ABSTRACT: This paper draws on interviews with Washington State Watershed Planning Leads (Planning Leads) and interactions with local watershed planning units to identify factors that may influence the inclusion of climate change in watershed planning efforts in Washington State. These factors include the interest of individual planning unit members in climate change; Planning Lead familiarity with climate impacts; the influence of trust, leadership, and “genetic knowledge” on planning units; and perceptions of strategic gain. The research also identifies aspects of the planning process that may create opportunities for addressing climate impacts in future planning. These aspects include continuation of watershed planning units after plans are developed; commitment to updating watershed plans; recognition of climate impacts in planning documentation; dedicated incentive funding; and the availability of hydrologic modeling tools for assessing hydrologic impacts. Additional types of technical assistance that could support integration of climate impacts are also identified. It is hoped that the insight provided by this analysis will help individuals involved in stakeholder‐based watershed planning recognize the various dynamics potentially affecting the inclusion of climate change in watershed planning and in doing so, contribute to the development of planning approaches and tools that will support local efforts to adapt to climate impacts. 相似文献

From tracking land-use change to biodiversity loss, citizen science data have become a cornerstone for conservation. However, policymakers must understand the “data-generating process” to make good use of existing citizen science data and encourage the production of useful new data. We analyze data from the two largest German online platforms for ecological observations to explore and quantify the effect of explicit incentives on volunteer recordings, created by a large-scale prize competition on one of the platforms. We find 10% more recordings during the prize competition. Moreover, the effects of weather and weekends are attenuated during the competition period. Finally, the diversity of recorded species decreases. Our study shows the first statistical evidence that using explicit incentives increases the quantity of citizen science data. It highlights the need to further study the effect of explicit incentives on data quality and the engagement of citizens for conservation. 相似文献

Abstract: Adaptive management is often proposed as the most effective way to manage complex watersheds. However, our experience suggests that social and institutional factors constrain the search for, and integration of, the genuine learning that defines adaptive management. Drawing on our work as social scientists, and on a guided panel discussion at a recent AWRA conference, we suggest that watershed‐scale adaptive management must be recognized as a radical departure from established ways of managing natural resources if it is to achieve its promise. Successful implementation will require new ways of thinking about management, new organizational structures and new implementation processes and tools. Adaptive management encourages scrutiny of prevailing social and organizational norms and this is unlikely to occur without a change in the culture of natural resource management and research. Planners and managers require educational, administrative, and political support as they seek to understand and implement adaptive management. Learning and reflection must be valued and rewarded, and fora established where learning through adaptive management can be shared and explored. The creation of new institutions, including educational curricula, organizational policies and practices, and professional norms and beliefs, will require support from within bureaucracies and from politicians. For adaptive management to be effective researchers and managers alike must work together at the watershed‐scale to bridge the gaps between theory and practice, and between social and technical understandings of watersheds and the people who occupy and use them. 相似文献

In this paper we examine and compare communication processes aimed at building social networks and increasing citizen engagement in two communities participating in a municipal sustainability planning (MSP) pilot programme in Alberta, Canada, initiated by the Alberta Urban Municipalities Association (AUMA). Data were gathered through qualitative semi-structured interviews and documentary review. In soliciting citizen engagement, each community utilised a variety of communication methods, based on available resources and on-going evaluation of community responses. In both cases, citizens developed a shared vision of a preferred future for their community, aided by a reconfiguration of their internal and external social networks. In addition to drawing upon and strengthening bonding relationships within the community, bridging relationships with external actors and agencies promoted knowledge mobilisation that aided in planning and transitioning towards sustainability. Both communities faced challenges as well, which the authors discuss in relation to the sustainability of MSP planning. 相似文献

