Local governments in Australia, especially in large urban areas, have faced a challenge of the growing quantity of waste generated and the diminishing space for waste disposal in recent years. The central government has demonstrated the importance of developing strategies to make full environmental costs and impacts of waste disposal and material recovery accountable for waste management decision-making. However, research into this field is limited. This paper investigates environmental accounting practices in local government waste management. From a survey conducted with local government authorities in New South Wales (NSW) Australia, it is found that overall the level of direct waste flow and activity accounting is higher than the level of hidden and external environmental cost accounting, though local governments tend to identify and use more physical information associated with waste flows and activities than relevant monetary information. External environmental impacts of waste disposal are often overlooked and show the lowest level of practices. The survey results also indicate that urban local governments have taken more environmental information into account than rural local governments, but such difference is not significant between local governments of different sizes. The complexity of waste technical services and operations is confirmed to have a positive and significant effect on the level of environmental accounting for waste management across local governments surveyed.  相似文献

Here are assembled representative excerpts from a new text in applied chemistry. They illustrate the well-referenced treatment of industrial processes that are here considered with their related emission control problems and solutions. A brief account of general aspects of the industry is followed by surveys of the significance and technical aspects of air and water pollution chemistry. Consideration is given to emission avoidance or containment, waste treatment, and waste disposal options as they relate to both of these environmental areas. Details of salt recovery and the products of brine electrolysis plus environmental aspects of these operations are treated as examples of some of the processes discussed. Also covered are fertilizer constituent preparation, formulation, and use with consideration of the large-scale effects of each of these activities. Detailed reference is made to the chemical technology and emission control aspects of the pulp and paper industry and refinery operations. Throughout, integral process changes and waste recycling practices are directly related to emission control aspects of each process in a way to be useful to the student and professional alike. Construction and demolition wastes (CDW) have increasingly serious problems in environmental, social, and economic realms. There is no coherent framework for utilization of these wastes which are disposed both legally and illegally. This harms the environment, contributes to the increase of energy consumption, and depletes finite landfills resources. The aim of this paper is to evaluate the impacts of two alternatives for the management of CDW, recycling and disposing. The evaluation is carried out through developing a dynamic model with aid STELLA software by conducting the following steps: (1) quantifying the total cost incurred to mitigate the impacts of CDW landfills and uncollected waste on the environment and human health; (2) quantifying the total avoided emissions and saved energy by recycling waste; (3) estimating total external cost saved by recycling waste and; (4) providing a decision support tool that helps in re-thinking about waste disposal. The proposed evaluation methodology allows activating the stringent regulations that restrict waste disposal and developing incentives to encourage constructors to recycle their wastes. The research findings show that recycling CDW leads to significant reductions in emissions, energy use, global warming potential (GWP), and conserves landfills space when compared to disposal of wastes in landfills. Furthermore, the cost of mitigating the impact of disposal is extremely high. Therefore, it is necessary to recycle construction and demolition wastes.  相似文献

Conventional solid waste management planning usually focuses on economic optimization, in which the related environmental impacts or risks are rarely considered. The purpose of this paper is to illustrate the methodology of how optimization concepts and techniques can be applied to structure and solve risk management problems such that the impacts of air pollution, leachate, traffic congestion, and noise increments can be regulated in the long-term planning of metropolitan solid waste management systems. Management alternatives are sequentially evaluated by adding several environmental risk control constraints stepwise in an attempt to improve the management strategies and reduce the risk impacts in the long run. Statistics associated with those risk control mechanisms are presented as well. Siting, routing, and financial decision making in such solid waste management systems can also be achieved with respect to various resource limitations and disposal requirements.  相似文献

Waste generation and accumulating quantities of oil field waste are a matter of environmental concern. This study proposes the Slurry Fracture Injection (SFI) technique as an alternative waste disposal method. The slurried solids injection waste disposal method is environmentally secure and permanent, leaving no future liabilities that must be risk-evaluated or priced. An entire waste stream comprising ground solids and waste water can be injected into deep and hydraulically secure target strata with no contamination of potable water-bearing formations or formations outside the target zone that may contain resources (gas and oil). The slurry injection method can be used to clean and reclaim landfills, oil pits and granular waste dumps. This article proposes a two-tier screening method for evaluating the feasibility of this technique and the identification of suitable target zones. A stringent environmental and process control monitoring program should complement the planning and operational period to ensure environmental protection, waste containment, and regulatory HSE compliance.  相似文献

