A greater understanding of gendered roles in fisheries is necessary to value the often-hidden roles that women play in fisheries and households. We examine women’s contributions to household food and income using focus group discussions, market surveys, and landings data in six communities in Timor-Leste. Women were actively fishing more days per month than men. Gleaning was the most frequent activity and 100% of trips returned with catch for food and/or income. Mollusc and crab catches were common and exploitation appeared targeted on a dynamic reappraisal of changing food values and changing estimates of group needs. With as many as 80% of households in coastal areas involved in fishing, and at least 50% of women fishing, this highlights the current lack of women’s engagement as a critical gap in fisheries management approaches. The path to sustainable small-scale fisheries (SSF) is based on multiple learning processes that must transcend generational changes. To understand young leaders from communities with sustainable SSF management practices in Mexico, we used in-depth interviews to identify their shared motivations and perceptions for accepting their fishing heritage. These possible future decision-makers act as agents of change due to their organizational and technological abilities. However, young people are currently at a crossroads. Many inherited a passion for the sea and want to improve and diversify the fishing sector, yet young leaders do not want to accept a legacy of complicated socioenvironmental conditions that can limit their futures. These future leaders are especially concerned by the uncertainty caused by climate change. Freshwater prawn (Macrobrachium rosenbergii) farming in Bangladesh has, to a large extent, been dependent on the supply of wild larvae. Although there are 81 freshwater prawn hatcheries in the country, a lack of technical knowledge, inadequate skilled manpower, and an insufficient supply of wild broods have limited hatchery production. Many thousands of coastal poor people, including women, are engaged in fishing for wild prawn larvae along the coastline during a few months each year. On average, 40% of the total yearly income for these people comes from prawn larvae fishing activity. However, indiscriminate fishing of wild larvae, with high levels of bycatch of juvenile fish and crustaceans, may impact negatively on production and biodiversity in coastal ecosystems. This concern has provoked the imposition of restrictions on larvae collection. The ban has, however, not been firmly enforced because of the limited availability of hatchery-raised larvae, the lack of an alternative livelihood for people involved in larvae fishing, and weak enforcement power. This article discusses the environmental and social consequences of prawn larvae fishing and concludes that, by increasing awareness among fry fishers, improving fishing techniques (reducing bycatch mortality), and improving the survival of fry in the market chain, a temporal ban may be a prudent measure when considering the potential negative impacts of bycatch. However, it also suggests that more research is needed to find out about the impact of larvae fishing on nontarget organisms and on the populations of targeted species.  相似文献

Reliable catch information is scarce for most sharks and rays worldwide, with almost half of the stocks considered to be Data Deficient due to limited species-specific catch statistics. Western Australia (WA) hosts a diverse number of shark and ray species, some of which are considered to be threatened with extinction at a global level. Commercial catch statistics only account for shark and ray landings. The present study used the best available information to reconstruct unaccounted and unreported catches for 47 shark and ray taxa to better understand the impact of fishing. For some species, there was good agreement between reconstructed catches and reported landings, but overall reconstructed catches were 57% higher than those derived from official statistics alone, underestimating the actual extraction level for many species. Marine Protected Areas (MPAs) have been regarded as an alternative to protect natural resources and to improve fisheries. However, MPAs may also have negative socio-economic consequences on fishing communities. We aimed to check the effectiveness of a socially conflicting MPA in Brazil by assessing target reef fish biomass in islands inside (n = 6) and outside (n = 6) the MPA, fisheries’ productivity (biomass), catch per unit of effort (CPUE), and fishers’ socio-economic status (mainly fishers’ income) in three fishing communities subjected to different degrees of influence (close, average, and long distance) of the MPA. The CPUE was higher in the fishing community that was further away from the MPA, fish biomass was higher in the islands located inside the MPA in the southern region and in the islands located outside the MPA in the northern region, while fishers were making the most money closest to the MPA, where conflicts are the highest, probably from practicing very intensive fisheries. This integrated approach showed that the studied MPA has not delivered ecological benefits, such as higher CPUE or more fish, while higher income closer to the MPA could not be clearly attributed to its effects.  相似文献

