Quantifying surface water shortages in arid and semiarid agricultural regions is challenging because limited water supplies are distributed over long distances based on complex water management systems constrained by legal, economic, and social frameworks that evolve with time. In such regions, the water supply is often derived in a climate dramatically different from where the water is diverted to meet agricultural demand. The existing drought indices which rely on local climate do not portray the complexities of the economic and legal constraints on water delivery. Nor do these indices quantify the shortages that occur in drought. Therefore, this research proposes a methodological approach to define surface water shortages in irrigated agricultural systems using a newly developed index termed the Surface Water Delivery Index (SWDI). The SWDI can be used to uniformly quantify surface water deficits/shortages at the end of the irrigation season. Results from the SWDI clearly illustrate how water shortages in droughts identified by the existing indices (e.g., SPI and PDSI) vary strongly both within and between basins. Some surface water entities are much more prone to water shortages than other entities based both on their source of water supply and water right portfolios. 相似文献

The increasing availability of multi‐scale remotely sensed data and global weather datasets is allowing the estimation of evapotranspiration (ET) at multiple scales. We present a simple but robust method that uses remotely sensed thermal data and model‐assimilated weather fields to produce ET for the contiguous United States (CONUS) at monthly and seasonal time scales. The method is based on the Simplified Surface Energy Balance (SSEB) model, which is now parameterized for operational applications, renamed as SSEBop. The innovative aspect of the SSEBop is that it uses predefined boundary conditions that are unique to each pixel for the “hot” and “cold” reference conditions. The SSEBop model was used for computing ET for 12 years (2000‐2011) using the MODIS and Global Data Assimilation System (GDAS) data streams. SSEBop ET results compared reasonably well with monthly eddy covariance ET data explaining 64% of the observed variability across diverse ecosystems in the CONUS during 2005. Twelve annual ET anomalies (2000‐2011) depicted the spatial extent and severity of the commonly known drought years in the CONUS. More research is required to improve the representation of the predefined boundary conditions in complex terrain at small spatial scales. SSEBop model was found to be a promising approach to conduct water use studies in the CONUS, with a similar opportunity in other parts of the world. Abstract: Managing drought in agriculture has taken on growing importance as population growth and environmental concerns place increasing pressures on agricultural water use. One alternative for agricultural water resource management in areas of recurrent drought is allocation through market mechanisms. While past research has aimed to explain why farmers are reluctant to participate in already established water markets, this research seeks to identify the appropriate market mechanism given farmers’ preexisting attitudes toward water markets. Statistical analysis of survey data from 166 farmer interviews in the Rio Grande Basin indicate that farmers are significantly more likely to participate in short‐term water mechanisms, such as spot water markets and water banks than in permanent transfer mechanisms, particularly those that fully separate water rights from land. In sharp contrast to expectations, the choice of market mechanism did not differ significantly between farmers based on their a priori intention to buy, sell or both buy and sell in these markets. Choice of market mechanism also did not differ among farmer types although small, lifestyle or hobby farmers clearly preferred spot water markets to other types of short‐term mechanisms. Evaluating these attitudes a priori may help to design more suitable water market mechanisms for the basin. 相似文献

While the exceptional drought in California ended in 2017, the state is expected to experience similar droughts in the future. Understanding how individuals perceive the causes and consequences of drought will help frame future communication and planning efforts. We surveyed a panel of Californian residents about their perceptions of the 2012–2017 drought. We found a major disconnect in how our respondents perceived drought and water use. Respondents perceived the drought as being caused primarily by climatic factors and underestimated the role human water use, particularly agricultural use, had in exacerbating drought. Comparing our respondents across the state and across socio‐demographics, there were few differences in concern about drought but several differences in how residents thought drought should be managed. Such research can help water managers communicate about the specific concerns the public has about future droughts, as well as address misperceptions about the relationship between drought and water use. 相似文献

Participatory irrigation management (PIM) was adopted in Thailand in 2004 to encourage the sustainable use of water in the agricultural sector. The research presented in this paper sought to understand the relationships between public participation, learning, and the implementation of more sustainable water practices through PIM in Thailand. Data was collected through document reviews, observation, informal meetings, and a total of 55 semi‐structured face‐to‐face interviews of local irrigators from two case study regions around the Krasiew Reservoir. Results showed that participating in PIM activities facilitated both instrumental (e.g., water supply and demand data, benefits of on‐time water delivery) and communicative (e.g., reasons for past PIM failure, expectations of fellow farmers) learning among PIM participants. Findings also revealed that social action is fostered through the recognition of human dignity and compassionate communication that instils a sense of ownership and solidarity among irrigators. Sustainable water practices among local farmers were spurred further through learning that the reservoir is a finite water source. 相似文献

