This paper draws on the example of Tyumen Province, a federal subject of the Russian Federation, to explore the role that policies play in hindering agricultural producers’ adaptation to climate change. Its objective is to contribute to a better understanding of maladaptation at the policy level. The discourse analysis method is used to explain perceptions of climate variability in Tyumen Province and its impact on agriculture. The document analysis method is used to assess agricultural policy in Tyumen Province and its implications for producers’ adaptation to climate change. The results suggest that although agricultural producers and policymakers are acutely aware both of climate variability and the resulting loss of agricultural output, provincial agricultural policy generally fails to encourage better adaptation by agricultural producers or to support their greater economic security. Instead, it primarily focuses on meeting food production targets and thus limits the producers’ own independent moves towards adaptation. The phenomenon of maladaptation at the policy level is discussed in consideration of the general public’s and the authorities’ awareness of climate change and climate variability, and the role of science in shaping this awareness. 相似文献

Climate change poses new and unique challenges that threaten lives and livelihoods. Given the increasing risks and looming uncertainty of climate change, increasing attention has been directed towards adaptation, or the strategies that enable humanity to persist and thrive through climate change the best it can. Though climate change is a global problem often discussed at the national scale, urban areas are increasingly seen as having a distinct role, and distinctive motivation and capacity, for adaptation. The 12 articles in this special issue explore ways of understanding and addressing climate change impacts on urban areas. Together they reveal young but rapidly growing scholarship on how to measure, and then overcome, challenges of climate change. Two key themes emerge in this issue: 1) that we must identify and then overcome current barriers to urban adaptation and 2) frameworks/metrics are necessary to identify and track adaptation progress in urban settings. Both of these themes point to the power of indicators and other quantitative information to inform priorities and illuminate the pathway forward for adaptation. As climate change is an entirely new challenge, careful measurement that enables investment by private and public parties is necessary to provide efficient outcomes that benefit the greatest number of people. 相似文献

Will African voters support climate change policies? By 2020, the United Nations’ Green Climate Fund intends to provide tens of billions of dollars per year to African nations to support climate adaptation and mitigation policies. It is widely assumed that African citizens will support implementation of these climate policies. We observe the opposite result. In this article – across two experimental studies – we find evidence that Sub-Saharan African politicians who commit to climate change policies may lose electoral support. Electorally important swing voters with weak party affiliations are least likely to support party statements about climate change. Interviews with standing elected officials from Malawi and South Africa corroborate our experimental findings. The combined results suggest voter preferences may hinder the successful implementation of climate change policy in Sub-Saharan African democracies. 相似文献

Disaster risk management, particularly management of climate-related risks, has become central to the international policy agenda. Reducing hazard-related loss and damage relies heavily on scientific inputs. Science, in turn, relies on data—in this case 1) risk-related data on hazards, exposure and vulnerability, and 2) data on associated loss and damage outcomes. The latter, data on losses and damage, are also post-2015 international policy outcome indicators at the highest level, required for countries’ monitoring of progress in reducing disaster risk, adapting to climate change, and achieving sustainable development. Although the quantity and accessibility of loss and damage data are improving, a number of issues continue to constrain their potential. These include needs for more consistent cataloguing of hazards and extreme events, more systematic and accurate documentation of per-event losses and damage, more precise cross-referencing of hazard events with associated loss and damage, and improved standardization and interoperability among databases. We identify measures for improvement in this regard, both for research purposes and for post-2015 international policy implementation. 相似文献

Climate change effects are becoming evident worldwide, with serious regional and local impacts. The European Union (EU) has launched and developed initiatives and policies that scratch the surface of water resources impacts. This article presents an introduction of the existing environmental policy and more concisely in the areas of climate change and the interactions with water resources. It also addresses main management tools, and plans linked to policies, recent updates on the Science–Policy Interface, highlighting major results from research and development projects. Establishing appropriate policies to tackle climate change impacts on water is essential given the cross-sectorial and flowing nature and the importance of water in all environmental, social and economic sectors. There are still some pending reviews and updates in the current EU policy and its implementation, as well as at the national level in Spain. This article identifies existing gaps, and provides recommendations on how and where reforms could take place and be applied by decision makers in the water policy sector. 相似文献

Human adaptation to climate change: a review of three historical cases and some general perspectives
To study mitigation and adaptation to climate change, social scientists have drawn on different approaches, particularly sociological approaches to the future and comparative history of past societies. These two approaches frame the social and temporal boundaries of decision-making collectivities in different ways. A consideration of the responses to climate variability in three historical cases, the Classic Maya of Mexico and Central America, the Viking settlements in Greenland, and the US Dust Bowl, shows the value of integrating these two approaches. 相似文献

