Reaching the economic, environmental and sustainability objectives of all societies requires overcoming several major energy challenges; it necessitates rapid progress in multiple areas. The scenario pathways presented in this paper describe transformative changes toward these goals, taking a broad view of the four main energy challenges faced by society in the 21st century: providing universal access to modern energy for all; reducing the impacts of energy production on human health and the environment; avoiding dangerous climate change; and enhancing energy security. The overarching objective of the paper is to provide policy guidance on how to facilitate the transformation of the energy system to achieve these multiple energy objectives. Particular focus is given to the required pace of the transformation at both the global and regional levels, and to the types of financial and policy measures that will be needed to ensure a successful transition. Synergies and trade‐offs between the objectives are identified, and co‐benefits quantified. The paper makes an important contribution to the scenario literature by approaching the global transition toward sustainable development in a more integrated, holistic manner than is common in other studies. 相似文献

Many different approaches for national sustainable development strategies (NSDS) have been proposed since 1992, with some components common to all. A country's national strategy should be designed to help mainstream environmental concerns into policy. More broadly, it should coordinate local policy with global concerns, as well as integrate scientific knowledge into policy and development planning. The peer review mechanism for national strategies was piloted by France, and also involved representatives of countries from the North and the South as well as stakeholders. The peer review process allows countries to share their experience and information, and can assist them in identifying their own path to sustainable development. The business community can also contribute to sustainable development through provision of local and global public goods. Another input to sustainable development could come from the International Organization for Standardization (ISO) and its Guidance Standard on Social Responsibility (ISO 26000), as a coordinating mechanism between voluntary initiatives and binding obligations (such as international conventions). ISO standards and guidelines should therefore be integrated with national sustainable development strategies and local Agenda 21 frameworks. 相似文献

Pressure on the world’s water resources is increasing, restraining social and economic development in many countries, and
threatening ecological values in others. In order to manage water resources in a more sustainable manner, new planning methodologies/processes
for river basin management need to be developed. This study attempts to construct a set of useable normative criteria for
the analysis and evaluation of such processes. The criteria were designed as a response to the lack of deductive approaches
in the evaluation of methodologies and working procedures used in the context of river basin management, making it possible
to highlight their potential for sustainable development. The criteria are based on the twin concepts of participation and integration. These concepts function as well-established dimensions of both sustainable development and sustainable river basin management,
and they are of significant methodological relevance. A synthesis of the key aspects connected to the two concepts is undertaken,
based on a broad literature review. Focus is laid on how in methodological terms, and in relation to regional water management,
to achieve participation and integration in a decision-making or planning process. The criteria are concerned with how knowledge
and values are integrated into the planning process and how commitment, legitimacy, or acceptance for the resulting plan is

Abstract The charge of Local Agenda 21 is to facilitate agency by a wide range of actors in civil society. Student groups, both in schools and universities, have the potential to be important agents. This commentary concerns one example of student agency addressing sustainable development in a highly politicized context where political and social justice are high on the public agenda. On 14 April 2005 three students from the London School of Economics hosted a conference in Jerusalem for Palestinian and Israel students. This was one of the first joint conferences of Palestinians and Israelis since the start of the second Intifada in 2000. The subject of the conference was sustainable development in the Middle Eastern context and the following is an article composed by some of the conference participants. Their views are presented in their own words in order to recognize their ownership of the process. The authors suggest that projects that create a collaborative forum for Palestinians and Israelis regardless of the subject create a setting for track-three diplomacy and an opportunity to deconstruct stereotypes and learn from one another's knowledge. ‘Track-three’ diplomacy is understood in this article as grassroots initiatives implemented by ‘amateurs’ which feed into more official diplomatic relations. Economic instruments, such as effluent fees and tradable discharge permits (TDP), have often been suggested by economists as efficient or cost-effective means to control pollution. In recent years such instruments have received increasing attention due to their growing political acceptability. Still, their use in practice has been tentative. The interest in possible application of such instruments has led to a set of studies regarding their practical potential. These studies indicate that economic instruments require substantial government involvement, entailing high administration cost; require restrictions so as to prevent significant deterioration in receptor areas; and have ambivalent effects on innovation adoption. Consequently, the efficiency gains from such instruments may be smaller than potential gains identified in earlier studies. In addition, the distributional impacts of such instruments and their possible adverse effect on market contestability reduce their attractiveness in some cases. These findings raise the question: what is the desired role of economic instruments in addressing environmental concerns? In recent years the demand for environmental services has increased dramatically. Current legislation and studies indicate that desired environmental expenditures are likely to increase. At the same time environmental programs face increasing competition from other programs for a declining pool of general revenues. One outcome of these processes has been the search for alternative sources of funds for environmental programs. Furthermore, as the competition for general revenue funds increases, the allocation of such funds for environmental programs becomes less predictable. This may endanger many long-term environmental programs that require stable funding. This article suggests that economic instruments may prove one source of dedicated funds for many environmental goals. Consequently, studies of environmental-program financing as well as studies of economic instruments may well explore the possible role of economic instruments as financing tools. Some examples of the potential of such tools for estuary cleanup programs are discussed. 相似文献

