合理的农业生态补偿方式应符合农户利益预期和意愿。基于重庆10区县357户农户的调查数据,采用选择实验法和随机参数Logit模型分析了农户参与农业减量化的补偿方式偏好及异质性。结果表明:①各种补偿方式均能显著提高农户农业减量化的参与效用;②农户平均偏好程度最高的是农资补偿和现金补偿,其次是技术补偿,最低的是政策补偿;③农户对不同补偿方式存在显著的偏好异质性,并且部分偏好异质性来源于决策者特征、家庭经营/生计特征和区域因素。建议继续通过生态补偿有效推进化肥农药减量施用,但补偿方式应该结合不同农户的偏好采取差异化设计。  相似文献

As environmental and conservation efforts increasingly turn towards agricultural landscapes, it is important to understand how land management decisions are made by agricultural producers. While previous studies have explored producer decision-making, many fail to recognize the importance of external structural influences. This paper uses a case study to explore how consolidated markets and increasing corporate power in the food system can constrain producer choice and create ethical dilemmas over land management. Crop growers in the Central Coast region of California face conflicting demands regarding environmental quality and industry imposed food safety standards. A mail survey and personal interviews were used to explore growers’ perceptions and actions regarding these demands. Results indicate that in many cases growers face serious ethical dilemmas and feel pressured by large processing and retail firms to adopt measures they find environmentally destructive and unethical. Future strategies to address environmental issues on agricultural landscapes should consider the economic constraints producers face and the role of large firms in creating production standards.  相似文献

Debates over the future of agriculture in North Americaestablish a dialectical opposition between conventional,industrial agriculture and alternative, sustainable agriculture.This opposition has roots that extend back to the 18th century inthe United States, but the debate has taken a number ofsurprising turns in the 20th century. Originally articulated as aphilosophy of the left, industrial agriculture has utilitarianmoral foundations. In the US and Canada, the articulation of analternative to industrial agriculture has drawn upon threecentral themes: the belief that agriculture is, in some way, tiedto democracy; the belief that complex bureaucratic organizationsare inherently opposed to human interests; and the belief thatthe family farms characteristic of 19th century North Americatend to produce people of superior moral character. It has proveddifficult to weave these themes into a coherent vision ofagriculture for the 21st century. Often, risk and health-basedconcerns are the basis for public criticism of conventionalagriculture, but these do not conflict with the utilitarianorientation of the industrial model, and are easily incorporatedinto it. If there is to be a philosophical debate over the futureof agriculture, we must find some way to rehabilitate thequasi-Aristotelean view of agriculture that emerges from thethree critical themes noted above.  相似文献

从产业组织理论的角度对辽宁省房地产市场的市场结构进行了分析,得出辽宁省房地产市场处于完全竞争类型,且市场集中度有下降趋势.虽然城镇居民和农村居民的可支配收入年均增长率大于房价年均增长率,但房价增长对城镇居民的影响并不明显,而对农村居民的影响较明显,尤其是那些从农村出来准备定居城市的"准城市"居民.应用价格蛛网模型推导出辽宁省房地产市场在房价为3114.3元/m2时,该市场处于出清状态.基于当前的房价,辽宁省房地产市场有一定的泡沫.  相似文献

This essay contends that the ascendancy of Western liberalism after the Enlightenment worked catalytically on the development of both the Industrial Revolution and a modern agrarianism based on the widespread dispersal of small-scale property ownership. Due to power dynamics, however, as well as the liberal faith in inevitable progress, agrarian thought has remained a marginal concern in Western politics, economics, and education. Although the agrarian philosophical tradition in the United States was created by the same liberal rhetoric and argumentation that gave birth to industrialism, the two world views hinged on vastly different interpretations of the same concepts. One aim of this essay is to sort out these differences and examine their implications for a contemporary reconsideration of agrarian thought.  相似文献

The growing assumption thattransnational corporations (TNCs) will apply``best practice' and ``international standards'in their operations in developing countries hasseldom been checked against close observationof corporate behavior. In this article, Ipresent a case study, based on field research,of one voluntary initiative to useinternational standards and best practice forenvironmental protection in the AmazonRainforest, by a US-based oil company,Occidental Petroleum (Oxy) in Ecuador. The moststriking finding is that the company refuses todisclose the precise standards that apply toits operations. This, and the refusal todisclose other important environmentalinformation, make it impossible to verifyindependently Oxy's claims of environmentalexcellence, or assess the effectiveness of theinitiative. At the same time, Oxy uses theinvocation of international standards to wrapitself in a veneer of corporate responsibility;reassure government officials and localresidents; cultivate confusion about standardsand practices that apply to the operations;deflect meaningful oversight and transparency;and arbitrarily legitimize norms that have beendefined by special interests. In short,international standards offer great promise forneeded environmental improvements; but can alsobe used to impede, rather than advance,corporate responsibility and the development ofeffective environmental law at the nationallevel. These findings suggest that for theapplication of international standards to bemeaningful, the international community needsto move beyond statements of principle anddevelop mechanisms that can be used toevaluate, verify, and monitor independentlyenvironmental claims by TNCs.  相似文献