Small-scale inland capture fisheries provide an important source of nutritious food, employment and income to millions of people in developing countries, particularly in rural environments where limited alternatives exist. However, the sector is one of most under-valued fisheries sectors and is increasingly experiencing environmental change. This study adopts a Sustainable Livelihoods Approach and investigates how important a fluctuating inland fishery is to livelihoods, and how local perceptions on challenges corresponds to global evidence. Through an innovative participatory method; photovoice, the lived experiences and perceptions of fishers are depicted. The findings illuminate the valuable role of the sector to food and nutrition security and the complex nexus with vulnerability to climate change. The study responds to the call for more local level assessments of the impacts of climate change on inland fisheries in data-limited environments, and the value of the sector in underpinning the Sustainable Development Goals. The cost of fishing and the income earned by fishers using small and large traps, gill nets, beach seines, hand lines, and spearguns were assessed in the multigear fishery of southern Kenya to establish a financial rationale for fishing gear use. Direct observations and key-informant interviews with fish leaders and boat captains were used to gather data on fish catch, cost of fishing gear, boats, and the price of fish. Among the fishing gear used, spearguns had the lowest monthly cost (USD 1 mo(-1)) while big traps had the highest (USD 13 mo(-1)). Income was highest among capital cost beach seine fishers (USD 183 mo(-1)) and lowest among noncapital cost beach seine fishers (USD 20 mo(-1)). There was a direct positive correlation between income earned and profitability of gear. Correlation of the financial measure for each gear to four categories of damage to fish and habitats showed that low cost fishing gear were associated with the highest environmental damage indicating a trade-off between cost of gear and environmental health.  相似文献

One would hypothesize that the Common Fisheries Policy, as the umbrella framework for fisheries management in the EU would have the greatest impact on fishers’ communities across Europe. There are, however, biological, economic, social, and political factors, which vary among fishing communities that can affect how these communities react to changes. This paper explores the links between institutional arrangements and ecological dynamics in two European inshore fisheries socio-ecological systems, using a resilience framework. The Mediterranean small-scale fishers do not seem to have been particularly affected by the Common Fisheries Policy regulations but appear affected by competition with the politically strong recreational fishers and the invasion of the rabbit fish population. The inshore fishers along the East coast of Scotland believe that their interests are not as sufficiently protected as the interests of their offshore counterpart. Decisions and initiatives at global, EU, and sometimes national level, tend to take into account those fisheries sectors which have a national economic importance. A socio-ecological analysis can shift the focus from biological and economic aspects to more sustainable long-term delivery of environmental benefits linked to human wellbeing.  相似文献

The Northern Adriatic Sea (NAS) is one of the most overexploited marine ecosystems in Europe. Given the gaps in scientific knowledge regarding the NAS, this study sought Fishers’ Ecological Knowledge (FEK) to determine NAS’ historical baselines for conservation. By interviewing 53 fishers in three ports of northern Italy, estimates of the catch rates of four commercial demersal species were generated over a 60-year period, and perceptions of target and non-target species’ diversity and benthic diversity were analysed in three groups of fishers (i.e. novices, experienced and veterans). Results showed a significant decline in perceived abundance of sole (Solea solea), common cuttlefish (Sepia officinalis) and mantis shrimp (Squilla mantis), and evidence was found of a Shifting Baseline Syndrome (SBS) among novices. The imperative to further constrain extractive uses of natural resources will strengthen as resources degrade through over-use or exposure to climate changes. Here, we explore an approach to increase the support for marine conservation among coral reef fishers. We explore the proposition that resource dependency in the Egyptian Red Sea can act as a barrier to conservation. We administered face-to-face surveys to 49% of the fishing industry to: (i) identify the level of compliance to the local marine protected area (MPA), (ii) assess the level of dependency on marine resources in the region and (iii) examine the relationship between resource dependency and conservation attitudes. Only 11.4% of fishers were aware of the MPA. Fishers were mostly limited in their social flexibility and livelihood options. Results suggest that resource dependency is highly and negatively correlated with conservation attitudes suggesting that management efforts need to seriously focus on reducing dependency if conservation goals are to be met.  相似文献

