The premise of this article is that the planning and design of new rest camps in conservation areas should be based on ecological principles in such a way that the plant ecology within the camp be an integral part and extension of the natural ecology of its immediate vicinity. This is desirable so that visitors to the camp will be provided not only with facilities for resting, eating, and sleeping, but also be able to enjoy and study the natural environment in a relaxed atmosphere. The Berg-en-Dal rest camp, which was established in Kruger National Park, was planned in such a way and designed according to the principles outlined by the authors in a companion article. The planning included six zones: a control zone, day visitor zone, overnight visitor zone, staff accommodation zone, recreation zone, and service zone. The point is stressed that plant species selected to be used as additional vegetation to those already growing in the camp were endemic to the nine landscape facets identified in the camp. The design allowed for separation of the various land-use zones in such a way that they would complement each other rather than be a hindrance to each other. The camp has been built according to the plans included in this article and has proved to be a great success. The conclusion is drawn that the planning principles are sound and should be used in the future for the planning and design of rest camps for conservation areas in South Africa.  相似文献

The most widespread invasive alien plant species in South Africa’s Kruger National Park (KNP) were either introduced unintentionally along rivers and roads, or intentionally for use as ornamentals. We examine the spatial distribution of ornamental alien plants in KNP, look at the link between human population size, history, and species richness, and show how the distribution of particular species reflects the likely history of ornamental plantings. Results are used to assess whether past management actions have been appropriately directed. Two hundred and fifty-eight alien species have been recorded in the 36 tourist camps and staff villages. The number of staff housed in villages explains much of the diversity of cultivated alien plant species. Older camps also tend to have more ornamental alien plant species. However, the lack of a strong link between camp age and number of cultivated species suggests that ornamental plants have been widely spread around the KNP by humans. We also show that increased camp activity (either size or age) has led to more ornamental species, while, with the notable exception of Skukuza, camp activity has had a much smaller effect on the number of noncultivated species. Noncultivated species tend to be naturally dispersed, as opposed to directly spread by humans between camps. Past management prioritized certain species on the basis of their potential to invade KNP and on the prevailing national legislation. These species were removed manually and follow-up control was carried out. Once the priority species were deemed to be under control, less invasive species were targeted. All alien species were removed from vacated houses, regardless of the potential invasiveness of the species. / This study was undertaken to (1) determine the suitability of ecosystems within Mount Spil National Park (Turkey) to human activities by a systematic zoning procedure, and (2) provide the basis for developing sound management strategies based on natural-cultural resource attributes of the park. After assessing natural-cultural resources and human activity requirements, the suitability of three zones (Strict Protection Zone, SPZ; Restricted Use Zone, RUZ; and Recreation and Administration Zone, RAZ) for proposed human activities/land uses was determined in order to maintain ecological sustainability and integrity through a weighting-ranking methodology, based on a grid cell resolution of 1 km x 1 km. Results showed that out of the three management zones, the RUZ in which the recreational activities that do not require physical developments are allowed constituted 82% of the park area as the first priority management zone. The proposed zoning procedure is believed to be a key step to improve management for both the study area and other national parks with the similar landscape features.  相似文献

In this article a model is proposed that could be used as a basis for ecological planning of natural resources. The role of people as part of the ecosystem is emphasized, and the various factors that should be considered in such planning are discussed. An understanding of ecological planning is dependent on the study of human activities in, and the nature of, natural ecosystems. It also depends on the fact that people are a part of nature, and as a result nature is of value to humans. Realizing the importance of this principle is a prerequisite to studying nature and also for an understanding of the various steps in the ecological planning approach. Realization of these values is often through a series of activities that may result in a negative environmental impact. Nature is described as an interacting group of natural features and processes. In this study both the features and processes are described as natural resources. The use of these natural resources obviously affects them, and if this use is to continue over a long period, both the activity and the resource must be understood if they are to be maintained in a productive state. In order to limit impact and maintain value, a planning aid called zoning is used to assist in the understanding of the processes involved.  相似文献

Zoning and applying Limits of Acceptable Change (LAC) are two promising strategies for managing tourism in Marine Protected Areas (MPAs). Typically, these management strategies require the collection and integration of ecological and socioeconomic data. This problem is illustrated by a case study of Koh Chang National Marine Park, Thailand. Biophysical surveys assessed coral communities in the MPA to derive indices of reef diversity and vulnerability. Social surveys assessed visitor perceptions and satisfaction with conditions encountered on snorkelling tours. Notably, increased coral mortality caused a significant decrease in visitor satisfaction. The two studies were integrated to prescribe zoning and “Limits of Acceptable Change” (LAC). As a biophysical indicator, the data suggest a LAC value of 0.35 for the coral mortality index. As a social indicator, the data suggest that a significant fraction of visitors would find a LAC value of under 30 snorkellers per site as acceptable. The draft zoning plan prescribed four different types of zones: (I) a Conservation Zone with no access apart from monitoring or research; (II) Tourism Zones with high tourism intensities at less vulnerable reefs; (III) Ecotourism zones with a social LAC standard of <30 snorkellers per site, and (IV) General Use Zones to meet local artisanal fishery needs. This study illustrates how ecological and socioeconomic field studies in MPAs can be integrated to craft zoning plans addressing multiple objectives.  相似文献

