As freshwater resources become more scarce and water management becomes more contentious, new planning approaches are essential to maintain ecologic, economic, and social stability. One technique involves cooperative modeling in which scientists and stakeholders work together to develop a computer simulation model to assist in planning efforts. In the Middle Rio Grande region of New Mexico, where water management is hotly debated, a stakeholder team used a system dynamics approach to create a computer simulation model to facilitate producing a regional plan. While the model itself continues to be valuable, the process for creating the model was also valuable in helping stakeholders jointly develop understanding of and approaches to addressing complex issues. In this paper, the authors document results from post‐project interviews designed to identify strengths and weaknesses of cooperative modeling; to determine if and how the model facilitated the planning process; and to solicit advice for others considering model aided planning. Modeling team members revealed that cooperative modeling did facilitate water planning. Interviewees suggested that other groups try to reach consensus on a guiding vision or philosophy for their project and recognize that cooperative modeling is time intensive. The authors also note that using cooperative modeling as a tool to build bridges between science and the public requires consistent communication about both the process and the product.  相似文献

Toronto is among the fastest-growing urban regions in North America. Regional efforts to preserve rural landscapes and remnant habitat have had variable success. In the 1990s, significant conflict emerged over proposals to build large housing developments on portions of the Oak Ridges Moraine, a 160-km stretch of environmentally sensitive land along the city’s northern edge. After years of planning conflict, Ontario’s provincial government created the Oak Ridges Moraine Conservation Plan, an Act of the Ontario Legislature. The Plan represents a dramatic change in Ontario’s approach to conservation planning. We examine the development and implementation of the Conservation Plan as an example of environmental planning policy in a complex urban setting. Data from interviews with policy actors, planning agency documents, and geospatial sources are used to construct an analysis and discussion of the Plan and its implementation. From a policy research perspective, the evolution and implementation of the Plan require analysis and monitoring to better understand how such approaches can best be implemented. The Conservation Plan marks a change in policy in Ontario, and the implementation process highlights challenges in putting conservation plans into practice.  相似文献

This paper analyses, by using a constructivist methodology, how sustainability is perceived by Russian urban and regional planners and how environmental planning is understood on a discursive level. The planning discourse, which was reconstructed primarily with the help of 14 thematic interviews undertaken in St Petersburg, is positioned on the axes of the triangle of planning contradictions. The analysis shows that the promoted planning paradigm – the interpretations about the priorities of environmental planning – stem from the expert-centred approach of the Soviet era, and poorly suits the changing governmentality of St Petersburg. Due to regime changes, a significant step from a mute to a reflective governmentality was taken in St Petersburg, but the professional planning discourse is in conflict with this context reality and prohibits a more sustainable planning standpoint from developing.  相似文献

Recent Italian laws mandate the consideration of environmental factors in local plans, especially at the provincial level of government. The plan for the province of Cremona in northern Italy illustrates the integration of the environment in provincial-level planning. The Cremona plan was developed through an ecological planning approach that occurred from 1994 to 1998. As part of this process, the planning team designed an environmental sustainability index. This index was integrated with an environmental capability analysis. To improve the quality of the Cremona landscape, the planning team developed an ecological network. This network seeks to weave together the natural areas of the province, especially by connecting provincial parks to regional river parks throughout Lombardy. The experience of the Cremona provincial plan has implications for environmental management elsewhere in Italy, Europe, and abroad.  相似文献

This article describes the history of the Coachella Valley Multiple Species Habitat Conservation Plan (CVMSHCP), in the Riverside County region of Southern California. When this collaborative biodiversity conservation planning process began, in 1994, local participants and supporters had numerous factors working in their favor. Yet, as of April 2007, nearly 13 years had passed without an approved plan. This is a common problem. Many multiple species habitat conservation plans now take more than a decade to complete, and the long duration of these processes often results in negative consequences. The CVMSHCP process became bogged down—despite strong scientific input and many political advantages—due to problematic relationships between the Plan’s local supporters, its municipal signatory parties, and officials from the state and federal wildlife agencies, particularly the regional office of the US Fish and Wildlife Service. This case study demonstrates the crucial importance of institutional structures and relationships, process management, and timeliness in habitat conservation planning. We conclude by offering several related recommendations for future HCP processes.  相似文献

