is, on average, sufficient to close the poverty gap. The co‐benefits of PES implementation include the creation of employment opportunities in the conservancy and provision of social services. There is however a need to mitigate the negative effects of PES, including the widening inequality in income between PES and non‐PES households and the leakages resulting from the displacement of settlements and livestock to currently un‐subdivided pastoral commons.  相似文献

This paper examines the current governance of common land with the intention of updating a story last examined in detail in studies in the late 1980s. In addition, the paper draws on recent conceptualizations of stakeholders and governance. A brief history of common land shows that governance systems are highly localized and dependent on custom and practice. Such a dependence suggests the need for governance which is based on the incorporation of stakeholders using consensus building approaches. The paper suggests that local governance systems are crucial to the successful implementation of sustainable management practices but that this may be overlooked by land managers and policy makers. Consequently, comprehensive national legislation for common land is not a viable option but legislation can play a valuable role in particular circumstances. The need to give further consideration to the role of legislation and an appropriate policy framework for commons within the context of stakeholder governance is particularly important given the significance of common land for agriculture, nature conservation, landscape, heritage and recreation across England and Wales.  相似文献

The article considers the impact of introducing government co-management policy in the form of Joint Forest Management (JFM) in an area with a five-decade-old self-organized community forest management system in Orissa, India. We ask a question that appears not to have been previously examined: What happens when JFM replaces an already existing community forest management arrangement? Our comparison of the JFM arrangement with the self-organized community forest management regime (pre- and post-2002 in a selected village) provides three conclusions: (1) The level of villager participation in forest management has declined, along with the erosion of the bundle of common rights held by them; (2) multiple institutional linkages between the village and outside agencies, and reciprocal relations with neighboring villages have been abandoned in favor of a close relationship with the Forestry Department; and (3) the administration of the forestry resource has become politicized. We conclude that the “one-size-fits-all” approach of the JFM, with its pre-packaged objectives and its narrow scope of forest management, is likely to limit experimentation, learning, and institutional innovation that characterizes community forest management.  相似文献

Fuel and leasable minerals mined in the United States have historically been subject to federal royalties while locatable minerals have not. In recent years there have been multiple attempts to alter this policy and subject locatable minerals to federal royalties as well; most recently the preliminary 2012 Obama budget included a gross royalty on hard-rock mining on public lands. This paper analyzes the issue of imposing such federal royalties from both a legal and economic perspective. From a legal perspective, it is argued that the state of western property rights precludes royalties on currently extant claims so revenues from a royalty would not be realized for many years. From an economic perspective, it is argued that the effect on revenue would be smaller than one might anticipate due to such a royalty crowding out state levies or encouraging vertical disintegration on the part of mining firms to avoid much of the burden of the royalty.  相似文献

This paper examines the issue of land tenure and how it influences artisanal and small-scale mining (ASM) activity in Ghana. Over the past few decades, attempts by governments in sub-Saharan Africa to regulate or formalize ASM as a result of the sector's increasing socio-economic and environmental importance have largely been unsuccessful. Even though mining laws have tended to vest all minerals in the state, increasing evidence suggests that mineral-rich lands for artisanal mining continue to be frequently traded between local landowners and miners or interested groups outside the official legal regime. This development, i.e. land trading for artisanal mining, contributes significantly towards proliferation of illegal ASM activity and hence potentially challenges attempts by governments and development partners to formalise the sector.  相似文献

The city of Bangalore in southern India is rapidly expanding, resulting in major transformations in land use, wetland management, and the distribution of green spaces. This paper examines how transformations in land use and governance consequent to urbanization can change people’s perceptions of and interactions with an urban ecological commons, using the case study of the Agara lake in the south Indian city of Bangalore. In less than four decades, the landscape surrounding the lake has altered from a fundamentally agricultural area, dependent on the lake for irrigation and drinking water, to a densely urbanized area where the lake is used predominantly for recreation. A change in governance from community management to state management has sidelined the fishers, fodder collectors and agricultural users who traditionally maintained this lake. The governmental agencies that are supposed to maintain the lake are unable to do so due to a complex governance structure, with overlapping jurisdictions, compounded by an ongoing litigation. Over the past decades, the lake has largely transitioned into an urban green space primarily used for recreation and nature watching. This case study provides us with a broader understanding of how changes in governance consequent to urbanization and city expansion can impact interactions between people and ecological commons in a rapidly growing Indian city.  相似文献

