Conservation decisions are typically made in complex, dynamic, and uncertain settings, where multiple actors raise diverse and potentially conflicting claims, champion different and sometimes contradictory values, and enjoy varying degrees of freedom and power to act and influence collective decisions. Therefore, effective conservation actions require conservation scientists and practitioners to take into account the complexity of multiactor settings. We devised a framework to help conservation biologists and practitioners in this task. Institutional economic theories, which are insufficiently cited in the conservation literature, contain useful insights for conservation. Among these theories, the economies of worth can significantly contribute to conservation because it can be used to classify the types of values peoples or groups refer to when they interact during the elaboration and implementation of conservation projects. Refining this approach, we designed a framework to help conservation professionals grasp the relevant differences among settings in which decisions related to conservation actions are to be made, so that they can adapt their approaches to the features of the settings they encounter. This framework distinguishes 6 types of agreements and disagreements that can occur between actors involved in a conservation project (harmony, stricto sensu arrangement, deliberated arrangement, unilateral and reciprocal compromise, and locked-in), depending on whether they disagree on values or on their applications and on whether they can converge toward common values by working together. We identified key questions that conservationists should answer to adapt their strategy to the disagreements they encounter and identified relevant participatory processes to complete the adaptation.  相似文献

环境风险通常发生在一定时间之后,以某种可能性发生在某个特定的地方,使得某些人群受到影响。因此,环境风险是典型的多维度事件,它涵盖四个基本的偏好维度:时间、空间、概率与社会性,每个维度都可能导致环境风险知觉和评价出现折扣(discount)现象。但是,传统视角往往关注单一维度,主要是时间,因而割裂了维度的整体性。基于环境风险的多维度特征,提出了一个统一的多维度偏好框架,为环境风险知觉及评价提供整体性视角。这四个偏好维度统一的内在原因是心理距离。维度共性意味着时间维度上的折现机制能够应用到其它维度,为此,对环境风险跨期评价中关于折现率热点问题的研究进展进行了一个关键的梳理。未来有必要在此整体框架下,重点关注三个方面的问题:(1)环境折现率,对环境折现率的要素及其关系进行规范性分析,进而分析环境贴现率与经济贴现率之间的关系,及双率折现对可持续发展的涵义;(2)基于维度共性,将时间维度上的研究结论应用到其它维度;(3)研究多重维度复合情形下的偏好和评价问题,建立综合性描述模型,依托具体案例探讨有效的环境风险沟通策略、环境政策和制度设计。  相似文献

It is well known that whilst wetlands deliver a wide range of services vital for human well-being, they are being rapidly degraded and lost. Losses tend to be higher where human populations are increasing most and demands for economic development are greatest. Multidisciplinary management approaches that integrate conservation and development objectives in wetlands are therefore urgently requested for by the Ramsar Convention on Wetlands. This paper describes the evaluation of 10 wetland management case studies from Asia, Africa and South America that adopted such an integrated approach. The evaluation assessed the outcomes of these integrated initiatives to identify conditions and processes for linking conservation and poverty reduction objectives in wetlands. The findings are also compared with other assessments of integrated approaches, particularly in terms of their effectiveness in optimizing conservation and poverty reduction outcomes. The results from our studies suggest an ongoing evolution of such integrated interventions, which also implies cycles of learning from past mistakes. Overall, our results highlight the significant variation between wetlands in types and quantities of services they provide and emphasize the need to view many ecological issues as social challenges for equitable solutions to both wetlands and people. The analysis further shows that the positive on-ground results owe much to the interdisciplinary problem analysis, whereby interventions can move from treating symptoms to addressing root causes. while no blueprint emerged on how to successfully integrate conservation and poverty reduction in wetlands, important lessons for future interventions were drawn.  相似文献

