California and other regions in the United States are becoming more populated and ethnically diverse, and thus, ecological impacts on the wildland–urban interface are a significant policy concern. In a socioeconomic assessment focused on the geographic regions surrounding four national forests in southern California, population projections are being formulated to assist in the update of forest plans. In southern California, the projected trend of explosive population growth combined with increased ethnic and racial diversity indicates four challenges for environmental management. First, patterns of recreation use on wildlands are likely to change, and management of these areas will have to address new needs. Second, as land-management agencies face changing constituencies, new methods of soliciting public involvement from ethnic and racial groups will be necessary. Third, growth in the region is likely to encroach upon wildland areas, affecting water, air, open space, and endangered species. Fourth, in order to address all these concerns in a climate of declining budgets, resource management agencies need to strengthen collaborative relationships with other agencies in the region. How environmental managers approach these changes has widespread implications for the ecological sustainability of forests in southern California.  相似文献

Recent years have seen the environment emerge as one of the most pressing issues facing American business. Eventually, environmental costs will affect the bottom line of every American company. A recent study in the National Law Journal estimates that cleanup of the nation's known hazardous wastes sites will cost $752 billion over thirty years under current environmental policies. Environmental legislation and regulations impose annual compliance costs estimated by the Environmental Protection Agency at more than $30 billion. In the near future, environmental expenses for cleanup, regulatory compliance, and management are anticipated to grow to between 2.5 and 3 percent of GNP. Corporations that wish to be competitive must successfully manage these costs while maintaining or improving their role as responsible corporate citizens. Implementing a comprehensive system for identifying and managing environmental costs requires a multidisciplinary team effort. Environmental costs impact product selection, design and pricing, capital budgeting, and future strategic direction. In order to make informed and meaningful managerial decisions on environmental programs, real cost data are vital. An environmental management systems (EMS) requires information to set goals and then monitor progress towards those goals over time. This article will discuss the current cost accounting systems (CASs) available to support the myriad goals of environmental management systems. In addition, the article will outline a framework for plotting the location of your current EMS on a matrix of regulatory and information requirements and evaluating whether your corporation's CAS is adequate to support the goals and objectives set by your environmental management program. By anticipating future regulatory and information requirements, flexible systems can be developed to adapt to new and more stringent regulations and more complex information requirements.  相似文献

Today, environmental managers are learning new ways of adding value to their organizations. Before, the environmental department was an overhead expense—an indirect support group required for complying with burdensome regulations. Now, such departments add insights and value during strategic planning sessions, identify efficiency improvement opportunities, provide a superior return on investment, and—bottom line—improve profits. The primary approach to meeting the challenge is a new environmental management system (EMS) that identifies, measures, and manages a diverse set of internal and external customer needs. These needs include environmental cleanups, regulatory compliance, pollution prevention, and design for the environment—and each represents a potential improvement opportunity. Unfortunately, most organizations have so many such needs that all cannot be addressed at once, given the resource constraints of a competitive business climate. Thus, priority is a key concept of an effective EMS. This article describes an innovative application of consensus-building tools that quickly identify and set priorities for diverse environmental programs. The article also shows how appropriate performance measures will align these programs with corporate goals and objectives.  相似文献

Traditionally, environmental issues and concerns have been viewed as a constraint to businesses. This has resulted in environmental managers relying heavily on a reactive, compliance-based approach to justify change. Businesses are now recognizing that efficient management in the environmental arena can benefit the entire company and open new opportunities for increased profits. Managers have acknowledged that environmental issues can be integrated into daily business trends and activities. Not only does sound environmental management decrease liability, but also in current markets a “green” image can attract investors and customers. This article shows how one tool that progressive companies are focusing attention on—environmental performance indicators—is being used to convey the current status of environmental issues and improve the management of these issues for the benefit of the company as well as the environment.  相似文献

