The water–energy–food (WEF) nexus has become a popular, and potentially powerful, frame through which to analyse interactions and interdependencies between these three systems. Though the case for transdisciplinary research in this space has been made, the extent of stakeholder engagement in research remains limited with stakeholders most commonly incorporated in research as end-users. Yet, stakeholders interact with nexus issues in a variety of ways, consequently there is much that collaboration might offer to develop nexus research and enhance its application. This paper outlines four aspects of nexus research and considers the value and potential challenges for transdisciplinary research in each. We focus on assessing and visualising nexus systems; understanding governance and capacity building; the importance of scale; and the implications of future change. The paper then proceeds to describe a novel mixed-method study that deeply integrates stakeholder knowledge with insights from multiple disciplines. We argue that mixed-method research designs—in this case orientated around a number of cases studies—are best suited to understanding and addressing real-world nexus challenges, with their inevitable complex, non-linear system characteristics. Moreover, integrating multiple forms of knowledge in the manner described in this paper enables research to assess the potential for, and processes of, scaling-up innovations in the nexus space, to contribute insights to policy and decision making.  相似文献

In this paper we present a novel methodology for identifying stakeholders for the purpose of engaging with them in transdisciplinary, sustainability research projects. In transdisciplinary research, it is important to identify a range of stakeholders prior to the problem-focussed stages of research. Early engagement with diverse stakeholders creates space for them to influence the research process, including problem definition, from the start. However, current stakeholder analysis approaches ignore this initial identification process, or position it within the subsequent content-focussed stages of research. Our methodology was designed as part of a research project into a range of soil threats in seventeen case study locations throughout Europe. Our methodology was designed to be systematic across all sites. It is based on a snowball sampling approach that can be implemented by researchers with no prior experience of stakeholder research, and without requiring significant financial or time resources. It therefore fosters transdisciplinarity by empowering physical scientists to identify stakeholders and understand their roles. We describe the design process and outcomes, and consider their applicability to other research projects. Our methodology therefore consists of a two-phase process of design and implementation of an identification questionnaire. By explicitly including a design phase into the process, it is possible to tailor our methodology to other research projects.  相似文献

Many new forms of water governance are emerging in response to economic and social needs and wants, as well as water-related problems such as scarcity, injustice, and conflict. However, there is little evidence on how sustainable these governance regimes are, which would be critical for making progress toward sustainable and just water governance. In this article, we present the results of a transdisciplinary multi-criteria sustainability assessment of alternative governance regimes for Guanacaste Province, Costa Rica. The assessment specifies differences between sustainable and unsustainable governance regimes, while also pinpointing how the current water governance regime performs in comparison to those alternatives. The findings indicate that those governance regimes with just and deliberative stakeholder involvement, secure groundwater reserves, and healthy dry tropical ecosystems were considered sustainable and just. In contrast, the current state of water governance was found to be at high risk of digressing toward unsustainable systems where rural communities lack rights and influence, where economies favor agro-industry and high impact tourism at the expense of rural livelihoods, and where water scarcity overwhelms weak governance. This assessment study clarifies water sustainability goals, asserts the need for transformational change, and offers a pragmatic foundation for actions toward sustainable water governance.  相似文献

In Brazil’s semi-arid Northeast, most rural dwellers derive income from the dry Caatinga forest through livestock farming, fruit collection, and firewood extraction. However, recurring droughts and inadequate land use practices jeopardize farmers’ livelihoods. The drought-resistant, endemic Umbuzeiro tree provides fruit for direct consumption and allows for the creation of transformed products. The planting of this native species can enhance the well-being of the ecosystem and establish future benefits for smallholdings. However, it is crucial that when taking up innovative practices to cope with environmental change, a willingness to apply them should be fostered among local farmers. We used constellation analysis as a transdisciplinary approach to identify elements of current land management which subsequently defined the nodes of a Bayesian network (BN). We developed probabilities of practice uptake that strengthen success, namely the conservation of natural resources while securing the incomes of smallholders. In collaboration with stakeholders and experts, 25 identified nodes for the BN were tested under various scenarios. Adopting all suggested innovative practices secures the final objectives—ecosystem health and farmer benefits (approx. 90%). The analysis quantified the relevance of single issues that may impede farmers to adopt the practices, such as having to cultivate seedlings or avoiding long-term investments. Further crucial actions include the fencing-off of livestock and marketing pathways. Affordable credit, research, and supportive farmers’ institutions can encourage farmers to implement innovative practices. The use of modeled scenarios can provide evidence, which might encourage sustainable land management.  相似文献