This is the second of three articles prepared to explain the Teller County growth management process. As part of an ongoing growth management process in Teller County, Colorado, opportunities and constraints for development and conservation were identified. The scenic mountain county faces a number of issues because of growth. The recognition of those issues has resulted in the goal to direct future growth to the most appropriate and cost-effective places. To determine those places that are best for new development, thorough ecological inventories were conducted for the entire county as well as for the City of Woodland Park area. From these inventories, environmentally sensitive areas were identified. The environmentally sensitive areas were considered constraints in conducting suitability analyses for a variety of potential land uses. The suitability analyses resulted in the identification of opportunities for future growth in Teller County generally as well as the more specific Woodland Park planning area. Increasing levels of visitor use and consequent resource damage have necessitated that backcountry use restrictions be established in the Mineral King area of Sequoia National Park, California. In this paper we review the steps taken in developing a trailhead quota system. The availability of acceptable campsites, based on a detailed inventory of site distribution and impact, was used to quantitatively derive use capacities for each camp area. Wilderness permit data on visitor dispersal patterns from the major trailheads, including length of stay at each camp area, were then used to translate the area capacities into daily trailhead quotas that would assure that these capacities were not surpassed. The general approach is applicable to any backcountry area, although large complex areas may require the use of available computer simulation models.  相似文献

The aim of this study was to assess the potential for coexistence between rural people (living adjacent to a protected area) and predators (from the same area) ranging onto communal land. Ninety members of local communities bordering Manyeleti Game Reserve, which is contiguous with Kruger National Park, South Africa were interviewed. Respondents expressed diverging attitudes toward predators, which were more favorable among participants with higher education. Negative views were particularly due to fear of human and livestock losses, especially to lions, Panthera leo. Lions were thought to be the most abundant predator both within and outside the reserve. Lions were also the best known predator and were most often held responsible for killing livestock. Despite these livestock losses and a lack of conservation education, most participants voiced favorable opinions about large carnivore conservation, as predators were considered an integral part of the respondents’ natural heritage. Thanks to this cultural tolerance and also because of a largely accepted management policy regarding predator control, large carnivores and people can coexist in the vicinity of Kruger National Park.  相似文献

This study explored the public perceptions of mobile telecommunications development – new landscape elements installed to deliver new technology – in a protected area. It examined: (1) the perceived landscape impacts of such development; (2) the importance attached to the socio-economic value of mobile telecommunications; and (3) the factors underlying the perceived landscape impacts of mobile telecommunications development. A postal questionnaire survey was conducted in the Peak District National Park, England with 420 respondents drawn from National Park residents and visitors, urban dwellers and members of environmental organisations. The study suggests that: (1) there was a prevailing antipathy towards the landscape impacts of mobile telecommunications development in the National Park; (2) apart from emergency uses, the other socio-economic benefits of mobile telecommunications technology were thought to be relatively unimportant in the National Park; and (3) rather than socio-demographic characteristics, it was respondents' understandings of protected areas' needs for the technology and potential health risks that had significant effects on the perceived landscape impacts. Overall, this study suggests that the significance of National Park landscapes is respected by the public, even when setalongside the convenience of modern technology, which has substantial implications for landscape planning and management in protected areas.  相似文献

ABSTRACT: The development of a nondegradation policy for high quality waters is a complex and often controversial process. This paper discusses the development of a nondegradation policy for two components of the National Wild and Scenic Rivers System. Water quality in these reaches of the Delaware River is threatened by rapid growth and development and the cumulative impacts from numerous wastewater discharges and nonpoint sources of pollution. The Delaware River Basin Commission, with assistance from its member states and the National Park Service, conducted a highly public, six-year planning process to develop a nondegradation policy that protected existing water quality without impinging upon local and state economic development objectives. The resulting non-degradation policy includes such features as numeric definitions of existing water quality and measurable change; stringent point source requirements; nonpoint source requirements including watershed planning requirements; and other water quality management policies.  相似文献