ABSTRACT: The Metropolitan Water District of Southern California has for more than 70 years shaped the development of an immense urban region. The district's current strategic planning process therefore could have substantial effects on regional water planning and management. The rate restructuring phase of the planning process has produced a multiple component, cost of service based framework. This paper describes that framework as well as some criticisms that have been directed toward it. The rate restructuring was shaped, and for a while stalled, by old disputes among member agencies over rights to water supplied by Metropolitan. That controversy has diverted attention from the resource management implications of the rate structure. This paper presents an alternative future focused approach to regional integrated water resource planning for Southern California based on projections of current trends and anticipation of future events. This discussion raises the question of how regional integrated water resources planning of this sort may proceed, and what role Metropolitan will play in that process.  相似文献

This paper focuses on the development plan activities of the London Boroughs and simply seeks to explain the relatively limited progress that has been made in the preparation and adoption of statutory local plans, by showing how production was constrained as local planners were caught up in the shifting ground of contemporary planning theory. The author suggests that uncertainty about the acceptable scope and content of local plans, at a time when planners were being encouraged to extend the emphasis of their work beyond the purely physical, led to serious problems as planners began to experiment with new approaches to local planning but failed to appreciate the operational implications of each approach.  相似文献

In the process of devising courses of action to resolve problems arising at the society-environment interface, a variety of planning approaches are followed, whose adoption is influenced by—among other things—the characteristics of environmental problems, the nature of the decision-making context, and the intellectual traditions of the disciplines contributing to the study of these problems. This article provides a systematic analysis of six alternative environmental planning approaches—comprehensive/rational, incremental, adaptive, contingency, advocacy, and participatory/consensual. The relative influence of the abovementioned factors is examined, the occurrence of these approaches in real-world situations is noted, and their environmental soundness and political realism is evaluated. Because of the disparity between plan formulation and implementation and between theoretical form and empirical reality, a synthetic view of environmental planning approaches is taken and approachesin action are identified, which characterize the totality of the planning process from problem definition to plan implementation, as well as approachesin the becoming, which may be on the horizon of environmental planning of tomorrow. The suggested future research directions include case studies to verify and detail the presence of the approaches discussed, developing measures of success of a given approach in a given decision setting, and an intertemporal analysis of environmental planning approaches.  相似文献

This study examines planning process influences on plan sustainability scores for 46 township plans in Central Ohio, in the Midwestern Region of the United States. Townships face many similar development challenges as exurban communities along with cultures and economies which straddle urban and rural perspectives. The empirical analysis shows that participation breadth is positively related to sustainability scores, while the use of the sustainability concept in the planning process is negatively related to sustainability scores. Based on the findings, we suggest that communities preparing a comprehensive plan should encourage participation by a variety of groups in the planning process. Future research should examine the manner in which the sustainability concept is incorporated into the planning process to better assess its influence.  相似文献

Although planning scholars often argue that public participation improves implementation outcomes, this relationship is rarely empirically tested. This study investigates how public engagement, during planning and after plan adoption, impacts on the speed of local government sustainability plan implementation. It includes a correlation analysis of quantized in-depth interviews with sustainability planners in 36 American cities. The study finds that individual characteristics of public engagement, both during planning and after plan adoption, had statistically significant relationships to implementation speed, but in some cases this relationship was negative. The correlations imply that sustainability planners can make strategic choices to improve implementation speed through public participation in plan creation and after plan adoption. Alternatively, planners also make choices during participatory planning that slow implementation, a problematic outcome when the ultimate goal of a planning process is on-the-ground change.  相似文献

