The damage caused by flooding is a major obstacle in improving the economic and social well-being of people in developing countries. Consequently, there is an urgent need for effective flood disaster prevention and preparedness in those countries. Disaster relief from losses, damage, adverse social and cultural consequences and demand on emergency services resulting from flooding can only be achieved through planned flood loss prevention and management techniques, involving the recognition of flooding characteristics and the implementation of appropriate mitigation measures. Guidelines are necessary to plan and implement flood loss prevention and management measures on a rational, systematic and technically sound basis. Some guidelines have been prepared primarily for members of the Typhoon Committee (ESCAP), but they may be found generally useful to developing countries. These guidelines, which are presented here, have been prepared based on information collected in the field and a series of expert group meetings organized from November 1987 to July 1990 .  相似文献

This paper highlights current trends in consumption and production patterns in Asian developing countries and emerging economies. It describes the main challenges and opportunities for Asian countries making the transition towards sustainable consumption and production patterns. The main challenge for Asian economies is to address the unsustainable consumption patterns of urban consumers, which entails a policy shift from the current focus on pollution and inefficient industrial production. In view of future consumption trends and the global convergence of consumption patterns, the characteristics of the emerging 'global consumer class' are examined, with particular focus on urban ecological footprints and carbon emissions. Furthermore, the difference between urban and rural consumption is discussed, together with opportunities for low-carbon urban development in the megacities of Asian developing countries. To conclude, the paper presents an overview of current policy measures taken in Asian countries to green economic development and realise sustainable consumption and production patterns.  相似文献

This paper explains how the well-accepted concept of improved stakeholder participation during mineral policy development leads to a national mineral policy that accommodates the diverging views and interests that allows wide acceptance of decisions, enhancing the success of implementation and, ultimately, national benefits. This process is based on lessons learnt during the South African experience and has been successfully applied in the development of the Namibian and Malawian national minerals policies. An effective policy in the SADC will engineer the delicate balance between poverty reduction and an internationally competitive minerals sector. This balance enhances the possibility of long-term economic growth and development in the SADC region. The overriding advantage of this strategy is that it generates ‘home-grown’ policy instruments and implementation of mineral law with which stakeholders can identify. This process presents a new challenge to traditional policy formulation strategies in emerging economies and the bottom-up approach, linked to wide political support, allows the potential realisation of national objectives.  相似文献

洪水灾害是最严重的自然灾害之一,洪灾造成的损失十分严重,对其进行科学的监测是防灾减灾的基础。在洪水灾害遥感监测研究进展的介绍基础上,着重对中分辨率、高时相、微波、高精度DEM、多源数据遥感洪水监测原理及方法的研究进展进行比较和总结,分析各种数据特点。在此基础上提出了洪水遥感监测向高分辨率、高时相性方向,遥感影像相互订正和利用3S技术是洪涝灾害动态监测发展的方向,为洪水灾害的快速反应和防洪辅助决策提供依据。  相似文献

Women are globally underrepresented in the energy industry. This paper reviews existing academic and practitioner literature on women's employment in renewable energy in industrialized nations, emerging economies and developing countries. It highlights similarities and differences in occupational patterns in women's employment in renewables in different parts of the world, and makes recommendations for optimizing women's participation. Findings reveal the need for broader socially‐progressive policies and shifts in societal attitudes about gender roles, in order for women to benefit optimally from employment in renewables. In some industrialized countries, restructuring paid employment in innovative ways while unlinking social protection from employment status has been suggested as a way to balance gender equity with economic security and environmental protection. However, without more transformative social changes in gender relations, such strategies may simply reinforce rather than subvert existing gender inequities both in paid employment and in unpaid domestic labor. Grounded interventions to promote gender equality in renewable energy employment – especially within the context of increasing access to energy services for underserved communities – are more prevalent and better‐established in some non‐OECD (Organisation for Economic Co‐operation and Development) countries. OECD countries might be well‐advised to try to implement certain programs and policies that are already in place in some emerging economies.  相似文献