ABSTRACT: Research suggests that conflict over public participation in water resource planning is due, in part, to confusion over the nature of the policies involved. This article examines the roadblocks to citizen involvement in water resource planning in terms of two policy models: (1) the Social Feasibility Model and (2) the Political Feasibility Model. Each model posits a different role for public participation. Although the Political Feasibility Model has been widely accepted in water resource planning, changes in the nature of the policies involved in water resource management have weakened its appropriateness. Currently, social and redistributive policies involving value conflicts often dominate water planning and these policies are best chosen through the Social Feasibility Model. The article discusses the nature of the social feasibility model, the new types of policy decisions facing water resource managers, and how the social feasibility model can help overcome the roadblocks to increased public participation in water resource policy making. 相似文献

Abstract: Interactions between surface irrigation water, shallow ground water, and river water may have effects on water quality that are important for both drinking water supplies and the ecological function of rivers and floodplains. We investigated water quality in surface water and ground water, and how water quality is influenced by surface water inputs from an unlined irrigation system in the Alcalde Valley of the Rio Grande in northern New Mexico. From August 2005 to July 2006, we sampled ground water and surface water monthly and analyzed for concentrations of major cations and anions, specific conductance, pH, dissolved oxygen, and water levels. Results indicate that irrigation ditch seepage caused an increase in ground water levels and that the Rio Grande is a gaining stream in this region. Temporal and spatial differences were found in ion concentrations in shallow ground water as it flowed from under the ditch toward the river. Ground‐water ion concentrations were higher when the ditch was not flowing compared with periods during peak irrigation season when the ditch was flowing. Ditch inputs diluted ion concentrations in shallow ground water at well positions near the ditch. Specifically, lower ion concentrations were detected in ground water at well positions located near the ditch and river compared with well positions located in the middle of an agricultural field. Results from this project showed that ditch inputs influenced ion concentrations and were associated with ground‐water recharge. In arid region river valleys, careful consideration should be given to management scenarios that change seepage from irrigation systems, because in some situations reduced seepage could negatively affect ground‐water recharge and water quality. 相似文献

ABSTRACT: Selective placement - under a rigorous statistical sampling design - of newly available monitoring equipment on irrigation systems may provide effective and economical estimates of total irrigation water use in areas where complete water use inventories are impractical. In 1979, a joint effort by the U.S. Geological Survey and Florida's Suwannee River Water Management District was launched to estimate the District's 1979 irrigation water use using a selective monitoring approach. Analysis of previous inventories of irrigation equipment and amounts of water applied in the District indicated that total 1979 water use estimates with six to nine percent sampling error could be obtained using selective monitoring, given the time and equipment limitations for the monitoring program. Restricting monitoring to a sample of farms can introduce systematic error to water use estimates if farmers' participation is related to their water use methods. Preliminary results of the 1979 study indicate tht declining participation rates, if unchecked, could lead to serious systematic eror in future North Florida selective monitoring studies. 相似文献

Abstract: The effectiveness of measuring lawn sprinkler application rates using the catch‐can test was evaluated. A survey of sources recommending the catch‐can test for measuring application rates show that catch‐can test procedures differ in the collector type, collector placement, number of collectors, and test duration. Analyses of catch‐can tests were performed to address these procedural differences, with emphasis on the type and number of collectors required to provide a reasonable level of confidence in test results. The accuracy of the catch‐can test generally improves as the number of randomly placed collectors increases. In order to achieve an accuracy of ±25% for 90 out of 100 catch‐can tests, the number of randomly placed collectors required ranged from 6 to over 50 for hand‐move systems, while for in‐ground systems, the number of randomly placed collectors required ranged from 2 to 8, depending on the pressure and percent overlap of the water distribution pattern. As long as a reasonable number of collectors were used when performing a catch‐can test, no consistent differences were observed in catch‐can test results due to type of collectors when using tuna fish cans, soup cans, or coffee mugs. 相似文献