In Europe, an increasing share of public subsidies for food production is being transferred towards the production of goods and environmental services. Today, farmers hesitate between the quest for technical and economic performance, which has been the paradigm of their professional activities since the 1960s, on one hand, and taking account of the environmental concerns that have been imposed since the middle of the 80s, on the other. Is it possible for farmers to continue to work according to the paradigm of the producer of agri-food goods, and how do they react to the ecologization of their activities? In this paper, we will see the difficulties and sources of tension induced by landscape maintenance in the daily professional practice of the farmers. We will see that the professional identity of the farmers is profoundly brought into question by these changes (substitution of strictly “agricultural issues” by more general concerns such as “rural issues,” substitution of the farmer by the “ecologized” peasant...). The topic of landscape reveals social strains between farmers. It also raises the question of the legitimacy of farmers to define the sense of their activities by themselves. Finally we will see that environmental orientations do not systematically open up new prospects for all farmers; they sometimes contribute to increase the inequalities between farmers (financial support proportional to land property, marginalization of farmers who are less socially integrated...).  相似文献

关于生态农业的研究,已经在农学、生物学、地理学等领域积累了丰硕的成果。但是,这些研究大都着眼于生态农业的生产过程,即更多关注供给的角度,而很少从需求的角度来分析。本文从市场机制的角度出发,构建了消费者偏好与生产者策略的"传导模型",依据消费者对农产品生态敏感度的不同对其进行区分。对于"生态不敏感"的农产品,消费者对产品的生态敏感度低,这一偏好通过价格信号传导到生产者,使生产者采取大规模标准化的生产策略,对生态环境造成损耗;对于"生态强敏感"的农产品,消费者对产品的生态敏感度高,这一偏好能够通过价格信号传导到生产者,并使生产者采取生态化生产的策略,是绿色可持续的;对于"生态弱敏感"的农产品,市场存在分层现象,使得上述两种传导机制同时并存。消费者的偏好与愿意支付的溢价,生产者采用生态化生产方式的成本,以及证明产品品质的交易费用,是决定农产品生产能否在市场环境下自发实现绿色可持续的三个关键环节。培育绿色消费观念、提高生态农业的产出、健全产品质量监督体系是促进生态农业发展的三个着力点。  相似文献

This paper offers some suggestions on, and encouragement for, how to be better at risk communication in times of agricultural crisis. During the foot and mouth epizootic, the British public, having no precedent to deal with such a rapid and widespread epizootic, no existing rules or conventions, and no social or political consensus, was forced to confront the facts of a perceived "economic disease. Foot and mouth appeared as an economic disease because the major push to eradicate it was motivated exclusively by trade and economic reasons and not because of threats it posed to the lives of human beings and livestock. The British public deferred responsibility to their elected officials for a speedy end to this non-life threatening viral epizootic. The latter, however, did not have a contingency plan in place to tackle such an extensive outbreak. The appeal to an existing policy, i.e., mass eradication, as the exclusive strategy of containment was a difficult pill for the public to swallow well before the end of the 226-day ordeal. Public outcry reflected (in part) serious misgivings about the lack of effective communication of risk-informed decisions between government agents and all concerned. The government's handling of the matter underestimated concerns and values about animal welfare, public trust, and the plight of farmers and rural communities. A general loss of trust by some segments of the public was exacerbated by perceived mismanagement and early fumbles by government agents.Public moral uneasiness during the crisis, while perhaps symbolic of growing discontent with an already fractured relationship with farmed animals and the state of animal farming today, arguably, also reflected deep disappointment in government agents to recognize inherently and conditionally normative assumptions in their argument as well as recognize their narrow conception of risk. Furthermore, broader stakeholder participation was clearly missing from the outset, especially with respect to the issue of vaccination. A greater appreciation for two-way risk communication is suggested for science-based public policy in agriculture, followed by suggestions on how to be more vigilant in the future.  相似文献

Natura 2000 is a network of natural sites whose aim is to preserve species and habitats of relevance in the European Union. The policy underlying Natura 2000 has faced widespread opposition from land users and received extensive support from environmentalists. This paper addresses the ethical framework for Natura 2000 and the probable moral assumptions of its main stakeholders. Arguments for and against Natura 2000 were analyzed and classified according to “strong” or “weak” versions of the three main theories of environmental ethics – anthropocentrism, biocentrism, and ecocentrism. Weak (intergenerational) anthropocentrism was found to underlie the Natura 2000 network itself and the positions of environmentalists, while strong (traditional) anthropocentrism pervaded the positions of economic developers. Land users seemed to fall somewhere between weak and strong anthropocentrism. The paper discusses the relation between ethics and different attitudes towards Natura 2000, highlighting some of the implications for the network’s ongoing implementation. It is shown that Natura 2000 achieves a strong reversal of the burden of proof from conservation to economic development and land use change under anthropocentrism. It is argued that the alleged theoretical divide between anthropocentrism and non-anthropocentrism in relation to the burden of proof does not seem to hold in practice. Finally, it is predicted that the weak versions of anthropocentrism, biocentrism, and ecocentrism, are likely to converge extensively in respect to nature conservation policy measures.“Charting the depths of law and policy disputes yield an understanding of ethical differences.” Paul B. In the UK for the period 1994-99, a broad range of environmental projects were given financial support through the European Agriculture Guidance and Guarantee Fund under the Objective 1 and Objective 5b programmes. This paper is concerned with the ex-post evaluation of these projects set within a Sustainable Development framework. The aim was to identify project types or characteristics that offered the greatest return on investment. A classification of six broad project types was adopted. The evaluation revealed that there were significant differences between individual projects with respect to the type and scale, and temporal and social distribution of the benefits they delivered. In particular, as well as delivering environmental and economic benefits, many projects made a significant contribution to the development of human and social capital. The paper concludes that it is possible to improve the basis for future project selection in order to maximise the returns on environmental investments in the context of sustainable development.  相似文献

