The papers in this Special Issue are the primary technical underpinnings for the Northeast Climate Impacts Assessment (NECIA), an integrated regional-scale assessment of projected climate change, impacts and options for mitigation and adaptation across the US Northeast. The consequences of future pathways of greenhouse gas emissions on projected climate and impacts across climate-sensitive sectors is assessed by using downscaled projections from three global climate models under both higher (Alfi) and lower (B1) emissions scenarios. The findings illustrate that near-term reductions in emissions can greatly reduce the extent and severity of regionally important impacts on natural and managed ecosystems and public health in the latter half of this century, and increase the feasibility that those impacts which are now unavoidable can be successfully managed through adaptation.  相似文献

We used three approaches to assess potential effects of climate change on birds of the Northeast. First, we created distribution and abundance models for common bird species using climate, elevation, and tree species variables and modeled how bird distributions might change as habitats shift. Second, we assessed potential effects on high-elevation birds, especially Bicknell’s thrush (Catharus bicknelli), that may be particularly vulnerable to climate change, by using statistical associations between climate, spruce-fir forest vegetation and bird survey data. Last, we complemented these projections with an assessment of how habitat quality of a migratory songbird, the black-throated blue warbler (Dendroica caerulescens) might be affected by climate change. Large changes in bird communities of the Northeast are likely to result from climate change, and these changes will be most dramatic under a scenario of continued high emissions. Indeed, high-elevation bird species may currently be at the threshold of critical change with as little as 1°C warming reducing suitable habitat by more than half. Species at mid elevations are likely to experience declines in habitat quality that could affect demography. Although not all species will be affected adversely, some of the Northeast’s iconic species, such as common loon and black-capped chickadee, and some of its most abundant species, including several neotropical migrants, are projected to decline significantly in abundance under all climate change scenarios. No clear mitigation strategies are apparent, as shifts in species’ abundances and ranges will occur across all habitat types and for species with widely differing ecologies.  相似文献

In this study we utilize content analysis techniques to examine how the issue of global warming and climate change has been characterized during the period of 1992 through 2005 by the Houston Chronicle—the largest regional newspaper in the Texas coastal region. A total of 795 global warming and climate change news articles from the Houston Chronicle are collected, coded and analyzed. Data analyses are organized and presented with regard to issue salience, various issue attributes (issue image, scope, linkage, participant, proposed solution and responsible party), use of science, and scientific information sources cited in the news stories. We find that regional media attention to the global climate change issue generally increases over time and an overwhelming majority of the news articles view the issue as a harmful problem. However, given the scientific consensus that global warming will result in significant devastating climate change consequences to the coastal regions, there are still a fair number of news articles delivering mixed, undetermined or even non-harmful messages. We also find that climate change is often discussed as a national or international-global issue, and frequently linked to a number of other public issues rather than just being viewed as an environmental–ecological problem. Moreover, we find that emphasis on issue solutions is placed more on mitigation strategies than on adaptation behaviors, and that both governmental and non-governmental actions and responsibilities are suggested for dealing with climate change. In addition, our findings indicate that the regional newspaper in Texas obtains scientific information on climate change primarily from academic institutions. Implications of our findings and recommendations for future research are discussed in the concluding section.  相似文献

An air quality modeling system was used to simulate the effects on ozone concentration in the northeast USA from climate changes projected through the end of the twenty-first century by the National Center for Atmospheric Research’s (NCAR’s) parallel climate model, a fully coupled general circulation model, under a higher and a lower scenario of future global changes in concentrations of radiatively active constituents. The air quality calculations were done with both a global chemistry-transport model and a regional air quality model focused on the northeast USA. The air quality simulations assumed no changes in regional anthropogenic emissions of the chemical species primarily involved in the chemical reactions of ozone creation and destruction, but only accounted for changes in the climate. Together, these idealized global and regional model simulations provide insights into the contribution of possible future climate changes on ozone. Over the coming century, summer climate is projected to be warmer and less cloudy for the northeast USA. These changes are considerably larger under the higher scenario as compared with the lower. Higher temperatures also increase biogenic emissions. Both mean daily and 8-h maximum ozone increase from the combination of three factors that tend to favor higher concentrations: (1) higher temperatures change the rates of reactions and photolysis rates important to the ozone chemistry; (2) lower cloudiness (higher solar radiation) increases the photolysis reaction rates; and (3) higher biogenic emissions increase the concentration of reactive species. Regional model simulations with two cumulus parameterizations produce ozone concentration changes that differ by approximately 10%, indicating that there is considerable uncertainty in the magnitude of changes due to uncertainties in how physical processes should be parameterized in the models. However, the overall effect of the climate changes simulated by these models – in the absence of reductions in regional anthropogenic emissions – would be to increase ozone concentrations.  相似文献

