Municipal waste management in the UK has undergone rapid transformation in recent years in pursuit of greater sustainability. In this paper we explore the environmental justice issues and tensions involved in this shift. After a brief overview of environmental justice debates and how they have been related to issues of waste management, we describe how the policies and processes underlying the transformation from an overwhelming dependence on landfill disposal towards more sustainable methods of management has been driven by European legislation embodying principles premised on fundamental environmental concerns of inter- and intra-generational equity. We analyse the key means through which these principles have been translated to restructure local authority practices and the environmental justice issues arising from the implementation of international policy in regional and local context. Finally, we reflect on the implications of this case study for implementation of policies intended to advance both sustainability and environmental justice. 相似文献

This research examined the opportunities for critical education available to participants of a federal environmental assessment (EA) that includes hearings. The Sable Gas Panel Review, an assessment of a natural gas project situated in the Maritimes, was undertaken between 1996 and 1997. This study documented what participants learned through their experiences and how that learning was facilitated. Primary data collection emphasized the use of semi-structured interviews to record the experientially based observations of panel participants. Primary data were supported by a review of material submitted by hearing participants for consideration by the panel, and complemented with literature related to EA, environmental education, and transformational learning theories. Evidence was considered in terms of assessment-specific operational definitions, developed from Shor (1993) [Education is politics: Paulo Freire's Critical Pedagogy. In: McLaren, P., Leonard, P. (Eds.), Paulo Freire : A critical Encounter, Routledge, New York, pp. 25-35] ten indicators of critical education. The study revealed that participants of the Sable Gas panel review had an opportunity to engage in critical education. While it is important to acknowledge that the panel did not set out to engage participants in a 'critical educational' experience, each of the 10 operational definitions of critical education used in the study were addressed to varying degrees through activities undertaken by the panel secretariat. Results illustrate the types of educational opportunities, such as a class on how to participate in a quasi-judicial hearing, and the importance of participant-led research that can arise out of the panel review process. The findings of this research contribute to the evolving literature regarding the role of critical education in EA and environmental management. Understanding the existing scope of critical education within a panel review provides the foundation for identifying opportunities for expanding the capacity of the existing EA process to facilitate learning by participants. 相似文献

This paper explores the opportunities for and the benefits of considering gender in municipal waste management (MWM) policy. Two case studies in Ireland and the UK are presented. These show that the structural mechanisms for achieving a more consistent and coherent approach to ensuring that MWM policy is sensitive to gender differences and inequalities are still weak. They also show that political structures and champions for gender equality and equal opportunities make a difference to the way in which women are involved and considered in MWM policy making. The research is set within the broader context of environmental justice which, to date, has been more concerned with race, ethnicity and wealth inequalities than with gender inequalities. 相似文献

Summary The Government of Nigeria is increasingly aware of problems emanating from poor environmental sanitation. This awareness has led to various edicts both at the national and state levels on environmental sanitation with particular reference to solid waste management. Such an edict was critically examined for the Kwara State of Nigeria. At a glance, the edict looks impressive and timely, but a closer study reveals many loopholes some of which are outlined. Most important of these, is a failure to consider adequately the full requirements of the population. Many of the facilities needed for effective implementation are also grossly inadequate. Multinational corporations are facing increasing pressures and finding stronger incentives to integrate environmental management into their overall business strategies. National and local environmental regulations are becoming more stringent in Europe, Japan, East and Southeast Asia, Latin America, and many developing countries, and international voluntary standards of environmental management are being endorsed by a growing number of governments. Multinational firms are embracing these standards not only to assure the public of their concern for environmental protection, but also to enhance their competitiveness in international markets. The British Standard 7750, the European Eco-Management and Audit Scheme (EMAS), and the ISO 14000 series are setting new guidelines for effective corporate environmental management. Beyond complying with local and national laws, corporations now have wider latitude in how they adapt their business practices to these emerging environmental management standards. In order to capitalize on that creative latitude, companies must have corporate cultures and internal management systems that allow them to respond quickly and effectively to changing environmental requirements. Exemplary corporate environmental performance is usually related to strong and progressive leadership, a culture that recognizes the importance of environmental protection, and the willingness to operate by quality-based management principles. This article describes how one international corporation, Sonoco, in responding successfully to changing environmental pressures to reclaim and recycle its products in the wake of the solid waste crisis in the United States and more stringent environmental regulations in Europe, used its management competencies and corporate culture to turn what could have been serious barriers to expansion of its core businesses into new opportunities. By adopting a bold materials reclamation program, Sonoco was able to overcome potential limitations on its operations in the United States and abroad and to develop new business segments that benefited the company and the environment. 相似文献

Industry's role in environmental protection is changing and growing. Increasing evidence shows that a corporation's understanding and response to environmental issues and concerns can have strategically important consequences for some kinds of businesses.1 Focusing on concepts of prevention, industry has developed and struggled with a number of environmental approaches, all of which attempt to link the environment with common business practice. Industry has followed and in some cases embraced concepts and approaches like sustainable development, eco-efficiency, green manufacturing, pollution prevention, and extended product responsibility. A particularly timely and promising strategy to reduce the environmental impact of both manufacturing and product use while enhancing business success is the integration of environmental management systems (EMS) with design for the environment (DFE) efforts. A desirable relationship can and should exist between DFE and EMS. This relationship has not been well understood, but is crucial to fulfill the promise of each. In application, the institutionalization of DFE in an organization is difficult and tenuous at best. Some authors suggest that management issues block the implementation of DFE.2 Others say that DFE has not been institutionalized to the extent that pollution prevention has.3 This article suggests that through an explicit connection between an EMS and DFE, DFE can extend the promise of EMS to reduce industry's environmental impact and produce business success, and it can do so in an ongoing way. The authors will show the importance of an EMS/DFE linkage, suggest company types that might benefit from investigating these approaches, and then review a series of DFE tool types. 相似文献

