煤矿事故中生命价值经济评价探讨   总被引:10,自引:4,他引:10  
我国每年都有大量的煤矿事故发生 ,造成数千名矿工死亡 ,对死亡矿工的经济赔偿 ,往往是事故处理的一大难题 ,其主要原因是目前对死亡矿工的赔偿标准偏低。由于赔偿费用低 ,经济赔偿的代价不足 ,以引起威慑和警戒 ,部分煤矿企业仍然不重视安全生产、不珍惜矿工生命 ,从而煤矿伤亡事故不断发生。分析了目前国内外主要的生命价值评价方法和评价结果 ,对煤矿事故中的生命价值进行了研究 ,提出采用净产值推算矿工的生命价值 ,并给出了相应的计算公式和分析实例。分析结果表明 ,目前的赔偿标准不能体现矿工的生命价值 ,二者之间存在相当大的差距  相似文献

The study explored the possible influences of situational, personal and non-relevant perception on causality attributions and responsibility assignment in Ghana’s work environment. Ghanaian industrial workers (co-workers) who were witnesses to industrial accidents (n = 117) assigned causality for the mishap and their responses were compared. Analyses were based on the co-workers’ responses to open-ended questions. Three categories of co-workers were identified and labelled as situationally relevant (n = 34), personally relevant (n = 43) and non-relevant co-workers (n = 40). The results showed that co-workers (witnesses) who had some perception of situational and or personal relevance with the accident victims attributed less responsibility to the accident victims than did their counterparts who had no perception of relevance. This observation, like other motivated attributional distortions, seems to reflect a tendency towards self-protection from the three categories of co-workers. It confirms the self-defensive attribution hypothesis in causal attributions about accidents in the work environment.  相似文献

Introduction: This paper discusses the application of a training intervention that uses degraded images for improving the hazard recognition skills of miners. Method: NIOSH researchers, in an extensive literature review, identified fundamental psychological principles on perception that may be employed to enhance the ability of miners to recognize and respond to hazards in their dangerous work environment. Three studies were conducted to evaluate the effectiveness of the degraded image training intervention. A model of hazard recognition was developed to guide the study. Results: In the first study, miners from Pennsylvania, West Virginia and Alabama, who were taught with the aid of degraded images, scored significantly better on follow-up hazard recognition performance measures than those trained using traditional instructional methodologies. The second and third studies investigated the effectiveness of the training intervention at two mining companies. Data collected over a 3-year period showed that lost-time injuries at mines in Alabama and Illinois declined soon after the training intervention was instituted. Impact on Industry: Further exploration of the hazard recognition model and the development of other interventions based on the model could support the validity of the steps in the hazard recognition model.  相似文献

Problem: Commercial fishing is one of the least safe occupations. Method: The researchers develop a fishing vessel accident probability model for fishing areas off the northeastern United States using logit regression and daily data from 1981 to 1993. Results: The results indicate that fishing vessel accident probability declined over the study period. Higher wind speed is associated with greater accident probability. Medium-size vessels have the highest accident probability, while small vessels have the lowest. Within the study region, accident probability is lower in the southwestern section than in the northeastern section. Accidents are likely to occur closer to shore than offshore. Accident probability is lowest in spring. Impact on Industry: The probability model is an important building block in development and quantitative assessment of management mechanisms related to safety in the commercial fishing industry.  相似文献

Coal has been mined in the United States since colonial times and coal mining has always been a dangerous occupation. Despite the dangers involved in coal mining, coal is essential to the functioning of our society. Coal provides energy for products, businesses, and homes. Not only is coal mining a dangerous occupation, but, like many other industries, coal mining has also been referred to as a “graying occupation” as many coal miners are reaching retirement age. Younger workers possess certain advantages as older workers may have age-associated decrements in cognitive function, health, and recuperative ability. Although there are documented decreases in health and safety associated with age, there are also benefits at the workplace associated with increasing age. Increasing age brings about more experience and familiarity with the work environment. This study used the Mine Safety and Health Administration’s (MSHA) database on accidents, injury, and illness from the years 2003 through 2007 to examine how age, experience at the current mine, total years experience as a coal miner, and experience in the current job affects injury severity. The results of the data indicated that there was a relationship between age and days lost as well as total mining experience and days lost following an injury. Furthermore, the data indicated an increased risk of overexertion injuries as age increases. These are important findings for the coal mining industry as many miners are more experienced and older.  相似文献

