Refugee views on food aid reveal the ignorance of the international community regarding Rwandan culture, economy and politics. This ignorance carries a number of costs. On one level, the main cost is that a professional service is not carried out to the best of one's ability. Ignorance of Rwanda's North–South divide, for instance, has caused agencies to be insensitive to in-camp discrimination based upon regional identity and its impact on programme activities. On a deeper level, agency ignorance about Rwandan culture, economy and the dynamics of camp politics, reduces refugee confidence in humanitarian agencies and workers. Better information would not only result in the greater likelihood of appropriate responses to specific needs, but would also encourage greater credibility in the political arena where the ultimate stake is to see lasting peace and a dignified return of refugees to their homes.  相似文献

Over the past 25 years Central America has suffered a number of major disasters: the Managua Earthquake (1972), Hurricane Fifi (1974), the Guatemalan Earthquake (1976), the San Salvador Earthquake (1986) and Hurricane Joan (1988). These events are briefly described, with special reference to their political aspects and implications. Recognition of the political importance of disasters in Central America leads to a questioning of the traditional notion that security is essentially a matter of defending the state from outside aggression. It is suggested that the analysis of disasters should be part of the debate that is currently underway in international relations about redefining the concept of security in the post-Cold War world.  相似文献

随着我国经济和社会的不断发展,生态安全已经上升成为国家安全的一个重要方面,而城市生命线系统是城市生态安全的一个重要命脉。本文基于生态安全特点和城市生命线系统特征,分析了目前我国城市生命线系统存在的主要问题;从评价生命线系统易损性、协调城市生命线系统建设与城市总体规划关系、利用GIS和DSS等技术构建城市生命线系统数据库和决策支持系统等方面对城市生命线系统进行了优化设计;并分别以东部沿海典型城市厦门和连云港为例,从政策、规划、机构、管理、科研等层面提出优化建议。  相似文献

The 1972-73 and 1984-85 famines varied significantly among different populations within famine areas at the regional, community and household levels. Political and social factors were crucial in this pattern. Evidence from both pastoral and farming areas indicates that the development of community-based resources may be less disruptive socially and economically and result in less morbidity and mortality than dependence on relief shelters. Mogadishu, the capital of Somalia, has been central to life, war, and peace in the country for almost two decades. Its urban characteristics, though, have been put to one side for the most part. In recent years, Mogadishu-related issues have been merged mostly into a global agenda for South and Central Somalia, resulting in the technical and coordination approaches employed in the city largely being reproductions of solutions utilised in refugee camps and rural areas. Unfortunately, urban problems require urban solutions. The aid system is just starting to discover how specific aid in cities at war should be, both from an organisational and a technical standpoint. The enhancement of aid practices in an urban setting implies, among other things, a more strategic approach to the specific spatial characteristics of the city, a more fine-tuned analysis of the technical requirements of the urban service delivery systems, and a better understanding of the role of urban institutions.  相似文献

This paper examines advocacy initiatives by humanitarian and human rights organisations to address problems of governance in resource-rich and conflict-affected countries, focussing on the case of Angola. Humanitarian principles preclude the use of indiscriminate conditionality and point towards a cautious approach to advocacy aimed at assisting vulnerable populations. Furthermore, the relatively insignificant amount of aid supplied to resource-rich local authorities means that individual agencies have precious little leverage, especially when commercial interests rather than humanitarian or 'good governance' principles influence the priorities of bilateral donors. A context of resource wealth calls for: high levels of coordination and cooperation between human rights groups, aid agencies and donors; balanced use of conditionality, based on the drawing, by donors, of a clear distinction between emergency and development-oriented assistance; and a sustained effort to highlight the responsibilities of local authorities, foreign governments and businesses in meeting humanitarian and development objectives.  相似文献

This article considers the role of military intervention by peace-keeping and peace-enforcement troops in the provision of humanitarian aid to Liberia during the armed conflicts of the past seven years. The article focuses on the role of the de facto safe haven which peace-keeping and enforcing troops protected in Liberia between 1990 and 1996 and puts the Liberian case in the context of the growing debate about the usefulness of military interventions in humanitarian emergencies. It argues that the safe haven has enabled significant humanitarian acheivements but has also demonstrated fundamental failures. Central to these failures have been the absence of consent, under-resourcing and a loss of control of the safe haven to factional interests.  相似文献

In recent years a new generation of relief workers and relief agencies has become embroiled in the heat of civil wars and political emergencies, and the humanitarian community has had to revisit its fundamental principles and address the ethics of what it does. This paper sets out to continue this important debate by emphasising that ethical analysis should always be an essential part of humanitarian practice. The paper seeks to recognise the difficult moral choices relief agencies are facing today and gives some practical guidelines to relief agency staff when confronting the ethics of a given situation. In particular, it hopes to introduce some ethical principles into the debate about humanitarianism and contribute to the moral vocabulary which is being developed to improve relief agencies' ethical analysis. The paper starts by looking at the essential characteristics of a moral dilemma, and the way in which other types of tough choice can masquerade as moral dilemmas. It then introduces some basic moral principles surrounding the key ethical notions of action, consequences and moral responsibility in an effort to show how relief agencies might begin to develop a process of ethical analysis in their work. Finally, it explores how relief agencies might develop a more intuitive form of ethical analysis based on an organisational conscience and moral role models.  相似文献

The author's experience of information collection and analysis in the Bahr-el-Ghazal region of south Sudan is reflected on here. The paper suggests that existing strategies of needs assessment are often based on misunderstandings about the cultural, social and economic conditions of war-affected communities. Furthermore, the needs assessment process has taken on a life of its own: for the intended beneficiaries it is often a wearying experience, but one which can yield benefits if the 'correct' answers are provided to sometimes ridiculous and often insensitive questions. For the assessors, participatory patterns of data collection provide an apparently scientific justification for decision-making in contexts characterised by complex political and moral dilemmas and organisational confusion.  相似文献

