Agriculture is one of the major sources of greenhouse gas (GHG) emission. It accounts for approximately 15% of the total global anthropogenic emissions of GHGs. Emissions could be twice as much if indirect emissions are also taken into the consideration. However, unlike other high emitting sectors such as transport or energy, agriculture is potentially a significant carbon “sink”. It has high technical potential as a carbon sink and if tapped, can substantially enhance global sequestration efforts. The technical potential, however, may not translate into actual GHG reduction because of the capital assets and institutional constraints faced by the smallholder farmers in the developing countries. In this paper we develop a capital assets based framework of physical, financial, social, human and natural barriers to agricultural carbon mitigation initiatives and through analysis of current initiatives, we set out policy based options to reduce each of these barriers. Fundamentally, barrier removal will entail designing agricultural carbon mitigation initiatives in collaboration with farmer communities, through strengthening local institutions, understanding land tenure and natural resource cultures, ensuring legitimacy and equity in payments and fast tracking training and information. We provide a framework that simultaneously aids the dual objectives of alleviating poverty in the poor farming communities of developing countries and lowering global greenhouse gas emissions.  相似文献

Promotion of ESCO business is one way of increasing energy efficiency. However, it has a lot of barriers and challenges to be successful. The Korean case is a good example to show the reason why economically viable energy savings measures cannot be implemented and how this can be corrected. Although financing is essential for promoting energy efficiency investment and ESCO business, it is not the most crucial barrier to overcome. Along with a financial barrier, an institutional barrier should also be lifted for energy efficiency investment. In this regard, the role of government as a market creator as well as a rule setter through removing barriers and mobilizing necessary capital needs to be emphasized.  相似文献

Developing countries have tremendous potential to increase energy efficiency but face several barriers before the potential can be realised. A lack of access to appropriate financing mechanisms is one of the important barriers. Energy service companies (ESCOs), a market oriented mechanism to improve energy efficiency, had successful experiences in developed countries such as the USA and Canada, and developing countries such as South Korea. ESCOs are in nascent stage in many developing countries and face several barriers that include market, finance and institutional barriers, poor energy pricing policies, high transaction costs etc. Market development through active involvement of governments as a customer, information provider, and policy maker is required to promote ESCOs. Development of specialised energy efficiency financing windows in appropriate financial institutions, development of skills for energy efficiency project appraisal and design of specialised financial products are other measures to accelerate the diffusion of energy efficiency.  相似文献

One of the major concerns with the post-2012 global climate regime is to reach consensus on how to finance actions needed in fast-growing developing economies for significant greenhouses gases emissions mitigation. International financial and technology transfer are bound to bridge the gap under well-designed institutional framework to facilitate the transition to low(er) carbon development trajectories in developing countries. So far, cities, which contribute nearly 80% of global emissions, have not yet been recognised as a legitimate entity to implement different greenhouse gas mitigation policies and measures with relevant technical and financial abilities. Here we discuss the scope and scale of different climate-relevant financial mechanisms and describe their comparative advantages and weakness in financing climate resilient urban infrastructures (buildings and transport in particular). We show the limitations of current instruments available in scaling up necessary financial flows into developing cities to achieve the long term climate stabilisation targets. Lastly, the paper examines the feasibility of factoring the sector-wise and Nationally Appropriate Mitigation Actions (NAMA) mechanisms into local authorities’ long-term mitigation strategy by raising necessary funds to facilitate shifting the business as usual trajectories in developing cities in the next decades.  相似文献

Global Reporting Initiative (GRI) is the best-known framework for voluntary reporting of environmental and social performance by business worldwide. Using extensive empirical data, including interviews and documentary analysis, we examine GRI's organizational field and conclude that since its modest beginnings in 1999 GRI has been by several measures a successful institutionalization project. But the institutional logic of this new entity, as an instrument for corporate sustainability management, leaves out one of the central elements of the initial vision for GRI: as a mobilizing agent for many societal actors. This emergent logic reflects GRI's dominant constituency – large global companies and financial institutions and international business management consultancies – and not the less active civil society organizations and organized labor. We attribute these developments to factors such as building GRI within the existing institutional structures; the highly inclusive multistakeholder process; and the underdeveloped base of information users. From the institutional theory perspective, this case shows how the process of institutionalization is deeply affected by initial strategies of the founders, and how it reproduces existing power relations. From the governance perspective, this case leads us to question the power of commodified information to mobilize civil society and to strengthen governance based on partnerships.  相似文献