Urban ecological risks stemming from urbanization are increasing and limiting the capability of China to effectuate sustainable urban development. Therefore, addressing urban ecological risks is an urgent need. Numerous factors are involved in urban ecological risks, including air, water, and soil. Additionally, risk sources and risk receptors are complex and diverse. In this study, urban ecological risks are defined as adverse effects and possibility of impacts on urban ecosystem services resulting from urbanization. Urbanization is recognized as the risk source, and the urban ecosystem is considered the risk receptor. Based on this understanding, the components of urban ecological risks are defined, and the relationships between the components of urban ecological risks are illuminated by establishing an indicator system. Based on previous studies on urban ecological risks, an explicit framework for identification, assessment, and management of urban ecological risks is proposed. For purposes of identification, there are three types of risk sources: population growth, industrial development, and the expansion of built land. Stressors include the accumulation of contaminants, consumption of resources, and occupation of space. Assessment endpoints are divided into provisioning, regulating, cultural, and supporting services. In response to urban ecological risks having multiple stressors and multiple assessment endpoints, we assessed risks both with a single stressor/single endpoint and comprehensive ecological risks. In our framework, the physical or material assessment of ecosystem services is adopted as the core method for the analysis of urban ecological risk, because it is believed that the analysis of urban ecological risk should be based on the physical or material assessment of ecosystem services instead of the value assessment of ecosystem services. The results of the single value assessment of urban ecosystem services will cause the deviation from the purpose of urban ecosystem services assessment. The purpose of urban ecosystem services assessment is to maintain and/or improve the capability of urban ecosystems of providing physical or material services, and further to reduce or avoid the occurrence risks of unsustainable cities. Additionally, a multi-level characterization method was adopted for the results of urban ecological risk assessment. In this study, we established a platform to manage urban ecological risks based on landscape ecology and environmental internet of things technologies, and to effectuate online urban ecological risk identification, assessment, and management via this platform.  相似文献

Species hybrids have long been undervalued in conservation and are often perceived as a threat to pure species. Recently, the conservation value of hybrids, especially those of natural origin, has gained recognition; however, hybrid conservation remains controversial. We reviewed hybrid management policies, including laws, regulations, and management protocols, from a variety of organizations, primarily in Canada and the United States. We found that many policies are based on limited ethical and ecological considerations and provide little opportunity for hybrid conservation. In most policies, hybrids are either unrepresented or considered a threat to conservation goals. This is problematic because our review of the hybrid conservation literature identified many ethical and ecological considerations relevant to determining the conservation value of a hybrid, all of which are management‐context specific. We also noted a lack of discussion of the ethical considerations regarding hybrid conservation. Based on these findings, we created a policy framework outlining situations in which hybrids could be eligible for conservation in Canada and the United States. The framework comprises a decision tree that helps users determine whether a hybrid should be eligible for conservation based on multiple ecological and ethical considerations. The framework may be applied to any hybrid and is flexible in that it accommodates context‐specific management by allowing different options if a hybrid is a threat to or could benefit conservation goals. The framework can inform policy makers and conservationists in decision‐making processes regarding hybrid conservation by providing a systematic set of decision criteria and guidance on additional criteria to be considered in cases of uncertainty, and it fills a policy gap that limits current hybrid management.  相似文献

Land managers decide how to allocate resources among multiple threats that can be addressed through multiple possible actions. Additionally, these actions vary in feasibility, effectiveness, and cost. We sought to provide a way to optimize resource allocation to address multiple threats when multiple management options are available, including mutually exclusive options. Formulating the decision as a combinatorial optimization problem, our framework takes as inputs the expected impact and cost of each threat for each action (including do nothing) and for each overall budget identifies the optimal action to take for each threat. We compared the optimal solution to an easy to calculate greedy algorithm approximation and a variety of plausible ranking schemes. We applied the framework to management of multiple introduced plant species in Australian alpine areas. We developed a model of invasion to predict the expected impact in 50 years for each species-action combination that accounted for each species’ current invasion state (absent, localized, widespread); arrival probability; spread rate; impact, if present, of each species; and management effectiveness of each species-action combination. We found that the recommended action for a threat changed with budget; there was no single optimal management action for each species; and considering more than one candidate action can substantially increase the management plan's overall efficiency. The approximate solution (solution ranked by marginal cost-effectiveness) performed well when the budget matched the cost of the prioritized actions, indicating that this approach would be effective if the budget was set as part of the prioritization process. The ranking schemes varied in performance, and achieving a close to optimal solution was not guaranteed. Global sensitivity analysis revealed a threat's expected impact and, to a lesser extent, management effectiveness were the most influential parameters, emphasizing the need to focus research and monitoring efforts on their quantification.  相似文献