Scientific evidence accumulating over the past decade documents that climate change impacts are already being experienced in the US Northeast. Policy-makers and resource managers must now prepare for the impacts from climate change and support implementing such plans on the ground. In this paper we argue that climate change challenges the region to maintain its economic viability, but also holds some opportunities that may enhance economic development, human well-being, and social justice. To face these challenges and seize these opportunities effectively we must better understand adaptation capacities, opportunities and constraints, the social processes of adaptation, approaches for engaging critical players and the broader public in informed debate, decision-making, and conscious interventions in the adaptation process. This paper offers a preliminary qualitative assessment, in which we emphasize the need for (1) assessing the feasibility and side effects of technological adaptation options, (2) increasing available resources and improving equitable access to them, (3) increasing institutional flexibility, fit, cooperation and decision-making authority, (4) using and enhancing human and social capital, (5) improving access to insurance and other risk-spreading mechanisms, and (6) linking scientific information more effectively to decision-makers while engaging the public. Throughout, we explore these issues through illustrative sectoral examples. We conclude with a number of principles that may guide the preparation of future adaptation plans for the Northeast.  相似文献

An increase in the rate of sea-level rise and potential changes in storminess represent important components of global climate change that will likely affect the extensive coasts of the Northeastern USA. Raising sea level not only increases the likelihood of coastal flooding, but changes the template for waves and tides to sculpt the coast, which can lead to land loss orders of magnitude greater than that from direct inundation alone. There is little question that sea-level rise, and in particular an increased rate of rise, will result in permanent losses of coastal land. However, quantitative predictions of these future coastal change remains difficult due in part to the complexity of coastal systems and the influence of infrequent storm events, and is further confounded by coastal science’s insufficient understanding of the behavior of coastal systems over decadal timescales. Recently, dramatic improvements in technology have greatly improved our capabilities to investigate and characterize processes and sedimentary deposits in the coastal zone, allowing us, for the first time, to address some of the over-arching problems involved in shoreline change. Despite advances in many areas of coastal geology, our fundamental understanding of shoreline change has been limited by a lack of a broad and integrated scientific focus, a lack of resources, and a lack of willingness on the part of policymakers who make crucial decisions about human activity along the coast to support basic research in this area. Although quantitative predictions remain constrained, there remains little doubt that the predicted climates changes will have profound effects upon the Northeastern coast.  相似文献

We examined the potential impacts of future climate change on the distribution and production of Atlantic cod (Gadus morhua) on the northeastern USA’s continental shelf. We began by examining the response of cod to bottom water temperature changes observed over the past four decades using fishery-independent resource survey data. After accounting for the overall decline in cod during this period, we show that the probability of catching cod at specified locations decreased markedly with increasing bottom temperature. Our analysis of future changes in water temperature was based on output from three coupled atmosphere–ocean general circulation models under high and low CO2 emissions. An increase of <1.5°C is predicted for all sectors under the low emission scenario in spring and autumn by the end of this century. Under the high emission scenario, temperature increases range from ~2°C in the north to >3.5°C in the Mid-Atlantic Bight. Under these conditions, cod appear vulnerable to a loss of thermal habitat on Georges Bank, with a substantial loss of thermal habitat farther south. We also examined temperature effects on cod recruitment and growth in one stock area, the Gulf of Maine, to explore potential implications for yield and resilience to fishing. Cod survival during the early life stages declined with increasing water temperatures, offsetting potential increases in growth with warmer temperatures and resulting in a predicted loss in yield and increased vulnerability to high fishing mortality rates. Substantial differential impacts under the low versus high emission scenarios are evident for cod off the northeastern USA.  相似文献

The task of mitigating climate change is usually allocated through administrative regions in China. In order to put pressure on regions that perform poorly in mitigating climate changes and highlight regions with best-practice climate policies, this study explored a method to assess regional efforts on climate change mitigation at the sub-national level. A climate change mitigation index (CCMI) was developed with 15 objective indicators, which were divided into four categories, namely, emissions, efficiency, non-fossil energy, and climate policy. The indicators’ current level and recent development were measured for the first three categories. The index was applied to assess China’s provincial performance in climate protection based on the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) method. Empirical results show that the middle Yangtze River area and southern coastal area perform better than other areas in mitigating climate change. The average performance of the northwest area in China is the worst. In addition, climate change mitigation performance has a negative linear correlation with energy self-sufficiency ratio but does not have a significant linear correlation with social development level. Therefore, regional resource endowments had better be paid much more attention in terms of mitigating climate change because regions with good resource endowments in China tend to perform poorly.  相似文献