Clean Development Mechanism (CDM) forestry project development requires highly multi-disciplinary and multiple-source information that can be complex, cumbersome and costly to acquire. Yet developing countries in which CDM projects are created and implemented are often data poor environments and unable to meet such complex information requirements. Using Cameroon as an example, the present paper explores the structure of an enabling host country data support infrastructure for CDM forestry implementation, and also assesses the supply potential of current forestry information. Results include a conceptual data model of CDM project data needs; the list of meso- and macro-level data and information requirements (Demand analysis); and an inventory of relevant data available in Cameroon (Supply analysis). From a comparison of demand and supply, we confirm that data availability and the relevant infrastructure for data or information generation is inadequate for supporting carbon forestry at the micro, meso and macro-levels in Cameroon. The results suggest that current CDM afforestation and reforestation information demands are almost impenetrable for local communities in host countries and pose a number of cross-scale barriers to project adoption. More importantly, we identify proactive regulatory, institutional and capacity building policy strategies for forest data management improvements that could enhance biosphere carbon management uptake in poor countries. Sub-Saharan Africa lags far behind other regions in terms of the implementation of Clean Development Mechanism (CDM) projects due to several reasons. One of the reasons is a general perception that, since the region contributes very little to global GHG emissions, it also offers few opportunities to reduce these emissions. Using a bottom-up approach, this study investigates the technical potential of reducing GHG emissions from the energy sector in Sub-Saharan Africa through the CDM. The study finds that sub-Saharan Africa could develop 3,227 CDM projects, including 361 programs of activities, which could reduce approximately 9.8 billion tons of GHG emissions during the CDM project cycles. The study also estimates that the realization of this CDM potential could significantly enhance sustainable development in the region as it would attract more than US200 billion in investment and could generate US200 billion in investment and could generate US98 billion of CDM revenue at a CER price of US$10/tCO2. Another notable finding of the study is that the realization of this CDM potential could supply clean electricity by doubling the current capacity and thereby providing access of electricity to millions of people in the region. However, realization of this CDM potential is severely constrained by a number of financial, technical, regulatory and institutional barriers.  相似文献

Evaluation of sustainability in various facets of life is gaining increasing importance. Traditionally, different multi-criteria decision-making methods have been used for sustainability assessment. “Sustainability” can be a qualitative concept, and as such several researchers have attempted fuzzy logic for the quantitative assessment of sustainability. This paper outlines a new evaluation model based on fuzzy multi-criteria decision-making. The model is tested for sustainability assessment of higher education institutions (HEIs). It is based on a driving force–pressure–state–exposure–effect–action (DPSEEA) framework and is called uncertainty-based DPSEEA-Sustainability index Model (uD-SiM). The uD-SiM is a causality-based model in which the sustainability index is an outcome of nonlinear impacts of sustainability indicators in different stages of DPSEEA. The percent contribution of driving forces on the sustainability index of HEI is investigated using sensitivity analysis. The study reveals that education in sustainability and global and local research trends are the major driving forces for achieving sustainability in HEI, followed by financial and economic growth rate, social equity, energy requirements rate, and institutional enhancement, in descending order. The results of uD-SiM were found to be more realistic and rational than our earlier proposed approach, D-SiM.  相似文献

