The aim of this study was to evaluate the possible toxicity of the leachate produced by the residues generated in the process of recycling lead from waste batteries. These residues are slag, which once formed, is characterised by its content in ferrous sulphide, sodium carbonate as well as residual coke from the process. It also contains, as minor components, lead and other heavy metals. The slag was stored and watered periodically over a period of 6 months, its composition changing until finally becoming inert, with no exothermal activity. The slag was leached, and its ecotoxicity was determined by means of the bioluminescence test, along with its content in heavy metals. The results obtained indicate a greater degree of toxicity in the residues with a shorter storage period than the established one, and which were therefore still in the phase of decomposition. However, in the samples taken on completing 6 months of storage, the EC50 value of the leachate was found to be higher than 3000 mg/l. Hence, a storage period under suitable environmental conditions which leads to inactivity of the residue as well as a decrease in its ecotoxicity, is considered absolutely essential. At the same time, a direct relationship was observed between the lead content and the ecotoxicity value.  相似文献

This paper presents the results of the preparation of an ecological cementing material from granulated blast-furnace slag (GBFS) and Class C fly ash (CCFA). The desulphurization gypsum, calcined at 600–800 °C for 0.5–1.5 h, works as the main ingredient of the activator in the cementing material. The optimized formulation of the cementing material was obtained with the aid of factorial design method: slag, 70%; CCFA, 18%; activator, 12%. The “partial super-fine grinding process” was adopted to improve the performance, i.e., 85% of the mixture is ground to Blaine fineness of 3500 cm2/g, 15% further ground to around 5000 cm2/g. The compressive strength of 28 days of the cement mortar is up to 49 MPa and flexural strength 8.4 MPa. The hydration products, investigated by SEM and X-ray diffraction, are mainly ettringite and C–S–H gel.  相似文献

An Eco-balance of a Recycling Plant for Spent Lead–Acid Batteries   总被引:2,自引:0,他引:2  
This study applies Life Cycle Assessment (LCA) methodology to present an eco-balance of a recycling plant that treats spent lead–acid batteries. The recycling plant uses pyrometallurgical treatment to obtain lead from spent batteries. The application of LCA methodology (ISO 14040 series) enabled us to assess the potential environmental impacts arising from the recycling plants operations. Thus, net emissions of greenhouse gases as well as other major environmental consequences were examined and hot spots inside the recycling plant were identified. A sensitivity analysis was also performed on certain variables to evaluate their effect on the LCA study. The LCA of a recycling plant for spent lead–acid batteries presented shows that this methodology allows all of the major environmental consequences associated with lead recycling using the pyrometallurgical process to be examined. The study highlights areas in which environmental improvements are easily achievable by a business, providing a basis for suggestions to minimize the environmental impact of its production phases, improving process and company performance in environmental terms.  相似文献

The Western Governors' Association (WGA) includes both the public lands states with their issues and the plains states, which are 98% privately owned. WGA deals with most legislation affecting biodiversity, whether the effect is direct or tangential. It will probably not be possible, or desirable, for one entity to be in charge of biodiversity conservation. The Endangered Species Act, public lands laws, agricultural laws, water law, environmental laws, and funding legislation all affect biodiversity conservation and the responsibility for it. None of them on their own are enough, and most can cause harmful unintended consequences for biodiversity. The experience of western states in developing consensus principles for reauthorization of the Endangered Species Act provides an example of common-sense ways to improve management of biodiversity, notwithstanding the complexity and large stakes involved. The WGA's proposed changes call for increasing the role of states, streamlining the act, and increasing certainty for landowners and water users. To achieve sustainable conservation for biodiversity, the better question is not “Who is/should be in charge?”, it is “How do we get this done?” To answer this, we need goals, guidance, and bottom lines from federal laws, and management and oversight at the state level, but they all need to support local on-the-ground partnerships. Sustainable conservation requires the active participation of those who live there. WGA's experience in coordinating the Great Plains Partnership as well as its work with watershed efforts shed light on what to expect. Multilevel partnerships are not easy and require a different way of doing business. The ad hoc, sitespecific processes that result do not lend themselves to being legislated, fit into organizational boxes, or scored on a budget sheet. They do require common sense and a longterm perspective.  相似文献