By using a scale framework, we examine how cross-scale interactions influence the implementation of climate adaptation and mitigation actions in different urban sectors. Based on stakeholder interviews and content analysis of strategies and projects relevant to climate adaptation and mitigation in the cities of Copenhagen and Helsinki, we present empirical examples of synergies, conflicts and trade-offs between adaptation and mitigation that are driven by the cross-scale interactions. These examples show that jurisdictional and institutional scales shape the implementation of adaptation and mitigation strategies, projects and tasks at the management scale, creating benefits of integrated solutions, but also challenges. Investigating the linkages between adaptation and mitigation through a scale framework provides new knowledge for urban climate change planning and decision-making. The results increase the understanding of why adaptation and mitigation are sometimes handled as two separate policy areas and also why attempts to integrate the two policies may fail.  相似文献

Many different approaches for national sustainable development strategies (NSDS) have been proposed since 1992, with some components common to all. A country's national strategy should be designed to help mainstream environmental concerns into policy. More broadly, it should coordinate local policy with global concerns, as well as integrate scientific knowledge into policy and development planning. The peer review mechanism for national strategies was piloted by France, and also involved representatives of countries from the North and the South as well as stakeholders. The peer review process allows countries to share their experience and information, and can assist them in identifying their own path to sustainable development. The business community can also contribute to sustainable development through provision of local and global public goods. Another input to sustainable development could come from the International Organization for Standardization (ISO) and its Guidance Standard on Social Responsibility (ISO 26000), as a coordinating mechanism between voluntary initiatives and binding obligations (such as international conventions). ISO standards and guidelines should therefore be integrated with national sustainable development strategies and local Agenda 21 frameworks.  相似文献

A basic proposition of ‘agency theory’ is that output-based performance incentives encourage greater effort. However, studies find that incentive schemes can distort effort if rewards for performance are discrete or non-linear. The Federal Emergency Management Agency's (FEMA) Community Rating System (CRS) is a flood mitigation programme with a non-linear incentive design. Under this programme, localities are incentivised to implement a mix of 18 flood mitigation activities. Each activity is performance scored, with accumulated scores corresponding to a percent discount on flood insurance premiums for residents that hold National Flood Insurance policies. Discounts range from 0 to 45% and increase discretely in increments of 5%. With multivariate statistical and Geographic Information Systems analytic techniques, tests are made to find whether observed changes in annual CRS scores for participating localities in Florida are explained by non-linear incentives, adjusting for hydrologic conditions, flood disaster histories, socio-economic and human capital controls that can plausibly account for local mitigation activity scores over time. Results indicate that local jurisdictions are discount-seeking, with mitigation efforts partially driven by the non-linear incentive design of the CRS programme. The paper ends with recommendations to improve the operation FEMA's flood mitigation programme.  相似文献

The Value of Linking Mitigation and Adaptation: A Case Study of Bangladesh   总被引:1,自引:0,他引:1  
There are two principal strategies for managing climate change risks: mitigation and adaptation. Until recently, mitigation and adaptation have been considered separately in both climate change science and policy. Mitigation has been treated as an issue for developed countries, which hold the greatest responsibility for climate change, while adaptation is seen as a priority for the South, where mitigative capacity is low and vulnerability is high. This conceptual divide has hindered progress against the achievement of the fundamental sustainable development challenges of climate change. Recent attention to exploring the synergies between mitigation and adaptation suggests that an integrated approach could go some way to bridging the gap between the development and adaptation priorities of the South and the need to achieve global engagement in mitigation. These issues are explored through a case study analysis of climate change policy and practice in Bangladesh. Using the example of waste-to-compost projects, a mitigation-adaptation-development nexus is demonstrated, as projects contribute to mitigation through reducing methane emissions; adaptation through soil improvement in drought-prone areas; and sustainable development, because poverty is exacerbated when climate change reduces the flows of ecosystem services. Further, linking adaptation to mitigation makes mitigation action more relevant to policymakers in Bangladesh, increasing engagement in the international climate change agenda in preparation for a post-Kyoto global strategy. This case study strengthens the argument that while combining mitigation and adaptation is not a magic bullet for climate policy, synergies, particularly at the project level, can contribute to the sustainable development goals of climate change and are worth exploring.  相似文献