The collection and management of waste electrical and electronic appliances around the world, and the possible negative environmental consequences have been an issue of current debate. Cathode ray tubes (CRTs) used as display screen for computer monitors and televisions contains large quantities of lead, estimated at between 0.5 and 4 kg, depending on the size of the CRT and has been identified as the most polluting of all electronic waste components. Having failed the tests used in the toxicity characterization of solid wastes, CRTs have been declared ‘hazardous’ and subsequently banned from landfills and incinerators in most developed countries. Presently, large quantities of CRTs are generated globally with only few developed countries having effective take back and sound management program. Meanwhile, large quantities of CRT-containing devices are being moved across frontiers into developing countries in the name of ‘reuse’ and ‘bridging the digital divide’. With near absence of recycling infrastructure for electronic wastes in most developing countries, waste CRTs are disposed of with MSW at open dumps and unsanitary landfills. This paper reviews the current practices in the management of CRTs around the world, with emphasis on the role of regulations, availability of recycling infrastructure, recycling/reuse routes, and export into developing countries. Inappropriate disposal of waste CRTs creates the opportunity for large-scale environmental contamination with heavy metals, especially lead. Appropriate disposal routes are required globally in the management of CRTs in order to mitigate environmental contamination and human exposure to toxins.  相似文献

This study examines the challenges posed by solid waste by assessing the disposal methods practiced by residents in the Ijebu‐Ode Local Government Area (LGA) in Ogun State, Nigeria. Primary data were obtained through questionnaire administration. One out of every 10 houses was selected for sampling in six randomly selected wards of Ijebu‐Ode LGA. Three hundred and twelve questionnaires were administered on heads of households. Information elicited from the respondents covered solid waste disposal practices, the rationales behind those practices, and the respondents’ perceptions of environmental problems, including environmental health problems that could emanate from such practices. Data on environmental problems and environmental health problems measured on a 5‐point Likert scale were analyzed using Aggregate Weighted Mean Index. The computed Environmental Problem Indices (EPIs) and Environmental Health Problem Indices (EHPIs) were used to determine the severity of the respective challenges. The results established that blockage of drains with an EPI of 4.15 was a very severe environmental problem and flood hazard with an EPI of 3.55 was a severe environmental problem resulting from solid waste disposal practices. Incidence of malaria and cholera, with EHPIs of 2.85 and 2.56, respectively, were however ranked as not severe environmental health problems. The study concluded that solid waste disposal practices in Ijebu‐Ode LGA were unhygienic and unsafe, hence the need for government intervention to ensure the adoption of the necessary measures toward a safe and healthy environment.  相似文献

This study examines the outcome of efforts to educate federal land-use managers about their roles in implementing the Executive Order in their respective districts. The managers participated in a 6-h Nominal Group Technique (NGT) workshop where they were instructed to weight environmental justice issues versus others associated with hazardous waste problems in their districts. Participant responses were quantified and analyzed through a series of rounds. After each round, participants received increasing amounts of information on environmental justice issues. It was hypothesized that the managers would come to a consensus that environmental justice is an important issue that should be seriously addressed. Prior to administering the NGT, the managers appeared to have limited knowledge of environmental justice issues and thus assigned relatively low rankings to such concerns. After being “educated” by viewing films on environmental justice and reading related literature, in general, managers' weightings decreased and a narrower consensus developed. The authors conclude that exposure to the issue may not be as effective as expected in convincing land-use managers to become sensitive to justice issues so that they may effectively implement the Executive Order.  相似文献

The disposal of soil material after ex situ treatment of contaminated soil is an issue of growing concern. The handling and use of this material are surrounded by numerous regulatory, economic, technical and societal aspects that complicate or hinder re-cycling. As a consequence, the lack of means of recovery can in the long-term bias the whole remedial process. In addition, it can affect the competition between various treatment options such as ex situ, and in situ techniques and landfilling. At the same time the materials must not have any negative environmental impacts, and their usage must be compatible with existing risk assessment and management frameworks regarding contaminated land. Other concerns such as a possible distinction against “lightly” contaminated materials, waste status and public acceptance add to the complexity. This paper focuses on Swedish conditions, but does also provide an outlook concerning EU regulation. A summary of leaching and batch tests employed for re-use of soil and waste is presented as well as an overview of the eco-toxicological aspects of treated materials. The main conclusion is that re-cycling of treated soil is desirable from numerous aspects, but has to go along an adequate risk assessment.  相似文献

The US Department of Energy (DOE) plans to conduct site characterization studies at Yucca Mountain, Nevada, to determine if the location is a suitable site for a nuclear waste repository. In lieu of traditional environmental review in accordance with the National Environmental Policy Act of 1969, the DOE is relying on an environmental assessment (EA) mandated by the Nuclear Waste Policy Act of 1982 as the cornerstone of its environmental program for the Yucca Mountain Project. Because of statutory restrictions, the EA is not based on comprehensive baseline information. Neither does it address fundamentals of environmental analysis such as ecological integrity and assessment of cumulative impacts. Consequently, the present environmental program for Yucca Mountain reflects decisions made without complete information and integrated environmental review. The shortcomings of the program risk compromising the natural integrity of Yucca Mountain and invalidating future assessment of the ability of a nuclear waste repository located at the site to protect the environment. Significant improvements are needed in the repository siting program before it can serve as a model of how society can evaluate the long-term environmental consequences of advanced technologies, as has been suggested.  相似文献