Research in reintroduction biology has provided a greater understanding of the often limited success of species reintroductions and highlighted the need for scientifically rigorous approaches in reintroduction programs. We examined the recent genetic‐based captive‐breeding and reintroduction literature to showcase the underuse of the genetic data gathered. We devised a framework that takes full advantage of the genetic data through assessment of the genetic makeup of populations before (past component of the framework), during (present component), and after (future component) captive‐breeding and reintroduction events to understand their conservation potential and maximize their success. We empirically applied our framework to two small fishes: Yarra pygmy perch (Nannoperca obscura) and southern pygmy perch (Nannoperca australis). Each of these species has a locally adapted and geographically isolated lineage that is endemic to the highly threatened lower Murray–Darling Basin in Australia. These two populations were rescued during Australia's recent decade‐long Millennium Drought, when their persistence became entirely dependent on captive‐breeding and subsequent reintroduction efforts. Using historical demographic analyses, we found differences and similarities between the species in the genetic impacts of past natural and anthropogenic events that occurred in situ, such as European settlement (past component). Subsequently, successful maintenance of genetic diversity in captivity—despite skewed brooder contribution to offspring—was achieved through carefully managed genetic‐based breeding (present component). Finally, genetic monitoring revealed the survival and recruitment of released captive‐bred offspring in the wild (future component). Our holistic framework often requires no additional data collection to that typically gathered in genetic‐based breeding programs, is applicable to a wide range of species, advances the genetic considerations of reintroduction programs, and is expected to improve with the use of next‐generation sequencing technology.  相似文献

In Europe, Britain was relatively early in being aware of the necessity of conserving natural coastal sites, though not as early as The Netherlands. In the 1960s and 1970s, increasing economic and tourist pressures in Europe prompted measures geared to the protection of other coasts in Europe. The promptness of the British reaction was a result of a sensitive public opinion and of powerful private trusts (National Trust with Enterprise Neptune) rather than of a commitment by the Government. In France a specific organization, in part inspired by the British principle, was set up. However, the French system is based much more on a public authority, theConservatoire de l’Espace Littoral et des Rivages Lacustres and on legislation (Coastal Law of 1986). Although very different in the beginning, French and British conservation politics today show many similarities, along with the similarities in the concerns of both countries.  相似文献

Management of mangrove ecosystems is complex, given that mangroves are both terrestrial and marine, often cross regional or national boundaries, and are valued by local stakeholders in different ways than they are valued on national and international scales. Thus, mangrove governance has had varying levels of success, analyzed through concepts such as principles of good governance and procedural justice in decision-making. Although there is substantial research on case studies of mangrove management, global comparisons of mangrove governance are lacking. This research aims to fill this gap by comparing relationships among qualities of governance across mangrove social-ecological systems worldwide. Through a systematic literature search and screening process, we identified 65 articles that discussed mangrove governance and conservation. Case studies in these articles, drawn from 39 countries, were categorized as top-down, bottom-up, or comanaged and thematically coded to assess the influence of eight principles of good governance in mangrove conservation success. Across all three governance systems, the principles of legitimacy, fairness, and integration were most important in determining conservation success or failure. These principles are closely related to the concept of procedural justice, highlighting the importance of stakeholder inclusion throughout all stages of mangrove management. Thus, we recommend clearly defined roles for all governance actors, transparent communication of policy development to stakeholders, fairness in both process and outcome, and careful consideration of sustainable access to conservation resources.  相似文献