Since many soil studies have already revealed the possible risks to human health and the environment arising from contaminated soils it is therefore crucial to preserve soil quality under current and future conditions. In the last three decades a number of countries already introduced national policies and practices for the management of contaminated sites, and in 2002, an EU Thematic Strategy for Soil Protection was proposed by the European Commission. In this paper we review and analyse several national contaminated land policy regimes already in place in order to assess common elements and to identify specific needs in the development of national soil policies. We propose a framework that combines the D-P-S-I-R structure of policy evaluation with the Source-Pathway-Receptor approach to health risk assessment to support the development of effective country specific regulatory decisions for managing contaminated land in countries where these are yet to be implemented. The framework proposed allows decision makers to effectively use available information and to identify existing data gaps. As a result it is apparent that while there are technical aspects of site characterisation, risk assessment and remediation processes that could be commonly implemented at an EU level there are certain trans-scientific aspects that require political choices and need to be customized by EU Member States.  相似文献

Threats of climate change and future energy price uncertainty have led to a global debate on energy efficiency, particularly the energy efficiency of housing projects. This serious global problem calls for improvement in energy efficiency from all sectors, especially the building sector which is considered a major energy consumer. Adoption of energy efficiency design practices in the housing sector has been perceived to have a significant potential to contribute greatly to the sustainable building process. Additionally, most studies indicate that the understanding and integration of stakeholder requirements has an enormous potential towards increasing the sustainability perspectives that relate to social, environmental, economic and technical issues of buildings. However, there is enough evidence from several studies suggesting a lack of common perspective on stakeholder requirements towards building energy efficiency (BEE) in housing development. Hence it is argued that stakeholders’ alignment for energy efficiency improvement is crucial and a fundamental challenge that needs to be addressed if the goal of energy use reduction in buildings is to be achieved. The aim of this paper is to identify the important building energy requirements among stakeholders of mass housing projects and their impact on technical characteristics of mass housing projects. Through a survey of building industry stakeholders and using the House of Quality model for analysis of the data obtained, the study identified five (5) most rated BEE stakeholders’ requirements in respect of housing development. The study gives a new insight into the considerations of building stakeholders regarding energy efficiency. This insight is useful towards achieving sustainable building solutions that meet the sustainability features of housing development in Ghana and other countries with similar energy and housing challenges.  相似文献

We argue that differences in the perception and governance of adaptation to climate change and extreme weather events are related to sets of beliefs and concepts through which people understand the environment and which are used to solve the problems they face (mental models). Using data gathered in 31 in-depth interviews with adaptation experts in Europe, we identify five basic stakeholder groups whose divergent aims and logic can be related to different mental models they use: advocacy groups, administration, politicians, researchers, and media and the public. Each of these groups uses specific interpretations of climate change and specifies how to deal with climate change impacts. We suggest that a deeper understanding and follow-up of the identified mental models might be useful for the design of any stakeholder involvement in future climate impact research processes. It might also foster consensus building about adequate adaptation measures against climate threats in a society.  相似文献

The continuously growing global demands on a finite land resource will require better strategic policies and management of trade-offs to avoid conflicts between different land-use sectors. Visions of the future can support strategic planning by stimulating dialogue, building a consensus on shared priorities and providing long-term targets. We present a novel approach to elicit stakeholder visions of future desired land use, which was applied with a broad range of experts to develop cross-sectoral visions in Europe. The approach is based on (i) combination of software tools and facilitation techniques to stimulate engagement and creativity; (ii) methodical selection of stakeholders; (iii) use of land attributes to deconstruct the multifaceted sectoral visions into land-use changes that can be clustered into few cross-sectoral visions, and (iv) a rigorous iterative process. Three cross-sectoral visions of sustainable land use in Europe in 2040 emerged from applying the approach in participatory workshops involving experts in nature conservation, recreation, agriculture, forestry, settlements, energy, and water. The three visions—Best Land in Europe, Regional Connected and Local Multifunctional—shared a wish to achieve a land use that is sustainable through multifunctionality, resource use efficiency, controlled urban growth, rural renewal and widespread nature. However, they differ on the scale at which land services are provided—EU-wide, regional or local—reflecting the land-sparing versus land-sharing debate. We discuss the usefulness of the approach, as well as the challenges posed and solutions offered by the visions to support strategic land-use planning.