Solid waste presents the potential for contamination of the soil when it is improperly managed. One of the great challenges of today's society is to promote the proper disposal of municipal solid waste in order to guarantee the safety of public health and to avoid risks to the environment. In this context, the objective of this study is to analyze the concentration profiles of heavy metals and aromatic hydrocarbons of risk that human health in landfill soil. Such works provides an important tool to evaluate the possible presence of contaminants from inappropriate waste disposal, as well as to assist in the management of waste and to prevent environmental contamination. In order to analyze cadmium (Cd), lead (Pb), nickel (Ni), arsenic (As), and mercury (Hg), which are toxic elements, and aromatic hydrocarbons, including benzene, toluene, ethylbenzene, o‐xylene, m‐xylene, and p‐xylene, soil samples were collected at different sites and depths. Neither Cd nor As was detected in any of the samples that were analyzed. Pb levels ranged from 5.34 milligrams per kilograms (mg/kg) to 7.40 mg/kg, Ni levels ranged from 2.17 mg/kg to 3.00 mg/kg, and Hg levels ranged from 75.4 micrograms per kilograms (μg/kg) to 88.3 μg/kg. The aromatic hydrocarbon compounds of benzene, toluene, ethylbenzene, and o‐xylene were below 5.5 μg/kg, and m‐, p‐xylene was below 11 μg/kg. The analysis of heavy metals and aromatic hydrocarbons present in the landfill soil showed concentrations below the soil quality guideline values of the Brazilian National Environment Council (CONAMA) Resolution 420, which has criteria for the presence of chemical substances in soil for Brazil. Therefore, the low levels of chemicals may be related to the operational time of the landfill or to the population profile of the municipality, which is predominantly composed of persons involved in family‐based agriculture.  相似文献

As widely recognised by EU legislation, Life Cycle Thinking (LCT) is a viable approach to support sound waste management choices. In this context, the Institute for Environment and Sustainability (IES) of the European Commission Joint Research Centre (JRC) has lead the development of macro-level, life cycle based waste management indicators to quantify and monitor the potential environmental impacts, benefits, and improvements associated with the management of a number of selected waste streams generated and treated in Europe.The waste management indicators developed make use of a combination of macro statistical waste management data combined with emissions/resource life cycle data for the different elements of the waste treatment chain. Indicators were initially calculated for the entire European Union (EU-27) and for Germany, covering several waste streams and a broad range of environmental impact categories.An indicator developed for a given waste stream captures the potential environmental impact associated with the generation and management of that waste stream. The entire waste management chain is considered, i.e. from generation to final treatment/disposal. Therefore, system boundaries for the selected waste streams include also the treatment or recycling of secondary waste (e.g. bottom ash from the incineration of household waste), and secondary products (e.g. recovered paper), as well as energy recovery.The experiences from the development of these life cycle based waste management indicators suggest that more detailed and quality-assured waste statistics are needed, especially covering the many different treatment operations and options. Also, it would be beneficial if waste statistics had a higher disaggregation level of waste categories, as well as more detailed information about waste composition. A further development of the indicators should include an increased number of waste streams, as well as calculation of the results for all Member States.  相似文献

The purpose of this research was to explore the concept of an environmental racism claim through the use of several environmental management tools. The EPAs Toxics Release Inventory, Cumulative Exposure Project, and the Los Angeles County Department of Health Services' Hot Zone Census Tract Assessment were combined with racial and socioeconomic data to test claims that minorities in South Central Los Angeles are disproportionately exposed to environmental lead. Multivariate analysis indicated that race is strongly associated with the number of cases of elevated blood lead levels in South Central, irrespective of poverty status. Proximity to point sources, a common focal point for studies of environmental racism, was not a contributing factor to health outcomes. Proximity to transportation corridors was consistently the strongest indicator of environmental lead exposure, while median home values were significantly and positively related to elevated blood lead levels. Implications for environmental justice advocates and social and environmental scientists are discussed.  相似文献

