Climate change potentially brings continuous and unpredictable changes in weather patterns. Consequently, it calls for institutions that promote the adaptive capacity of society and allow society to modify its institutions at a rate commensurate with the rate of environmental change. Institutions, traditionally conservative and reactive, will now have to support social actors to proactively respond through planned processes and deliberate steps, but also through cherishing and encouraging spontaneous and autonomous change, as well as allowing for institutional redesign. This paper addresses the question: How can the inherent characteristics of institutions to stimulate the capacity of society to adapt to climate change from local through to national level be assessed? On the basis of a literature review and several brainstorm sessions, this paper presents six dimensions: Variety, learning capacity, room for autonomous change, leadership, availability of resources and fair governance. These dimensions and their 22 criteria form the Adaptive Capacity Wheel. This wheel can help academics and social actors to assess if institutions stimulate the adaptive capacity of society to respond to climate change; and to focus on whether and how institutions need to be redesigned. This paper also briefly demonstrates the application of this Adaptive Capacity Wheel to different institutions.  相似文献

In recent years there has been rising scientific and policy interest in the adaptive governance of social-ecological systems. A systematic literature review of adaptive governance research during the period 2005–2014, demonstrates a vibrant debate taking place that spans a variety of empirical and theoretical approaches. The particular strength of adaptive governance is that it provides a theoretical lens for research that combines the analyses of novel governance capacities such as adaptive capacity, collaboration, scaling, knowledge and learning. As a way to give greater depth and analytical rigour to future studies over the next decade and beyond, we highlight the added value of theoretical multiplicity (i.e., focusing on the combination of theories to address complex problems). We argue that theoretical multiplicity can encourage stronger synergies between adaptive governance and other theoretical approaches and can help address epistemologically grey areas in adaptive governance scholarship, such as power and politics, inclusion and equity, short term and long term change, the relationship between public policy and adaptive governance.  相似文献

This research explores the institutional water governance system of irrigated agricultural producers in Mendoza, Argentina in the context of a changing climate (predominantly increasing events of drought and water scarcity). An assessment is made of the impact of water governance instruments on producers using the methodology of vulnerability and adaptive capacity. Analysis focuses on the impact of the institutional water governance system on the adaptive capacity of producers’ resources, or capitals (human, social, economic, technological, and natural). Conclusions and suggestions for improving the resiliency of agricultural producers and increasing the adaptive dimensions of Mendoza’s water governance system are made based on this analysis.  相似文献

This paper critically examines how public policy makers limit policy and other institutional design choices by a failure to appreciate (i) how situations may be characterised or framed; (ii) how practices that generate neologisms (invented terms or concepts) or reify (make into a thing) abstract concepts can displace understandings, and (iii) the epistemological bases of governance mechanism choices. An inquiry into the coining of the neologisms ‘wicked’ and ‘tame’ problems is reported and the implications for research and policy practice explored. As practices, neologising, reifying, categorising and typologising have unintended consequences – they remove us from the primary experiences and underlying emotions that provided the motivation for formulating these concepts in the first place. The failure to institutionalise the understandings and experiences that sit behind the invention of the terms ‘wicked’ and ‘tame’ problems (or similar framing choices such as ‘problematique’, ‘messes’, ‘lowland real-life swamps’, ‘resource dilemmas’ or ‘complex adaptive systems’) present systemic constraints to institutionalising social learning as an alternative yet complementary governance mechanism within an overall systemic and adaptive governance framework. Ultimately situations usefully framed as ‘wicked’,’ such as water managing and climate change are problems of relationship – of human beings with the biosphere. Re-framings, such as institutions as social technologies and other research and praxis traditions concerned with the breakdown of relationships may offer ways forward in the purposeful designing and crafting of more effective institutions.  相似文献

Environmental policy development increasingly refers to procedural approaches where local organisational structures are set up to initiate social interactions, to establish common working methods and to formulate collective agreements. In a context of complexity and uncertainty regarding environmental issues at stake, deliberations are mostly about managing interdependencies, i.e., building agreements and implementing changes so as to reconstruct the links between natural, technical and social phenomena. We see these deliberations as situations where social learning occurs; as an iterative process of knowledge co-production (i.e., of ‘knowing’) among stakeholders brought into interaction. Our research aims at better understanding these processes in the context of French Atlantic coastal wetlands where multi-stakeholder platforms for decision-making have become the dominant process for implementing natural resources management policies. Our studies focus on the challenge of managing the production and application of knowledge in social settings, in which scientists themselves come to play a role. They show how scientific knowledge can acquire heuristic value when used in the context of intervention research, as well as revealing some of the ethical dilemmas this may pose for the role of researcher.  相似文献