Summary The mitigation of natural disasters essentially depends upon the identification and adjustment of human ecological processes contributing to conditions of vulnerability. The analysis of vulnerability requires the local study of political, social, and economic processes which have contributed, and are contributing, to a vulnerable condition in a hazardous environment. One of the few similarities between Tonga and Algeria is a continuing experience of natural disaster after independence from previous colonial administrations. In two very different but complementary projects, ways are identified for the adjustment of assumed or inherited priorities for development, to take practical account of continuing hazards. The high vulnerability of rural areas is a factor common to both countries, as well as to many others. The analysis of conditions and systems in two dissimilar countries may have begun a process of implementation, one which must necessarily follow theoretical analysis for the realisation of practical value. The degree and nature of disaster impact is conditioned as much by normally prevailing conditions and systems as by the manifestation of natural hazard. Direct experience of hazardous environments, and of problems caused by disaster, must be made to result in the creation of multi-disciplinary environmental policies for disaster mitigation, inclusive of small scale development and education and training programmes for continued implementation. Comprehensive and simultaneous strategies for disaster avoidance, disaster resistance, and disaster accomodation must be made integral components of local development planning.  相似文献

/ This paper presents a case study of an American barrier island devastated by a hurricane to show how it is addressing the free-riding problem and protecting its public goods, thereby contributing to hazard mitigation. It examines hazard mitigation and the free-riding problem within the public goods framework. Free-riding is a term used in the public choice theory and common pool resource literature. It is a term used for describing the actions of rational individuals who freely exploit a collective or public good at the expense of others. Free-riding is a major problem faced by public goods. The problem very frequently occurs in the context of hazard mitigation and coastal resource management. Very little is known about the factors that contribute to the promotion of hazard mitigation. This paper identifies some of the important factors that help local institutions provide and sustain hazard mitigation measures. Theoretical and practical implications for hazards research and disaster management policy are presented.  相似文献

Carbon dioxide capture and storage (CCS) holds promise as a safe and effective approach for addressing climate change. However, concern about potential “liability” associated with CCS often is cited as a significant barrier to project deployment. The authors contend that, in this context, the term “liability” is poorly defined and conflates concerns about the uncertainty in the timing and magnitude of potential damages with the need for financial responsibility for long-term stewardship of certified closed sites. This paper offers an analytic framework drawn from damages estimation methodologies used in comparable contexts and incorporates risk-based probabilistic modeling to assist stakeholders in evaluating the potential environmental, human health and financial consequences of CCS projects. Application of the proposed framework will achieve four distinct objectives. First, the outputs of the analyses – monetized damages estimates for adverse impact scenarios coupled with expected loss calculations that reflect scenario probabilities and identify the statistical range of possible outcomes, including “most likely” loss estimates – will help interested stakeholders consider the viability of various investment and financial risk management strategies. Second, the results can be used to develop or negotiate financial assurance instruments for analyzed projects. Third, the results will inform the public policy debate regarding the degree and magnitude of potential financial consequences resulting over the long-term, beyond an established post-closure period. And, fourth, while the detailed conceptual framework, resulting models, impact calculations and valuation analyses may be applied on a site-by-site basis, the site-specific results could be pooled to assess regional and national implications of various risk mitigation and financial risk management policies.  相似文献

In addition, they have facilitated a stakeholder-driven climate change mitigation project in one Pennsylvania county and started an ongoing service-learning project aimed at reducing emissions in another county. These campus and community outreach initiatives demonstrate that university-based mitigation action may simultaneously achieve tangible local benefits and develop solutions to broader challenges facing local climate change mitigation efforts. Outcomes include improved tools and protocols for measuring and reducing local emissions, lessons learned about service-learning approaches to climate change mitigation, and methods for creating climate change governance networks involving universities, local governments and community stakeholders.  相似文献