It has been widely acknowledged that people’s beliefs and perceptions influence implementation of climate change adaptation. Regarding perception barriers, some authors keep highlighting the confused definition of adaptation and its various interpretations. Our research contributes to this area by exploring how adaptation to climate change is perceived through 83 semi-structured interviews with stakeholders (public and municipal organizations, ENGO, private sector) from Montreal and Paris. Our results demonstrate a mirror opposition in the perception of adaptation to climate change. Indeed, while several respondents interpreted adaptation as a resignation, many interviewees perceived adaptation as an opportunity. The analysis showed that adaptation referring to resignation includes the ideas of a non-action and detrimental to mitigation; an excuse for not changing; anxiety about climate change; fatalism; and human failure. Adaptation perceived as an opportunity is divided into a source of creativity; toward sustainable development; led by the emergency; and awareness and making society of its responsibilities. Our findings confirm that terminological ambiguity of the term “adaptation” has to be considered in the decision-making process, which can be influenced by the perception of stakeholders.  相似文献

The STRATEGY project (Sustainable Restoration and Long-Term Management of Contaminated Rural, Urban and Industrial Ecosystems) aimed to provide a holistic decision framework for the selection of optimal restoration strategies for the long-term sustainable management of contaminated areas in Western Europe. A critical evaluation was carried out of countermeasures and waste disposal options, from which compendia of state-of-the-art restoration methods were compiled. A decision support system capable of optimising spatially varying restoration strategies, that considered the level of averted dose, costs (including those of waste disposal) and environmental side effects was developed. Appropriate methods of estimating indirect costs associated with side effects and of communicating with stakeholders were identified. The importance of stakeholder consultation at a local level and of ensuring that any response is site and scenario specific were emphasised. A value matrix approach was suggested as a method of addressing social and ethical issues within the decision-making process, and was designed to be compatible with both the countermeasure compendia and the decision support system. The applicability and usefulness of STRATEGY outputs for food production systems in the medium to long term is assessed.  相似文献

The Chernobyl accident led to a long-term crisis that affected agriculture, food and living conditions in complex ways, and that modified the usual economical, political and social relations between public and private stakeholders at local, national and international level. The EC FARMING project aims to create a European stakeholder network to consider possible rehabilitation strategies for rural areas contaminated after a nuclear accident. The Institute of Patrimonial Strategies of the National Institute on Agronomy had responsibility for setting up the French stakeholder group. The objective was to develop favourable conditions and ways whereby stakeholders could deal with such a complex situation as a nuclear emergency and develop rehabilitation strategies. The results from the 3-year work programme on both strategic and technical aspects, showed an increasing commitment from the stakeholders that led to the building up of a common understanding of what a nuclear accident could be and how it could be dealt with.  相似文献

The Central Vietnamese coast faces increasing impacts on the local livelihoods of coastal communities as a result of the increasing natural hazards which include tropical storms, heavy rains, and floods. A challenge for the local populations is improving their adaptation capacity to climate change hazards in a sustainable way. This study deals with the impacts of climate change-associated hazards and adaptation capacity in coastal communes of the Ky Anh district, Ha Tinh province along the coast in Central Vietnam. A combination of the Stakeholder Delphi technique and the DPSIR (drivers–pressures–states–impacts–responses) framework was used. Delphi questionnaires allowed assessing the consensus among the respondents of a stakeholder group. Twenty questions and 20 statements were listed reflecting the DPSIR components. Thirty-six panel members, which were randomly selected from four stakeholder groups which included local authorities, farmers, fishermen, and fish traders, were involved in a two-round Delphi process. The results show that, both agricultural and non-agricultural sectors are main drivers (D); migration, calamities, population growth, mineral mining, aquaculture processing, and agriculture are main pressures (P); changes in the frequency of extreme weather events, increasing intensity of storms, floods, and droughts indicate main states (S); changes in agricultural land use and productivity are main impacts (I); construction of and upgrading dykes and irrigation systems should be the principal responses (R) in the vision of the local stakeholders. The Kendall’s W value for the second round is 0.681, indicating a high degree of consensus among the panel members and confidence in the ranks. Overall, the study advocates developing sustainable ecosystems, an upgraded New Rural Planning, and renewable energy strategies as the main local adaptations to climate change hazards in this area.  相似文献

