This research addresses the need to improve our knowledge on the demand for national forests for recreation and offers an in-depth data analysis supported by the complementary use of count data and ordered models. From a policy-making perspective, while count data models enable the estimation of monetary welfare measures, ordered models allow for the wider use of the database and provide a more flexible analysis of data. The main purpose of this article is to analyse the individual forest recreation demand and to derive a measure of its current use value. To allow a more complete analysis of the forest recreation demand structure the econometric approach supplements the use of count data models with ordered category models using data obtained by means of an on-site survey in the Bussaco National Forest (Portugal). Overall, both models reveal that travel cost and substitute prices are important explanatory variables, visits are a normal good and demographic variables seem to have no influence on demand. In particular, estimated price and income elasticities of demand are quite low. Accordingly, it is possible to argue that travel cost (price) in isolation may be expected to have a low impact on visitation levels. 相似文献

Japan’s national park system constitutes a potentially viable mechanism for securing local community participation and building stakeholder consensus for sustainable park management, although the potential of this system is yet to be fully maximized. This article gives an overview of the system of protecting natural resources in Japan, focusing on the national park system. Parks are managed by zoning and regulation, which is unique in that land is not “set aside” for nature conservation, but designated as national park wherever the need to preserve “scenic beauty” has been recognized, regardless of land ownership or land use. Although resource conservation under this system has been problematic, it has advantages, especially in terms of community participation. This article demonstrates that in order to reach the system’s potential, the park authority must act as coordinator of stakeholders and facilitator of bottom-up approaches to decision-making. In order to do this, steps that must be taken include the following: identifying the various stakeholders in park management and defining the “local community”; clarifying the roles and responsibilities of each stakeholder; and supporting consensus-building among stakeholders regarding the objectives and long-term vision of each park. By taking these steps, it would be possible to build a park management system that overrides government boundaries and involves local communities. This will enable the park authority to address the challenges facing Japan’s complex system of conserving natural resources, and move towards sustainable management of natural resources in Japan. 相似文献

We conducted a natural resource assessment at two national parks, New River Gorge National River and Shenandoah National Park,
to help meet the goals of the Natural Resource Challenge—a program to help strengthen natural resource management at national
parks. We met this challenge by synthesizing and interpreting natural resource information for planning purposes and we identified
information gaps and natural significance of resources. We identified a variety of natural resources at both parks as being
globally and/or nationally significant, including large expanses of unfragmented, mixed-mesophytic forests that qualify for
wilderness protection, rare plant communities, diverse assemblages of neotropical migratory birds and salamanders, and outstanding
aquatic recreational resources. In addition, these parks function, in part, as ecological reserves for plants in and wildlife.
With these significant natural resources in mind, we also developed a suite of natural resource management recommendations
in light of increasing threats from within and outside park boundaries. We hope that our approach can provide a blueprint
for natural resource conservation at publically owned lands. 相似文献

Populations of introduced European wild boar, feral pigs, and combinations of both types (all Susscrola L.) inhabit thirteen areas in the National Park Service system. All parks have relatively stable populations, with the exception of Great Smoky Mountains National Park, which reported a rapidly expanding wild boar population. Suspected and documented impacts were apparently related to pig densities and sensitivity of the ecosystem; the three largest units with dense wild pig populations reported the most damage. Overall, wild pigs are a relatively minor problem for the Park Service; however, problems are severe in at least three parks, and there is potential for invasion of wild boars into several additional parks in the Appalachian Mountains. More specific information is needed on numbers of wild pigs and their impacts in the various parks. 相似文献

Formulation of standards of quality in parks and outdoor recreation can be guided by normative theory and related empirical methods. We apply this approach to measure the acceptability of a range of use levels in national parks in Turkey and the United States. Using statistical methods for comparing norm curves across contexts, we find significant differences among Americans, British, and Turkish respondents. In particular, American and British respondents were substantially less tolerant of seeing other visitors and demonstrated higher norm intensity than Turkish respondents. We discuss the role of culture in explaining these findings, paying particular attention to Turkey as a traditional “contact culture” and the conventional emphasis on solitude and escape in American environmental history and policy. We conclude with a number of recommendations to stimulate more research on the relationship between culture and outdoor recreation. 相似文献

Measuring the Social Recreation Per-Day Net Benefit of the Wildlife Amenities of a National Park: A Count-Data Travel-Cost Approach 总被引:2,自引:0,他引:2
In this article, we apply count-data travel-cost methods to a truncated sample of visitors to estimate the Peneda-Gerês National
Park (PGNP) average consumer surplus (CS) for each day of visit. The measurement of recreation demand is highly specific because
it is calculated by number of days of stay per visit. We therefore propose the application of altered truncated count-data
models or truncated count-data models on grouped data to estimate a single, on-site individual recreation demand function,
with the price (cost) of each recreation day per trip equal to out-of-pocket and time travel plus out-of-pocket and on-site
time costs. We further check the sensitivity of coefficient estimations to alternative models and analyse the welfare measure
precision by using the delta and simulation methods by Creel and Loomis. With simulated limits, CS is estimated to be €194
(range €116 to €448). This information is of use in the quest to improve government policy and PNPG management and conservation
as well as promote nature-based tourism. To our knowledge, this is the first attempt to measure the average recreation net
benefits of each day of stay generated by a national park by using truncated altered and truncated grouped count-data travel-cost