Previous analyses of the debate on the assisted colonization of species (AC) omit a critical assessment of the rhetorical dimension of the AC debate. To address this gap, we ask: what kinds of arguments are deployed as mean of persuasion and what are the implications of the rhetorical dimension of the AC debate for decision-making on AC? Our methods consist of textual network analysis, which allowed us to generate maps of the arguments in the debate on AC and analyze these maps using standard network analytical measures. The argument maps of the AC debate emphasize different and multi-faceted value judgments. Some of these are couched in technical terms and thus are implicitly evaluative: what is an appropriate level of risk for focal species and recipient communities, how much knowledge/ignorance is sufficient to warrant action or inaction, and what species or ecosystem services are most valuable and should be prioritized in conservation science and management? Other types of arguments, however, are more explicitly evaluative: socio-economic calculations, defending or criticizing conventional principles of conservation policy, and ethical norms and values. While some of the technical aspects of the debate may be resolved by more research, the controversy over AC is unlikely to be resolved by science alone, because the issue is thoroughly enmeshed in rhetoric about who should have control over AC governance. 相似文献

This paper uses the likelihood of flooding along Brahmaputra and Ganges Rivers in India to explore the hypothesis that adaptation
and mitigation can be viewed as complements rather than sustitutes. For futures where climate change will produce smooth,
monotonic and manageable effects, adopting a mitigation strategy is shown to increase the ability of adaptation to reduce
the likelihood of crossing critical threshold of tolerable climate. For futures where climate change will produce variable
impacts overtime, though, it is possible that mitigation will make adaptation less productive for some time intervals. In
cases of exaggerated climate change, adaptation may fail entirely regardless of how much mitigation is applied. Judging the
degree of complementarity is therefore an empirical question because the relative efficacy of adaptation is site specific
and path dependent. It follows that delibrations over climate policy should rely more on detailed analyses of how the distributions
of possible impacts of climate might change over space and time.

Assessing and adapting to the impacts of climate change requires balancing social, economic, and environmental factors in the context of an ever-expanding range of objectives, uncertainties, and management options. The term decision support describes a diverse class of resources designed to help manage this complexity and assist decision makers in understanding impacts and evaluating management options. Most climate-related decision support resources implicitly assume that decision making is primarily limited by the quantity and quality of available information. However, a wide variety of evidence suggests that institutional, political, and communication processes are also integral to organizational decision making. Decision support resources designed to address these processes are underrepresented in existing tools. These persistent biases in the design and delivery of decision support may undermine efforts to move decision support from research to practice. The development of new approaches to decision support that consider a wider range of relevant issues is limited by the lack of information about the characteristics, context, and alternatives associated with climate-related decisions. We propose a new approach called a decision assessment and decision inventory that will provide systematic information describing the relevant attributes of climate-related decisions. This information can be used to improve the design of decision support resources, as well as to prioritize research and development investments. Application of this approach will help provide more effective decision support based on a balanced foundation of analytical tools, environmental data, and relevant information about decisions and decision makers. 相似文献

Lessons learned from more than 150 years of public health research and intervention can provide insights to guide public health
professionals and institutions as they design and implement specific strategies, policies, and measures to increase resilience
to climate variability and change. This paper identifies both some modifications to public health systems that may enhance
adaptive capacity, and lessons drawn from the history of managing environmental and other threats in the public health sector
that may have relevance for other sectors as they design approaches to increase their adaptive capacity to more effectively
cope with climate variability and change.

The levels of greenhouse gases in the atmosphere keep increasing every year, and despite the adoption of the Paris agreement, one cannot expect any significant dip in the trend in the near future. We may therefore legitimately question the efficiency of the current governance system, notably concerning the interplay between science and policy. The strategy adopted by the UNFCCC in Paris contrasts with the strategy adopted in Kyoto, as it endorses a dynamic that is more bottom-up. Its success will depend greatly on the ability of the actors to mobilise on climate issues and to find ways to work together. Scientific expertise has a key role to play to this respect. This paper is a reflection led by the French Association for Disaster Risk Reduction on how the Intergovernmental Panel on Climate Change could evolve in order to usefully accompany that strategy. Introducing more reflexivity in the assessment process and widening aspects of the expertise to a more diverse and transdisciplinary range of actors could improve the treatment of uncertainties, multi-scale interactions and the appropriation of expertise, as well as the integration of adaptation and mitigation policies. In practical terms, this could involve more working groups, which could become more focused, drawing up shorter but more frequent reports, and taking account of the “grey” expert literature. The implementation of such an approach merits further investigation, because these improvements could help address the governance challenges in climate change. 相似文献

Climate change is a multi-dimensional issue and in terms of adaptation numerous state and non-state actors are involved from
global to national and local scales. The aim of this paper is first to analyse specific institutional networks involved in
climate change predominantly at the national level in South Africa and second to determine how different stakeholders perceive
their role vis-a-vis climate change adaptation. Within the South African context there is a gap in understanding and evaluating
how institutional networks operate and thus the findings of this work may help inform and strengthen such relationships in
the future. Results showed that few institutions fully understand the implications of adaptation and their roles and responsibilities
have not yet been properly defined. Constraints relating to capacity, lack of awareness and poor information flow need to
be addressed. Climate change is perceived as an important issue although problems such as poverty reduction and job creation
remain national priorities. Most importantly this research has demonstrated how adaptation challenges the hierarchical manner
in which government works and a more collaborative approach to climate change adaptation is needed. Adaptation needs to be
mainstreamed and institutional networks need to be strengthened in order for adaptation mechanisms to be effectively implemented.