Stratospheric ozone depletion threatens human health and the global environment. In 1987, the Montreal Protocol on Substances That Deplete the Ozone Layer (Montreal Protocol) set aggressive timelines for countries to phase-out products and organic chemicals that were causing rapid ozone depletion in the Antarctic stratosphere. The Global Environment Facility (GEF), established in 1991, is the largest multilateral funder of environmental protection projects and provides financial support for implementation of the Montreal Protocol. This paper summarizes GEF investments to address ozone-depleting substances (ODS) in Countries with Economies in Transition (CEITs), presents case studies from representative countries, and discusses lessons learned. Complementing the work of the Multilateral Fund that supports developing country Parties of the Montreal Protocol, the GEF provides financial support to CEIT’s to address ODS phase-out targets and timelines. These investments include technology development and transfer, outreach and training, institution building, and programs to phase-out ODS. Working with partners in the public and private sectors, the GEF has allocated approximately US210 million, leveraging another US210 million, leveraging another US250 million in co-financing, for 28 ODS phase-out projects in 18 CEITs. GEF ODS project investments in CEITs have contributed to Protocol success by phasing-out 20,000 ozone depletion potential (ODP) Megagrams (Mg) of consumption and 29,000 ODP Mg of production. Among the GEF’s most significant efforts to eliminate ODS are projects that transfer technologies and strengthen institutional capabilities of partner countries. These projects have enabled the installation of non-ODS technologies, adoption of best practices by the private sector, and provided CEITs with the legislative and policy framework necessary to sustain ODS phase-out. Almost 25 years after its establishment, the Montreal Protocol with support from financial mechanisms such as the GEF, is a successful model for addressing global environmental challenges.  相似文献

This paper applies an analytic hierarchy process (AHP) to examine and prioritize underlying barriers to adoption of cleaner production (CP) by small- and medium-sized enterprises (SMEs) in China from the perspectives of government, industry and expert stakeholder groups. First, on the basis of the findings of previous research and literature review, 20 barriers are identified and grouped into four categories: (1) policy and market barriers; (2) financial and economic barriers; (3) technical and information barriers; and (4) managerial and organizational barriers. Second, an AHP model is developed and a survey questionnaire was designed, tested, and refined. Third, the questionnaire was distributed to the representatives of three stakeholders of CP, i.e. enterprise managers, government officials, and experts. The returned questionnaires were validated in terms of consistency and in some cases followed up for verification. Fourth, the 20 barriers were rated by analyzing the valid questionnaires through the AHP model. The top three barriers to CP adoption by Chinese SMEs were found to be: (a) lack of economic incentive policies; (b) lax environmental enforcement, and (c) high initial capital cost. The researches conclude that current governmental policy should give higher priority to lessening those external policy and financial barriers rather than internal technical and managerial barriers. The findings shed some new light on readjusting public policy in order to help to facilitate widespread CP implementation in SMEs in China.  相似文献

With increasing concerns about rising energy demand and cost, diminishing oil reserves, and climate change, Central American and Caribbean (CAC) nations have the opportunity to become producers of low-carbon sustainable biofuels for domestic consumption and foreign exchange earnings. While the region has a number of comparative advantages for developing a vibrant biofuels sector, including favorable climate and significant agricultural experience, the experience under the favorable Caribbean Basin Initiative (CBI) has exposed significant technical and non-technical barriers that must be overcome. Using information compiled through interviews with industry executives, government policy makers and civil society stakeholders, we provide a critical analysis of this experience focusing on non-technical barriers to investment. Survey results suggest that political uncertainty, poor regulatory frameworks, and lack of institutional commitment and business incentives are the main non-technical barriers. Having laid out the challenges, we propose potential policy positions to stimulate growth of the regional biofuels sector. Results point to the need to prioritize enhancing national legislation, developing risk prevention plans, creating supply and demand side incentives and increasing multilateral collaboration. While these findings are derived from the Caribbean Basin experience, they may also be applicable to small economies in other regions that are considering policies for biofuels industry development.  相似文献