Industrial ecology is a promising approach that planners can use to create more sustainable communities. This paper examines the scientific basis and planning implications of industrial ecology, which models urban systems on natural systems to increase efficiency and to reduce resource consumption and disposal. A case study of a successful eco-industrial system in Kalundborg, Denmark, demonstrates ways in which industrial ecology can promote key principles of sustainability. The traditional approach to developing propellants for specific gun applications relies heavily on trial and error. Candidate formulations must be made in small quantities and subjected to burning-rate measurements and small-scale vulnerability assessments. If the properties of these candidates fail to meet expectations, the process must be repeated. This approach, while historically unavoidable, is obviously inefficient in time and expense, but it also can generate considerable waste streams associated with unsuccessful formulations. With added considerations of life-cycle costs including environmental impact at all stages of development, use, and disposal, this traditional approach becomes increasingly unworkable. In this report a new approach is proposed which makes maximal use of scientific understanding embodied in models during the early phases of the propellant-development cycle. Through simple simulations, it is shown that this strategy can have a significant impact on the overall costs of the development process. In analogy to the DOE program to convert the nuclear-weapon stewardship from testing-based to science-based, we term the new approach "science-based design." It is argued that the modeling contribution to the propellant-development process is most efficiently implemented by subjecting candidate formulations to a hierarchy of models of different sophistication and input-data requirements, reserving the most rigorous models (usually the most data-intensive and least robust) for the most promising candidates. This new approach will require concentration and leveraging of resources toward the most critical early-phase development steps, but it may be the only credible strategy to reconcile the need for higher-performance weapons with the reality of declining resources. 相似文献

For the past two decades, planners and researchers have struggled to define concepts of sustainable development, but most definitions are too general. Goals need to be more specific and will vary to reflect the different conditions and national development policies across countries. A national Delphi survey, using two sequential questionnaires, was conducted in Zimbabwe during late 1992 with a broad cross-section of stakeholders. The survey identified, clarified and ranked 34 national objectives for environmentally sustainable development in Zimbabwe. Survey respondents weighted environmental objectives in development planning higher than both economic and social objectives. The ranked objectives will help guide the country's efforts to implement environmentally sustainable development and associated policy measures. 相似文献

This paper highlights current trends in consumption and production patterns in Asian developing countries and emerging economies. It describes the main challenges and opportunities for Asian countries making the transition towards sustainable consumption and production patterns. The main challenge for Asian economies is to address the unsustainable consumption patterns of urban consumers, which entails a policy shift from the current focus on pollution and inefficient industrial production. In view of future consumption trends and the global convergence of consumption patterns, the characteristics of the emerging 'global consumer class' are examined, with particular focus on urban ecological footprints and carbon emissions. Furthermore, the difference between urban and rural consumption is discussed, together with opportunities for low-carbon urban development in the megacities of Asian developing countries. Ecosystems, though impacted by global environmental change, can also contribute to the adaptation and mitigation of such large
scale changes. Therefore, sustainable ecosystem management is crucial in reaching a sustainable future for the biosphere.
Based on the published literature and publicly accessible data, this paper discussed the status and trends of forest, grassland,
and wetland ecosystems in China that play important roles in the ecological integrity and human welfare of the nation. Ecological
degradation has been observed in these ecosystems at various levels and geographic locations. Biophysical (e.g., climate change)
and socioeconomic factors (e.g., intensive human use) are the main reasons for ecosystem degradation with the latter factors
serving as the dominant driving forces. The three broad categories of ecosystems in China have partially recovered from degradation
thanks to large scale ecological restoration projects implemented in the last few decades. China, as the largest and most
populated developing nation, still faces huge challenges regarding ecosystem management in a changing and globalizing world.
To further improve ecosystem management in China, four recommendations were proposed, including: (1) advance ecosystem management
towards an application-oriented, multidisciplinary science; (2) establish a well-functioning national ecological monitoring
and data sharing mechanism; (3) develop impact and effectiveness assessment approaches for policies, plans, and ecological
restoration projects; and (4) promote legal and institutional innovations to balance the intrinsic needs of ecological and
socioeconomic systems. Any change in China’s ecosystem management approach towards a more sustainable one will benefit the
whole world. Therefore, international collaborations on ecological and environmental issues need to be expanded. 相似文献