Abstract: The rainfall‐runoff model presented in this study represents the hydrology of 15 major watersheds of the Sierra Nevada in California as the backbone of a planning tool for water resources analysis including climate change studies. Our model implementation documents potential changes in hydrologic metrics such as snowpack and the initiation of snowmelt at a finer resolution than previous studies, in accordance with the needs of watershed‐level planning decisions. Calibration was performed with a sequence of steps focusing sequentially on parameters of land cover, snow accumulation and melt, and water capacity and hydraulic conductivity of soil horizons. An assessment of the calibrated streamflows using goodness of fit statistics indicate that the model robustly represents major features of weekly average flows of the historical 1980‐2001 time series. Runs of the model for climate warming scenarios with fixed increases of 2°C, 4°C, and 6°C for the spatial domain were used to analyze changes in snow accumulation and runoff timing. The results indicated a reduction in snowmelt volume that was largest in the 1,750‐2,750 m elevation range. In addition, the runoff center of mass shifted to earlier dates and this shift was non‐uniformly distributed throughout the Sierra Nevada. Because the hydrologic model presented here is nested within a water resources planning system, future research can focus on the management and adaptation of the water resources system in the context of climate change. 相似文献

Social innovation represents a social practice that aims to meet social needs by involving communities in dialogues through participatory and collaborative approaches. One new and particular solution of social innovation is represented by Urban Civic Networks. However, considering the novelty of this topic, neither the benefits nor the role of public entities in implementing such practice of social innovation, nor the strengths of the implementation process are known, yet. This study aims to fill this gap through the analysis of a single‐case study, based upon theories of social innovation and social change, referring to the City of Bari. Results show that implementation of Urban Civic Networks generates both tangible and intangible benefits and demonstrate that local government plays a pivotal and leading role in the implementation process. Finally, they show that the strengths of this practice are connected to bottom‐up approaches enabling efficient knowledge management and collaboration. 相似文献

ABSTRACT: This article reports the findings of a case study of a major California water management district's effort to change its management approach. The following key findings and factors have influenced the Salinas basin management plan (BMP) and its progress: (1) the Salinas Valley is an economy dominated by highly sophisticated irrigated agriculture dependent on ground water; (2) a persistent pattern of agricultural overdraft of ground water has hurt growers primarily in the north end of the valley via induced saline intrusion of irrigation wells; (3) a complex set of water institutions, property and water rights, and land lease practices offer little incentive for good stewardship of land and water; and (4) the BMP approach initially may have intensified tension among growers and between growers and other water user groups. Water rules and practices in the Salinas Valley and Monterey County have evolved through a long historical process of adaptations. Therefore, any significant changes in local water use practices need to be understood in terms of cultural change, that is, changes in deeply held values, beliefs, and assumptions. We believe the BMP and the MCWRA are succeeding when evaluated from this evolutionary perspective. The fact that both still exist relatively intact testifies that they are working, albeit slowly. 相似文献

The aim of this study is to assess and document the influence of collaborative watershed partnership processes on realising outcomes: improvement in social conditions and implementation of restoration projects in the Philadelphia region. Methods include primary document review, a survey of partnership participants and quantitative analysis. This analysis identifies correlations between the quality of the collaborative process and changes in social conditions. In addition, although participants in the partnerships have implemented a range of watershed restoration projects, the influence of the process on implementation is ambiguous. The collaborative processes yield agreements, improve learning and build social capital; yet these alone may be insufficient to overcome barriers to implementation. 相似文献

ABSTRACT: Protecting surface water quality in watersheds undergoing demographic change requires both the management of existing threats and planning to address potential future stresses arising from changing land use. Many reservoirs and threatened waterbodies are located in areas undergoing rapid population growth, and increases in density of residential and commercial land use, accompanied by increased amount of impervious surface area, can result in increased pollutant loading and degradation of water quality. Effective planning to address potential threats, including zoning and growth management, requires analytical tools to predict and compare the impacts of different management options. The focus of this paper is not on developing demographic projections, but rather the translation of such projections into changes in land use which form the basis for assessment of future watershed loads. Land use change can be forecast at a variety of spatial and temporal scales. A semi-lumped, GIS-based, transition matrix approach is recommended as consistent with the level of complexity achievable in most watershed models. Practical aspects of forecasting future land use for watershed assessment are discussed. Several recent reservoir water supply projection studies are used to demonstrate a general framework for simulating changes in land use and resulting impacts on water quality. In addition to providing a technical basis for selecting optimal management alternatives, such a tool is invaluable for demonstrating to different stakeholder groups the trade-offs among management alternatives, both in terms of water quality and future land use patterns within the watershed. 相似文献