Droughts can have severe negative effects on the environment, society and economy. The drought of 2001–2002 caused severe strain on economic and social activities in western Canada, particularly on rural communities through changes in water resources. This paper examines physical and social vulnerabilities and associated adaptation measures undertaken and the adaptive capacity in communities in the South Saskatchewan River Basin, Canada. Although all of these communities were exposed to the 2001–2002 drought, they had different levels of impacts, resulting in different types of drought adaptation measures, some due to experience with previous droughts and some in response to the 2001–2002 drought. Communities with unreliable water supply were the most vulnerable to these droughts. This vulnerability resulted in historic adaptations being implemented (e.g., Hanna, Alberta) and re-active adaptations (e.g., Cabri, Saskatchewan). It is important to examine the effectiveness of the current adaptive strategies to cope with more extensive and extended drought situations. First Nation communities, such as the Kainai Blood Indian Reserve, have many social and environmental issues but the impacts from the drought were minor. The Reserve had implemented economic changes in the late 1980s to make it less vulnerable to drought but resulted in negative impacts to the Reserve’s social health. It is imperative to determine how vulnerable First Nation communities are and will to improve future adaptive capacity. This paper provides a snap shot view of how Canadian Prairie Communities have adapted to drought and how vulnerable they are to future drought situations.  相似文献

This paper presents the Management and Transition Framework (MTF), an interdisciplinary conceptual and methodological framework supporting the analysis of water systems, management processes and multi-level governance regimes. It serves to improve the scientific understanding of system properties and to give practical guidance for the implementation of transition processes towards more adaptive systems. Doing so requires a systemic perspective to embrace complexity and the wealth of interactions characterizing resource governance regimes. The MTF supports and provides guidance for an interdisciplinary approach in the social sciences and across the social–natural science interface.The framework integrates a range of concepts to develop a more coherent understanding of the complexity of water management regimes. Specific emphasis is given to adaptive capacity and learning processes. However, the MTF is not linked to one specific theory but provides a language that can be tailored to specific research questions and different theoretical approaches. The structured yet flexible approach is a condition for developing shared databases that allow comparative analyses over a wider range of case studies. The MTF does not promote panaceas but a diagnostic approach supporting context sensitive analysis without being case specific and thus not directly transferable.  相似文献

Polycentric networks of formal organizations and informal stakeholder groups, as opposed to centralized institutional hierarchies, can be critically important for strengthening the capacity of governance systems to adapt to unexpected social and biophysical change. Adaptive governance is one type of environmental governance characterized by the emergence of networks that stimulate adaptive capacity through increases in social-learning, communication, trust, public participation and adaptive management. However, detecting and analyzing adaptive governance networks remains elusive, especially given contexts of highly contested resource governance such as large-scale negotiations over water use. Research methods such as social network analysis (SNA) are often infeasible as they necessitate collecting in-depth and politically sensitive personal data from a near-complete set of actors or organizations in a network. Here we present a method for resolving this problem by describing the results of an institutional SNA aimed at characterizing the changing governance network in the Klamath River Basin, USA during a period of contested negotiations over water. Through this research, we forward a method of institutional SNA useful when an individual or egocentric approach to SNA is problematic for political, logistical or financial reasons. We focus our analysis on publically available data signaling changes in formal relationships (statutory, regulatory, contractual) between organizations and stakeholder groups. We find that employing this type of SNA is useful for describing potential and actual transitions in governance that yield increases in adaptive capacity to respond to social and biophysical surprises such as increasing water scarcity and changes in water distribution.  相似文献

This paper investigates how the notion of ‘sustainability’ is strategically framed in the context of Dutch infrastructure governance in the Netherlands. By conducting a frame analysis (based on policy documents, websites and semi-structured interviews), the paper discerns six sustainability frames. These frames concern substantive (e.g., more focus on ecology), process (activating new networks) and organizational (e.g., new practices of work) aspects. The paper also illustrates how these sustainability frames relate to the changing institutional context of infrastructure policy and governance more broadly. The paper discusses some of the productive and challenging implications of the dynamics of sustainability in today’s complex and multi-dimensional world of governance.  相似文献

This paper evaluates how geographical theories of scale can give a more robust understanding of the governance of complex environmental risks. We assess the case of fisheries in Iwaki City, Fukushima Prefecture in Japan following the 2011 nuclear disaster. Fisheries in Iwaki and Fukushima more widely are operating on a trial basis as understanding of the marine radiation situation becomes clearer, however questions remain over whether consumers will buy produce and to what extent full-scale fisheries will resume. Based on empirical fieldwork undertaken in Fukushima plus supporting documentary analysis, we construct a scalar account of post-disaster Iwaki fisheries. We use this to argue that framing post-disaster fisheries governance at the municipal scale rather than the prefectural scale has opened up opportunities for enacting the more two-way forms of risk governance that contemporary environmental issues may require. We also argue locally-situated ‘experts’ (e.g. fisheries extension officers and citizen science groups) play a key role in negotiating citizens’ and fishers’ relationships with larger-scale scientific discourses due to their ability to work across scales, despite having less techno-scientific expertise than their national-level counterparts. In turn, we suggest that in governance of complex environmental issues, policymakers ought to (a) consider how community-level expectations may differ from risk governance processes developed at larger scales; (b) identify key institutions or figures who can work across scales and support them accordingly; and (c) show cognisance to the social effects that may arise from spatial demarcation of environmental problems.  相似文献