Hawaii possesses abundant geothermal resources and rare native wildlife. Geothermal energy development has not posed a threat to native wildlife in the past, but development potential has recently reached a level at which concern for native wildlife is warranted.Potential geothermal resource areas in Hawaii intersect important native forest and endangered species habitat. The ability of existing laws to constrain development in these areas is in question. State and federal endangered species and environmental reporting laws have little ability to constrain geothermal development on private land. Hawaii's Land Use Law had been viewed by conservationists as protecting natural areas important to native wildlife, but recent decisions of the state Land Board sharply challenge this view.While this dispute was being resolved in the courts, the state legislature passed the Geothermal Subzone Act of 1983. Wildlife value was assessed in the geothermal subzone designation process mandated by this act, but the subzones designated primarily reflected inappropriate developer influence. All areas in which there was developer interest received subzone designation, and no area in which there was no developer interest was subzoned. This overriding emphasis on developer interest violated the intent of the sub-zone act, and trivialized the importance of other assessment criteria, among them native wildlife values.  相似文献

This paper analyzes a unique dataset collected during a 2006 national survey of U.S. households to explore the effectiveness of common household recycling policies for metals, glass, and plastics: curbside recycling, drop-off recycling, deposit–refund systems (bottle bills), and marginal pricing for household waste. After estimating either generalized ordered logit or multinomial logit models, we find that the most important determinants of household recycling are people's attitudes toward recycling. Our results also suggest that omitting internal variables (perceived recycling obstacles and benefits as well as moral considerations) may bias policy coefficients. Socio-economic variables are typically not statistically significant, with the exceptions of young adults and of African Americans who tend to recycle less than others. Policies with the largest odds ratios are curbside recycling (which is further strengthened if recycling is mandatory), followed by the presence of drop-off collection centers nearby. Bottle bills are also statistically significant but their odds ratios are smaller, possibly because refunds are relatively small and typically do not change for years. Finally, marginal pricing appears to have a limited impact on recycling. These results suggest avenues for improving household recycling at a time when recycling rates appear to be plateauing.  相似文献

Extended producer responsibility seeks to integrate environmental impacts into the product lifecycle and achieve greater economic efficiencies in the management of products at end of life. For such integration to be actualized, however, producers may need to be accorded greater programmatic authority and flexibility than is often in some EPR policies that stipulate defined roles for other entities along the product chain. The proper allocation of responsibility among the parties and, in particular, the roles of the producers and local authorities remains a principal component of EPR policy construction. The analysis outlines four broad categories of financial and programmatic responsibility that currently reside within EPR programs in North America. The article concludes with recommendations for a research agenda to further define the governance characteristics that result in effective and efficient EPR programs.  相似文献

Understanding the cost-effectiveness and the role of economic and policy instruments, such as the combined product tax-recycling subsidy scheme or a tradable permit, for scrap tire recycling has been of crucial importance in a market-oriented environmental management system. Promoting product (tire) stewardship on one hand and improving incentive-based recycling policy on the other hand requires a comprehensive analysis of the interfaces and interactions in the nexus of economic impacts, environmental management, environmental valuation, and cost-benefit analysis. This paper presents an assessment of the interfaces and interactions between the implementation of policy instruments and its associated economic evaluation for sustaining a scrap tire recycling program in Taiwan during the era of the strong economic growth of the late 1990s. It begins with an introduction of the management of the co-evolution between technology metrics of scrap tire recycling and organizational changes for meeting the managerial goals island-wide during the 1990s. The database collected and used for such analysis covers 17 major tire recycling firms and 10 major tire manufacturers at that time. With estimates of scrap tire generation and possible scale of subsidy with respect to differing tire recycling technologies applied, economic analysis eventually leads to identify the associated levels of product tax with respect to various sizes of new tires. It particularly demonstrates a broad perspective of how an integrated econometric and engineering economic analysis can be conducted to assist in implementing policy instruments for scrap tire management. Research findings indicate that different subsidy settings for collection, processing, and end use of scrap tires should be configured to ameliorate the overall managerial effectiveness. Removing the existing boundaries between designated service districts could strengthen the competitiveness of scrap tires recycling industry, helping to reduce the required levels of product tax and subsidy. With such initial breakthroughs at hand to handle the complexity of scrap tire recycling technologies, there remains unique management and policy avenues left to explore if a multi-dimensional solution is to be successful in the long run.  相似文献