The Kyoto Protocol provides for the involvement of developing countries in an atmospheric greenhouse gas reduction regime under its Clean Development Mechanism (CDM). Carbon credits are gained from reforestation and afforestation activities in developing countries. Bangladesh, a densely populated tropical country in South Asia, has a huge degraded forestland which can be reforested by CDM projects. To realize the potential of the forestry sector in developing countries for full-scale emission mitigation, the carbon sequestration potential of different species in different types of plantations should be integrated with the carbon trading system under the CDM of the Kyoto Protocol. This paper discusses the prospects and problems of carbon trading in Bangladesh, in relation to the CDM, in the context of global warming and the potential associated consequences. The paper analyzes the effects of reforestation projects on carbon sequestration in Bangladesh, in general, and in the hilly Chittagong region, in particular, and concludes by demonstrating the carbon trading opportunities. Results showed that tree tissue in the forests of Bangladesh stored 92tons of carbon per hectare (tC/ha), on average. The results also revealed a gross stock of 190tC/ha in the plantations of 13 tree species, ranging in age from 6 to 23 years. The paper confirms the huge atmospheric CO(2) offset by the forests if the degraded forestlands are reforested by CDM projects, indicating the potential of Bangladesh to participate in carbon trading for both its economic and environmental benefit. Within the forestry sector itself, some constraints are identified; nevertheless, the results of the study can expedite policy decisions regarding Bangladesh's participation in carbon trading through the CDM.  相似文献

India has vast tracts of wastelands, which have been lying barren for ages. Most such lands are physically suitable for growing trees and thus could be put to socially productive uses. However, although usually economically viable, afforestation requires massive initial investment, generally beyond the means of the landowners. Also, government budgetary allocations do not cover current needs. In this situation, institutional credit is required. The National Bank for Agriculture and Rural Development (NABARD) of India has recognized this need and has devised a number of different schemes to provide refinance facilities to individuals and organisations. Although the number of forestry schemes refinanced by NABARD has increased rapidly in the past, they currently constitute only about 1% of the total number of loans sanctioned, and only about 2% of NABARD's cumulative loan disbursement to date. In fact, since 1992, the share of afforestation schemes has declined. A number of factors have been identified as major constraints, including time-consuming and complicated procedures for accessing land; restrictions on harvesting and selling trees; delays in sanctioning and disbursement of bank credit; non-remunerative prices for tree products; and flawed public policies and programmes. This article argues that unless these constraints are overcome, NABARD will not be able to play an effective role in speeding up development programmes in the forestry sector. It further argues that most of the current constraints on institutional credit for wasteland afforestation can be removed or relaxed. Practical strategies are suggested to mobilize more funds and channel more institutional credit for wasteland afforestation in India.  相似文献

There is a general lack of information on the impact of forest plantations and the presence of urban settlements on populations of resource-demanding species such as large felids. To partially address this problem, a project study was conducted to find out whether mosaics of forest plantations and native vegetation can function as an adequate habitat for pumas (Puma concolor) in southern Brazil. The study was conducted within a 1255-km2 area, managed for planted stands of Pinus spp. and Eucalyptus spp. Individual identification of pumas was carried out using a combination of track-matching analysis (discriminant analysis) and camera-trapping. Both techniques recorded closely similar numbers of individual pumas, either total (9–10 individuals) or resident (5–6 individuals). A new approach, developed during this study, was used to individualize pumas by their markings around the muzzle. The estimated density varied from 6.2 to 6.9 individuals/100 km2, ranking among the highest across the entire puma range and indicating a potential total population of up to 87 individuals in the study site. In spite of the availability of extensive areas without human disturbance, a radio-tracked female used a core home range that included forest plantations, an urbanized village, and a two-lane paved road with regular vehicular traffic. The high density of pumas and the species’ intensive use of modified landscapes are interpreted here as deriving from conditions rarely found near human settlements: mutual tolerance by pumas and humans and an adequate habitat (regardless of plantations) largely due to the inhibition of invasions and hunting and maintenance of sizable extents of native forest patches. More widely, it suggests the potential of careful management in forestry operations to provide habitat conditions for resource-demanding species such as the puma. Furthermore, it highlights the importance of curbing invasions and hunting, in this case provided by the presence of company employees, for the maintenance of wildlife populations.  相似文献