Institutions are one of the decisive factors which enable, constrain and shape adaptation to the impacts of climate change, variability and extreme events. However, current understanding of institutions in adaptation situations is fragmented across the scientific community, evidence diverges, and cumulative learning beyond single studies is limited. This study adopts a diagnostic approach to elaborate a nuanced understanding of institutional barriers and opportunities in climate adaptation by means of a model-centred meta-analysis of 52 case studies of public climate adaptation in Europe. The first result is a novel taxonomy of institutional attributes in adaptation situations. It conceptually organises and decomposes the many details of institutions that empirical research has shown to shape climate adaptation. In the second step, the paper identifies archetypical patterns of institutional traps and trade-offs which hamper adaptation. Thirdly, corresponding opportunities are identified that enable actors to alleviate, prevent or overcome specific institutional traps or trade-offs. These results cast doubt on the validity of general institutional design principles for successful adaptation. In contrast to generic principles, the identified opportunities provide leverage to match institutions to specific governance problems that are encountered in specific contexts. Taken together, the results may contribute to more coherence and integration of adaptation research that we need if we are to foster learning about the role of institutions in adaptation situations in a cumulative fashion.  相似文献

In many cases in which climate change affects natural resources, impacts are uncertain and adaptation to climate change often involves collective action problems at the local level, which are embedded in multilevel governance regimes. Adaptive management (AM) is an emerging approach to deal with such uncertainty and complexity by promoting multilevel institutions that are robust to change and able to learn. Much of the literature evaluating AM in multilevel governance regimes, however, focuses only on the adherence to certain structural features said to make AM successful, leaving aside the question whether AM actually produces desired outcomes. This paper evaluates AM in multilevel regimes also in terms of the outcomes they produce. To this end, we first apply the Management and Transition Framework (MTF) in order to describe three multilevel regimes in Lesotho. For each regime we then observe whether it adheres to the structure features of AM. Finally, we evaluate the extent to which the outcomes, natural resource management projects, are conducive to Ostrom's (1990) ‘design principles’ for sustainable common-pool resource management. We find that, though no ideal ‘adaptive regime’ is found in Lesotho, the results confirm the AM hypotheses that decentralised decision-making, open information sources, and plurality of user interests lead to improved outcomes. Conversely, elements of the climate regime are found not to be adaptive. Our findings also confirm the appropriateness of AM as a governance approach to climate adaptation.  相似文献

The need for effective multi-level governance arrangements is becoming increasingly urgent because of complex functional interdependencies between biophysical and socioeconomic systems. We argue that social capital plays an important role in such systems. To explore the relationship between social capital and participation in resource governance arenas, we analyzed various small-scale fisheries governance regimes from the Gulf of California, Mexico. The components of social capital that we measured include levels of fishers’ structural ties to relevant groups and levels of trust in different entities (i.e. cognitive component). We collected data using surveys and interviews with residents of small-scale fishing communities adjacent to marine protected areas. We analyzed the data using a logistic regression model and narrative analysis. The results of our quantitative analysis highlight the multidimensional nature of social capital and reveals complex relationships between different types of social capital and fisher participation in monitoring, rulemaking and MPA design. Furthermore our qualitative analysis suggests that participation in fisheries conservation and management is not fully potentialized due to the social and historical context of participatory spaces in Mexico.  相似文献

The governance of knowledge is a crucial element of ecosystem-based management (EBM) and is deemed important for its effectiveness. In this paper we analyze from an empirical perspective how the governance of knowledge in different EBM practices is organized and with what consequences. Based upon four different case studies – all derived from the Wadden Sea – which resemble different contexts (in terms of available knowledge and level of conflict) we reconstruct four different ways of knowledge governance. These four approaches are labeled the database, the alignment, the assessment and the holistic approach. These approaches differ in how the interaction between knowledge production and decision-making is organized. They show different degrees of success, partly related to the extent to which they fit in the context in which they are applied. Understanding the differences in contexts in which knowledge for EBM has to be organized, can help decision-makers to apply the most suitable way of knowledge governance in their specific case. In cases of low conflict and high knowledge capacity a more static, one-directional way of knowledge governance can suffice, while in more complex contexts a holistic approach seems to be necessary.  相似文献

