低碳经济是以"低能耗、低污染、低排放"为主要特征的一种经济发展模式。对矿业而论,低碳型矿业是今后发展的必然趋势,但目前云南矿业是"高消耗、高排放、低利用"的粗放型发展模式。基于云南矿业的特点及制约因素的分析,提出其可持续发展对策,包括寻求最优开采率、发展矿产资源的深加工、进行企业结构调整、增加集约程度和矿产资源多元化利用、促进废物资源化等。其中,特别要关注尾矿的资源化利用、矿山生态环境的植物修复和煤炭资源的清洁生产。  相似文献

The continually increasing volume of the waste stream has led to numerous calls for strategies to close the loop on material use through industrial symbiosis strategies which direct used material and products (wastes) back to production processes. By use of a survey of recycling, remanufacturing and waste treatment firms in Texas, this paper asks if these firms can operate as a bridge between production and consumption/waste to efficiently increase the flow of used materials and products back to production processes at the local level. The results suggest that while most materials and used products are collected locally, only some can be re(consumed) locally. Moreover, the firms face negative perceptions about their activities from industry and the public at large that likely slow both the rate of entry of new firms into these markets and the expansion possibilities of existing firms. In addition, the types of conventions that characterize the interactions of more successful firms are not well developed in this sector(s). It is unlikely that recycling, remanufacturing and waste treatment firms can become central players in the production, consumption and waste cycle loop until society develops production design, marketing and consumption philosophies that include recycling and remanufacturing at a fundamental level.  相似文献

After almost two decades of decline, Ghana's mineral sector has rebounded significantly and is currently the main foreign exchange earner. Gold mining is the principal activity within the sector and accounted for 41 percent of total export earnings in 1996. This paper presents an overview of Ghana's mineral industry and covers mineral resources, production and reserves; mining investments; the role of mining in the economy; and the structure of the industry. An overview of the national mineral policy is also presented to depict the current regulatory and fiscal environment in which the industry operates. The spectacular reversal in mineral sector performance can be attributed to the adoption of World Bank recommendations in a new national mineral policy, the 1986 Minerals and Mining Law, aimed at revitalizing the sector.  相似文献

This article is an abridged version of a report on the status of world mineral production and consumption in 1978. Various indexes are used to assess the position in 1978 in comparison with that of earlier periods (1950 and 1973). The USA is becoming increasingly dependent on key strategic metals (such as chrome, cobalt, manganese and platinum-group metals) from politically unstable regions of the world. This dependence is the result of an inconsistent and fragmented US non-fuel minerals policy. Neglect of the US minerals industry has led to a decline in US mineral production and processing capabilities. Options for a comprehensive US non-fuel minerals policy include increased domestic production; increased substitution and recycling; a domestic stockpiling programme; and diversification of, and ensured access to, foreign sources of supply. These four options are examined and recommendations are made for increased mineral surveys of public lands, a regulatory review, domestic production of strategic minerals, tax incentives, conservation, stockpiling, and a foreign policy that will ensure security of supply.  相似文献

At first ‘sustainable mining’ could be perceived as a paradox—minerals are widely held to be finite resources with rising consumption causing pressure on known resources. The true sustainability of mineral resources, however, is a much more complex picture and involves exploration, technology, economics, social and environmental issues, and advancing scientific knowledge—predicting future sustainability is therefore not a simple task. This paper presents the results from a landmark study on historical trends in Australian mining, including ore milled, ore grades, open cut versus underground mining, overburden/waste rock and economic resources. When complete data sets are compiled for specific metals, particular issues stand out with respect to sustainability—technological breakthroughs (e.g. flotation, carbon-in-pulp), new discoveries (e.g. uranium or U), price changes (e.g. Au, boom/bust cycles), social issues (e.g. strikes), etc. All of these issues are of prime importance in moving towards a semi-quantitative sustainability model of mineral resources and the mining industry. For the future, critical issues will continue to be declining ore grades (also ore quality and impurities), increased waste rock and associated liabilities, known economic resources, potential breakthrough technologies, and broader environmental constraints (e.g. carbon costs, water). For this latter area, many companies now report annually on sustainability performance—facilitating analysis of environmental sustainability with respect to production performance. By linking these two commonly disparate aspects—mining production and environmental/sustainability data—it becomes possible to better understand environmental sustainability and predict future constraints such as water requirements, greenhouse emissions, energy and reagent inputs, and the like. This paper will therefore present a range of fundamental data and issues which help towards quantifying the resource and environmental sustainability of mining—with critical implications for the mining industry and society as a whole.  相似文献