Energy Service Companies (ESCOs) and the energy market for ESCO financing have been developing since 1976 when oil prices increased dramatically. ESCOs’ services cover projects in many energy areas, including energy extraction, power generation, energy conversion, transportation, power transmission, energy consumption, project financing, energy project audits, monitoring, and energy savings verification. In developing countries, there are many barriers in the energy market that are preventing ESCOs from developing. These barriers include lack of appropriate policy, financial mechanisms, and local capacities for ESCO development and management. Over the past 20 years, the Global Environment Facility (GEF) financed 39 ESCO projects in 25 countries and regions to remove these barriers. The results of these projects show that some countries, such as China, are very successful in ESCO development, but others are not. Different models of ESCOs in different financial markets in various countries are analyzed; and case studies are undertaken for China, India, Ukraine, and Brazil. This article concludes that, while developing financial markets for ESCOs, countries need to consider (1) initiating national government policy to stop energy subsidies and to reform energy pricing, (2) establishing a real, market based financial mechanism for ESCOs, (3) involving the private sector in project co-financing, (4) creating incentives to ESCOs in the market by investing part of government revenue from energy tax, and (5) incentivizing ESCOs by government corporate tax exemption.  相似文献

流域系统具有复合性和非线性特征,其机理过程的数值描述本身也存在随机和认知不确定性.在此前提下,如何优化调控流域系统,实现水质改善和水生态系统健康成为当前水资源、水环境及水生态领域亟待解决的突出问题.本文提出了贝叶斯递归回归树模型和区间不确定性的风险决策分析方法,与强化区间线性规划结合形成了新的不确定性"模拟-优化"间接耦合模型,实现流域系统优化调控及风险决策方案.上述方法将应用于美国佛杰尼亚州Chesterfield县Swift Creek水库营养盐TMDL分配方案,确定8个子流域的最小负荷分配以实现叶绿素a浓度达标.结果表明该耦合模型既能表征流域系统特征,也能兼顾不确定性模拟的准确度、计算效率以及不确定性优化与风险决策的解空间全局最优性、绝对可行性,为流域系统优化调控及其未来非线性系统的预测与最优控制提供了新的计算工具.  相似文献

A key challenge in climate change adaptation in developing countries as a whole, and to handling global change in particular, is to link local adaptation needs on the one hand, with national adaptation initiatives on the other, so that vulnerable households and communities can directly benefit. This study assesses the impact of the Nepal government’s efforts to promote its Local Adaptation Plan of Action (LAPA) and its applicability to other least developed countries (LDCs). Based on data gathered from two field studies in Nepal, the research shows that the Nepal’s LAPA has succeeded in mobilizing local institutions and community groups in adaptation planning and recognizing their role in adaptation. However, the LAPA approach and implementation have been constrained by sociostructural and governance barriers that have failed to successfully integrate local adaptation needs in local planning and increase the adaptive capacity of vulnerable households. This paper describes the mechanisms of suitable governance strategies for climate change adaptation specific to Nepal and other LDCs. It also argues the need to adopt an adaptive comanagement approach, where the government and all stakeholders identify common local- and national-level mainstreaming strategy for knowledge management, resource mobilization, and institutional development, ultimately using adaptation as a tool to handle global change.  相似文献

Sediment has been identified as a significant threat to water quality and channel clogging that in turn may lead to river flooding. With the increasing awareness of the impairment from sediment to water bodies in a watershed, identifying the locations of the major sediment sources and reducing the sediment through management practices will be important for an effective watershed management. The annualized agricultural non-point sourcepollution(AnnAGNPS) model and newly developed GIS interface for it were applied in a small agricultural watershed, Redrock Creek watershed, Kansas, in this pilot study for exploring the effectiveness of using this model as a management tool. The calibrated model appropriately simulated monthly runoff and sediment yield through the practices in this study and potentially suggested the ways of sediment reduction through evaluating the changes of land use and field operation in the model for the purpose of watershed management.  相似文献

