Protected areas are a key instrument for conservation. Despite this, they are vulnerable to risks associated with weak governance, land-use intensification, and climate change. We used a novel hierarchical optimization approach to identify priority areas for expanding the global protected area system that explicitly accounted for such risks while maximizing protection of all known terrestrial vertebrate species. To incorporate risk categories, we built on the minimum set problem, where the objective is to reach species distribution protection targets while accounting for 1 constraint, such as land cost or area. We expanded this approach to include multiple objectives accounting for risk in the problem formulation by treating each risk layer as a separate objective in the problem formulation. Reducing exposure to these risks required expanding the area of the global protected area system by 1.6% while still meeting conservation targets. Incorporating risks from weak governance drove the greatest changes in spatial priorities for protection, and incorporating risks from climate change required the largest increase (2.52%) in global protected area. Conserving wide-ranging species required countries with relatively strong governance to protect more land when they bordered nations with comparatively weak governance. Our results underscore the need for cross-jurisdictional coordination and demonstrate how risk can be efficiently incorporated into conservation planning. This paper aims to assess the effectiveness of the so-called ‘Eco-Management and Audit Scheme (EMAS) cluster approach’ when applied to environmental policies, by focusing on the case history of the industrial paper production cluster located in the Province of Lucca (Italy). The Lucca cluster represents approximately 20% of Italian paper production, and Italy is the fourth leading paper producer in Europe. In the last 10 years, environmental policies have been developed under the common ‘umbrella’ of a strong public and private partnership based on stakeholder networking within the application of the EU EMAS Regulation. This article evaluates the outcome of such an approach, by comparing the environmental performance indicators for the Lucca’s paper industry using data collected from more than 40 plants before and after the adoption of this voluntary tool. The results show considerable improvements for many environmental performance indicators, consistently with the implementation of the cluster approach.  相似文献

• China’s rural industrial land (RIL) area quadrupled from 1990 to 2015. • RIL expansion cost 9% of China’s crop production and threatened human/ecosystem safety. • The underprivileged population bears a disproportionally large share of the risks. China’s rural industrialization has been a major driver for its rapid economic growth during the recent decades, but its myriad environmental risks are yet to be fully understood. Based on a comprehensive national land-use data set, our study shows that the area of China’s rural industrial land (RIL) quadrupled during 1990–2015, reaching 39000 km2 in 2015, comparable to urbanization in magnitude but with a much greater degree of landscape fragmentation which implies stronger ecological and environmental impacts. About 91% of the protected areas in the central China were within 50 km from rural industrial land, thus exposed to industrial disturbances. Accelerated rural industrial land expansion, particularly in regions under high geo-hazard risks, led to dramatically increased environmental risks, threatening the safety and health of both rural industrial workers and residents. Moreover, negative effects from rural industrial land expansion could partially offset the crop production growth in recent decades. The underprivileged rural population in the west bears a disproportionally large share of the increased environmental risks. China urgently needs to design and implement sustainable policies to restrict and reshape its rural industrialization. This study aims to inspire policy makers and researchers to rethink the current model of industrial expansion and improve rural industrial land planning, which is important for achieving the sustainable development goals of China.  相似文献

The recent 2014 floods in Serbia highlighted the potential extent of climate-related risks in the region, resulting in more than 30 deaths and more than 30,000 displaced people, with the overall cost of the damage close to €1.5 billion. By the end of this century, Serbia will experience an increase in temperature of up to 4°C and a decrease in summer precipitation of up to 50%. Adaptation to those changes calls for the redefinition of a strategic approach and the integration of climate change challenges into the processes of local sustainable development planning. The objective of this study was to assess current local sustainable development strategies (LSDSs) and highlight some of the threats and opportunities which may help or hinder the adaptation process, the evaluation of development priorities, coordination mechanisms at the local level and risk management practice. Based on climate trends and vulnerability level, 20 of the potentially most vulnerable municipalities in Serbia were selected. The analysis shows that although local sustainable development planning still lacks cross-sectorial planning practice and risk management plans and measures, and does not yet recognize vulnerable sectors as climate sensitive, it can still serve as a platform for adaptation planning. Based on the assessed LSDS framework, the most suitable approach to the development of an adaption strategy is the vulnerability-based approach. At the same time, the potential for initiating adaptation planning is recognized in the utilization of already established networks with external and international donors and planning experts, joined county or regional adaptation planning, and cross-border collaboration.  相似文献