A major restructuring of the mining industry has been going on since the early 1980s. Using 11 important minerals this paper analyses the changing pattern of control in the mining industry for European based mining companies. In general, European mining companies have increased their control over mineral production worldwide while North American based companies have shown a decline in control of production. The factors which influence the size and value of mineral reserves are discussed and an example is given of a more rigorous system for measuring supplies of non-renewable resources.The extent to which reserves and resources of minerals can be used as leading indicators of future mineral production is examined and examples of the dangers of over-reliance on this factor are described.Key aspects, such as confidence limits, differences in the economic exploitability, the dynamic nature of reserves, and their variability in grade, are examined in some detail using the South African coal industry as an example.  相似文献

Trends in the UK consumption of 12 metallic and 19 non-metallic minerals are examined for the period 1945–1980. Comparisons are drawn between these trends and developments in per capita GDP, total world consumption and UK mineral processing capacity. Although the consumption of most minerals has shown a tendency to stagnate or decline in recent years, taking the post-war period as a whole the consumption of non-metallics has displayed a faster and more sustained growth than that of metallics; thus their share of the total value of minerals consumed in the UK has increased significantly.  相似文献

The US mining industry is increasingly an industry of industrial and construction minerals production. In 2002, these types of minerals accounted for 80% of the value of non-fuel minerals produced in the USA. Industrial and construction mineral production tend to be smaller operations and nearer urban areas than metallic mining and have somewhat different problems. This paper is a study of the growing impact of urbanization and land-use fragmentation on mining, particularly industrial and construction minerals production. Over the past decade many developing and transition economies have liberalized their investment regimes for mining and privatized formerly state-owned mineral assets. In response, these economies have witnessed increased foreign investment in exploration and development, growth in the number and diversity of mineral projects, and the opening up of new channels for harnessing increased economic and social benefits from development in the minerals sector. The restructuring of fiscal and regulatory regimes to encourage foreign investment, and the associated influx of mining capital, technology and skills, is transforming traditional relationships between mining firms, local communities and the government. This transformation necessitates a re-evaluation of the most effective policy approaches to capture increased economic and social benefits from mineral production. This article considers effective mechanisms for improving the capacity of developing and transition countries to maximize the economic and social benefits of mineral production. Common challenges associated with minerals economies are reviewed. Consideration is given to the opportunities for harnessing foreign direct investment and the possibilities for creating new partnerships between local communities, industry, government, and multilateral development agencies through social investment projects. The article concludes with a series of recommendations for the design and implementation of policy approaches towards harnessing mineral production for economic and social benefit following the liberalization of investment regimes for mining.  相似文献

This study involves a meta-analytical review of several articles, using the closest assumptions for the independent variable (renewable energy consumption), to determine the relationship with its environmental impacts. Furthermore, Sustainable Development Goal (SDG) in 2015 pays attention to related problems in both developing and developed countries. The effects of carbon emissions, natural resources, renewable energy consumption, and non-renewable energy on the environment are also reviewed. Following the separation of studies, the closest assumption was observed for the independent variable (energy source applications) of renewable energy. The meta-analysis was obtained using OpenMEE and JASP, and the results show the observed outcome, which was expressed in percentage. Based on the analysis, the Renewable Energy model has a value of 0.15, with the largest forest plots of 0.73, 0.69, and 0.80, recorded for studies 13, 19, and 23, respectively, while the least forest plots were recorded for studies 6, 11, 12, 15, 20, 22, 24, 25, 26, and 28. Therefore, renewable energy consumption, specifically in the mining industry, has the capacity to influence global warming. The respective industry has a unique influence on the processes that require renewable energy, for instance, the coal mining industry produces a smaller forest plot value, compared to oil and gas, or other mineral industries.  相似文献