Polycentric networks of formal organizations and informal stakeholder groups, as opposed to centralized institutional hierarchies, can be critically important for strengthening the capacity of governance systems to adapt to unexpected social and biophysical change. Adaptive governance is one type of environmental governance characterized by the emergence of networks that stimulate adaptive capacity through increases in social-learning, communication, trust, public participation and adaptive management. However, detecting and analyzing adaptive governance networks remains elusive, especially given contexts of highly contested resource governance such as large-scale negotiations over water use. Research methods such as social network analysis (SNA) are often infeasible as they necessitate collecting in-depth and politically sensitive personal data from a near-complete set of actors or organizations in a network. Here we present a method for resolving this problem by describing the results of an institutional SNA aimed at characterizing the changing governance network in the Klamath River Basin, USA during a period of contested negotiations over water. Through this research, we forward a method of institutional SNA useful when an individual or egocentric approach to SNA is problematic for political, logistical or financial reasons. We focus our analysis on publically available data signaling changes in formal relationships (statutory, regulatory, contractual) between organizations and stakeholder groups. We find that employing this type of SNA is useful for describing potential and actual transitions in governance that yield increases in adaptive capacity to respond to social and biophysical surprises such as increasing water scarcity and changes in water distribution.  相似文献

Russia is one of the most energy- and carbon-intensive countries in the world. The high level of technical abrasion and a low level of investments into modernization of the Russian energy industry cause huge energy wastage and carbon emissions. This situation is regarded by countries relying on energy imports from Russia as an increasing threat to security of supply and as a major barrier to global climate change policy. This paper provides an overview of the current and future Russian energy efficiency and greenhouse gas mitigation policies. The focus is laid on the detailed investigation of the progress and future potential of the market-oriented mechanisms Joint Implementation (JI) and Green Investment Scheme (GIS), being considered as two possible channels for FDI in transnational energy efficiency and carbon mitigation projects. The analysis was conducted by reviewing the relevant scientific and non-scientific literature including a variety of theoretical and practice-oriented arguments. Based on this assessment, we conclude that JI and GIS are confronted with numerous barriers in the Russian energy market. We further scrutinize the ability of Energy Service Companies (ESCOs), as one of the market intermediary models, to overcome some of these barriers in the process of effectively integrating JI and GIS in their long-term business strategies. Due to the compatibility of the main features of JI and GIS with the working procedures under the ESCO model we conclude that numerous synergy effects can be generated and that the majority of transaction barriers specific for the Russian energy market can be overcome. Such an integrative framework for international energy efficiency and carbon mitigation projects would contribute to the modernization of the Russian energy industry and enable a “win-win” situation for foreign companies seeking to invest in a sustainable manner.  相似文献

Against the background of an increasing global demand for bio-energy, the need for sustainability standards and a certification system ensuring sustainable production and trade has grown rapidly. Nevertheless, there is currently no specific forum for discussions on how to deal with biomass trade at the multilateral level. Distortions in agricultural and energy trade regimes, the myriad of standards and the lack of a clear biomass classification in the multilateral trade regime suggest that bio-energy products may not deliver sustainable development gains for all trading partners. This paper analyses then the global impact of bio-energy policies on biomass production and trade, paying particular attention to sustainable development in the bio-energy sector. It examines how a possible reduction and elimination of trade barriers as well as a phasing out of trade distorting support measures would contribute to the development of a global sustainable bio-energy market.  相似文献

以柳叶马鞭草、菖蒲、鸢尾和美人蕉及南方红壤构建5个生物滞留池模拟装置,研究植物和IWS(内部存水区)及其交互作用对径流中TSS、COD、NH_3-N、NO_3~--N、TN和TP去除的影响,定期测定植物的叶绿素含量、株高和游离脯氨酸含量等生理指标,以探讨植物的生长适宜性。结果表明:植物对COD、NO_3~--N和TN的去除影响较大,其去除率分别为68.84%~77.28%、13.09%~59.61%和42.41%~71.75%,柳叶马鞭草和美人蕉的NO_3~--N及TN去除能力显著高于菖蒲和鸢尾(P柳叶马鞭草>鸢尾>菖蒲,美人蕉和柳叶马鞭草的去污效果和长势较好,适宜在南方生物滞留池中种植。  相似文献