The efficacy of government-supported programs to encourage improved management of land and water systems associated with agricultural land in Australia has been mixed. The broad approach of Australian governments is reviewed briefly. Evidence is presented from case assessments of a program to promote adoption of environmental management systems (EMSs) to improve environmental outcomes from agricultural practices. EMSs are systems implemented to manage the environmental impacts and ameliorate environmental risk associated with business activity. Data are presented on reported EMS activity and experience of four selected groups of farmers in Victoria, south-eastern Australia, representing broad-acre cropping, beef and dairy farming. The pro-environmental behaviours of farmers were mediated through voluntary adoption of government and industry sponsored EMSs, often with financial incentives and other support. Findings from the study were that adoption of EMS practices with sufficient public benefits is unlikely to occur at sufficient scale for significant environmental impact. Farmers more readily adopted practices which were financially beneficial than those which had a positive environmental impact. Although the focus on voluntary market-based instrument (MBI) type programs is popular in western countries, enforcing regulation is an important, but usually politically unpopular, component of land use policy. The comparative advantage of EMSs differed for the industries studied, but overall there were insufficient market drivers for widespread EMS adoption in Australia. Environmental outcomes could be more effectively achieved by directly funding land management practices which have highest public net benefits. Having a clear and unambiguous management objective for a particular land management policy is more likely to achieve outcomes than having multiple objectives as occurs in a number of international programs currently.  相似文献

The purpose of this study was to determine what role lakeshore homeowner associations might play in environmental management. Lakeshore homeowner associations are formally organized groups of individuals owning property on or in the vicinity of a lake. Lakeshore homeowner associations in the Adirondack Park region of New York State were investigated by both a questionnaire mailed to all presidents and an informal field survey of some permanent lakeshore residents. The study showed that many of these organizations have become highly involved in an array of environmental management activities during their relatively long history. These activities include monitoring septic tank seepage, regulating the use of motorboats, restricting shoreline development, and assisting state and local planning agencies in detecting zoning violations. Some lakeshore homeowner associations are not highly involved in activities designed to maintain or improve quality of the lake environment. These associations are concerned instead primarily with organizing social events and performing other miscellaneous activities, such as access road maintenance. These associations, however, report lower overall water quality in their lakes than those associations with a high degree of involvement in environmental management. The study uncovered two important factors that tend to undermine the ability of lakeshore homeowner associations to undertake environmental management activities. One is the extent of cooperation that can be expected from nonmember residents of the lakeshore, such as seasonal vacationers. The second is an environmental problem that does not originate locally and therefore cannot be controlled by a local organization. Acid precipitation, rated by association presidents as their foremost water quality concern, is one such problem in the Adirondack Park Region.  相似文献

This study proposed an inexact credibility constrained programming (ICCP) to deal with multi-formats of uncertainties in parameters and variables for an agricultural water planning system. The study system includes three subareas with different crop distributions. The redundant water in the wet season can be stored in the reservoir and utilized in the dry season. The ICCP method can reflect not only inexact uncertainties in the objective function, variables and parameters, but also fuzzy uncertainties in the right-hand side. Interval credibility levels which represent satisfaction degrees of the constraints can be analyzed. Scenario analysis is conducted to analyze possible events in wet and dry years. The resulting solutions can provide stable intervals for the objective function and decision variables with different levels of risk when violating the constraints.  相似文献

The two major processes of decision making, behavioral interactions and decision analysis, are discussed. Comparisons are made between the Delphi and NGT methods of behavioral interaction. Three different types of decision analysis are compared, including the Goals Achievement Matrix, Concordance Analysis, and the Simple Multi-Attribute Rating Technique. Decision making problems characteristic of environmental studies are reviewed. A method of decision making that combines the best qualities of other methods is suggested. The overall purpose of this paper is to make the technical knowledge of decision making useful to environmentalists, businessmen, citizens, and politicians, and to improve the process of policy making in environmental studies.  相似文献

This paper evaluates the processes and mechanisms available for integrating different types of knowledge for environmental management. Following a review of the challenges associated with knowledge integration, we present a series of questions for identifying, engaging, evaluating and applying different knowledges during project design and delivery. These questions are used as a basis to compare three environmental management projects that aimed to integrate knowledge from different sources in the United Kingdom, Solomon Islands and Australia. Comparative results indicate that integrating different types of knowledge is inherently complex – classification of knowledge is arbitrary and knowledge integration perspectives are qualitatively very different. We argue that there is no single optimum approach for integrating local and scientific knowledge and encourage a shift in science from the development of knowledge integration products to the development of problem-focussed, knowledge integration processes. These processes need to be systematic, reflexive and cyclic so that multiple views and multiple methods are considered in relation to an environmental management problem. The results have implications for the way in which researchers and environmental managers undertake and evaluate knowledge integration projects.  相似文献