An essential difference in solid waste management systems lies in their treatment of the large paper component. This study reveals that in most cases considered for southern Ontario, net energy savings are attributable to recycling waste paper rather than using it as a source of energy. It was also found that recycling waste paper could result in a net decrease in air and water pollution. The energy savings attributable to reduction at source options are assessed separately. 相似文献

Public and private organizations need a robust approach to prepare, respond, and recover from cyber-attacks. This perspective article will refer to such an approach as Cyber First AID—adaptable, integrated, and deliberate. Adaptable describes that one size does not fit all; Integrated means the effort is throughout the organization; and Deliberate describes plans that are reviewed periodically and practiced, in which all members of the organization know their respective roles and responsibilities. Screening of environmental pressure from products in the Swedish railway infrastructure: Implications for strategic environmental management 总被引:1,自引:0,他引:1
This paper proposes a method to be used in environmental reviews as an initial tool for estimating upstream environmental pressures from material use in organisations dealing mostly with construction materials. Upstream environmental pressures are often omitted in environmental reviews from organisations and instead tend to be site specific, with a limited life-cycle perspective. This paper uses the Swedish National Rail Authority as a case to present the approach. An energy indicator is used to estimate the environmental pressure of material use.In the studied building project, a small set of products contribute to a major part of the material use and the material-related energy use. The energy use is almost exclusively of nonrenewable energy carriers. The three most important products are all homogenous and non-complex, which makes the energy indicator well suited for the analysis. The organisation can use the results to focus on the most important products and also to see which parts of the organisation contribute to the material-related energy use. Rail traffic in Sweden is almost exclusively from non-fossil-based energy carriers. This highlights the importance of the infrastructure to the overall environmental pressure of the railway. Consequently, if road transport were to shift away from fossil fuels, railways earlier environmental advantages would diminish, since research suggests that railway infrastructure is more energy intensive than road infrastructure. 相似文献

This paper reports on the results of a survey of environmental management and technical measures amongst almost 2000 European firms. Logit analysis is undertaken to determine the effects of firm characteristics, commercial conditions, perceived environmental impacts, expected benefits and stakeholder pressures on the probability of having an environmental management system in place. Subsequently, determinants of the likelihood of undertaking environmental actions in five environmental areas are estimated. There is a positive effect of environmental management on the likelihood of undertaking technical measures to reduce environmental impacts in some (but not all) areas, as well as a positive role for integrated environmental management strategies. 相似文献

Many empirical environmental justice (EJ) studies lack a systematic framework in which to undertake research and interpret results. This paper characterizes the conventional EJ study and examines how results can be influenced by the choice of the spatial scale and scope of analysis. After thoroughly reviewing a sample of prominent EJ studies, a conventional EJ study was performed for (Superfund) National Priorities List sites at multiple scales and scopes. It was found that evidence of environmental injustice could be sensitive to scale and scope chosen, which partly explains the observed inconsistency in the empirical literature. Implications for interpreting existing EJ research and conducting future EJ research are discussed. 相似文献

Today, environmental managers are learning new ways of adding value to their organizations. Before, the environmental department was an overhead expense—an indirect support group required for complying with burdensome regulations. Now, such departments add insights and value during strategic planning sessions, identify efficiency improvement opportunities, provide a superior return on investment, and—bottom line—improve profits. The primary approach to meeting the challenge is a new environmental management system (EMS) that identifies, measures, and manages a diverse set of internal and external customer needs. These needs include environmental cleanups, regulatory compliance, pollution prevention, and design for the environment—and each represents a potential improvement opportunity. Unfortunately, most organizations have so many such needs that all cannot be addressed at once, given the resource constraints of a competitive business climate. Thus, priority is a key concept of an effective EMS. This article describes an innovative application of consensus-building tools that quickly identify and set priorities for diverse environmental programs. How does knowledge management (KM) by a government agency responsible for environmental impact assessment (EIA) potentially contribute to better environmental assessment and management practice? Staff members at government agencies in charge of the EIA process are knowledge workers who perform judgement-oriented tasks highly reliant on individual expertise, but also grounded on the agency’s knowledge accumulated over the years. Part of an agency’s knowledge can be codified and stored in an organizational memory, but is subject to decay or loss if not properly managed. The EIA agency operating in Western Australia was used as a case study. Its KM initiatives were reviewed, knowledge repositories were identified and staff surveyed to gauge the utilisation and effectiveness of such repositories in enabling them to perform EIA tasks. 相似文献

Although espoused by many, integrated environmental management (IEM) has been difficult to accomplish in practice. There are
many reasons for this shortfall, but certainly a key factor is the lack of agreement among scholars and practitioners regarding
the concept and its defining elements. Our purpose here is to sharpen the conceptual basis for IEM by elaborating and pragmatically
characterizing a framework for the practice of more integrated environmental management. We outline four fundamental dimensions
of IEM: (1) comprehensive, (2) interconnective, (3) strategic, and (4) interactive/coordinative. IEM efforts in the Black
Earth
Creek watershed in Wisconsin illustrate specific attributes and examples pertaining to our conceptualization of IEM. Acceptance
of the conceptual framework elaborated here should alleviate some of the confusion associated with IEM and help move this