The primary purpose of this study was to assess in quantitative terms farmers’ perceptions of sustainable agriculture and to determine how those are influenced by different socio-economic characteristics and information-seeking behavior of the farmers. The study was conducted in Kahramanmaras province of Turkey and comprised a stratified sample of 208 farmers from four districts of the province. The farmers rated each of the 21 selected sustainable agricultural practices for importance on a 5-point scale, and the total of these ratings formed the sustainable agriculture perception index. The index score was calculated for each farmer and was treated as the dependent variable in the stepwise regression analysis procedure. The independent variables were such socio-economic characteristics as the farming system, the total and irrigated area of the farm, membership of a cooperative society and participation in village administration, and age, education, and income of the farmer; components of information-seeking behavior included use of the mass media (newspapers, radio, and television), use of the Internet, travel, and participation in farming events. The results of the study showed that the higher the socio-economic status (more frequent contact with extension services, higher education, ownership of land, etc.) and the greater the access to information, the greater the perceived importance of sustainable agricultural practices. It is concluded that if policy-makers and extension organizations concentrate on these factors, they are more likely to succeed in making farmers more favorably disposed toward sustainable agriculture.  相似文献

A wide range of goals and objectives have to be taken into account in natural resources management. Defining these objectives in operational terms, including dimensions such as sustainability, productivity, and equity, is by no means easy, especially if they must capture the diversity of community and stakeholder values. This is especially true in the coastal zone where land activities affect regional marine ecosystems. In this study, the aim was firstly to identify and hierarchically organise the goals and objectives for coastal systems, as defined by local stakeholders. Two case study areas are used within the Great Barrier Reef region being Mackay and Bowen–Burdekin. Secondly, the aim was to identify similarities between the case study results and thus develop a generic set of goals to be used as a starting point in other coastal communities. Results show that overarching high-level goals have nested sub-goals that contain a set of more detailed regional objectives. The similarities in high-level environmental, governance, and socio-economic goals suggest that regionally specific objectives can be developed based on a generic set of goals. The prominence of governance objectives reflects local stakeholder perceptions that current coastal zone management is not achieving the outcomes they feel important and that there is a need for increased community engagement and co-management. More importantly, it raises the question of how to make issues relevant for the local community and entice participation in the local management of public resources to achieve sustainable environmental, social, and economic management outcomes.  相似文献

Sustainable procurement practices have gained popularity amongst both researchers and supply chain practitioners. However, ethical practices in sustainable procurement have been the topic of discussion in the recent years. The goal of the study is to scientifically build a green procurement framework by exploring relationship between buyer–supplier relationships, unethical practices and green design for sustainability. The study was conducted considering samples from South African steel and engineering sector. Data show high rate of wastages and losses occurring at various stages of steel and engineering supply chains. Every steel and engineering company aims to reduce such losses for improving their profitability and achieve sustainability. The empirical findings show that such wastage and losses can be minimised through efficient eco-design and involvement of key suppliers at the design stage so that disassembly, recycling and reuse options not only prove successful but as well cost-effective for the organisation. Also we find that buyer deceitful practices are a strong determinant of green design for sustainability. Buyers making up a second source of supply for green components and preferring green suppliers being approved by top management is helpful for mitigation of supply risks under green procurement process. The present study is distinctive in terms of coverage and its contribution to supply chain theory.  相似文献

Sustainable regional development as a politically requested concept challenges regions within the European Union since the Amsterdam Treaty 1997. A growing body of literature identifies cooperation between stakeholder groups as one of the limiting factors for implementing sustainable regional strategies. This leads to the question, how cooperation within a region could be organised. How can institutions support the implementation process of sustainable development on the regional level? Regional institutions are both supporters of cooperation between regional stakeholders and key players in regional development processes. This paper presents a theoretical framework that can be used to discuss the question of how context, time and different participatory process designs influence the results of participatory monitoring projects in terms of concrete outputs (such as sustainability indicators) and the more intangible social outcomes (such as learning and stakeholder relations). We will discuss and compare four different cases of participatory monitoring of provincial sustainable development in the Netherlands. The results show sustainability issues selected by the stakeholders reflect the socio-economic and ecological structural characteristics of their region. In a different context, stakeholders not only assign different weights to the same set of issues, but more importantly they select a completely different set of regional aims altogether. Since these regional structural characteristics only change slowly over time, the influence of time on stakeholder preferences is shown to be only of minor importance. However, the dissipation of learning effects is shown to be a fundamental challenge for the cyclical nature of participatory monitoring, especially when its goal is shared agenda building. Another important conclusion is that, in the design of participatory processes, more attention should be devoted to providing stakeholders with the opportunity to comment on an ‘intermediate’ product.  相似文献