With multi-stakeholder issues such as climate change or population growth providing significant challenges for water managers, participatory approaches to planning and management are becoming increasingly popular. To aid water stress mitigation in Bulgaria's Iskar region, a participatory process with a broad range of stakeholders was designed and tested. Options adapted for the region such as risk management and industrial and domestic water conservation were studied. The results suggest that strong research support is needed to adapt participatory management theories into operational planning processes. Definition of appropriate working groups with clear roles and responsibilities are also needed to ensure effective implementation. 相似文献

Scholars and water resource professionals recognize citizens must get involved in water resource issues to protect water resources. Yet questions persist on how to motivate community members to get and stay civically involved in nonpoint source pollution issues, given that problems are often ill‐defined. To be successful, interventions intended to engage individuals in collective action must be based on an understanding of the determinants of public‐sphere behavior. The purpose of this study is to explore the psycho‐social factors which influence landowner civic engagement in water resource protection. Data were collected using a self‐administered mail survey of landowners in the Cannon River Watershed and analyzed using structural equation modeling. Study findings suggest landowners are more likely to be civically engaged in water resource issues if they feel a personal obligation to take civic action and perceive they have the ability to protect water resources. Landowners who believe water resource protection is a local responsibility, perceive important others expect them to protect water resources, and believe they have the ability to protect water resources are more likely to feel a sense of obligation to take civic action. A combination of strategies including civic engagement programs addressing barriers to landowner engagement will be most effective for promoting civic engagement in water resource protection. 相似文献

ABSTRACT: During the drought year of 1977, unusually low river flows during the summer caused the City of Fort Collins, Colorado, to institute lawn watering restrictions for six weeks as a conservation measure. Water use during the restriction period decreased 41 percent below the previous year. The effectiveness of the restrictions, however, has been unclear because abnormally wet weather also appeared to reduce evapotranspiration rates during the period the restrictions were in effect. The statistical analysis indicates that the reduction in water use due to lawn watering restrictions was 603 acre-feet and that abnormal weather reduced use by an additional 659 acre-feet during the same period. During a period of normal evapotranspiration rates, such restrictions would be expected to reduce Fort Collins municipal water usage by 19.7 percent. 相似文献

Agricultural drought differs from meteorological, hydrological, and socioeconomic drought, being closely related to soil water availability in the root zone, specifically for crop and crop growth stage. In previous studies, several soil moisture indices (e.g., the soil moisture index, soil water deficit index) based on soil water availability have been developed for agricultural drought monitoring. However, when developing these indices, it was generally assumed that soil water availability to crops was equal throughout the root zone, and the effects of root distribution and crop growth stage on soil water uptake were ignored. This article aims to incorporate root distribution into a soil moisture‐based index and to evaluate the performance of the improved soil moisture index for agricultural drought monitoring. The Huang‐Huai‐Hai Plain of China was used as the study area. Overall, soil moisture indices were significantly correlated with the crop moisture index (CMI), and the improved root‐weighted soil moisture index (RSMI) was more closely related to the CMI than averaged soil moisture indices. The RSMI correctly identified most of the observed drought events and performed well in the detection of drought levels. Furthermore, the RSMI had a better performance than averaged soil moisture indices when compared to crop yield. In conclusion, soil moisture indices could improve agricultural drought monitoring by incorporating root distribution. 相似文献

Abstract: This paper reviews several recent case studies in which states or countries have strengthened their protection of environmental flows to explore the key policy, stakeholder, and scientific elements that contributed to these advances in water management. A conceptual framework is developed to describe the actions of interest groups and individuals, how environmental flow issues get onto the formal agenda of decision makers, the events and conditions which precipitate this attention, the role of science and scientific uncertainty, and how interactions and dialog among individuals and groups with different interests lead to changes in state and national statutes. In general, the review found that changing policies is a result of actions of informed groups of interested parties using science and information to inform both the public and decision makers about the need for action and about the specific action needed. In almost all cases, environmental flow issues make it onto the formal agenda of institutions through one or more precipitating events, often legal challenges that call into question the existing legal framework for water management. Significantly, in almost all cases the engagement between advocacy coalitions with different and often opposing views results in reframing the issues to provide a common approach or solution upon which the competing coalitions can agree. 相似文献