Abstract:  Community-based conservation (CBC) is based on the idea that if conservation and development could be simultaneously achieved, then the interests of both could be served. It has been controversial because community development objectives are not necessarily consistent with conservation objectives in a given case. I examined CBC from two angles. First, CBC can be seen in the context of paradigm shifts in ecology and applied ecology. I identified three conceptual shifts—toward a systems view, toward the inclusion of humans in the ecosystem, and toward participatory approaches to ecosystem management—that are interrelated and pertain to an understanding of ecosystems as complex adaptive systems in which humans are an integral part. Second, I investigated the feasibility of CBC, as informed by a number of emerging interdisciplinary fields that have been pursuing various aspects of coupled systems of humans and nature. These fields—common property, traditional ecological knowledge, environmental ethics, political ecology, and environmental history—provide insights for CBC. They may contribute to the development of an interdisciplinary conservation science with a more sophisticated understanding of social-ecological interactions. The lessons from these fields include the importance of cross-scale conservation, adaptive comanagement, the question of incentives and multiple stakeholders, the use of traditional ecological knowledge, and development of a cross-cultural conservation ethic.  相似文献

We present a framework of resource characteristics critical to the design and assessment of citizen science programs that monitor natural resources. To develop the framework we reviewed 52 citizen science programs that monitored a wide range of resources and provided insights into what resource characteristics are most conducive to developing citizen science programs and how resource characteristics may constrain the use or growth of these programs. We focused on 4 types of resource characteristics: biophysical and geographical, management and monitoring, public awareness and knowledge, and social and cultural characteristics. We applied the framework to 2 programs, the Tucson (U.S.A.) Bird Count and the Maui (U.S.A.) Great Whale Count. We found that resource characteristics such as accessibility, diverse institutional involvement in resource management, and social or cultural importance of the resource affected program endurance and success. However, the relative influence of each characteristic was in turn affected by goals of the citizen science programs. Although the goals of public engagement and education sometimes complimented the goal of collecting reliable data, in many cases trade‐offs must be made between these 2 goals. Program goals and priorities ultimately dictate the design of citizen science programs, but for a program to endure and successfully meet its goals, program managers must consider the diverse ways that the nature of the resource being monitored influences public participation in monitoring.  相似文献

Abstract: The monitoring of trends in the status of species or habitats is routine in developed countries, where it is funded by the state or large nongovernmental organizations and often involves large numbers of skilled amateur volunteers. Far less monitoring of natural resources takes place in developing countries, where state agencies have small budgets, there are fewer skilled professionals or amateurs, and socioeconomic conditions prevent development of a culture of volunteerism. The resulting lack of knowledge about trends in species and habitats presents a serious challenge for detecting, understanding, and reversing declines in natural resource values. International environmental agreements require signatories undertake systematic monitoring of their natural resources, but no system exists to guide the development and expansion of monitoring schemes. To help develop such a protocol, we suggest a typology of monitoring categories, defined by their degree of local participation, ranging from no local involvement with monitoring undertaken by professional researchers to an entirely local effort with monitoring undertaken by local people. We assessed the strengths and weaknesses of each monitoring category and the potential of each to be sustainable in developed or developing countries. Locally based monitoring is particularly relevant in developing countries, where it can lead to rapid decisions to solve the key threats affecting natural resources, can empower local communities to better manage their resources, and can refine sustainable‐use strategies to improve local livelihoods. Nevertheless, we recognize that the accuracy and precision of the monitoring undertaken by local communities in different situations needs further study and field protocols need to be further developed to get the best from the unrealized potential of this approach. A challenge to conservation biologists is to identify and establish the monitoring system most relevant to a particular situation and to develop methods to integrate outputs from across the spectrum of monitoring schemes to produce wider indices of natural resources that capture the strengths of each.  相似文献