The social and scientific debate overfunctional foods has two focal points: one isthe issue of the reliability andtrustworthiness of the claims connected withfunctional foods. You don't have to be asuspicious person to be skeptical vis-à-visthe rather exorbitant claims of most functionalfoods. They promise prevention against allkinds of illnesses and enhancement ofachievements like memory and vision, withouthaving been tested adequately. The second issueis the issue of the socio-cultural dimension offunctional foods and their so calleddetrimental effect on the social and normativemeanings of food, with possibly the effect thatfood in general will be treated like amedicine, with radical individualizing effects.Finally, individuals would only be allowed toeat what their gene-profile prescribes them. Inthis paper, it is argued that food is anon-neutral public good that contributesinherently to the identity of vulnerableindividuals. It should be treated in anon-neutral, but impartial way. Therefore,politics need to intervene in food markets froma justice and ethical point of view with twoaims in mind. The first aim (as an implicationof justice considerations) should be toestablish safety conditions, and to identifyand monitor food safety standards in anobjective and impartial way. Preventive medicalclaims of foods should be allowed on the basisof appropriate and objective testing methods.The second aim (as an implication of ethicalconsiderations) should be to shape conditionsfor a cohabitation of various food styles,including that of functional foods. Moreover,the cultural and symbolic meaning of food in apluralistic society requires that the differentfood styles find some modus of living andinteracting together. As long as functionalfoods comply with safety standards and respectother food styles, they should be allowed onthe market, just like any other food product.  相似文献

The Green Revolution in India which was heralded in the 1960‘s was a mixed blessing. Ambitious use of agro-chemicals boosted food production but also destroyed the agricultural ecosystem. Of late Indian farmers and agricultural scientists have realized this and are anxious to find alternatives – perhaps a non-chemical agriculture – and have even revived their age-old traditional techniques of natural farming. Scientists are working to find economically cheaper and ecologically safer alternatives to agro-chemicals. Blue-Green Algae Biofertilizers, Earthworm Vermicomposts (Vermiculture), biological control of pests and herbal biopesticides are showing promise. Saline agriculture and sewage farming are also being promoted in India to augment food production in the face of water scarcity. There is a move to search for alternative foods, which are more nutritious, cheaper and have shorter harvest cycles. Farm and food policy in India has to change its outlook before there can be a second green revolution. The existing germplasmcollections are incomplete and frequently donot include traditional varieties. There areonly a few breeding organizations with limitedcapacities and collections. The legislation isnot efficient enough to protect the environmentand biotic diversity. Americans’ excessive consumption of food harms their health and quality of life and also causes direct and indirect environmental degradation, through habitat loss and increased pollution from agricultural fertilizers and pesticides. We show here that reducing food consumption (and eating less meat) could improve Americans’ health and well-being while facilitating environmental benefits ranging from establishing new national parks and protected areas to allowing more earth-friendly farming and ranching techniques. We conclude by considering various public policy initiatives to lower per capita caloric intake and excessive meat consumption, and to translate this temperate behavior into substantial environmental protection.  相似文献

In Europe, sustainable development (SD) is pursued with not one but two overarching strategies, i.e., the so-called Lisbon and SD strategies. While the Lisbon Strategy is a genuinely European response to global economic and social pressures, SD strategies are national efforts corresponding with international (mainly United Nations) guidance to better coordinate and integrate economic, social and, in particular, environmental policies. The present paper explores the vertical coordination and coherence of the two pan-European strategies. After reviewing the international background of SD strategies and the EU origins of the Lisbon strategy, the paper characterizes and compares the governance architectures of the two strategies. With a solid background on how vertical policy integration functions in the two processes, the paper then shows how this affects the coherence of respective strategy structures and monitoring indicators. Based on an extensive empirical stocktaking study of the objectives and indicators in Lisbon and SD strategies across Europe it is shown that, despite the stronger European coordination through the Open Method of Coordination, the Lisbon process entailed only slightly more coherent national strategies than international guidance did in the context of SD strategies. Thus, the paper concludes that the influence international organizations such as the UN and the OECD have on national policy-making must not be underestimated.  相似文献