Multi-level governance networks provide both opportunities and challenges to mainstream climate change adaptation due to their routine decision-making and coordination processes. This paper explores institutionalizing resilience and adaptation to climate change in the intergovernmental transportation planning processes that address bridge infrastructure in the Northeastern United States (USA), specifically in Vermont and Maine. The research presented here relies on nine interviews with policy-makers and planners, a survey of transportation project prioritization criteria, development of a longitudinal bridge funding database, and its integration with publicly available geospatial data. It presents a novel spatial analysis methodology, a modified version of which could be adopted by transportation agencies for prioritizing scarce adaptation funds. Although transportation agencies are undertaking a variety of mitigation activities to address business-as-usual needs, climate change adaptation and resilience efforts remain underprioritized. Adaptation is a global concern, but impacts vary dramatically between regions and require localized solutions. Bridges and culverts, which are especially vulnerable to climate-induced flooding impacts, have complex maintenance and design processes and are subject to convoluted adaptation planning procedures. Critical gaps in resources and knowledge are barriers to improved adaptation planning. Restructuring the transportation project prioritization procedures used by planning organizations to explicitly include adaptation may provide a novel strategy to institutionalize resilience in transportation. These procedures must be considered in the context of the intergovernmental networks that exist to support transportation infrastructure. Although these networks will likely vary across countries, the approaches introduced here to study and address transportation infrastructure adaptation may be applied to many settings.  相似文献

Mainstream literature on climate change concentrates overwhelmingly on technological solutions for this global long-term problem, while a change towards climate-friendly behaviour could play a role in emission reduction and has received little attention. This paper focuses on the potential climate mitigation by behavioural change in the European Union (EU) covering many behavioural options in food, mobility and housing demand which do not require any personal up-front investment. We use the Global Change Assessment Model (GCAM), capturing both their direct and indirect implications in terms of greenhouse gas emissions. Our results indicate that modest to rigorous behavioural change could reduce per capita footprint emissions by 6 to 16%, out of which one fourth will take place outside the EU, predominantly by reducing land use change. The domestic emission savings would contribute to reduce the costs of achieving the internationally agreed climate goal of the EU by 13.5 to 30%. Moreover, many of these options would also yield co-benefits such as monetary savings, positive health impacts or animal wellbeing. These results imply the need for policymakers to focus on climate education and awareness programs more seriously and strategically, making use of the multiple co-benefits related with adopting pro-environmental behaviour. Apart from that, the relevance of behavioural change in climate change mitigation implies that policy-informing models on climate change should include behavioural change as a complement or partial alternative to technological change.  相似文献

Tropical forests in countries like thePhilippines are important sources and sinks of carbon(C). The paper analyzes the contribution of Philippineforests in climate change mitigation. Since the 1500s,deforestation of 20.9 M ha (106 ha) of Philippineforests contributed 3.7 Pg (1015 g) of C to theatmosphere of which 2.6 Pg were released this century. At present, forest land uses store 1091 Tg(1012 g) of C and sequester 30.5 Tg C/yr whilereleasing 11.4 Tg C/yr through deforestation andharvesting. In the year 2015, it is expected that thetotal C storage will decline by 8% (1005 Tg) andtotal rate of C sequestration will increase by 17%(35.5 Tg/yr). This trend is due to the decline innatural forest area accompanied by an increase intree plantation area. We have shown that uncertaintyin national C estimates still exists because they arereadily affected by the source of biomass and Cdensity data. Philippine forests can act as C sink by:conserving existing C sinks, expanding C stocks, andsubstituting wood products for fossil fuels. Here weanalyze the possible implications of the provisions ofthe Kyoto Protocol to Philippine forests. Finally, wepresent current research and development efforts ontropical forests and climate change in the Philippinesto improve assessments of their role in the nations Cbudgets.  相似文献

Directional climate change (global warming) is causing rapid alterations in animals’ environments. Because the nervous system is at the forefront of animals’ interactions with the environment, the neurobiological implications of climate change are central to understanding how individuals, and ultimately populations, will respond to global warming. Evidence is accumulating for individual level, mechanistic effects of climate change on nervous system development and performance. Climate change can also alter sensory stimuli, changing the effectiveness of sensory and cognitive systems for achieving biological fitness. At the population level, natural selection forces stemming from directional climate change may drive rapid evolutionary change in nervous system structure and function.  相似文献