ABSTRACT. The water resources manager, concerned with providing for citizen needs for water in all its varied aspects, is obliged to consider the public interest in his decision making. But the public interest, although inferring the superiority of public over purely private interests, is more of a concept of political ethics than an operational objective. Recent attacks on water resources developments place in question just how responsive the water resources manager has been to the public at large during the planning process. The recent broadening of planning objectives beyond economic efficiency to include greater attention to social goals is an encouraging development. Efforts should be expanded toward greater citizen participation and more attention should be given to sampling surveys to determine citizen attitudes on water resources proposals. In the last analysis, the decision-making process must combine the expertise of the water resources manager and the participation of the people through the political process. 相似文献

There is an increasing need to strategize and plan irrigation systems under varied climatic conditions to support efficient irrigation practices while maintaining and improving the sustainability of groundwater systems. This study was undertaken to simulate the growth and production of soybean [Glycine max (L.)] under different irrigation scenarios. The objectives of this study were to calibrate and validate the CROPGRO‐Soybean model under Texas High Plains’ (THP) climatic conditions and to apply the calibrated model to simulate the impacts of different irrigation levels and triggers on soybean production. The methodology involved combining short‐term experimental data with long‐term historical weather data (1951–2012), and use of mechanistic crop growth simulation algorithms to determine optimum irrigation management strategies. Irrigation was scheduled based on five different plant extractable water levels (irrigation threshold [ITHR]) set at 20%, 35%, 50%, 65%, and 80%. The calibrated model was able to satisfactorily reproduce measured leaf area index, biomass, and evapotranspiration for soybean, indicating it can be used for investigating different strategies for irrigating soybean in the THP. Calculations of crop water productivity for biomass and yield along with irrigation water use efficiency indicated soybean can be irrigated at ITHR set at 50% or 65% with minimal yield loss as compared to 80% ITHR, thus conserving water and contributing toward lower groundwater withdrawals. 随着全球工业化和城市化的快速发展,野生动物及其栖息地保护面临着前所未有的挑战。本文识别了我国的野生动物保护存在的主要问题:(1)现行《野生动物保护法》对野生动物保护范围界定过窄,资源利用主导思维干扰了野生动物保护,缺乏对生态系统与生物安全的足够重视。(2)由于现行野生动物保护立法、执法和管理制度不健全甚至缺失,导致野生动物驯养繁殖交易市场长期混乱,甚至成为非法野生动物交易的\"洗白工具\"。(3)社会公众群体尊重和保护野生动物意识淡薄,全民参与和监督举报机制不健全。本文认为,我国应该实施最严格的野生动物保护制度,实现人与野生动物平等、文明、和谐相处,建议:(1)树立尊重野生动物物种生存权、人与野生动物文明和谐相处的理念,摒弃野生动物资源利用观,重构人与野生动物平等共存关系。(2)清晰界定野生动物法律定义,扩大野生动物保护范围,围绕捕猎、繁育、运输、储存、转让、食用等环节,全面、科学、精准地构建最严格的野生动物保护制度。(3)立足于全面保护野生动物,严格禁止滥食滥用野生动物和过度商业化利用,实行野生动物保护利用特许制度,并大幅提高标准严格控制交易和利用,建立职责清晰的执法监管和惩治体系。(4)建立最严格的野生动物保护公众参与和司法治理体系,实施野生动物非法贸易、猎杀的行政公益诉讼制度,引导公众建立爱护保护野生动物、不食不用野生动物的文明行为,最终实现人类社会与野生动物的文明和谐共处。 相似文献

Public trust in organizations focused on improving environmental quality is important for increasing awareness and changing behaviors that have water quality implications. Few studies have addressed trust in soil and water quality information sources, particularly for both agricultural and nonagricultural respondents of the same watersheds. Surveys in 19 watersheds across five states in the Midwest assessed trust in, and familiarity with, soil and water quality information sources. Overall, respondents most trusted University Extension, Soil and Water Conservation Districts, and the Natural Resource Conservation Service, while lawn care companies, environmental groups, and land trusts were less trusted. Significant differences in trusted sources were found between watersheds, and between agricultural and nonagricultural respondents across and within watersheds. Among agricultural respondents, a clear relationship exists between familiarity and trust; as familiarity with an organization increases, so too does level of trust. This relationship is less clear‐cut for nonagricultural respondents in this region. We highlight implications of these findings for soil and water quality outreach efforts. 相似文献