Governance across the land-sea interface is an emerging challenge. The propensity for, and intensity of social-ecological interactions across this interface (e.g., eutrophication, sedimentation) are being exacerbated by cross-system threats (e.g., climate change). We draw on a systematic review of 151 peer-reviewed papers on governance and land-sea connections to (1) outline the current state of the literature, (2) examine the predominance of different approaches to address land-sea interactions, (3) characterize how governance is conceptualized within these approaches, (4) investigate governance challenges, and (5) provide insights into effective governance. The review finds that the number of relevant papers published per year has generally been increasing, and most of these papers are found in interdisciplinary journals. Ecosystem-based management is the most predominant approach found in the literature as a means to address land-sea interactions. Papers referring to ecosystem-based management are more likely than those referring to alternative management approaches (e.g., integrated management) to highlight science-policy integration and the need to account for interactions between ecosystem components as elements of effective governance. The main governance challenges include determining boundaries, addressing cross-scale effects, and accessing knowledge. However, few empirical studies of governance across the land-sea interface have been completed. A richer conceptual framework of governance is required to improve our ability to navigate the rapid social and environmental change occurring across the land-sea interface.  相似文献

Formal planning for climate change adaptation is emerging rapidly at a range of geo-political scales. This first generation of adaptation plans provides useful information regarding how institutions are framing the issue of adaptation and the range of processes that are recognized as being part of an adaptation response. To better understand adaptation planning among developed nations, a set of 57 adaptation plans from Australia, the United Kingdom and the United States was evaluated against a suite of 19 planning processes identified from existing guidance instruments for adaptation planning. Total scores among evaluated plans ranged from 16% of the maximum possible score to 61%, with an average of 37%. These results suggest adaptation plans are largely under-developed. Critical weaknesses in adaptation planning are related to limited consideration for non-climatic factors as well as neglect for issues of adaptive capacity including entitlements to various forms of capital needed for effective adaptation. Such gaps in planning suggest there are opportunities for institutions to make better use of existing guidance for adaptation planning and the need to consider the broader governance context in which adaptation will occur. In addition, the adaptation options prescribed by adaptation plans reflect a preferential bias toward low-risk capacity-building (72% of identified options) over the delivery of specific actions to reduce vulnerability. To the extent these findings are representative of the state of developed nation adaptation planning, there appear to be significant deficiencies in climate change preparedness, even among those nations often assumed to have the greatest adaptive capacity.  相似文献

This paper contributes to on-going attempts at bringing together two influential ideas in water governance: Integrated Water Resource Management (IWRM) and adaptive governance. In particular, a tension remains between the call in IWRM for the use of formal institutions, such as river basin organisations, to secure public policy integration, and the assumptions in adaptive governance in favour of informal collaboration between essentially independent policy actors. To clarify this relationship, this article draws on theoretical research on public policy integration, and uses these insights in an empirical setting to identify mechanisms that can facilitate effective policy integration for adaptive water governance. The research is based on recent attempts in Scotland to implement IWRM ideas to improve flood management. Several governance mechanisms were adopted to facilitate the integration of flood, water and rural land use policies. Six Scottish policy regimes are analysed using documentary sources and interviews. Results challenge the idea that collaboration should primarily be built on either river basin organisations or informal mechanisms. We identify a mix of informal and statutory-based mechanisms which may secure political and technocratic commitment to policy integration.  相似文献

Both for its technological and institutional innovations and for its history of conflicts, California's water system has been one of the most observed in the world. This article and this Special Issue on the CALFED Bay-Delta Program continue in this tradition. CALFED is likely the most ambitious experiment in collaborative environmental policy and adaptive management the world has seen to date. This Issue moves beyond the celebratory tone of other analyses of collaborative, adaptive management and looks closer into how collaborative networks work to produce innovation, and more importantly to reflect also on their inherent contradictions, limitations and “dark sides”. While collaborative governance enhances mutual understandings and can be a source of innovation, it appears ill-suited to resolve alone the distributive dilemmas at the core of many water – and other environmental – conflicts. A lacuna in existing research concerns the institutional design of effective boundaries and linkages between democratic politics, legitimate authority, and adaptive governance, i.e. the mix of institutions that can provide sufficient responsibility, accountability and democratic legitimacy, without choking off the self-organizing interaction, shared learning, and communication that is at the heart of collaboration. A painful realization in the Delta is that environmental conservation and further growth may be fundamentally at odds; efficient win–win solutions, institutional or technological, seem insufficient to satisfy the competing demands posed upon the system. Radical decisions and changes might be necessary, but they seem unlikely under current institutional arrangements and political conditions.  相似文献