ABSTRACT Water resources planning has emphasized the consideration of alternatives in the formulation of goals and objectives. With greater availability of data and projection models, optimization of plans is now much nearer to accomplishment. In contrast to these favorable aspects of planning, increased complexity of plans and large number of alternatives serving differing sets of goals have extended the time horizons from initial plan formulation to eventual implementation. In this paper a man-machine strategy is proposed to reduce the time required for decision making and conflict resolution. A panel of representatives of the decision makers, influentials and publics involved are selected and brought through a series of dynamic planning steps that simulate real time decision making. Computer interaction graphics is used to visualize the decision making process and to illustrate where and why conflict arises. A mechanism for resolution of conflict and retention of consistency in policy formulation using a cognograph is described. 相似文献

We have extended the paired watershed concept to examine the effectiveness of watershed management programs by adding comparative criteria for social characteristics. For four different 8 or 11/12 digit hydrologic unit code (HUC) watersheds in the Midwest, we have piloted a systematic method for selecting paired subwatersheds. First, we developed a list of 11 key variables. Next, a factor analysis was conducted to determine the underlying structure of the 11 input variables. Finally, in each of the four watersheds, potential paired subwatersheds (all 14 digit HUCs) were selected using the factors in a cluster analysis. Informal interviews were then held with key informants in each watershed to provide qualitative assessments of criteria that could impact the comparability of the subwatersheds. This method for selecting paired watersheds should be helpful for other researchers to test the effectiveness of watershed management programs focused on behavior change. 相似文献

ABSTRACT. Water development planning has virtually since its beginnings over one hundred fifty years ago utilized a variety of devices for involving segments of the public. But a new insistence for increased public participation, particularly at the Federal level, has stimulated re-examination of objectives and methods for relating water planning to citizen interests and preferences. Involved is partly a recommitment to democratic symbols, partly a recognition that segments of society have been overlooked, and partly a reaction to the pressures of confrontation and demonstration. The rhetoric and polemics of participation have often implied a kind of “town-meeting” process of decision, difficult at best in a nation of 200 million. In water planning more emphasis has been placed on listening to citizens, which has meant providing opportunities for influentials to express their views and preferences. A more adequate approach would seem to require identification of all who are significantly affected by plans and proposals (even though they may not perceive then-interest). But gaining greater participation does not make the planning job easier. It may increase tension and conflict; it may require difficult choices; and it can alter existing power relationships and generate changes with considerable consequences for the agency and its programs. 相似文献

Although several studies of Oregon and Washington watershed groups exist, a definitive regional analysis of Pacific Northwest (PNW) watershed groups’ success is lacking. This paper uses data collected from a single survey instrument to determine the status, structure, and success of watershed groups in Idaho, Oregon, and Washington, respectively. Results indicate that watershed group member satisfaction with elements of group structure correlates with levels of perceived group success. Strong leadership within a group and a clear mission statement also indicate higher levels of perceived success. Contrasting realized successes among PNW watershed groups with metrics of perceived success constructed from survey data define watershed groups’ missions and goals and is validated by analysis of the Washington State planning groups’ responses. Overall, PNW watershed groups identified themselves as largely successful. Therefore, the structure, function, and operation identified as characteristic of PNW watershed groups could be used as a model for developing watershed group programming in regions with similar conditions. 相似文献

Despite the apparent failure of international negotiations and renewed criticism of the accuracy of climate science, responses to climate change continue in households, cities, fields, and meeting rooms. Notions of “doing something about”, or “taking action on” or “mitigating and adapting” to climate change inform practices of carbon trading, restoring native forests, constructing wind turbines, insulating houses, using energy efficient light bulbs, and lobbying politicians for more or less of these actions. These expressions of agency in relation to climate change provide the focus of our enquiry. We found that relationships or social networks linked through local government are building capabilities to respond to climate change. However, the framework of “mitigation–adaptation” will need to be supplemented by a more diverse suite of mental models for making sense of climate change. Use of appropriate languages, cultural reference points, and metaphors embedded in diverse histories of climates and change will assist actors in their networked climate change responses. 相似文献

