As part of a larger research effort, the empirical basis for this note is responses to four out of many questions in a mailed survey, which primarily focused on national environmental objectives in Sweden. The results show that out of eight broad areas for use of tax money, five-including environment-are rated as important by over 90% of the respondents. Respondents appear to be less willing to discriminate between different issues covered by national environmental objectives, as all of these are rated as important by more than 80% of the respondents. The function of the ozone layer is an example of an environmental issue where the knowledge among people is relatively high, while this is not the case when it comes to the amount of pesticides used in agriculture. The results also show less support for actions at the individual level to improve the environment, as compared to support for actions taken by society at large through, e.g., technological improvement or policy intervention.  相似文献

The concentrations of heavy metals (mg/g) Pb, Ni, Cu, Cr, Fe, Co, Cd, and Hg in the tissues of young and adult toads exposed to petroleum-polluted environment were determined in order to assess the impact of petroleum-processing activities in Ekpan. The data showed that the levels of these Metals ranged between 0.15–1.18 and 0.10–0.48 in young and adult toads respectively. The heavy metals concentrations reported for the young toads have an abundance trend in the order of Pb > Fe > Ni > Cr > Cu > Co > Cd > Hg, while those of the adult toads are in the order of Pb > Fe > Cr > Ni > Cu > Cd > Hg > Co. The control analysis was carried out in a non-oil polluted area (Obiaruku) and the values served as base line values for the study.  相似文献

The impacts of anthropogenic factors on the environment in Nigeria   总被引:2,自引:0,他引:2  
Generally speaking, there has been a consensus on the primary drivers of anthropogenic induced environmental degradation. However, little progress has been made in determining the magnitude of the impacts, particularly in developing countries. This creates a lacuna that needs to be filled up. The purpose of this study therefore is to ascertain the degree of anthropogenic induced environmental impacts in Nigeria. To achieve the aim, fossil fuel consumption was used as a surrogate for carbon dioxide emissions while the magnitude of the impacts was determined by regression statistics and the STIRPAT model. The results show that only three variables, namely population, affluence and urbanization, were statistically significant and that the regression model accounts for 60% of the variation in the environmental impacts. However, population and affluence, which have ecological elasticities of 1.699 and 2.709, respectively, are the most important anthropogenic drivers of environmental impacts in Nigeria while urbanization, with an elasticity of -0.570, reduces the effect of the impacts. This implies that modernization brings about a reduction in environmental impacts. The paper therefore makes a significant contribution to knowledge by successfully testing the STIRPAT model in this part of the world and by being the first application of the model at political units below the regional or nation states.  相似文献

Environmental protection is a topical and controversial issue of contemporary Third World development. As a result of the growing crisis of environment and development as well as issues of global environmental balance, divergent views and proposals have been put forward by external governments, international agencies, and environmental groups in resolving the environmental degradation problems of the developing world. However, very little appraisal has been made of the efforts by indigenous Third World governments in facing up to their environmental conservation issues. This article examines the role of past and recent government environmental control policies and programs in Nigeria. The article analyzes three aspects of environmental protection: (1) the theoretical economic bases of environmental protection and the Nigerian approach to environmental protection, including traditional values and modern institutional control measures, the latter embracing nature conservation efforts; (2) environmental considerations in national development plans; and (3) the evolution of a federal environmental protection agency and a national policy on environment. Finally, the article discusses the future challenges and directions for environmental policy.  相似文献

Summary The Government of Nigeria is increasingly aware of problems emanating from poor environmental sanitation. This awareness has led to various edicts both at the national and state levels on environmental sanitation with particular reference to solid waste management. Such an edict was critically examined for the Kwara State of Nigeria. At a glance, the edict looks impressive and timely, but a closer study reveals many loopholes some of which are outlined. Most important of these, is a failure to consider adequately the full requirements of the population. Many of the facilities needed for effective implementation are also grossly inadequate. Summary Nigeria, a rapidly urbanizing and industrializing society, is currently faced with many environmental problems. Through the analysis of what Kassas (1985) referred to as the Three-systems, that is, the technosphere, biosphere and sociosphere, of the Nigerian environment, a number of substantive and procedural problems are characterized.The findings include the causes and nature of such problems, including their complexities on the one hand, and management strategies on the other. On a more germane level, this study shows that governmental action and policies seldom reflect a sound understanding and impact on the problems. Governmental action, moreover, produces anad-hoc coping mechanism where and when necessary. The beliefs of Americans about the proper relationship between humans and their environment were profoundly affected by waves of immigration from Europe. Immigrants valued ownership of land, individuality, freedom, domination of nature, and technological development. These themes remain strong today as centerpieces of the American dominant social paradigm (DSP).That DSP has been reexamined and found wanting by an increasing proportion of Americans. This departure from the old DSP has progressed further among the public than among the elite who have a greater stake in preserving the status quo. Environmentalists constitute a vanguard trying to lead the people to a new, more environmentally oriented social paradigm. The beliefs of the old DSP and the new environmental paradigm (NEP) are contrasted in Table 2. Briefly, the NEP advocates stress love of nature rather than domination of it; compassion for other peoples, future generations, and other species; planning to avoid risk; limits to growth; fundamental social change; and a new structuring of politics.These two worldviews are likely to be in vigorous conflict for several decades in the USA. The Northern Michigan Environmental Research Program was conducted by the University of Michigan's Biological Station and Institute for Social Research to obtain information about the aquatic and human resources of water-rich, resort-oriented northern lower Michigan. Results of the study were directed toward long-term environmental management. Multiple methods were used to communicate study results, including self-contained information briefs, regular contacts and seminars with community leaders and public officials, and mass media. Selected illustrations of project data applied to environmental management problems are cited, e.g., curtailment of nutrient loadings, wetlands protection, improved effectiveness of riparian organizations, and highway planning. A series of shortLakeland Reports, designed to present factual information, general environmental principles, and action implications to a lay audience, proved to be effective. However, it became apparent that environmental decisions were not strongly affected by reports alone. Instead, several mutually reinforcing channels of communication must be employed to develop a climate of receptiveness and understanding to insure environmentally sound decisions.  相似文献