Anthropogenic climate change is a key threat to global biodiversity. To inform strategic actions aimed at conserving biodiversity as climate changes, conservation planners need early warning of the risks faced by different species. The IUCN Red List criteria for threatened species are widely acknowledged as useful risk assessment tools for informing conservation under constraints imposed by limited data. However, doubts have been expressed about the ability of the criteria to detect risks imposed by potentially slow‐acting threats such as climate change, particularly because criteria addressing rates of population decline are assessed over time scales as short as 10 years. We used spatially explicit stochastic population models and dynamic species distribution models projected to future climates to determine how long before extinction a species would become eligible for listing as threatened based on the IUCN Red List criteria. We focused on a short‐lived frog species (Assa darlingtoni) chosen specifically to represent potential weaknesses in the criteria to allow detailed consideration of the analytical issues and to develop an approach for wider application. The criteria were more sensitive to climate change than previously anticipated; lead times between initial listing in a threatened category and predicted extinction varied from 40 to 80 years, depending on data availability. We attributed this sensitivity primarily to the ensemble properties of the criteria that assess contrasting symptoms of extinction risk. Nevertheless, we recommend the robustness of the criteria warrants further investigation across species with contrasting life histories and patterns of decline. The adequacy of these lead times for early warning depends on practicalities of environmental policy and management, bureaucratic or political inertia, and the anticipated species response times to management actions. Sustainable entrepreneurship is a spin-off concept from sustainable development that can be defined as the continuing commitment by business to behave ethically and contribute to economic development while improving the quality of life of the workforce, their families, local communities, society and the world at large, as well as future generations. This is an approach that is applied mostly by large, often industrial companies. In their wake, a whole range of sustainability certificates have come about. Because of the proliferation of complex and costly procedures to obtain them, SMEs have almost unanimously ignored and repudiated the idea of sustainable entrepreneurship. Although the gains can be substantial in terms of risk control, business relationships with large companies and positive reputation, the question is raised whether SMEs can actually afford to do business in a sustainable manner.

The case study provides the preconditions for implementation of sustainable business practices by SMEs. First, the smaller financial resources of SMEs are not a prohibitive determinant. Lack of time, however, is. When preconditions are solved, SMEs should select a simple, pragmatic and effective format that is tailored to their needs. The case study offers some convincing examples. Finally, SMEs should look at the return and the opportunity costs of a sustainability strategy rather than simply examining the financial costs.  相似文献

To improve material efficiency, industrial structure optimization becomes a focal point in Chinese industrial and environmental policies. It is crucial to cluster economic sectors and determine their priority for industrial and environmental policy implementation. Integrating a set of criteria, a hybrid input-output model and the hierarchical cluster analysis, this study clusters China’s economic sectors and determines their priority on a life cycle basis. China’s economic sectors are clustered into three clusters. Industrial structure changes (industrial policy) should encourage the development of sectors in cluster 1 and limit the development of sectors in cluster 2. Technology development and materials recycling (two environmental policies) should mainly focus on sectors in clusters 1 and 2. Future industrial policies in China should limit the development of two sectors named Manufacture of metal products and Extraction of petroleum and natural gas. Instead of limiting some industries by command-and-control, the best policy option is to remedy environmental standards and law enforcement. Enterprises belonging to the identified key sectors from the viewpoint of direct production impacts should be concerned to achieve enterprise sustainability. To achieve sustainable production chains, the identified key sectors from the viewpoint of accumulative production impacts should be concerned. For sustainable consumption, the identified key sectors from the viewpoint of consumption impacts should be concerned to transform consumption styles. Most of environmental pressure can be alleviated not only by technical improvements and material recycling, but also by the development of economic sectors in cluster 1.  相似文献

Sustainable waste management in the industrial ecology perspective brings enormous challenges to the existing methodology of waste analysis at the industrial park (IP) scale. In this study, a four-step method was proposed for industrial solid waste (ISW) flow analysis of eco-industrial parks (EIPs) and applied to two IPs in eastern China. According to a park-wide census of 619 industrial enterprises and 105 questionnaires by a survey from 2006 to 2008, the results indicated that: 1) at the enterprise scale, more than 60% of enterprises were small-ISW-generation enterprises which encountered great difficulties on effective waste management; 2) at the IP scale, though the two IPs have set up their own environmental management systems and passed the ISO 14001 certification, the efficiencies of the ISW management systems have yet to be improved in the industrial ecology perspective; and 3) at the regional scale, more than 97% of ISW flowed within the provincial region, indicating that the provincial governments prevented the wastes from flowing into their own “back yard”. Effective waste management should be placed in a broader perspective. Approaches to sustainable waste management may include wastes exchange, efficient waste and information flow, virtual EIP, waste minimization clubs and regionalization of waste management.  相似文献

● China has pledged ambitious carbon peak and neutrality goals for mitigating global climate change. ● Major challenges to achieve carbon neutrality in China are summarized. ● The new opportunities along the pathway of China’s carbon neutrality are discussed from four aspects. ● Five policy suggestions for China are provided. China is the largest developing economy and carbon dioxide emitter in the world, the carbon neutrality goal of which will have a profound influence on the mitigation pathway of global climate change. The transition towards a carbon-neutral society is integrated into the construction of ecological civilization in China, and brings profound implications for China’s socioeconomic development. Here, we not only summarize the major challenges in achieving carbon neutrality in China, but also identify the four potential new opportunities: namely, the acceleration of technology innovations, narrowing regional disparity by reshaping the value of resources, transforming the industrial structure, and co-benefits of pollution and carbon mitigation. Finally, we provide five policy suggestions and highlight the importance of balancing economic growth and carbon mitigation, and the joint efforts among the government, the enterprises, and the residents.  相似文献