Numerous governments around the world have adopted statutory mandates on plan content based on the assumption that they lead to greater consistency and higher quality of plans. While a number of studies have examined the relationship between mandates to develop plans and plan quality, there has been limited study of the influence of state mandates for plan content on plan quality in a regional natural resource management (NRM) planning context. This paper explores the relationship between the quality of regional NRM plans between statutory and non-statutory NRM regions in New South Wales and Queensland, Australia. An analysis of 22 regional NRM plans indicates that there is no evidence of a relationship between plan quality and the presence of statutory mandates for regional NRM plans in New South Wales and Queensland. However, the paper identifies and discusses several other factors with unexpected relationships with an impact on the quality of NRM plans in New South Wales and Queensland, Australia.  相似文献

A warmer climate leads to rising sea levels. Despite uncertainties about how rapid and substantial future sea-level rise (SLR) will be, society needs to prepare and adapt. This study examines the state of planning for future SLR in Sweden by surveying 33 coastal municipalities in southern Sweden and interviewing local, regional and national authorities with relevant accountability. The results reveal that there are considerable gaps in current planning for SLR. Almost one-third of municipalities lack guiding planning documents for SLR, and more than two-thirds do not discuss SLR beyond 2100. We argue that the prevailing uncertainty and ambiguity in assessments of future SLR is problematic within a traditional “predict-then-act” paradigm, and that robust approaches, such as scenario planning, can reduce many of these problems.  相似文献

Conservation planning is the process of locating and designing conservation areas to promote the persistence of biodiversity in situ. To do this, conservation areas must be able to mitigate at least some of the proximate threats to biodiversity. Information on threatening processes and the relative vulnerability of areas and natural features to these processes is therefore crucial for effective conservation planning. However, measuring and incorporating vulnerability into conservation planning have been problematic. We develop a conceptual framework of the role of vulnerability assessments in conservation planning and propose a definition of vulnerability that incorporates three dimensions: exposure, intensity, and impact. We review and categorize methods for assessing the vulnerability of areas and the features they contain and identify the relative strengths and weaknesses of each broad approach. Our review highlights the need for further development and evaluation of approaches to assess vulnerability and for comparisons of their relative effectiveness.  相似文献

The author provides an account of Hungarian regional policy and planning during the last 40 years, describing a socialist state trying to escape from a centrally planned economy. The paper discusses the consequences of the reforms and the problems of conflict resolution which resulted. ABSTRACT Water resources planning has emphasized the consideration of alternatives in the formulation of goals and objectives. With greater availability of data and projection models, optimization of plans is now much nearer to accomplishment. In contrast to these favorable aspects of planning, increased complexity of plans and large number of alternatives serving differing sets of goals have extended the time horizons from initial plan formulation to eventual implementation. In this paper a man-machine strategy is proposed to reduce the time required for decision making and conflict resolution. A panel of representatives of the decision makers, influentials and publics involved are selected and brought through a series of dynamic planning steps that simulate real time decision making. Computer interaction graphics is used to visualize the decision making process and to illustrate where and why conflict arises. A mechanism for resolution of conflict and retention of consistency in policy formulation using a cognograph is described.  相似文献

Advocates of sustainable urban development often privilege the region as a scale for coordinated action and investment. However, discourses of sustainability institutionalised through regional planning, and conflated with notions of liveability, lend themselves to recruitment by competing, and opposing, development interests. To be regionally sustainable, an individual land development should, both on-site and through its connections to other sites, contribute to overall sustainability of the region. Using examples of industrial waterfront redevelopment in metropolitan Vancouver, we show how particular urban spaces are misrepresented as lynchpins of regional sustainability. In a plan for residential redevelopment, it is claimed that sustainable redevelopment will reunite citizens with “their waterfront”, reframed as liveable, pure, clean, ecologically vital and non-industrial. At an adjacent site, it is claimed that waterfront industrial land should be protected to combat industrial sprawl. Yet, in both cases the developers have lobbied for the expansion of road transportation making the claims of regional sustainability doubtful.  相似文献