The relationship between a large number of mine and mine worker characteristics and injury severity was examined using multiple regression techniques. The study was based on data extracted from the New South Wales (N.S.W.) Joint Coal Board's computer based accident/incident reporting system describing 21,372 non-fatal, lost-time injurious incidents that occurred in the N.S.W. underground coal mining industry during the 4 year period from 1 July 1986 to 30 June 1990. The number of days lost as a result of an injurious incident was the best available proxy measure of injury severity. Over the study period, the number of days lost per 100,000 tonnes of raw coal production declined by 73%. Over the same period, injurious incidents involving more than 20 days off work, which constituted only 16% of all injurious incidents in underground mines, resulted in 75% of the total days lost for the whole N.S.W. underground coal mining industry. Factors that had practical importance and that were significantly associated with injury severity included mine worker's age, part of the body injured, type of accident, agency of accident, and mine worker activity. Factors not important or not significant in their relationship with injury severity were: time into shift, previous hours worked, mine location of incident, occupation, work experience, frequency of task, shift, and mining region. This study suggests that factors related to the susceptibility of a mine worker's body tissue to damage or repair, and factors related to the concentration of energy on the mine worker by vehicle and environmental characteristics are important determinants of injury severity.  相似文献

It intends to show that this process is above all the result of a prevention policy where companies and the body responsible for the legal accident insurance in the mining industry, the Bergbau-Berufsgenossenschaft (BBG), work hand in hand. Using data on work accidents and annual mining statistics, the paper studies work-related accidents in the Spanish energetic mining sector in 1999-2008. The following 3 parameters are considered: age, experience and size of the mine (in number of workers) where the accident took place. The main objective of this paper is to show the relationship between different accident indicators: risk index (as an expression of the incidence), average duration index for the age and size of the mine variables (as a measure of the seriousness of an accident), and the gravity index for the various sizes of mines (which measures the seriousness of an accident, too). The conclusions of this study could be useful to develop suitable prevention policies that would contribute towards a decrease in work-related accidents in the Spanish energetic mining industry.  相似文献

Small enterprises have difficulty in the systematic prevention of accidents. This study explores how owners of small enterprises attribute accident causation and what they learn about accident prevention after an accident. Interviews were carried out with owners of 22 small (1–19 employees) construction and metal industry enterprises that recently had reported an accident with an expected injury absence of over two weeks. Data were analysed using thematic analysis. The results reveal that after a relatively serious accident the owners predominantly attribute the incident to unforeseeable circumstances, and secondarily to worker faults. A possible explanation is both self- and group-defensive attributions in order to avoid responsibility and blame. The reciprocal and close social relations between owners and workers make it difficult for the owners to be solely responsible for the accident. The study presents a paradox: learning from the accidents seems to be negative as the owners need to abstain from accident prevention in order to maintain that accidents are unforeseeable, and the injured worker returns to work under the same unsafe conditions as before the accident. The study indicates that efforts to improve accident prevention in small enterprises need to find ways to avoid defensive attribution in order to attain successful outcomes.  相似文献

Mining remains one of the most hazardous occupations worldwide and underground coal mines are especially notorious for their high accident rates. In this work, we provide an overview of the broad and multi-faceted topic of safety in the mining industry. After reviewing some statistics of mining accidents in the United States, we focus on one pervasive and deadly failure mode in mines, namely explosions. The repeated occurrence of mine explosions, often in similar manner, is the loud unfinished legacy of mining accidents and their occurrence in the 21st century is inexcusable and should constitute a strong call for action for all stakeholders in this industry to settle this problem. We analyze one such recent mine disaster in which deficiencies in various safety barriers failed to prevent the accident initiating event from occurring, then subsequent lines of defense failed to block this accident scenario from unfolding and to mitigate its consequences. We identify the technical, organizational, and regulatory deficiencies that failed to prevent the escalation of the mine hazards into an accident, and the accident into a “disaster”. This case study provides an opportunity to illustrate several concepts that help describe the phenomenology of accidents, such as initiating events, precursor or lead indicator, and accident pathogen. Next, we introduce the safety principle of defense-in-depth, which is the basis for regulations and risk-informed decisions by the US Nuclear Regulatory Commission, and we examine its relevance and applicability to the mining system in support of accident prevention and coordinating actions on all the safety levers, technical, organizational, and regulatory to improve mining safety. The mining system includes the physical confines and characteristics of the mine, the equipment in the mine, the individuals and the organization that operate the mine, as well as the processes and regulatory constraints under which the mine operates. We conclude this article with the proposition for the establishment of defense-in-depth as the guiding safety principle for the mining industry and we indicate possible benefits for adopting this structured hazard-centric system approach to mining safety.  相似文献

INTRODUCTION: Statistical models, such as Poisson or negative binomial regression models, have been employed to analyze vehicle accident frequency for many years. However, these models have their own model assumptions and pre-defined underlying relationship between dependent and independent variables. If these assumptions are violated, the model could lead to erroneous estimation of accident likelihood. Classification and Regression Tree (CART), one of the most widely applied data mining techniques, has been commonly employed in business administration, industry, and engineering. CART does not require any pre-defined underlying relationship between target (dependent) variable and predictors (independent variables) and has been shown to be a powerful tool, particularly for dealing with prediction and classification problems. METHOD: This study collected the 2001-2002 accident data of National Freeway 1 in Taiwan. A CART model and a negative binomial regression model were developed to establish the empirical relationship between traffic accidents and highway geometric variables, traffic characteristics, and environmental factors. RESULTS: The CART findings indicated that the average daily traffic volume and precipitation variables were the key determinants for freeway accident frequencies. By comparing the prediction performance between the CART and the negative binomial regression models, this study demonstrates that CART is a good alternative method for analyzing freeway accident frequencies. The present state of accident hazard at work in the Polish mining industry is presented. A comparison is made of the accident indices in relation to other countries. A reference is made to the work safety management system implemented in the mines. Safety management is discussed in terms of risk management. On the basis of the natural death index and that of accidents at work, numerical scales are presented defining the limits of the inadmissable, tolerable, and acceptable risk. The course of variation of risk indices for fatal, serious, and minor accidents is evaluated. The results of the assessment for all kinds of accidents at work in the mining industry are presented.  相似文献