Abstract: The need to adapt to climate change has become increasingly apparent, and many believe the practice of biodiversity conservation will need to alter to face this challenge. Conservation organizations are eager to determine how they should adapt their practices to climate change. This involves asking the fundamental question of what adaptation to climate change means. Most studies on climate change and conservation, if they consider adaptation at all, assume it is equivalent to the ability of species to adapt naturally to climate change as stated in Article 2 of the United Nations Framework Convention on Climate Change. Adaptation, however, can refer to an array of activities that range from natural adaptation, at one end of the spectrum, to sustainability science in coupled human and natural systems at the other. Most conservation organizations deal with complex systems in which adaptation to climate change involves making decisions on priorities for biodiversity conservation in the face of dynamic risks and involving the public in these decisions. Discursive methods such as analytic deliberation are useful for integrating scientific knowledge with public perceptions and values, particularly when large uncertainties and risks are involved. The use of scenarios in conservation planning is a useful way to build shared understanding at the science–policy interface. Similarly, boundary organizations—organizations or institutions that bridge different scales or mediate the relationship between science and policy—could prove useful for managing the transdisciplinary nature of adaptation to climate change, providing communication and brokerage services and helping to build adaptive capacity. The fact that some nongovernmental organizations (NGOs) are active across the areas of science, policy, and practice makes them well placed to fulfill this role in integrated assessments of biodiversity conservation and adaptation to climate change.  相似文献

With the depletion of many natural resources, we are growing aware of the need to understand the risks that stem from different management decisions. Here, we outline an approach to test the ability of different dynamical signatures to characterize time-series data: how likely is it that a natural population is declining, sustainable, or increasing, and at what rates are these temporal changes likely occurring? These dynamical signatures can serve as a robust foundation on which to formulate alternative scenarios in a decision analysis. They take account of much of the uncertainty in model parameters and have precise mathematical underpinnings with associated risks. We present methods to evaluate the likelihood of these scenarios, and ways that the analysis can be graphically represented. We discuss different ecological factors such as climate variability, life history, ecosystem interactions, and a changing population age structure, all of which impact the dynamics of natural populations. Considering the types of dynamical signatures that emerge from these factors can change our understanding of risk and the decisions that we make.  相似文献

Least-cost modeling for focal species is the most widely used method for designing conservation corridors and linkages. However, these linkages have been based on current species' distributions and land cover, both of which will change with large-scale climate change. One method to develop corridors that facilitate species' shifting distributions is to incorporate climate models into their design. But this approach is enormously complex and prone to error propagation. It also produces outputs at a grain size (km2) coarser than the grain at which conservation decisions are made. One way to avoid these problems is to design linkages for the continuity and interspersion of land facets, or recurring landscape units of relatively uniform topography and soils. This coarse-filter approach aims to conserve the arenas of biological activity rather than the temporary occupants of those arenas. In this paper, we demonstrate how land facets can be defined in a rule-based and adaptable way, and how they can be used for linkage design in the face of climate change. We used fuzzy c-means cluster analysis to define land facets with respect to four topographic variables (elevation, slope angle, solar insolation, and topographic position), and least-cost analysis to design linkages that include one corridor per land facet. To demonstrate the flexibility of our procedures, we designed linkages using land facets in three topographically diverse landscapes in Arizona, USA. Our procedures can use other variables, including soil variables, to define land facets. We advocate using land facets to complement, rather than replace, existing focal species approaches to linkage design. This approach can be used even in regions lacking land cover maps and is not affected by the bias and patchiness common in species occurrence data.  相似文献

SUMMARY

Regional business concepts are said to have huge potential to support sustainable development in industrialised countries (e.g. Stransfeld, 1999). However, whereas efforts have been made to implement regional concepts within agriculture and forestry, empirical findings show that regional concepts are only of minor importance to managers within industrial production (Rentz et al., 2000). Considering this situation, the aim of the present article is to explain why regional business concepts have rarely been implemented in the field of industrial production. Therefore, in the course of the present article, a raster for the identification of relevant barriers on a personal, enterprise, inter-firm and macroeconomic level will be developed and applied. Subsequently, suggestions for a set of measures to overcome these barriers to regionalisation will be given. The results have been identified in the framework of a questionnaire to about 30 decision makers of industrial companies within research, a project promoted by the German Ministry of Education and Research.  相似文献

Developmental toxicity experiments are designed to assess potential adverse effects of drugs and other exposures on developing fetuses from pregnant dams. Extrapolation to humans is a very difficult problem. An important issue here is whether risk assessment should be based on the fetus or the litter level. In this paper, fetus and litter-based risks that properly account for cluster size are defined and compared for the beta-binomial model and a conditional model for clustered binary data. It is shown how the hierarchical structure of non-viable implants and viable but malformed offspring can be incorporated. Risks based on a joint model for death/resorption and malformation are contrasted with risks based on an adverse event defined as either death/resorption or malformation. The estimation of safe exposure levels for all risk types is discussed and it is shown how estimation of the cluster size distribution affects variance estimation. The methods are applied to data collected under the National Toxicology Program and in large sample simulations.  相似文献