/ The Galilee region on the northern edge of Israel constitutes more than 15% of the state's territory, supplies more than half of its drinking water needs, and is an important recreational resource and destination for Israelis. One of the main objectives of the plan for the Galilee was to devise a regional physical and economic development strategy for the years 1992-2007 that would arrest the trend of emigration of its residents, attract newly arrived immigrants to the region, and at the same time protect natural resources and environmental quality. This paper is limited to discussion of the environmental aspects of the plan. It analyzes spatial concepts for distribution of projected population growth, evaluates environmental impacts of alternative plans, and proposes a decision-making framework and tools for minimizing natural resources loss from development at the local level. Assessment of potential environmental impacts generated quantitative data of natural resources areas. Application of the data in the plan evaluation stage showed that the alternative that concentrated most of the new development in central Galilee was the second-best choice environmentally, but was preferred as the best choice for overall qualities. The planning study offers an alternative environmental impact assessment (EIA) process to the one presently used in Israel by incorporating environmental considerations at the initial plan-making stage and not at the plan-approval stage. It demonstrated that in order to be effective, environmental assessment and land-use planning should be seen as one effort that is integrated from the start and in each stage of the plan-making process.KEY WORDS: Environmental assessment; Development planning; Galilee  相似文献

This article is the first in a series of three. These articles were prepared to document the growth management process undertaken in Teller County, Colorado, USA. In this article, an 11-step method for landscape planning is proposed. In step 1, an issue, or set of related issues, is identified as posing a problem and/or opportunity to people and/or the environment. In step 2, a goal, or several goals, is established to address the problem or opportunity. In steps 3 and 4, inventories and analyses of biophysical and sociocultural processes are conducted, first at the regional level and then at the local level. Step 5 involves detailed studies (such as suitability analyses) that link the inventory and analysis information to the problems or opportunities and goals. Detailed studies link regional and local information to specific sites. Thus, this method involves a regional-local-specific site hierarchy. In step 6, concepts are developed that lead to a landscape plan in step 7. During step 8, the plan is explained through a systematic educational and citizen involvement effort to the affected public. In step 9, detailed designs are developed that again are explained to the specific individuals who will be impacted by the designs. It is in step 10 when the plan and designs are implemented. Step 11 involves the administration of the plan. The method is illustrated through an example of growth management planning for Teller County and the city of Woodland Park, Colorado. Pressure on the world’s water resources is increasing, restraining social and economic development in many countries, and threatening ecological values in others. In order to manage water resources in a more sustainable manner, new planning methodologies/processes for river basin management need to be developed. This study attempts to construct a set of useable normative criteria for the analysis and evaluation of such processes. The criteria were designed as a response to the lack of deductive approaches in the evaluation of methodologies and working procedures used in the context of river basin management, making it possible to highlight their potential for sustainable development. The criteria are based on the twin concepts of participation and integration. These concepts function as well-established dimensions of both sustainable development and sustainable river basin management, and they are of significant methodological relevance. A synthesis of the key aspects connected to the two concepts is undertaken, based on a broad literature review. Focus is laid on how in methodological terms, and in relation to regional water management, to achieve participation and integration in a decision-making or planning process. The criteria are concerned with how knowledge and values are integrated into the planning process and how commitment, legitimacy, or acceptance for the resulting plan is generated.  相似文献

Currently popular concepts such as sustainable development and sustainability seek the integration of environment and development planning. However, there is little evidence that this integration is occurring in either mainstream development planning or environmental planning. This is a function of the history, philosophies, and evolved roles of both. A brief review of the experience and results of mainstream planning, environmental planning, and ecosystem science suggests there is much in past scientific and professional practice that is relevant to the goal of integrated planning for environment and development, but still such commonly recommended reforms as systems and multidisciplinary approaches, institutional integration, and participatory, goal-oriented processes are rarely achieved. “Ecosystem approaches,” as developed and applied in ecology, human ecology, environmental planning, anthropology, psychology, and other disciplines, may provide a more transdisciplinary route to successful integration of environment and development. Experience with ecosystem approaches is reviewed, their advantages and disadvantages are discussed, and they are compared to traditional urban and regional planning, environmental planning, and ecosystem science approaches. Ultimately a synthesis of desirable characteristics for a framework to integrate environment and development planning is presented as a guide for future work and a criterion for evaluating existing programs.  相似文献