In policy support of municipal solid waste (MSW) management, life cycle assessment (LCA) can serve to compare the environmental or economic impacts of two or more options for waste processing. The scope of waste management LCAs generally focuses less attention on future developments, e.g., where will recycling take place, and more on the environmental performance of prototypes, e.g., the incineration of all waste compared to recycling. To provide more robust support for Swiss waste glass-packaging disposal, scenarios of Swiss waste glass-packaging are assessed from a life cycle perspective. The scenarios consist in schemes for the disposal of the total amount of Swiss waste glass-packaging, i.e., different combinations of recycling and downcycling in Switzerland or abroad developed in Part I, Meylan et al. (2013). In this article (Part II), the disposal schemes are assessed with respect to eco-efficiency, an indicator that combines total environmental impacts and gross value added in Switzerland. Results show that no policy alternative guarantees environmental impact reductions and gross value added gains under all developments of exogenous constraints. Downcycling to foam glass in Switzerland is not only an environmentally sound disposal option, but it also buffers gross value added losses in case domestic recycling (and thus glass-packaging production in Switzerland) ceases in the future. The substitution of products based on raw materials other than Swiss cullet is the main responsible for change in environmental and economic impacts. Hence, an eco-efficiency maximizing policy should consider the products of disposal schemes. The combination of scenario analysis and eco-efficiency assessment as presented in this paper can be applied to other contexts (i.e., countries, waste fractions).  相似文献

Problems associated with the disposal of municipal solid waste have become a source of public concern worldwide as awareness of potential adverse environmental impacts and health threats from solid waste has increased. Communities are concerned about the generation and management of solid waste to the extent of refusing to allow new disposal facilities near their homes, often after witnessing the legacy of existing facilities. Under these conditions, the development of national policies for the management of solid waste becomes highly political, all while requiring appropriate technical solutions that ensure environmental protection and proper management plans that support an acceptable solution for the disposal of municipal solid waste. In some locations, the conversion of old quarries into well-engineered and controlled landfills appears as a promising solution to a continuously increasing problem, at least for many decades to come. This paper describes the environmental impacts associated with solid waste disposal in a converted quarry site and the mitigation measures that can be adopted to alleviate potential adverse impacts. Environmental management and monitoring plans are also discussed in the context of ensuring adequate environmental protection during and after the conversion process.  相似文献

Many retailers take initiatives to reduce food waste, which can lead to enhanced sustainability, including reduced environmental impacts and cost savings. Another common environmental strategy in retail management is to increase the range of organic products. This study examined if organic food products have a higher level of waste, which thereby risk to counteract the environmental ambitions behind offering these products. The study also examined to what degree differences in waste level could be explained by turnover, shelf-life and wholesale pack size. In the study, six Swedish supermarkets provided data on all articles sold or wasted in the deli, meat, dairy and cheese departments during 2010 and 2011. 24 organic products were compared to their conventional counterparts; 22 of these had higher waste levels (from 1.5 to 29 times higher). Differences in wastage were also compared across departments; in all four departments, organic products as a group had higher waste percentage at all four departments. There was a negative correlation between the total mass sold of a product and the percentage waste. Also, longer shelf-life was associated with decreased waste, but only for products with low turnover. The systematic problem of retail food waste – particularly of organic products and other products with a low turnover – may be mitigated by increasing turnover, by stocking products with longer shelf-life or by decreasing the ordered volume (e.g. through decreased wholesale pack sizes).  相似文献

Food and drink waste is a significant problem for economic, environmental and food security reasons. Government efforts have focused on diverting waste away from landfill through regulation, taxation and public awareness. However, efforts to understand why waste occurs have been limited, particularly in the interface between retailers and suppliers. This research aims to address this problem by identifying the main root causes of waste in the supplier-retailer interface.The research is exploratory in nature as there is a paucity of studies focusing on food waste across the supply chain. Data were collected through 43 interviews with managers in food manufacturing, wholesaling and retailing in two countries: the UK (24) and Spain (19). Data from the interviews and supplementary documentation were analyzed using causal maps. This approach helped to identify the main root causes of waste which were categorized into three groups: (1) mega-trends in the marketplace, (2) natural causes related to the products and processes, and (3) management root causes on which practitioners have a direct impact.The paper discusses the root causes of food waste and good practices identified from the interviews. Differences between the UK and Spain are discussed, presenting potential learning opportunities for practitioners in these countries and highlighting opportunities for further research.  相似文献

Environmental or ‘ecological’ footprints have been widely used in recent years as indicators of resource consumption and waste absorption on the basis of biologically productive land area required per capita with prevailing technology. Such footprints represent a partial measure of the extent to which the planet, its regions, or nations are moving along a sustainable development pathway. They vary between countries at different stages of economic development and varying geographic characteristics. The determinants of environmental footprints in some 113 countries from around the world have been evaluated. Dimensional analysis techniques from engineering and the physical sciences are employed to determine the relative significance of population density, economic wealth, and intensity of pollutant emission. Variations about the resulting ‘power‐law’ correlation suggest the extent to which individual nations are currently frugal or profligate in terms of their resource use and environmental impacts. The scatter associated with footprints, or closely related parameters, also indicates the uncertainty inherent within the international datasets needed to compute them, as well as differences in local climate and terrain. Nevertheless, national footprints alert humanity to the necessity of living within the regenerative capacity of the biosphere in order to ensure ‘environmental sustainability’.  相似文献