The purpose of this research was to verify that various segments of the rock climbing community have different attitudes toward resource management and to aid in the understanding of attitudinal differences that can affect rock-climbing management. Respondents were given an on-site questionnaire; 400 usable surveys were collected from 13 different locations in the United States. Respondents identified themselves according to the type of climbing they participated in (e.g., traditional climbing, sport climbing, and hybrid climbing). Factor analysis identified five usable factors: bolt placement/use, need for management, reservations about management, appropriateness of bolts, and climbers' self-perception. A repeated-measures analysis of variance identified significant differences among responses from traditional and sport climbers on four of the five scales used to measures attitudes. The variance among the climbing subgroups indicated that various climbing groups had significantly different attitudes toward management. All climbers surveyed had reservations about the management process. Results from the analysis indicated that climbers from all three groups (traditional, sport, and hybrid) felt that managers did not adequately understand the activity of climbing, climbers did not adequately understand the management process, climbing was not treated fairly in the management process in comparison to other activities, and climbing was micromanaged.  相似文献

By using an original framework involving complementary statistical approaches, we investigated the environmental attitudes of 6379 pre-service and in-service teachers in 16 countries of Europe and its neighbourhood. To test hypotheses about the nature of environmental attitudes, we examined the variation across groups of individuals (between-class analysis), investigated the independent effects of several candidate explanatory factors (orthogonal analysis), and finally inspected potential relationships between conceptions on a variety of topics (co-inertia analysis).  相似文献

This paper presents a critical assessment of the existing Lebanese industrial sector, namely the current status and classification of industrial establishments based on a comparative synthesis and analysis of recent nationwide surveys and studies pertaining to industrial-waste management. Characterisation of solid and liquid industrial wastes generated, including hazardous wastes, is presented together with current and projected waste loads, recycling opportunities, and export/import practices. Institutional capacity and needs pertaining to the enforcement of relevant environmental legislation, staffing and resources, monitoring schemes, and public participation are critically evaluated. Finally, realistic options for industrial-waste management in the context of country-specific institutional economic and technical limitations are outlined. The industrial sector in Lebanon consists of small-scale industries (84% employ less than 10 persons), primarily involved in light manufacturing (96%). These industries which are distributed among 41 ill-defined zones and deficient in appropriate physical infrastructure, generate solid, liquid, and hazardous waste estimated at 346,730 tons/year, 20,169,600 m3/year and between 3000 to 15,000 tons/year, respectively. Although the growth of this sector contributes significantly to the socio-economic development of the country (industry accounts for 17% of the gross domestic product), in the absence of a comprehensive environmental management plan, this expansion may not be sustained into the coming millennium. The anticipated expansion will inevitably amplify adverse environmental impacts associated with industrial activities due to rising waste volumes and improper waste handling and disposal practices. These impacts are further aggravated by a deficient institutional framework, a lack of adequate environmental laws, and lax enforcement of regulations governing industrial-waste management.  相似文献

The levels of iron (Fe) and zinc (Zn) were quantitatively determined in soil and water samples as well as in staple food cultivars in Itakpe, Nigeria's major iron mining town. The survey was conducted to establish a baseline pollution index for Fe and Zn in the Itakpe environment and to evaluate the role of foods as an exogenous source of these metals among the inhabitants. The response of industry to current environmental regulations in Alexandria, Egypt was investigated. Environmental officers in 55 industrial firms completed a questionnaire examining their opinions about current environmental regulations, the statuses of their companies' compliance with those regulations, and the environmental management progress and problems in their companies. Although Egyptian industrialists had positive opinions about environmental regulations, their companies were not in satisfactory compliance with those regulations. The context in which environmental concern started in Egypt and the economic environment of Egyptian industry had lead to 'soft' enforcement and implementation of environmental regulations. The response of Alexandria's industrial firms to the issued environmental regulations was limited to adopting symbolic 'end-of-pipe' environmental protection measures. Progress in environmental management and problems in industries of Alexandria were also investigated.  相似文献