Europe has a wealth of community forest arrangements. This paper aims to transcend the diversity of locally specific terms and forms, to highlight the value of considering them inclusively. Building on methods to make sense of diversity, we use reflexive grounded inquiry in fifteen cases in Italy, Scotland, Slovenia and Sweden. Within four dimensions (forest, community, relationships between them, and relationships with wider society), we identify 43 subdimensions to describe them collectively. Our approach shows how European arrangements contribute to wider discourses of collective natural resource management. Both tradition and innovation in Europe inform options for environmental governance. Arrangements challenge the distinction between ‘communities of place’ and ‘communities of interest’, with implications for social and environmental justice. They exemplify multilevel environmental governance through both vertical and horizontal connections. Fast climate changes in the western Antarctic Peninsula are reducing krill density, which along with increased fishing activities in recent decades, may have had synergistic effects on penguin populations. We tested that assumption by crossing data on fishing activities and Southern Annular Mode (an indicator of climate change in Antarctica) with penguin population data. Increases in fishing catch during the non-breeding period were likely to result in impacts on both chinstrap (Pygoscelis antarcticus) and gentoo (P. papua) populations. Catches and climate change together elevated the probability of negative population growth rates: very high fishing catch on years with warm winters and low sea ice (associated with negative Southern Annular Mode values) implied a decrease in population size in the following year. Departing from a theoretical methodology, we estimate empirically an index of adaptive capacity (IAC) of a fishing community to the establishment of marine protected areas (MPAs). We carried out household surveys, designed to obtain information for indicators and sub-indicators, and calculated the IAC. Moreover, we performed a sensitivity analysis to check for robustness of the results. Our findings show that, despite being located between two MPAs, the fishing community of Bazán in the Colombian Pacific is highly vulnerable and that the socioeconomic dimension of the IAC constitutes the most binding dimension for building adaptive capacity. Bazán is characterized by extreme poverty, high dependence on resources, and lack of basic public infrastructure. Notwithstanding, social capital and local awareness about ecological conditions may act as enhancers of adaptive capacity. The establishment of MPAs should consider the development of strategies to confer adaptive capacity to local communities highly dependent on resource extraction.  相似文献

Wild foods contribute to the food security of multiple communities in tropical areas of Africa, Asia and Latin America. However, wild foods are not regularly considered in the planning of strategies for food and nutrition security mainly due to the lack of technical and/or scientific knowledge so that they can be considered suitable for human consumption. This paper proposes a multidisciplinary method that estimates the potential of wild foods as alternative resources when planning interventions in favour of food and nutrition security in tropical forest territories. When designing the method, four dimensions were identified in science, technology and innovation (STI) that define this potential as well as ten assessment criteria. The wild foods chosen for applying the method were Alibertia patinoi (a fruit commonly known as Borojó) and Proechimys semispinosus (Mouse of thorns), which are two of the main wild foods traditionally used by human communities in a tropical forest territory in the northwest of Colombia. In both cases, although there are significant advances in STI, compliance with some criteria is still required to regard them as viable alternatives for nutrition and food security within this territory. This research is useful for promoting the inclusion of wild food in food security programmes for communities where this food is already included in their traditional pattern of consumption and identifies the progress needed in STI to achieve this purpose. It may also promote the early recognition of possible traditional and cultural practices with high risk of transmission of pathogenic elements by the handling and/or inadequate consumption of wild foods. This early recognition could contribute to the prevention of diseases of wild animal origin, including those of rapid global spread.  相似文献

Non-migration is an adaptive strategy that has received little attention in environmental migration studies. We explore the leveraging factors of non-migration decisions of communities at risk in coastal Bangladesh, where exposure to both rapid- and slow-onset natural disasters is high. We apply the Protection Motivation Theory (PMT) to empirical data and assess how threat perception and coping appraisal influences migration decisions in farming communities suffering from salinization of cropland. This study consists of data collected through quantitative household surveys (n = 200) and semi-structured interviews from four villages in southwest coastal Bangladesh. Results indicate that most respondents are unwilling to migrate, despite better economic conditions and reduced environmental risk in other locations. Land ownership, social connectedness, and household economic strength are the strongest predictors of non-migration decisions. This study is the first to use the PMT to understand migration-related behaviour and the findings are relevant for policy planning in vulnerable regions where exposure to climate-related risks is high but populations are choosing to remain in place.Supplementary InformationThe online version contains supplementary material available at 10.1007/s13280-021-01552-8.  相似文献