This study examines the major changes that have occurred in the metals industry over the past 35 years. A quantitative assessment of the impact of these changes on consumption and production is provided. The study finds that the slowing down in industrial activity in the metals-using sector, which began in the early 1970s, is the major factor behind the weak growth in metals consumption. The structural changes which have affected demand are minor in comparison. On the supply side, the dominant factor behind relatively high production is the overhang of mine capacity that had been built in aicipation of much higher metals consumption. The mineral industries have always had significant environmental problems. Dealing with them is in many cases technically possible, but the cost is often prohibitive in an industry with uniform products and much trade. As a possible solution, it is suggested to make mineral products less uniform and more distinguishable in terms of the environmental impacts involved in producing a specific shipment or volume of mineral; this could be combined with means to identify each shipment. Such action would require identification techniques and, more particularly, clear and unequivocal evidence regarding environmental impacts at all stages of production.  相似文献

The United Nations Expert Group on Definitions and Terminology for Statistics on Mineral Production and Consumption has discussed a system of definitions and terminology for statistics on mineral production and consumption. The Group recommends that mine production should be measured at the stage of first marketable form of a mineral and that the measurement of metal production should focus on the final unwrought (unworked) form. The statistical measurement of consumption of a mineral commodity should relate to its use as an industrial raw material or in industrial processes. Reporting of ‘apparent’ consumption was preferred at the international level since ‘reported’ consumption data are not readily available from many countries. Furthermore, the Group recommended that consumption statistics should refer to the final unwrought form as well as the first marketable form where appropriate. Le Groupe d'experts de l'Organisation des Nations Unies sur les définitions et la terminologie des statistiques sur la production et la consommation minières a examiné un système de définitions et de terminologie concernant les statistiques relatives à la production et la consommation minières. Le Groupe recommande que la production minière soit mesurée au stade de première commercialisation du minerai et que la quantité de métal produite soit au contraire mesurée au stade final avant que le minerai ne soit travaillé. L'évaluation de la consommation d'un minerai doit se référer à son emploi en tant que matière brute industrielle ou à son utilisation dans un procédé industriel. Au niveau international, on a parlé de consommation apparente plutôt que de consommation déclarée du fait que les statistiques provenant de nombreux pays ne sont pas disponsibles. Par ailleurs, le Groupe a recommandé que les statistiques portant sur la consommation devraient, suivant les cas, se référer soit à la phase finale du minerai non travaillé soit à sa première forme de commercialisation. El Grupo de Expertos de las Naciones Unidas en Definiciones y Terminología para Estadísticas de Producción y Consumo de Minerales ha discutido un sistema de definiciones y una terminología para estadísticas de producción y consumo de minerales. El Grupo recomienda que la producción minera debe ser medida en el primer estado comerciable del mineral y que la medida de producción de metal debe referirse a la fase final no elaborada. La medida estadística de consumo de un mineral debe estar relacionada con su uso como materia prima industrial o en procesos industriales. Los informes sobre consumo ‘aparente’ se consideró preferible a nivel internacional a consumo ‘reportado’ puesto que esta última información no está disponible en muchos países. Además, el Grupo recomendó que las estadi?ticas de consumo deberán referirse a la forma final no elaborada así como a la primera forma comerciable, según sea conveniente.  相似文献

During the past decade there has been considerable change in the world lithium industry. This paper discusses this change and reflects on likely future developments. Lithium carbonate producers, based in Northern Chile, now play a dominant role in world production. One focus of the discussion is on the current structure of the industry, particularly at the level of the early stages of production. The correctness of the statement that surplus production and depressed prices in the base metal industries are the result of state ownership in the mining industry is examined by analyzing the production figure of publicly and privately owned companies. The conclusion is that for some metals the statement is true. But it is equally true that, for some, privatelyowned mining companies have also maintained high levels of production in the face of depressed demand. The reasons why both state and privately owned mining companies have not been able to rationalize production are examined. For privately owned companies it is suggested that a shift in the method of financing mineral projects, i.e. from retained earnings to bank loans, is an important factor.  相似文献