Poor knowledge of links between desertification and globalclimate change is limiting funding from the Global Environment Facility foranti-desertification projects and realization of synergies between theConvention to Combat Desertification (CCD) and the FrameworkConvention on Climate Change (FCCC). Greater convergence betweenresearch in the two fields could overcome these limitations, improve ourknowledge of desertification, and benefit four areas of global climate changestudies: mitigation assessment; accounting for land cover change in thecarbon budget; land surface-atmosphere interactions; and climate changeimpact forecasting. Convergence would be assisted if desertification weretreated more as a special case in dry areas of the global process of landdegradation, and stimulated by: (a) closer cooperation between the FCCCand CCD; (b) better informal networking between desertification and globalclimate change scientists, e.g. within the framework of theIntergovernmental Panel on Climate Change (IPCC). Both strategies wouldbe facilitated if the FCCC and CCD requested the IPCC to provide ascientific framework for realizing the synergies between them.  相似文献

Currently envisaged mitigation of greenhouse gases (GHG) emissions will be insufficient to appreciably limit climate change and its impacts. Adaptation holds the promise of ameliorating the impacts on a small subset of systems being affected. There is no question that both will be needed. However, climate change is only part of a broader multi-stress setting of global through to local changes. Privileging climate related policies over other concerns leads to tragic outcomes. Climate policies need to be designed for and integrated into this broader and challenging context. This paper focuses on placing climate change within the broader context of global change and the importance of aligning climate policy objectives with the myriad other policies that still need to be implemented if our primary goal is improving human welfare rather than limiting our focus to climate change and its impacts.  相似文献

This paper presents a tailor-made scenario approach for climate change adaptation planning, which emphasises involvement of stakeholders in the development of socioeconomic scenarios and relates to the planning situation and interest of the planning entity. The method was developed and tested in case studies in three different sectors in Sweden (the health sector, the tourism sector and water resource management). The result of the case studies is that the tailor-made scenario approach facilitated the engagement of the local planning body in climate change adaptation and helped them to analyse consequences and possible solutions in a structured way. However, the scenarios that emerged mainly focused on socioeconomic drivers on which the planning body had a large impact or drivers that can be influenced through cooperation with other actors at the local or regional level. While this result underlines the need for local stakeholder involvement in scenario processes, it also indicates a local bias that could be remedied by a stronger representation of national and global perspectives in the scenario development process. Finally, we discuss how a “bottom-up” approach could be combined with a “consistency” approach, which points towards a possible way forward to a hybrid methodology that is compatible with the scenario framework currently being developed in connection to the fifth assessment report of the IPCC.  相似文献

Developing generalized theories about adaptation to climate change requires common concepts to map different adaptation situations. The paper aims to contribute to this endeavor by presenting a novel framework that conceptualizes adaptations to climate change as actions. The framework is intended to systematically analyze the actor relations involved in adaptations and the barriers to their implementation. By combining established scientific action theories with terminology from the Intergovernmental Panel on Climate Change (IPCC) in an innovative way, it can be used to clarify the notion of adaptation used in adaptation assessments. The framework’s potential is illustrated by a case study on cooling water management in the river Rhine catchment and by the elucidation of some prominent concepts in adaptation research. We show that by framing adaptations as actions, the purpose of adaptations and how they tend to connect up in means-ends-chains becomes crucial. Actors can take different functional roles as exposure unit, operator and receptor of adaptation. A mismatch of these roles can lead to barriers to adaptation, of which we deduce four types: complex actor relations, missing operators, missing means and unemployed means. The case study yields a complex bundle of adaptations, and shows that the potential barriers involved are quite diverse. There is thus no blueprint solution. Although we identify entry points for adaptation, the analysis leads to a skeptical conclusion for adapting cooling water management in the whole Rhine catchment.  相似文献

Planting urban trees and expanding urban forest canopy cover are often considered key strategies for reducing climate change impacts in urban areas. However, urban trees and forests can also be vulnerable to climate change through shifts in tree habitat suitability, changes in pests and diseases, and changes in extreme weather events. We developed a three-step framework for urban forest vulnerability assessment and adaptation that scales from regional assessment to local on-the-ground action. We piloted this framework in the Chicago region in 10 locations representing an urban-exurban gradient across a range of socioeconomic capacities. The majority of trees across a seven-county region had low to moderate vulnerability, but many of the least vulnerable species were nonnative invasive species. Urban forests in the 10 pilot locations ranged in vulnerability largely due to differences in economic and organizational adaptive capacity. Adaptation actions selected in these locations tended to focus on increased biodiversity and restoration of natural disturbance regimes. However, adaptation actions in more developed sites also included incorporating new species or cultivars. Lessons learned from the pilot area can be used to inform future efforts in other urban areas.  相似文献