The use of recycled concrete aggregates (RCA) in applications other than road sub-layers is limited by two factors: the high porosity of RCA in comparison with natural aggregates, and the restrictions set forth in standards and building codes. Research efforts aimed at alleviating these restrictions are focused on improving the quality of coarse RCAs by reducing the amount of adhered cement pastes, which is the weakest element in this system and influences the rheological behaviour.This paper presents an analysis of the environmental impacts of the recent mechanical and thermo-mechanical processing techniques which produce high performance RCA by reducing the volume of adhered cement paste. Based on published data, processing scenarios were established. These scenarios permit making rough estimates of energy consumption, CO2 emissions, fines generation and product quality. Using these data and the available emission factors from several countries, an objective comparison was made between these innovating processes and conventional recycling.The production of fines increases from 40% up to as much as 70% as the volume of adhered cement paste on the RCA is reduced. Fuel fed thermo-mechanical process energy consumption, per tonne of recycled aggregate, varies between 36 and 62 times higher than conventional recycling processes. Mechanical processing, combined with microwave heating, increases energy consumption from 3 to a little more than 4 times conventional recycling. Consequently, CO2 emissions released by conventional coarse aggregate production go from 1.5 to 4.5 kgCO2/t, to around 200 kgCO2/t, for that of fossil fuel fed thermo-mechanical treatments.Mechanical and mechanical/microwave treatments appear to have the greatest environmental potential. In this study, the application of modern recycling technologies in accordance with the European and Greek legislation, aiming at the recovery of lead, polypropylene and sulfuric acid from spent lead (Pb)/acid batteries, is presented. The present state of their disposal and exploitation is also depicted. The international situation is reviewed, the general trends are marked and the main technologies related to lead/acid battery treatment are reported. General recommendations are given regarding the collection of spent batteries and the installation of a recycling plant in Greece. A sensitivity analysis is carried out in order to define the most significant parameters affecting the viability of a recycling scheme. The present study proves that a possible installation of a Pb/acid batteries recycling process unit, treating 17 000 t/year (estimated total quantity) and situated in the industrial area of the greater Athens region, seems to be economically profitable. The already existing operation of small-scale battery recycling plants, common in small countries, should be discouraged as they demonstrate a rather not environmentally acceptable recycling operation.  相似文献

从地理学科角度,联系发达国家铅污染的演变轨迹,及我国铅污染源的结构性特征及其演变趋势,对受到铅污染严重威胁的人群的群体特征按年龄结构,职业结构,城乡差别及群体规模与发展趋势作了具体分析。结果显示,我国约有42.2%的城乡儿童血铅高于目前国际公认的100μg/L儿童铅中毒诊断标准;涉铅中小型乡镇企业职工铅中毒患病率9.35%。其中蓄电池,冶炼行业最高,铅中毒患病率分别为23.8%和18.8%,占总中毒人数的67.2%。  相似文献

Polyethylene terephthalate (PET) has become the most favourable packaging material world-wide for beverages. The reason for this development is the excellent material properties of the PET material, especially its unbreakability and the very low weight of the bottles compared to glass bottles of the same filling volume. Nowadays, PET bottles are used for softdrinks, mineral water, energy drinks, ice teas as well as for more sensitive beverages like beer, wine and juices. For a long time, however, a bottle-to-bottle recycling of post-consumer PET packaging materials was not possible, because of the lack of knowledge about contamination of packaging polymers during first use or recollection. In addition, the decontamination efficiencies of recycling processes were in most cases unknown. During the last 20 years, PET recollection as well as recycling processes made a huge progress. Today, sophisticated decontamination processes, so-called super-clean recycling processes, are available for PET, which are able to decontaminate post-consumer contaminants to concentration levels of virgin PET materials. In the 1991, the first food contact approval of post-consumer PET in direct food contact applications has been given for post-consumer recycled PET in the USA. Now, 20 years after the first food approval of a PET super-clean recycling process, this article gives an overview over the world-wide progress of the bottle-to-bottle recycling of PET beverage bottles, e.g. the recollection amount of post-consumer PET bottles and the super-clean recycling technologies.  相似文献