Recent advances in fire modeling permit quantitative estimations of fire behavior from quantitative inputs that describe the fuel array and conditions, such as weather and site data, under which it will burn. This paper describes the collection, analysis, and stratification of flammable forest fuels data for coniferous forest ecosystems in Montana and then illustrates the resource management application of these data in three areas: the development of the fire behavior model, a determination of the model's sensitivity to input errors as reflected by fire behavior prediction errors, and the development of a fire hazard simulator (TAROT). The challenges faced by coastal protected areas in both promoting highly attractive sites and preserving the natural attributes of these sites have been given a new dimension with the opportunities presented by ecotourism. Realising the market potential of a protected area and, at the same time, conserving the unique features of an area is a difficult task. This paper explores the possibilities that backpacker tourism may offer the Quarantine Station in Sydney Harbour National Park, in Australia. The Quarantine Station is a significant cultural heritage site that is located in a sensitive coastal national park within Sydney's metropolitan area.  相似文献

Beginning with the passage of the National Environmental Policy Act in 1969, the federal government of the United States has enacted numerous pieces of legislation intended to protect or conserve the environment. Other national governments have also enacted environmental legislation during the past two decades. State and local governments have also adopted policies concerned with environmental planning and management. Multiple laws and overlapping governmental agency responsibilities have confused development and resource management efforts. A comprehensive methodology that integrates the legal mandates and the agency missions into a common and unified framework is needed. Ecological planning offers such a method. Application of the method allows planners and resource managers to better understand the nature and character of the land and/or resource and therefore make better decisions about its appropriate use or management. The steps taken in an ecological planning process—1) goal setting, 2) inventory and analysis of data, 3) suitability analysis, 4) developing alternatives, 5) implementation, 6) administration, and 7) evaluation—are outlined and explained. Hand-drawn overlays and computer programs as techniques for handling ecological planning information are compared. Observations and suggestions for further research are offered.  相似文献

Habitat restoration at a landscape scale is becoming increasingly important in environmental management. In this context, geographical information systems are well suited as they can store and integrate many of the abiotic and biotic criteria used to assess the ecological worth of a site. However, this capacity can be limited by the availability or suitability of spatial data sets. A classic example of the latter case is the National Soil Map of England and Wales, which groups soils of a varied nature into associations. Consequently the national soil map has proved to be a poor predictor of habitat suitability. Using polytomous logistic regression we put forward a method for separating soil associations into their constituent soils within the Chilterns Natural Area. This approach used soil association, aspect, slope and relative height as variables for this analysis. Whilst the model's performance is likely to have been limited by the accuracy of the soil association data set, a predictive accuracy of between 47 and 65% is sufficient to facilitate better targeting of habitat restoration when combined with other abiotic factors such as climate and topography.  相似文献

ABSTRACT: The National Park Service and the National Biological Service initiated research in Denali National Park and Preserve, a 2.4 million-hectare park in southcentral Alaska, to develop ecological monitoring protocols for national parks in the Arctic/Subarctic biogeographic area. We are focusing pilot studies on design questions, on scaling issues and regionalization, ecosystem structure and function, indicator selection and evaluation, and monitoring technologies. Rock Creek, a headwater stream near Denali headquarters, is the ecological scale for initial testing of a watershed ecosystem approach. Our conceptual model embraces principles of the hydrological cycle, hypotheses of global climate change, and biological interactions of organisms occupying intermediate, but poorly studied, positions in Alaskan food webs. The field approach includes hydrological and depositional considerations and a suite of integrated measures linking key aquatic and terrestrial biota, environmental variables, or defined ecological processes, in order to establish ecological conditions and detect, track, and understand mechanisms of environmental change. Our sampling activities include corresponding measures of physical, chemical, and biological attributes in four Rock Creek habitats believed characteristic of the greater system diversity of Denali. This paper gives examples of data sets, program integration and scaling, and research needs.  相似文献

This paper studies mountain hut infrastructure in the Alps as an important element of ecotourism in the Alpine region. To improve the decision-making process regarding the implementation of future infrastructure and improvement of existing infrastructure in the vulnerable natural environment of mountain ecosystems, a new decision support model has been developed. The methodology is based on qualitative multi-attribute modelling supported by the DEXi software. The integrated rule-based model is hierarchical and consists of two submodels that cover the infrastructure of the mountain huts and that of the huts’ surroundings. The final goal for the designed tool is to help minimize the ecological footprint of tourists in environmentally sensitive and undeveloped mountain areas and contribute to mountain ecotourism. The model has been tested in the case study of four mountain huts in Triglav National Park in Slovenia. Study findings provide a new empirical approach to evaluating existing mountain infrastructure and predicting improvements for the future. The assessment results are of particular interest for decision makers in protected areas, such as Alpine national parks managers and administrators. In a way, this model proposes an approach to the management assessment of mountain huts with the main aim of increasing the quality of life of mountain environment visitors as well as the satisfaction of tourists who may eventually become ecotourists.  相似文献