Agricultural lands have the potential to contribute to greenhouse gas mitigation by sequestering organic carbon within the soil. Credible and consistent estimates will be necessary to design programs and policies to encourage management practices that increase carbon sequestration. Because a nationwide survey of soil carbon by the wide range of natural resources and management conditions of the United States is prohibitively expensive, a simulation modeling approach must be used. The National Nutrient Loss Database (NNLD) is a modeling and database system designed and built jointly by the USDA– Natural Resources Conservation Service (NRCS) and Texas A&M University to provide science-based inferences on environmental impacts from changes in agricultural management practices and programs at the regional and national level. Currently, the NNLD simulates 16 crops and covers 1.35 × 108 ha. For estimating soil carbon sequestration, the database will be populated with 1.5 × 106 field-level model runs using the EPIC (Environmental Policy Impact Calculator) model, which includes newly incorporated carbon equations consistent with those in the Century model. Each run will represent a unique situation defined by state, crop, climate, soil, irrigation type, conservation practice, tillage system, and nutrient management treatment (nutrient rate, application frequency, application timing, and manure category). Results are to be assigned to specific National Resource Inventory points (NRI) to simulate regional and national baselines. In this article we present the modeling approach and discuss the strengths and limitations.

The paper applies the Contingent Valuation Method using a visitor survey to determine trip values to three rivers in northeastern Puerto Rico. Sample data were obtained from 984 interviews conducted in 13 sites during the summer months. The trip value is statistically decomposed into components representing natural features and recreation activities. The median net economic value of a river visit without waterfalls or foot trails is $96. Recreation at rivers with both waterfalls and foot trails has a median value of $138 per trip. The presence of waterfalls accounts for $23 and foot trails $19 per trip. This information can be pertinent for managers in selecting recreation site locations and protecting them from competing uses. 相似文献

This paper assesses land-use changes related to naturbanization processes on three biosphere reserves in Southern Europe. A comparative analysis has been done on the National Parks in Peneda-Gerês in North Portugal, Cévennes in South France and Sierra Nevada in South Spain, using Corine Land Cover data from 1990 until 2006. Results indicate that the process of land-use intensification is taking place in the frame of naturbanization dynamics that could jeopardize the role of Protected Areas. Focusing on the trends faced by National Parks and their surrounding territories, the analysis demonstrates, both in quantitative and spatial terms, the intensification processes of land-use changes and how it is important to know them for coping with increasing threats. The article concludes that in the current context of increasing stresses, a broader focus on nature protection, encompassing the wider countryside, is needed if the initiatives for biodiversity protection are to be effective. 相似文献

/ This paper describes a framework for estimating the economic value of outdoor recreation across different ecoregions. Ten ecoregions in the continental United States were defined based on similarly functioning ecosystem characters. The individual travel cost method was employed to estimate recreation demand functions for activities such as motor boating and waterskiing, developed and primitive camping, coldwater fishing, sightseeing and pleasure driving, and big game hunting for each ecoregion. This study describes the application of the NASA version of the Carnegie‐Ames‐Stanford Approach (CASA) ecosystem model coupled with a surface hydrologic routing scheme previously called the Hydrological Routing Algorithm (HYDRA) to model monthly discharge rates from 2000 to 2007 on the Merced River drainage in Yosemite National Park, California. To assess CASA‐HYDRA's capability to estimate actual water flows in extreme precipitation years, the focus of this study is the 2007 water year, which was very dry, and the 2005 water year, which was a moderately wet year in the historical record. Prior to comparisons to gauge records, CASA‐HYDRA snowmelt algorithms were modified with equations from the U.S. Department of Agriculture Snowmelt‐Runoff Model (SRM), which has been designed to predict daily streamflow in mountain basins where snowmelt is a major runoff factor. Results show that model predictions closely matched monthly flow rates at the Pohono Bridge gauge station (USGS#11266500), with R2 = 0.67 and Nash‐Sutcliffe (E) = 0.65. By subdividing the upper Merced River basin into subbasins with high spatial resolution in the gridded modeling approach, we were able to determine which biophysical characteristics in the Sierra differed to the largest degree in extreme low‐flow and high‐flow years. Average elevation and snowpack accumulation were found to be the most important explanatory variables to understand subbasin contributions to monthly discharge rates. 相似文献

We estimate an individual travel cost model for Great Sand Dunes National Park and Preserve (GSD) in Colorado using on-site,
secondary data. The purpose of the on-site survey was to help the National Park Service better understand the visitors of
GSD; it was not intended for a travel cost model. Variables such as travel cost and income were estimated based on respondents’
Zip Codes. Following approaches found in the literature, a negative binomial model corrected for truncation and endogenous
stratification fit the data the best. We estimate a recreational benefit of U.S. $89/visitor/year or U.S. $54/visitor/24-h
recreational day (in 2002 U.S. $). Based on the approach presented here, there are other data sets for national parks, preserves,
and battlefields where travel cost models could be estimated and used to support National Park Service management decisions. 相似文献