The purpose of this study is to evaluate opportunities of the region of Su?la Lake located in Turkey for community-based ecotourism development that enable sustainable landscape and natural resource management as well as livelihood diversification. A participatory research approach was applied by participation of a diverse number of stakeholders (e.g. local communities, local and central governmental bodies and researchers). A set of participatory research tools (e.g. interviews and field surveys), SWOT analysis and the method of Ecotourism Opportunity Spectrum (ECOS) were used to collect and evaluate relevant data. The study consists of four sections. The first section focuses on SWOT analysis by which the advantages and disadvantages of the study area for ecotourism development were examined. In the second section, the most suitable villages for ecotourism development were examined by adapting the method of ECOS based on the 18 parameters by using 1–4 score system. Accordingly, the most suitable five villages for ecotourism development were determined. Major natural and cultural ecotourism resources (e.g. diversity of landforms, spectacular landscapes and traditional lifestyle) of the study area were examined in the third section. In the fourth section, the ecotourism-based livelihood and relevant core capitals were evaluated according to 1–4 score system for the five villages. We hope that the outcomes of this study can draw attention of planners and policymakers to the role of ecotourism for sustainable landscape and natural resource management as well as livelihood diversification in the region and elsewhere.  相似文献

Abstract:  Many prior studies have explored the implications of human population growth and environmentally problematic technologies for biodiversity loss and other forms of environmental degradation. Relatively few, however, have examined the impacts of the level and composition of consumption. We offer a framework that shows how the level and composition of a society's total consumption relate to the uses of various forms of capital and to the sustainability of natural resources and human well-being. We relate the framework to two main approaches—top–down macro studies and bottom–up computer models—for measuring whether overall consumption in the United States satisfies a sustainability requirement. Existing top–down studies have shortcomings that bias their results toward optimism, and current computer simulation models, although strong on revealing biophysical outcomes, are limited in their ability to evaluate impacts on human well-being. Although some ambiguities arise in determining whether overall consumption in the United States is excessive, our conclusions regarding the composition of U.S. consumption are unambiguous. Distorted consumption patterns and associated production methods lead to excessively rapid natural resource depletion; greater conservation would yield gains to current and future generations that more than compensate for the sacrifices involved. Public policies that deal with the composition problem not only would help conserve natural resources and improve current welfare but also would reduce the costs of meeting the goal of sustainability.  相似文献

Grazing with livestock is a common feature of nature and rangeland management. Although both aim at different, seemingly opposing goals, i.e. maintenance of biodiversity values versus maximization of animal production, they nonetheless have a common interest in maintaining the rangeland or natural environment in a state that ensures either the first or the second goal. In order to accomplish an effective and efficient grazing management, in terms of grazer density, grazer composition, grazing seasonality, and to prevent under- and overgrazing, a grazing capacity model (GCM) was developed, that should be applicable in both rangeland and nature conservation management conditions and that takes spatio-temporal environmental variation into account. This spatio-temporally dynamic model considers crucial variables at both the terrain and the grazer level, such as (seasonally) fluctuating forage yield, forage quality, plant palatability, accessibility of the area, soil erosion vulnerability, animal nutritive requirements, animal behaviour and general habitat condition. It predicts the optimal grazer species and density, taking into account the seasonal variation in animal needs and fluctuating terrain characteristics. A sensitivity analysis was conducted to define each parameter's relative impact on the final outcome of the model.We present the GCM outline and illustrate the functionality of this model for Shetland ponies and Highland cattle, grazing in a temperate coastal dune environment. According to the model, seasonal fluctuations in optimal grazer densities occur: the area can support higher densities in summer and autumn than it can during winter and spring. With the current density of grazing animals and the choice for year-round grazing at non-fluctuating animal densities, the model consequently predicts overgrazing in winter and undergrazing in summer and autumn. Both undergrazing and overgrazing scenarios might lead to non-sustainable situations in the future.  相似文献