In developed countries, ecological restoration is a widely accepted practice to restore the productivity of degraded coal mine spoils and prevent mine‐degraded sites from acting as sources of pollution. During the past decade, ecologists realized the global need for ecological restoration, and the benefit of restoration is now assessed on the basis of ecosystem services that the restored lands can provide. In this article, the knowledge gap between crude reclamation and ecological restoration is examined, the steps crucial to ecological restoration in tropical conditions are identified, and simple guidelines are given for easy understanding. Restoration issues, such as modification of the forestry restoration approach, reestablishment of biodiversity, removal and reuse of topsoil during progressive and final stages of ecological restoration, drainage, promotion of a plant‐succession‐based approach, use of a grass–legume mixture as an initial colonizer, stabilization of steep slopes, and soil blanketing, are discussed. Those attributes of a degraded ecosystem that are responsible for the success of any restoration project are critically examined, and the opportunities provided by ecological restoration are explored.  相似文献

Food security concerns and the scarcity of new productive land have put productivity enhancement of degraded lands back on the political agenda. In such a context, salt‐affected lands are a valuable resource that cannot be neglected nor easily abandoned even with their lower crop yields, especially in areas where significant investments have already been made in irrigation and drainage infrastructure. A review of previous studies shows a very limited number of highly variable estimates of the costs of salt‐induced land degradation combined with methodological and contextual differences. Simple extrapolation suggests that the global annual cost of salt‐induced land degradation in irrigated areas could be US$ 27.3 billion because of lost crop production. We present selected case studies that highlight the potential for economic and environmental benefits of taking action to remediate salt‐affected lands. The findings indicate that it can be cost‐effective to invest in sustainable land management in countries confronting salt‐induced land degradation. Such investments in effective remediation of salt‐affected lands should form part of a broader strategy for food security and be defined in national action plans. This broader strategy is required to ensure the identification and effective removal of barriers to the adoption of sustainable land management, such as perverse subsidies. Whereas reversing salt‐induced land degradation would require several years, interim salinity management strategies could provide a pathway for effective remediation and further showcase the importance of reversing land degradation and the rewards of investing in sustainable land management.  相似文献

Though the restoration of disturbed ecosystems has so far played a relatively modest role in the effort to conserve biological diversity, there are reasons to suspect that its role will increase and that its contribution to the maintenance of diversity will ultimately prove crucial as techniques are further refined and as pristine areas for preservation become scarcer and more expensive.It is now possible to restore a number of North American communities with some confidence. However, it should be noted that many current efforts to return degraded lands to productive use, like attempts to reclaim land disturbed by mining, try only for rehabilitation to a socially acceptable condition and fall considerably short of actually restoring a native ecological community.Possible uses for restoration in the conservation of biodiversity include not only the creation of habitat on derelict sites, but also techniques for enlarging and redesigning existing reserves. Restoration may even make it possible to move reserves entirely in response to long-term events, such as changes in climate. Restoration in the form of reintroduction of single species to preexisting or restored habitat is also a critical link in programs to conserve species ex situ in the expectation of eventually returning them to the wild. And restoration provides opportunities to increase diversity through activities as diverse as management of utility corridors, transportation rights-of-way, and parks.  相似文献

The United States and other developed countries are faced with restoring and managing degraded ecosystems. Evaluations of the degradation of ecological resources can be used for determining ecological risk, making remediation or restoration decisions, aiding stakeholders with future land use decisions, and assessing natural resource damages. Department of Energy (DOE) lands provide a useful case study for examining degradation of ecological resources in light of past or present land uses and natural resource damage assessment (NRDA). We suggest that past site history should be incorporated into the cleanup and restoration phase to reduce the ultimate NRDA costs, and hasten resource recovery. The lands that DOE purchased over 50 years ago ranged from relatively undisturbed to heavily impacted farmland, and the impact that occurred from DOE occupation varies from regeneration of natural ecosystems (benefits) to increased exposure to several stressors (negative effects). During the time of the DOE releases, other changes occurred on the lands, including recovery from the disturbance effects of farming, grazing, and residential occupation, and the cessation of human disturbance. Thus, the injury to natural resources that occurred as a result of chemical and radiological releases occurred on top of recovery of already degraded systems. Both spatial (size and dispersion of patch types) and temporal (past/present/future land use and ecological condition) components are critical aspects of resource evaluation, restoration, and NRDA. For many DOE sites, integrating natural resource restoration with remediation to reduce or eliminate the need for NRDA could be a win-win situation for both responsible parties and natural resource trustees by eliminating costly NRDAs by both sides, and by restoring natural resources to a level that satisfies the trustees, while being cost-effective for the responsible parties. It requires integration of remediation, restoration, and end-state planning to a greater degree than is currently done at most DOE sites.  相似文献