Mine gas explosions present a serious safety threat in the worldwide mining industry. Since the beginning of mining, many coal miners have been killed due to the explosions. Accordingly, on a regular basis, mine operators should get air samples from the underground atmosphere. At the same time, monitoring and tracking the explosibility of the air sample should be done as a timely matter to avoid any potential explosions. All these works can provide very important information to assist the mine operators to well understand the mine atmospheric status and its trends. In additional, when facing the coal spontaneous combustion, mine fire events, or other chemical reactions related mine accidents, determination of explosibility is a definitely significant work for the safety of miners and mine rescue personnel especially when planning and implementing any mine rescue strategies. For many years, mining engineers and researchers have developed a number of methods for assessing the explosibility of the air–gas-mixture. Their research results provide a baseline for judgments of the mine gas explosibility and in determining the extent of change. In this paper, main popular and typical methods used in mining industry to determine the mine gas explosibility are introduced and reviewed. Case demonstrations for each method are also shown and can be used to instruct readers to understand how to apply them. Finally, a brief discussion about the current methods is presented and some preliminary suggestions are also listed for the further improvements in the future research.  相似文献

Escaping is natural in the case of accidents in underground mines. Determining the optimal escape route is one of the most important factors for relief of miners in the emergency cases. This paper aims at developing a mathematical method to determine the shortest escape time from a given point to alternative points of an underground mine network. It also aims to find the shortest routes between each pair of the given points. The first point refers to the place of the accident where some miners may exist, and the alternative points show the safe places that the miners can escape to. After determining the shortest escape time and its corresponding route between each pair of mine work junctions, it is possible to set an electronic board that shows the access route to the nearest safe location by an arrow sign in each mine work. In this paper, Floyd–Warshall and π algorithms are used to determine the shortest escape time between the place of accident and safe places as well as their corresponding routes. Those algorithms are rigorous since they are supported by mathematical proof. Finally, the algorithms are implemented on the network of a certain underground coal mine and the results are presented.  相似文献

I present an attributional approach to understanding how people perceive and respond to the effects of others' relationships in the workplace by suggesting that people perceive others' relationships to be causal sources of workplace outcomes. Specifically, I suggest that individuals' responses to negative outcomes at work can be better understood by differentiating between two types of external attributional explanations: external relational attributions and external nonrelational attributions. This research focuses on the conceptual development of external relational attributions, which are defined as those attributional explanations made for outcomes or behaviors experienced or observed by a focal individual that locate the cause of an outcome within the relationship between two others (people, groups, organizations, or any combination), not including the focal individual. Further, I propose situational antecedents and behavioral outcomes of external relational attributions, with an emphasis on individuals' behaviors toward others' relationships. Lastly, I highlight the advantages of considering the role of others' relationships when applying attribution theory to a variety of organizational phenomena and present directions for future research.  相似文献

PROBLEM: CFOI and SOII data show that 2,287 U.S. workers died and 32,807 workers sustained days away from work due to electrical shock or electrical burn injuries between 1992 and 1998. METHOD: The narrative, work activity, job title, source of injury, location, and industry for each fatal electrical accident were examined. A primary causal factor was identified for each fatality. RESULTS: Electrical fatalities were categorized into five major groups. Overall, 44% of electrical fatalities occurred in the construction industry. Contact with overhead power lines caused 41% of all electrical fatalities. DISCUSSION: Electrical shock caused 99% of fatal and 62% of nonfatal electrical accidents. Comprising about 7% of the U.S. workforce, construction workers sustain 44% of electrical fatalities. Power line contact by mobile equipment occurs in many industries and should be the subject of focused research. Other problem areas are identified and opportunities for research are proposed. IMPACT ON INDUSTRY: Improvements in electrical safety in one industry often have application in other industries.  相似文献

矿井老空水水害一直是困扰煤矿安全生产的不利因素,必须加强其防治措施方面的研究。通过对老空水水害事故的分析,建立了一个系统全面的老空水水害事故的致因鱼刺图模型;并针对鱼刺图模型的各个致因事件提出了老空水防治的具体措施;然后根据安全技术措施等级顺序要求的具体原则,对措施进行等级排序。笔者提出了以下观点老空水的防治是多方位的;防治措施是有等级的;合理设计,严禁剃头开采是消除老空水水害事故的本质安全型措施。  相似文献