This paper used ordinary kriging to spatially map arsenic contamination in shallow aquifers of Northwestern Bangladesh (total area  35,000 km2). The Northwestern region was selected because it represents a relatively safer source of large-scale and affordable water supply for the rest of Bangladesh currently faced with extensive arsenic contamination in drinking water (such as the Southern regions). Hence, the work appropriately explored sustainability issues by building upon a previously published study (Hossain et al., 2007; Water Resources Management, vol. 21: 1245–1261) where a more general nation-wide assessment afforded by kriging was identified. The arsenic database for reference comprised the nation-wide survey (of 3534 drinking wells) completed in 1999 by the British Geological Survey (BGS) in collaboration with the Department of Public Health Engineering (DPHE) of Bangladesh. Randomly sampled networks of zones from this reference database were used to develop an empirical variogram and develop maps of zonal arsenic concentration for the Northwestern region. The remaining non-sampled zones from the reference database were used to assess the accuracy of the kriged maps. Two additional criteria were explored: (1) the ability of geostatistical interpolators such as kriging to extrapolate information on spatial structure of arsenic contamination beyond small-scale exploratory domains; (2) the impact of a priori knowledge of anisotropic variability on the effectiveness of geostatistically based management. On the average, the kriging method was found to have a 90% probability of successful prediction of safe zones according to the WHO safe limit of 10 ppb while for the Bangladesh safe limit of 50 ppb, the safe zone prediction probability was 97%. Compared to the previous study by Hossain et al. (2007) over the rest of the contaminated country side, the probability of successful detection of safe zones in the Northwest is observed to be about 25% higher. An a priori knowledge of anisotropy was found to have inconclusive impact on the effectiveness of kriging. It was, however, hypothesized that a preferential sampling strategy that honored anisotropy could be necessary to reach a more definitive conclusion in regards to this issue.  相似文献

The Environmental Management System (EMS) is commonly implemented in private firms. However, on the basis of a strengths, weaknesses, opportunities and threats (SWOT) analysis, our work analyzes the consequences of implementing an EMS within the context of local public administrations, particularly regarding the City Council of Ohanes in Almería (Spain). This is the first European corporation to implement an EMS according to the ISO 14001 Standard, certified by the Spanish Association of Normalization and Certification. Its analysis would be equivalent to the Shumpeterian "market innovator study", so that public administration "followers" can take advantage of the derived benefits and of minimizing the negative effects of such an experience. On the other hand, we show that the economic and environmental advantages derived from the EMS go beyond the activities that the City Council is in charge of. They have spillover effects that extend them to all economic activities in the municipality and these effects are expected to be increased in the medium and long-term perspective. In this paper, we compare the costs and benefits that the municipality obtains in two cases: the City Council implements the EMS or it does not implement it. The main objective of this article is to show the economic and environmental advantages obtained by a municipality when it is only the City Council who is implementing an EMS. It is logical to suppose that this case study can stimulate other municipalities to use this instrument, even if the economic and environmental characteristics of the municipality are different.  相似文献

Most developing countries, particularly Indonesia, will be facing problems of sludge pressure in the next decades due to the increase in practices of legal and illegal logging as well as land and water demands. Consequently, they will also be facing the challenges of soil erosion and sludge management due to increased quantities of sludge coming from several potential sources, such as activated sludge, chemical sludge, fecal sludge and solid wastes as well as erosion and sedimentation. Although the government of Indonesia has enacted laws and policies to speed up the implementation of the programs and activities related to sludge management, the detailed practice concepts in implementing the programs need to be identified. Discussion of role-sharing amongst the related government agencies, private institutions and other stakeholders is urgent for clarifying the participation of each party in the next years to come. This paper proposes a management approach and level of responsibilities in sludge management. Implementation of zero ΔQ, zero ΔS and zero ΔP policies needs to be adopted by local and central governments. Application of sludge on the agricultural lands and other uses will promote sustainable development.  相似文献

This paper examines the variation in the properties of surface soils from the rural, through sub-urban, to the urban zones of Ibadan metropolitan area, south-west Nigeria. Soils were sampled at 0–20 cm depth in the northern part of the metropolis. Statistical techniques were used to compare the data obtained in the three zones. The results of the analyses clearly show that the mean values of nine out of the eighteen soil properties analysed differed significantly between the three zones. In particular, the concentration of two of the three heavy metals analysed in the study, that is, zinc and lead were higher in the urban zone than in the other two zones. The accumulation of heavy metals in the soils of the urban environment of developing countries requires urgent attention from environmentalists and urban development planners. It is important to prevent such heavy metals leaching into the underground water supply, and, to minimise the health risks to both humans and animals that depend solely on this source of water supply.  相似文献