Funding shortages limit conservation impact, making it vital to find effective fundraising methods. To explore how traditional and digital conservation fundraising methods perform, we conducted real-world field experiments by using direct-mail and Facebook advertisements. We compared three types of message frames (simple, seed money, and ecological). We found that the seed money frame, which emphasizes the amount already donated, increased the number of donors, whereas the ecological frame, which focuses on the fact that the fundraiser benefits threatened species, led to a relative reduction in the number of donors. We also found that while Facebook advertising costs exceeded donations, while the opposite was true for the traditional mail experiment. This highlights the importance of identifying appropriate donor pools for online and offline fundraising before implementing campaigns. Our findings illustrate some challenges associated with online fundraising and the importance of behavioral evidence to enhance effective fundraising in conservation. 相似文献

ABSTRACT: The 1990s have featured a rapid proliferation of “watershed initiatives” in the western United States and elsewhere. Watershed initiatives are ad hoc, voluntary associations typically featuring both governmental and non-governmental actors organized together to collaboratively seek new strategies for addressing water and related natural resource problems at physically relevant regional scales. These efforts are a response to historical and sociopolitical trends that have resulted in increasingly ineffective forums and processes of resource management decision-making, and that have subordinated the role of local stakeholders in problem-solving efforts. In most cases, watershed initiatives appear to provide a pragmatic vehicle for resource managers and stakeholders to address common concerns in a more efficient manner than is otherwise possible, and as such, deserve further application and continued support. 相似文献

ABSTRACT: Ecosystem management has become an important unifying theme for environmental policy in the past decade. Whereas the science of ecosystem dynamics suggests that it will remain difficult to define ecosystem borders and all of the natural and anthropogenic effects that influence them, the politics of ecosystem management require that a national ecosystem delineation standard be adopted. Moreover, a political framework for ecosystem management decision making must be designed in such a way as to complement the hierarchical, interrelated nature of ecosystems generally. This paper advocates that a watershed-based ecosystem delineation standard is the most politically suitable because it will be easily understood by the public and watersheds have a long history as a medium of environmental policy. The paper then proposes that the political framework for watershed-based ecosystem management must depend heavily on state and local autonomy, subject to federally prescribed standards and goals. The Coastal Zone Management Act provides a model for how a national ecosystem management policy can work within state and local watershed cultures and economies. 相似文献

ABSTRACT: Changes in global climate may alter hydrologic conditions and have a variety of effects on human settlements and ecological systems. The effects include changes in water supply and quality for domestic, irrigation, recreational, commercial, and industrial uses; in instream flows that support aquatic ecosystems, recreation uses, hydropower, navigation, and wastewater assimilation; in wetland extent and productivity that support fish, wildlife, and wastewater assimilation; and in the frequency and severity of floods. Watersheds where water resources are stressed under current climate are most likely to be vulnerable to changes in mean climate and extreme events. This study identified key aspects of water supply and use that could be adversely affected by climate change, developed measures and criteria useful for assessing the vulnerability of regional water resources and water dependent resources to climate change, developed a regional database of water sensitive variables consistent with the vulnerability measures, and applied the criteria in a regional study of the vulnerability of U.S. water resources. Key findings highlight the vulnerability of consumptive uses in the western and, in particular, the southwestern United States. However, southern United States watersheds are relatively more vulnerable to changes in water quality, flooding, and other instream uses. 相似文献

This paper examines two participatory environmental planning cases in which modelling played an important role. The cases occurred in Vermont. They provide contrasts in the use of technology to model future scenarios: magic markers and mylar for forest mapping as compared to computer modelling for watershed assessment. The paper describes how modelling and models were employed to integrate knowledge, interests and values in each case. It explores two dimensions of legitimacy, procedural and scientific expertise, in these modelling processes. It concludes with the implications of decision-making authority for legitimacy and the integration of knowledge and values. 相似文献