The debate over snowmobiling and other types of motorized recreation in US national parks signals the need for a better understanding of the meanings of these experiences. The fundamental issue facing many parks is whether snowmobiling is an appropriate activity. The matter of appropriateness is anchored in two questions: (1) Does snowmobiling in national parks cause unacceptable biophysical and social impacts? (2) Are snowmobiling experiences consistent with the fundamental purposes of national parks? This article particularly addresses the appropriateness issue and presents the findings of an interpretive study of the meanings of snowmobiling experiences in Yellowstone National Park (YNP). Sixty-five semistructured interviews were conducted with winter visitors who used snowmobiles in the park during the winter season of 1999. Overall, the study findings reveal that visitors on snowmobiles view YNP as a place to experience its wildland attributes, such as natural scenery, geothermal features, and, especially, wildlife. Snowmobiling is perceived as a mode of transportation rather than the experience in and of itself. The results challenge the popular image of snowmobiles as thrill-craft and snowmobilers as thrill-seekers. The study demonstrates that snowmobiling in YNP affords highly meaningful recreational experiences, grounded in appreciating the park’s unique natural features and attributes. 相似文献

Arrangements within the UK to enhance recreation opportunities in the countryside are currently implemented in a somewhat ad hoc manner. This paper analyses the economic effectiveness of such provision in Grampian Region, Scotland. This is achieved by quantifying, using the contingent valuation method, the economic benefits accruing from recreation enhancements and comparing these benefits with the level of expenditure currently being undertaken on these improvements. The subsequent analysis provides a strategic framework for the assessment of recreation needs in the region, thus enabling future priorities for provision to be identified. It is argued that the quantification of public preferences for recreation enhancements provides a powerful tool to aid strategic planning of recreation provision. The issue of using public funds to finance recreation facilities in the countryside is also discussed. 相似文献

A Quantitative Analysis of Biodiversity and the Recreational Value of Potential National Parks in Denmark 总被引:1,自引:0,他引:1
Denmark has committed itself to the European 2010 target to halt the loss of biodiversity. Currently, Denmark is in the process
of designating larger areas as national parks, and 7 areas (of a possible 32 larger nature areas) have been selected for pilot
projects to test the feasibility of establishing national parks. In this article, we first evaluate the effectiveness of the
a priori network of national parks proposed through expert and political consensus versus a network chosen specifically for
biodiversity through quantitative analysis. Second, we analyze the potential synergy between preserving biodiversity in terms
of species representation and recreational values in selecting a network of national parks. We use the actual distribution
of 973 species within these 32 areas and 4 quantitative measures of recreational value. Our results show that the 7 pilot
project areas are not significantly more effective in representing species than expected by chance and that considerably more
efficient networks can be selected. Moreover, it is possible to select more-effective networks of areas that combine high
representation of species with high ranking in terms of recreational values. Therefore, our findings suggest possible synergies
between outdoor recreation and biodiversity conservation when selecting networks of national parks. Overall, this Danish case
illustrates that data-driven analysis can not only provide valuable information to guide the decision-making process of designating
national parks, but it can also be a means to identify solutions that simultaneously fulfill several goals (biodiversity preservation

The dual goals of the Organic Act of 1916 and Wilderness Act of 1964 are to protect natural resources and provide quality
visitor experiences. Park managers need metrics of trail conditions to protect park resources and quality of visitor experiences.
A few methods of sampling design for trails have been developed. Here, we describe a relatively new method, spatially balanced
sampling, and compare it to systematic sampling. We evaluated the efficiency of sampling designs to measure recreation-related
impacts in Rocky Mountain National Park. This study addressed two objectives: first, it compared estimates of trail conditions
from data collected from systematic versus spatially balanced sampling data; second, it examined the relationship between
sampling precision and sampling efficiency. No statistically significant differences in trail condition were found between
the 100-m interval and the spatially balanced datasets. The spatially balanced probability-based dataset was found to be a
good estimate of trail conditions when analyses were conducted with fewer sample points. Moreover, spatially balanced probability-based
sampling is flexible and allows additional sample points to be added to a sample. 相似文献

The purpose this study was to improve operational planning and management of national parks in Turkey to balance conservation use and sustainable management. Souksu National Park (SNP) was chosen as the study area. The data were obtained from interviews of 182 visitor groups (in total, 819 people) and analyzed using correlation, factor, discriminant, and regression analyses. It was found that the most important factors affecting operational planning and management of SNP are (1) travel cost, (2) visitor welfare level, (3) intensity of use, (4) size of visitor group, (5) type of recreational demand. The main source of visitors to SNP is from a zone within a 0–90-km radius. This region comprised 53.85% of total visitors to the park. The capital of Turkey (Ankara) is the most important source of visitors from within this zone. The optimum activity mix in SNP is also determined. Picnicking, viewing the scenery, and nature walks or trekking comprised the main uses of the park. It is anticipated that these findings will help to improve operational planning and sustainable management of the national park and the environment. 相似文献