Research aiming at generating effective contributions to sustainable development faces particular complexity related challenges. This article proposes an analytical framework disentangling and structuring complexity issues with which research for sustainable development is confronted. Based on theoretical conceptions from fields like policy sciences and transdisciplinary research as well as on an in-depth analysis of the concept of sustainable development, three meta-perspectives on research for sustainable development are introduced and elaborated. The first perspective focuses on notions of sustainable development, sorting out the problem of unclear or ambiguous interpretations of the general sustainability objectives in specific contexts. The second perspective introduces a broad conception of the policy process representing the way societal change towards sustainable development is brought about. It supports identifying those academic and non-academic actors and stakeholders that are relevant for coming up with effective knowledge contributions. The third perspective identifies different forms of knowledge that are needed to tackle sustainability problems as well as the significance of their mutual interrelations. How the framework perspectives support reflecting on the fundamental complexity issues research for sustainable development is confronted with is illustrated using a case example from natural scientific research in the field of land use. We argue that meeting the complexity inherent in the concept of sustainable development requires joint learning in policy processes, working out shared visions being in line with the core objectives of sustainable development and generating knowledge about empirical, normative and pragmatic aspects.  相似文献

Changing unsustainable natural resource use in agricultural landscapes is a complex social–ecological challenge that cannot be addressed through traditional reductionist science. More holistic and inclusive (or transdisciplinary) processes are needed. This paper describes a transdisciplinary project for natural resource management planning in two regions (Eyre Peninsula and South Australian Murray-Darling Basin) of southern Australia. With regional staff, we reviewed previous planning to gain an understanding of the processes used and to identify possible improvement in plan development and its operation. We then used an envisioning process to develop a value-rich narrative of regional aspirations to assist stakeholder engagement and inform the development of a land use management option assessment tool called the landscape futures analysis tool (LFAT). Finally, we undertook an assessment of the effectiveness of the process through semi-structured stakeholder interviews. The planning process review highlighted the opinion that the regional plans were not well informed by available science, that they lacked flexibility, and were only intermittently used after publication. The envisioning process identified shared values—generally described as a trust, language that is easily understood, wise use of resources, collaboration and inclusiveness. LFAT was designed to bring the best available science together in a form that would have use in planning, during community consultation and in assessing regional management operations. The LFAT provided spatially detailed but simple models of agricultural yields and incomes, plant biodiversity, weed distribution, and carbon sequestration associated with future combinations of climate, commodity and carbon prices, and costs of production. Stakeholders were impressed by the presentation and demonstration results of the software. While there was anecdotal evidence that the project provided learning opportunities and increased understanding of potential land use change associated with management options under global change, the direct evidence of influence in the updated regional plan was limited. This project had elements required for success in transdisciplinary research, but penetration seems limited. Contributing factors appear to be a complexity of climate effects with economic uncertainty, lack of having the project embedded in the plan revision process, limited continuity and capacity of end users and limited after project support and promotion. Strategies are required to minimise the controlling influence that these limitations can have.  相似文献

Competing water demands for household consumption as well as the production of food, energy, and other uses pose challenges for water supply and sustainable development in many parts of the world. Designing creative strategies and learning processes for sustainable water governance is thus of prime importance. While this need is uncontested, suitable approaches still have to be found. In this article we present and evaluate a conceptual approach to scenario building aimed at transdisciplinary learning for sustainable water governance. The approach combines normative, explorative, and participatory scenario elements. This combination allows for adequate consideration of stakeholders’ and scientists’ systems, target, and transformation knowledge. Application of the approach in the MontanAqua project in the Swiss Alps confirmed its high potential for co-producing new knowledge and establishing a meaningful and deliberative dialogue between all actors involved. The iterative and combined approach ensured that stakeholders’ knowledge was adequately captured, fed into scientific analysis, and brought back to stakeholders in several cycles, thereby facilitating learning and co-production of new knowledge relevant for both stakeholders and scientists. However, the approach also revealed a number of constraints, including the enormous flexibility required of stakeholders and scientists in order for them to truly engage in the co-production of new knowledge. Overall, the study showed that shifts from strategic to communicative action are possible in an environment of mutual trust. This ultimately depends on creating conditions of interaction that place scientists’ and stakeholders’ knowledge on an equal footing.  相似文献