Integrated conservation approaches (ICAs) are employed by governments, communities, and nongovernmental organizations worldwide seeking to achieve outcomes with dual benefits for biodiversity conservation and poverty alleviation. Although ICAs are frequently implemented concurrently, interactions among ICAs and the synergies or trade-offs that result are rarely considered during program design, implementation, and evaluation. In support of more deliberate and effective use of ICAs, we examined interactions among four well-known strategies: biosphere reserves (BRs), voluntary protected areas (VPAs), payments for ecosystem services (PES), and community forest management (CFM). Through a comparative case study, we analyzed interactions among spatially or temporally clustered ICAs implemented on communally held and managed lands in three ecologically and socioeconomically distinct regions of Mexico. Our research methods combined policy analysis with data gathered through participant observation and semistructured interviews (n = 78) and focus groups (n = 5) with government officials, implementers, and participants involved in ICAs in 28 communities. Despite the significant differences among the regions in which they were implemented, we found that key actors at each level of involvement generally perceived interactions among ICAs as synergistic. The PES programs were perceived to strengthen protected areas by reducing forest cover loss in and around BRs, fostering proconservation attitudes, and incentivizing the establishment of VPAs. Communities that invested PES income in CFM were motivated to conserve forests beyond the duration of PES programs, and CFM in buffer zones was perceived to strengthen BRs by maintaining forest cover and generating income for communities. We also identified key social and environmental factors that can influence these interaction effects among ICAs. Based on these findings, we recommend further study of ICA interactions and intentionally complementary policy design to maximize positive environmental and social outcomes.  相似文献

Based on a study of an experimental wild plant certification project implemented within a tribal community in India, this paper explores how wild plant collectors respond to two contradictory objectives of certification, namely, conserving a targeted plant species while promoting its sale. By providing economic incentives through certification, the project aimed to induce a shift from the collection of immature berries to mature berries from a targeted tree species. However, the majority of the collectors increased their harvests of mature berries while continuing to collect the same quantities of immature berries. This unanticipated project outcome can be attributed to the unique nature of wild plants as an uncertain income source that requires no investment. Evidently, collectors have developed their own concepts of ecological and economic sustainability derived from this unique income source endowed by nature, and have incorporated the new economic opportunity into their own natural resource management strategies.  相似文献

The Countryside Council for Wales (CCW) is developing a management framework with the primary aim of restoring favourable conservation status to the sand dune resource of Wales. It will take onboard the requirements of both national and international conservation legislation and will also help CCW integrate its responsibilities for biodiversity, geodiversity, landscape, access and recreation for this habitat. In order to achieve certain conservation goals it will be necessary to have in place a variety of different types of management ranging from non- or minimal intervention through to intensive single species management and habitat re-creation. However, it will not provide a comprehensive framework for all aspects of site management, but only those that are deemed to be of strategic importance, and have significance within an all-Wales perspective for their nature conservation importance.  相似文献

Protected areas (PAs) are a key strategy for protecting biological resources, but they vary considerably in their effectiveness and are frequently reported as having negative impacts on local people. This has contributed to a divisive and unresolved debate concerning the compatibility of environmental and socioeconomic development goals. Elucidating the relationship between positive and negative social impacts and conservation outcomes of PAs is key for the development of more effective and socially just conservation. We conducted a global meta‐analysis on 165 PAs using data from 171 published studies. We assessed how PAs affect the well‐being of local people, the factors associated with these impacts, and crucially the relationship between PAs’ conservation and socioeconomic outcomes. Protected areas associated with positive socioeconomic outcomes were more likely to report positive conservation outcomes. Positive conservation and socioeconomic outcomes were more likely to occur when PAs adopted comanagement regimes, empowered local people, reduced economic inequalities, and maintained cultural and livelihood benefits. Whereas the strictest regimes of PA management attempted to exclude anthropogenic influences to achieve biological conservation objectives, PAs that explicitly integrated local people as stakeholders tended to be more effective at achieving joint biological conservation and socioeconomic development outcomes. Strict protection may be needed in some circumstances, yet our results demonstrate that conservation and development objectives can be synergistic and highlight management strategies that increase the probability of maximizing both conservation performance and development outcomes of PAs.  相似文献