Although the development community has long recognised that securing land tenure and improving housing design can benefit significantly informal settlement residents, there is little research on these issues in communities exposed to natural disasters and hazards. Informal settlements often are located on land left vacant because of inherent risks, such as floodplains, and there is a long history worldwide of disasters affecting informal settlements. This research tackles the following questions: how can informal settlement vulnerabilities be reduced in a post‐disaster setting?; and what are the key issues to address in post‐disaster reconstruction? The main purpose of the paper is to develop a set of initial guidelines for post‐disaster risk reduction in informal settlements, stressing connections to tenure and housing/community design in the reconstruction process. The paper examines disaster and reconstruction responses in two disaster‐affected regions—Jimani, Dominican Republic, and Vargas State, Venezuela—where informal settlements have been hit particularly hard.  相似文献

Lack of sufficient analytical capacity in most of the countries of sub-Saharan Africa has been frequently mentioned as a major factor limiting the effectiveness of drought management interventions. In this article we describe an approach used in Malawi for the past three years to develop a decentralized capacity to analyse drought management and disaster prevention programmes. A conceptual framework is presented which identifies the areas in which capacity strengthening is required and lessons from the Malawi experience are presented. Various issues relating to the efficiency of capacity building programmes are discussed. We argue that continuous dialogue between development researchers and decision-makers, and between trainers in academic institutions and donor agencies, is essential for achieving the goals of improved capacity for drought management and disaster prevention.  相似文献

This paper explores linkages between food security and crisis in different contexts, outlining the policy and institutional conditions needed to manage food security during a crisis and to rebuild the resilience of food systems in periods of relative peace. The paper reviews experiences over the past decade of countries in protracted crisis and draws lessons for national and international policy. It assesses the different alternatives on offer in fragile countries to address, for example, the disruption of institutional mechanisms and the decreasing level of support offered by international donors with respect to longer-term expectations. It proposes a Twin Track Approach to enhance food security resilience through specific policies for protracted crises that link immediate hunger relief interventions with a long-term strategy for sustainable growth. Finally, the article analyses policy options and the implications for both short- and longer-term responses vis-à-vis the three dimensions of food security: availability; access; and stability.  相似文献

This paper provides an analysis of the Nuba Mountains Programme Advancing Conflict Trans-formation (NMPACT) as an example of an operational response in a complex emergency that innovatively addressed an incipient food security crisis. NMPACT is notable for having brought together an array of actors around a common principled agenda and for being the only operational programme in the Sudan to which both warring parties subscribed during the conflict. The key features of the programme are presented and the main innovative elements are reviewed, including the role of the principles of engagement and the 'political humanitarianism' of NMPACT. The paper looks at how NMPACT broke from traditional externally driven responses to food insecurity, and, drawing on lessons from Operation Lifeline Sudan, adopted an approach that focuses on capacity building, sustainable agriculture and market revitalisation, alongside conflict transformation and peace-building. The limitations of the model are also assessed, and preliminary lessons regarding its replication in other complex emergency contexts are presented.  相似文献

This paper considers the principal elements that underpin policy frameworks for supporting food security in protracted crisis contexts. It argues that maintaining the food entitlements of crisis-affected populations must extend beyond interventions to ensure immediate human survival. A 'policy gap' exists in that capacities for formulating policy responses to tackle the different dimensions of food insecurity in complex, fluid crisis situations tend to be weak. As a result, standardised, short-term intervention designs are created that fall short of meeting the priority needs of affected populations in the short and long term and only partially exploit the range of policy options available. The paper discusses key attributes of agency frameworks that could support more effective policy processes to address longer term as well as immediate food security needs. Additionally, it points to some main challenges likely to be encountered in developing such frameworks and, with the participation of beneficiaries, translating them into effective action.  相似文献

Recent crises in regions where exclusive breastfeeding is not the norm have highlighted the importance of effective policies and guidelines on infant feeding in emergencies. In 1993, UNICEF compiled a collection of policy and guideline documents relating to the feeding of infants in emergency situations. In June 2000 Save the Children, UK, UNICEF and the Institute of Child Health undertook a review of those documents, updating the list and identifying the common ground that exists among the different policies. The review also analysed the consistency of the policy framework, and highlighted important areas where guidelines are missing or unclear. This article is an attempt to share more widely the main issues arising from this review. The key conclusions were that, in general, there is consensus on what constitutes best practice in infant feeding, however, the lack of clarity in the respective responsibilities of key UN agencies (in particular UNICEF, UNHCR and WFP) over issues relating to co-ordination of activities which affect infant-feeding interventions constrains the implementation of systems to support best practice. Furthermore, the weak evidence base on effective and appropriate intervention strategies for supporting optimal infant feeding in emergencies means that there is poor understanding of the practical tasks needed to support mothers and minimise infant morbidity and mortality. We, therefore, have two key recommendations: first that the operational UN agencies, primarily UNICEF, examine the options for improving co-ordination on a range of activities to uphold best practice of infant feeding in emergencies; second, that urgent attention be given to developing and supporting operational research on the promotion of optimal infant-feeding interventions.  相似文献

One of the major tasks facing any relief agency is the management of the large scale distribution of food stocks. Such a distribution involves the scheduling of a large number of trucks, arranging fuel distribution, loading arrangements etc. In a previous paper, we suggested a micro-computer based system for use in the field by emergency relief managers for scheduling this distribution. The system was to be based on a mixture of O.R. and knowledge-based inference techniques. In this paper we describe the progress so far in implementing this proposed solution.  相似文献