We analyze the invisibility of fisheries and inadequacy of fishers’ participation in the process of hydropower development in the Amazon, focusing on gaps between legally mandated and actual outcomes. Using Ostrom’s institutional design principles for assessing common-pool resource management, we selected five case studies from Brazilian Amazonian watersheds to conduct an exploratory comparative case-study analysis. We identify similar problems across basins, including deficiencies in the dam licensing process; critical data gaps; inadequate stakeholder participation; violation of human rights; neglect of fishers’ knowledge; lack of organization and representation by fishers’ groups; and lack of governmental structure and capacity to manage dam construction activities or support fishers after dam construction. Fishers have generally been marginalized or excluded from decision-making regarding planning, construction, mitigation, compensation, and monitoring of the social–ecological impacts of hydroelectric dams. Addressing these deficiencies will require concerted investments and efforts by dam developers, government agencies and civil society, and the promotion of inter-sectorial dialogue and cross-scale participatory planning and decision-making that includes fishers and their associations.  相似文献

Food security is a global concern affecting even highly developed countries. Ongoing globalisation of food systems, characterised by trading interdependencies, means that agricultural production can be disrupted by climate change, affecting food availability. This study investigated Sweden’s food security by identifying major food import categories and associated trade partners (using the World Integrated Trade System database) and vulnerability to frictions in trade deriving from climate change. Vulnerability was assessed through three indicators: exposure based on diversity of sources, dominance and direct trade from supplying countries; sensitivity, assessed using the Climate Risk Index, and adaptive capacity, assessed using the Fragile State Index. The results revealed that Sweden’s grain imports may be most vulnerable, and animal products least vulnerable, to climate change. Opportunistic reporting of species observations to online platforms provide one of the most extensive sources of information about the distribution and status of organisms in the wild. The lack of a clear sampling design, and changes in reporting over time, leads to challenges when analysing these data for temporal change in organisms. To better understand temporal changes in reporting, we use records submitted to an online platform in Sweden (Artportalen), currently containing 80 million records. Focussing on five taxonomic groups, fungi, plants, beetles, butterflies and birds, we decompose change in reporting into long-term and seasonal trends, and effects of weekdays, holidays and weather variables. The large surge in number of records since the launch of the, initially taxa-specific, portals is accompanied by non-trivial long-term and seasonal changes that differ between the taxonomic groups and are likely due to changes in, and differences between, the user communities and observer behaviour. The gooseneck barnacle fishery in Asturias (N. Spain) has undergone three important changes: (1) the early implementation of a co-management system based on Territorial User Rights for Fishing, (2) a change in management measures (due to a decrease in landings), and (3) an economic crisis. This has allowed us to analyze the systems’ sustainability in time through examining five critical variables: landings, effort, catch per unit effort (CPUE), mean market prices, and annual revenue. Additionally, we used focus groups and questionnaires to determine the response of the system to these three changes. Co-management has succeeded in maintaining or increasing CPUE throughout all management areas and produced stable mean market prices. This was achieved through flexible management policies and adaptive strategies adopted by the fishers, such as increased selectivity and diversification. The analysis of this fishery provides important lessons regarding the need to understand the evolutionary dynamics of co-management and the importance of embracing adaptive capacity.

For centuries, the primary manner in which humans have interacted with sharks has been fishing. A combination of their slow-growing nature and high use-values have resulted in population declines for many species around the world, and to date the vast majority of fisheries-related work on sharks has focused on the commercial sector. Shark recreational fishing remains an overlooked area of research despite the fact that these practices are popular globally and could present challenges to their populations. Here we provide a topical overview of shark recreational fisheries, highlighting their history and current status. While recreational fishing can provide conservation benefits under certain circumstances, we focus our discourse on the relatively understudied, potentially detrimental impacts these activities may have on shark physiology, behavior, and fitness. We took this angle given the realized but potentially underestimated significance of recreational fishing for shark conservation management plans and stock assessments, in hopes of creating a dialogue around sustainability. We also present a series of broad and focused research questions and underpin areas of future research need to assist with the development of this emergent area of research.  相似文献