The purpose of this paper is to review, and draw attention to, issues raised by the recycling of wrought aluminium from motor cars, even though the time horizon for significant arisings of such aluminium scrap is in the order of 20 years from now. Recycling of specific grades of wrought aluminium will be viable only when a means of positively identifying different types of scrap is available. A solution must be reliable, rapid, and low-cost; probably used in conjunction with a vehicle shredder. Such a system of identification will eliminate the need for costly hand-dismantling and segregation. Simple segregation of cast and wrought alloy will, however, be essential when wrought aluminium from car bodies dominates the scrap arisings. Such segregation will produce two high-value scrap products. The first of which will be similar to the A380 casting alloy specification, maintaining the current supply of this scrap, and the second will be a composite of wrought alloys. These issues are relevant to the aluminium scrap industry, which will have to accommodate future changes in the composition of the scrap it receives, and the motor industry, which may adopt in-house recycling of wrought alloy in order to offset the high purchase cost of aluminium.  相似文献

In this article potential barriers to recycling are explored within a UK community of approximately 8000 households that are piloting a kerbside paper recycling scheme. All 1690 non-users of the scheme were surveyed for their decisions not to participate. A 43% response rate was generated from the survey and the reasons given by householders were coded into 12 categories. The main reasons for non-participation included insufficient paper and lack of space in which to locate the recycling bin. 62% of the non-participants reported that they were recycling paper using other facilities such as local bring schemes and charity collections. Strategies to increase participation in the kerbside scheme are suggested.  相似文献

Experiences with environmental impact assessment (EIA) in a number of countries are discussed in the light of both explicit and implicit goals and objectives. Adequate environmental information is not always available to decision makers because of failure to apply EIA to all relevant decisions, the continuing inadequacies of prediction and evaluation techniques, the failure to consider alternatives adequately, and the bias of some EISs. EIA frequently results in changes to proposals and may result in stricter environmental management conditions in some cases, but some people regard it as a failure because it has not stopped development. Generally, EIA leads to better integration of environmental factors into project planning. Open procedures and freedom of information encourage responsiveness to EIA procedures, which can be weakened by discretionary powers and lack of access to the courts by public interest groups. However, legal standing may have side effects that offset its advantages. EIA can encourage cooperation and coordination between agencies but does not ensure them. Similarly, it can have a limited role in coordinating interstate and international policies. In the long term, the success of EIA depends on adequate monitoring, reassessment, and enforcement over the life of the project. EIA has generally opened up new opportunities for public participation, and may help to reduce conflict. EIA procedures need to be integrated with other environmental protection and development control programs, and various means exist for reducing its cost to developers and the public.  相似文献

On domestic waste recycling, it was found that source separation of domestic waste in mainland China was supported by 85% of the urban population and about 11–13% of the household waste was recovered and sold by the householders for financial gains. It was also found that the lower income group tended to recover a greater portion of waste, indicating that voluntary waste recovery activities in mainland China were carried out largely due to economic reasons. Thus, the Western type of source separation program in which residents are requested to separate recyclables for the community may not be welcomed in mainland China. In Hong Kong, despite the presence of community waste recovery programs, the recovery of domestic waste is only about 6% and is therefore less than those of the mainland Chinese cities surveyed. On the choice of source separation programs, it was found that Hong Kong people ranked familiarity a more important criterion than convenience. Therefore, the collection frequency of recyclables and time and place for setting out recyclables should be as similar to those of normal waste collection as possible to attract high participation in source separation programs.  相似文献