ABSTRACT: The aim of this paper is to compare two views of flood management and thus add to the present thinking of living with floods as opposed to the traditional approach of flood control. The traditional pathway has widely been adopted in developed countries and aims to control floodwaters by means of dams and dikes. The alternative pathway tends towards a policy whereby society lives with the floods by being prepared and having the right damage reduction measures in place. In this paper two pathways are tentatively compared for the Lower Incomati Basin, Mozambique. In the design cultural theory is considered, as is how the design of each path may look according to different management perspectives. The Lower Incomati Basin provides an interesting case study as it is in a relatively undeveloped state. Hence, it is an ideal area for conducting research into the application of alternative flood management strategies. The preliminary results suggest that both pathways are feasible. However, considering recent hydrological extremes such as the 2000 floods, the resilient pathway may ultimately be a more appealing flood management strategy.  相似文献

Sustainable supply chains (SSC) are an essential topic in emerging economies for achieving sustainable development. Because of their rapid economic growth, emerging economies are experiencing both sides of this development: the well‐being enhancement and the environmental impact. However, decision makers and practitioners do not have robust models for managing supply networks that consider the sustainability complexities. This study aims to provide a better understanding of SSC in emerging economies and proposes a generic framework to improve the decision‐making process. Based on a review of the literature, a decision framework for sustainability is proposed. A green sustainable decision concept is also discussed in the SSC literature. This study has implications for scholars, decision makers, and practitioners interested in advancing the SSC field based on an extension of the framework.  相似文献

Nationally Appropriate Mitigation Actions (NAMAs) were proposed as a policy framework that could provide middle ground for meeting both the development and mitigation objectives in developing countries. While South Africa engaged actively with the NAMA terminology in the United Nations Framework Convention on Climate Change negotiations, its engagement at the domestic level has been rather lacklustre. This presents an interesting paradox. The paper studies the interplay of international norms embodied in NAMAs with South Africa's domestic policy process. Disengagement and contestation around NAMAs in South Africa is played out at three stages: decision-making stage where the symptoms surrounding this contestation first emerge; policy formulation stage where NAMAs have to not only align with the National Development Plan but also compete with a predilection for domestically familiar terminology of flagships under the national climate policy; and finally the broader agenda-setting stage of policy process, where NAMAs have to prove useful in not only pursuing the developmental state agenda but also in tackling the underlying material factors that represent country's economic dependency on fossil fuels. NAMAs faced combined resistance from ideas and interests in various degrees at all these stages resulting in their disengagement.  相似文献

South Africa, being a developing nation, is faced with many challenges, including poverty and one of the world's highest HIV/AIDS infection rates. It is within this context that this paper presents an overview of the role played by major stakeholders in climate change mitigation policies, with the focus on two South African cities, namely Cape Town and Johannesburg. This paper aims to identify the internal and external factors that act as barriers to, or promote, climate change mitigation policy development and implementation in South African cities. These may take the form of the city's internal structures, political interventions and support, and external factors including partnerships with outside organizations, including all tiers of government, non-governmental organizations and academic institutions. The media and an energy crisis in the Cape prove to play an unexpected role in assisting Cape Town to implement climate change mitigation measures.  相似文献

Beach protection has become a major issue in reducing coastal risks (erosion and flooding). It is thus advisable to study residents’ preferences for mitigation strategies. Willingness-to-pay (WTP) by permanent and secondary residents for flood protection provided to properties by Languedoc-Roussillon beaches (French Mediterranean coast) is investigated by a contingent valuation study. Results show that WTP is more influenced by risk perception variables than by socio-economic ones. The WTP is then extrapolated on the basis of different adaptation strategies (laissez-faire, managed retreat, denial etc.) which provided information about expected damage associated with sea level rise at the 2100 time horizon.  相似文献