The urgent need to mitigate and adapt to climate change is becoming more widely understood in scientific and policy circles, but public awareness lags behind. The potential of visual communication to accelerate social learning and motivate implementation of the substantial policy, technological, and life-style changes needed, has begun to be recognised. In particular, realistic landscape visualisations may offer special advantages in rapidly advancing peoples’ awareness of climate change and possibly affecting behaviour and policy, by bringing certain possible consequences of climate change home to people in a compelling manner. However, few such applications are yet in use, the theoretical basis for the effectiveness of visualisations in this role has not been clearly established, and there are ethical concerns elicited by adopting a persuasive approach which deliberately engages the emotions with visual imagery. These questions and policy implications are discussed in the context of a theoretical framework on the effects of landscape visualisation on a spectrum of responses to climate change information, drawing in part on evidence from other applications of landscape visualisation. The author concludes that the persuasive use of visualisations, together with other approaches, may be effective, is justified, and could be vital in helping communicate climate change effectively, given ethical standards based on disclosure, drama, and defensibility. 相似文献

Hydropower is very important for electricity supply security in the European inter-connexion as well as for the economy of regions (primarily peripheral) that possess water resources. Its future may however be jeopardized by several factors: climate change, the development of new renewable energy, the creation of super and micro-grids, and progress in power storage technology. Energy and climate policy, as well as electricity market design and dynamics play a pivotal role.This article carries out a comprehensive analysis of all these factors and discusses the future of hydropower. This discussion follows an overview of the present situation and of future drivers. The technical, environmental, economic and political aspects of the problem are analyzed with an interdisciplinary approach. The stakes as well as the uncertainties are highlighted.The conclusion is that hydropower has a promising future, particularly in light of emerging sustainable energy policy, but that the risks should not be overlooked. Academics will find a comprehensive interdisciplinary analysis of hydropower in this article, whereas public bodies, communities and hydropower companies can identify the strategic variables that should be taken into consideration in the decision making process. Water is scarce in Mediterranean countries: cities are crowded with increasing demand; food is produced with large amounts of water; ecosystems demand more water that is often available; drought affects all. As climate change impacts become more noticeable and costlier, some current water management strategies will not be useful. According to the findings of CIRCE, the areas with limited water resources will increase in the coming decades with major consequences for the way we produce food and we protect ecosystems. Based on these projections this paper discusses water policy priorities for climate change adaptation in the Mediterranean. We first summarise the main challenges to water resources in Mediterranean countries and outline the risks and opportunities for water under climate change based on previous studies. Recognising the difficulty to go from precipitation to water policy, we then present a framework to evaluate water availability in response to natural and management conditions, with an example of application in the Ebro basin that exemplifies other Mediterranean areas. Then we evaluate adaptive capacity to understand the ability of Mediterranean countries to face, respond and recover from climate change impacts on water resources. Social and economic factors are key drivers of inequality in the adaptive capacity across the region. Based on the assessment of impacts and adaptive capacity we suggest thresholds for water policy to respond to climate change and link water scarcity indicators to relevant potential adaptation strategies. Our results suggest the need to further prioritise socially and economically sensitive policies. 相似文献

Cities are developing innovative strategies to combat climate change but there remains little knowledge of the winners and losers from climate-adaptive land use planning and design. We examine the distribution of health benefits associated with land use policies designed to increase vegetation and surface reflectivity in three US metropolitan areas: Atlanta, GA, Philadelphia, PA, and Phoenix, AZ. Projections of population and land cover at the census tract scale were combined with climate models for the year 2050 at 4 km × 4 km resolution to produce future summer temperatures which were input into a comparative risk assessment framework for the temperature-mortality relationship. The findings suggest disparities in the effectiveness of urban heat management strategies by age, income, and race. We conclude that, to be most protective of human health, urban heat management must prioritize areas of greatest population vulnerability. 相似文献

As climate changes due to rising concentrations of greenhouse gases in the atmosphere, agriculture will be one of the key
human activities affected. Projections show that while overall global food production in the coming decades may keep pace
with the food requirements of a growing world population, climate change might worsen existing regional disparities because
it will reduce crop yields mostly in lands located at lower latitudes where many developing countries are situated. Strategies
to enhance local adaptation capacity are therefore needed to minimize climatic impacts and to maintain regional stability
of food production. At the same time, agriculture as a sector offers several opportunities to mitigate the portion of global
greenhouse gas emissions that are directly dependent upon land use, land-use change, and land-management techniques. This
paper reviews issues of agriculture and climate change, with special attention to adaptation and mitigation. Specifically,
as adaptation and mitigation strategies in agriculture are implemented to alleviate the potential negative effects of climate
change, key synergies need to be identified, as mitigation practices may compete with modifications to local agricultural
practices aimed at maintaining production and income. Under future climate and socio-economic pressures, land managers and
farmers will be faced with challenges in regard to selecting those mitigation and adaptation strategies that together meet
